Details:

Make it optional for hard AI levels to offer cease-fire on first contact.

- Add new handicap H_CEASEFIRE
- Give that handicap to easier AI difficulty levels, but not to Away, Hard,
Cheating, or Experimental
- Force AI to offer cease-fire only if it has H_CEASEFIRE. Other AIs evaluate
the worth of cease-fire and either offer it or not.

Opening a ticket so this won't get forgotten, though first thing to
investigate if such a bug is already fixed; this game runs from (modified)
r25800 code.

Client complains that server requested it to remove units it does not know
about.

1: Server wants us to remove unit id 1024, but we don't know about this unit!

Either it's a coincidence, or the cause to this, but at the same turn pirate
ship attacked and failed against my city. Certainly there were passengers
inside that ship, as pirate ships should never be created without them. So it
seems rather likely that the units in question are those passengers who died
with the attacking enemy ship.

Details:

History Report is built to statically allocated buffer. That buffer has
certainly been big enough when we supported maximum of 32 players, but it seem
very small for our current maximum number of players (160 in trunk & S2_6, 128
in older supported branches)
This is probably more complicated than just increasing the buffer size. It
then would not fit in to a single network packet. Luckily there's checks
against overflowing the buffer, so I think we don't have a crash but just a
report getting cut (well, if that happens in the middle of a multibyte UTF8
character, it's not completely harmless)

Details:

The perform action unit order can target a neighbor tile. If the unit is
located at the edge of the map the neighbor tile in the specified direction
may be non existing.
