I agree that booting to a live Linux instance would be a better solution 
here.  I've had to do this many times and honestly it doesn't really 
matter what live image you use.  Mint is fine.  I personally prefer 
Ubuntu MATE or Xubuntu but it doesn't really matter.  It should give you 
access to the Windows drive through the file manager (both graphical and 
CLI).

forget about this route.

Use a Linux Live CD (I personally would recommend Linux Mint 20.1 Mate)
and use that one instead...

Stephanos, we have answered this question for you already. It is the
same question as your BIOS question.

No, you cannot.

DOS does not support USB directly. You can't access USB devices from
DOS without configuring drivers. We told you this already re the BIOS
update.

(There _are_ some drivers, for USB 1, for _some_ chipsets, but they
are difficult to configure. If you have to ask, you can't do it.)

But if you boot FreeDOS  from a USB key, the BIOS emulates a hard disk
for DOS and it will work.

This is the same answer as your BIOS question.

If you ask me: Do not use DOS for that. Your Windows is probably
installed on NTFS and DOS is too old to understand NTFS data.

Simply boot Linux from a CD or USB stick to copy your file. You
could even take the harddisk out of the computer and plug it into
another computer. Make sure to NOT make it the boot disk, of course.

Or put it into an USB housing and connect it to another Windows
or Linux computer so you can access the data via USB, easily.

In both cases: Make sure to fully shutdown your Windows computer
first! If Windows is only in hibernate, standby or sleep mode, it
can have opened files which can get messed up when you interrupt
the sleep to do other stuff with the partition.
