I can confirm that this happens with current code.  It looks like the
autopilot setting is being updated along with the current heading, so
the seek never finishes and the aircraft flies in circles forever.

Hmm.. I don't see this hmm...

I wonder if it's 'reality' related ... yup that's it

This only happens with// in newauto.hxx
  #define DEFAULT_AP_HEADING_LOCK FGAutopilot::FG_DG_HEADING_LOCK
and not with 
  #define DEFAULT_AP_HEADING_LOCK FGAutopilot::FG_TRUE_HEADING_LOCK

No wonder I never saw this :-)

It depends on which aircraft you are using it with.  My guess without checking
is it seems to be working on aircraft with the heading bug instrument...but
that is just a guess.  This has been this way for at least a month or two, 
but with being busy at work I haven't flown or looked into it enough to even
report.  The autopilot code is in bad need of an overhaul, which I started
last summer, but decided to put off until the winter when work is slow.

Heading hold seems to fail on YASim planes ... something seems to be
missing, or not quite happening right.  I thing this was introduced
about the same time David implimented the vacuum driven AI and DG ...
