Sound like that would work, but that solution was obscured by the way the 
original question was framed. Knowing what the use case is helps reframe the 
question. However, footnote insertion just indicates a point in the text. Maybe 
applying a Conditional Text  attribute to the range of text could be used, 
allowing the reviewers to see what the citation needs to cover. If you require 
a number for each range, that could be done by post-processing the conditional 
text markers.

held using paper copy, not electronic). Author fell down on the job and there 
are a host of places throughout where citations are needed (80+).

So I'm adding callouts for the group as to what content needs citations. In 
some cases it is an entire section (callout added to header), in others it is a 
particular paragraph or multiple paragraphs (callout on line preceding 
paragraph), and most are specific sentences within a paragraph (callouts 
inline) with the possibility that more than one callout is needed in a given 
paragraph. Also, they could be any sentence within the paragraph.

For expediency, based upon initial responses here, I just did them by hand, but 
it would be interesting to know if there is an autonumber method that could 
work if this happens again.

You can't increment variables with counters. This may be a good candidate

I need a counter/variable that autoincrements, but NOT tied to a specific
paragraph style. This counter might appear in any number of different
paragraph styles and at different positions in the paragraph.

Variables seem like they should be the way to go, but it appears that there
isn't an auto-increment component to them, e.g.,  like when numbering
paragraphs or list elements.

All online resources I can find discuss autonumbering within the context of
the paragraph designer, but that's not what I need.

What am I missing?

If it were one-to-one you would be correct. However, there are cases where 
there is uncertainty as to how many citations are needed, e.g., multiple 
paragraphs or a section where it could be appropriate for a single overarching 
citation or multiple granular citations, which depend on context, which the 
group has to determine.

I suppose I could use the empty footnote as an autonumber indicator along with 
inline comments to provide context as to what is needed.

Also, now that I think about it, it would be helpful to have the citation 
needed numbering sequence NOT be the same numbering sequence as footnotes, as 
other edits could add/delete footnotes beyond this specific list of citations 
needed, at which point the numbering gets thrown off electronically compared to 
everyone's on-paper records of the peer meeting.

I would try to tie it to a paragraph style, then make it a run-in paragraph 
that doesn't cause a line break. Manually apply it where you want it, press 
enter, then apply whatever style you need next.

Fiddly, but should work. Flies in the face of structured documentation, but 
your use case seems to be inherently unstructured anyway.

I'm having a brain fart. Seems like this should be doable, but I'm missing 
something.

I need a counter/variable that autoincrements, but NOT tied to a specific 
paragraph style. This counter might appear in any number of different paragraph 
styles and at different positions in the paragraph.

Variables seem like they should be the way to go, but it appears that there 
isn't an auto-increment component to them, e.g.,  like when numbering 
paragraphs or list elements.

All online resources I can find discuss autonumbering within the context of the 
paragraph designer, but that's not what I need.

What am I missing?
