So (2) has behavior changed. That's probably only good, and means that once
this is in we can clean up rulesets for not protecting against the rare case
of city having two Barracks at once (guards against getting double effects)

Details:

The autogenerated help for TradeRoute units says

* Can establish trade routes (must travel to target city and must be at least
%d tiles [in Manhattan distance] from this unit's home city).

This is misleading; the distance restriction doesn't apply yo international
trade routes.

Since the restrictions and bonuses on trade routes are adequately explained
elsewhere, just simplify the message.

While I've been reviewing the help for 2.5.0 I found a few issues that could
use fixing for 2.4.
* As noted in bug #18084, the game hasn't ended up 2000 AD for ages. (Also use
BCE/CE rather than BC/AD.)
* Units can have no movement points.
* Define the term 'native' in the general Units help.
* Nations help claims nations are identical, but that's only necessarily true
of standard rules (bug #21446).

#4499), so acknowledge this on trunk while I'm here.

* Merged pillaging section into main Terrain Alterations section.
* Updated words about city centres.
* Removed hardcoded road/railroad text that's no longer always valid.

Details:

Patch #3548 removed some hardcoded combat bonuses. This patch rewords the
combat section a little for this, although it's still heavily tied to the
classic ruleset (but now acknowledges this).

This text is very old. I haven't checked thoroughly that it's all still true.

Also:
* Merge Modifying Combat Rules into main section
** killstack is now a server option
** just note the possibility of tired_attack rather than explaining how to
edit rulesets
* Acknowledge existence of special bombard attack (but not really adequately
describing it)

 Disasters are mentioned only as ruleset modding feature, disasters
enabled for supplied rulesets are not. Especially civ1 compatible
(though the disaster occurrence mechanism is not completely civ1
compatible) disasters should be there.

Follow-up Comment #1, bug #22245 (project freeciv):

So far debugged:
Ferdinand V and Megawati Sukarnoputri met just previous turn and agreed on
cease fire. In the turn sanity check fails, update_diplomatics() reduces turn
remaining for MS-FV state but not for FV-MS state as outermost
players_iterate() never goes through Ferdinand. Both players are still alive.

I have not yet confirmed it, but now I have a theory.

Players meet, and agree on cease fire, as a result of Ferdinand's alliance
with someone else breaking and unit bouncing next to Megawati's unit. All this
takes place within update_diplomatics().
As Ferdinand vs Megawati part of the update_diplomatics() iteration has
already gone past, that state does not change any more. Megawati vs Ferdinand,
OTOH, is only after they have agreed on cease fire, and thus the cease fire
counter for that state gets reduced.

Details:

Now that move_mode is used to things other than speed calculations (move
legality, for example around river corners), NoBonus mode is causing
trouble. One cannot have road type without move bonus but with move legality
restricted. To achieve former, one would set NoBonus and for the latter mode
needs to be something else.

Attached patch removes NoBonus mode, and codes the fact that road provides
no speed bonuses to move_cost, which was earlier completely ignored in
conjunction with NoBonus. Move_cost value of -1 (or any negative value,
but consider others reserved) means that road provides no speed bonus.
