I don't think FOP lets fo:footnote inherit properties from its parent 
block. Whether this is correct or not depends on what the spec says. I 
did have a quick look there, but its an awful document to work out such 
things.


An alternative would be to try putting keep-together on the block inside 
the fo:footnote-body.

I have the following fragment of an fo file that is not
