I guess I can answer my own question, it configures but doesn't
compile:

gcc -DHAVE_CONFIG_H -I. -I../../version-2_5_11/libs -I.. -I../../version-2_5_11

This was reported by a Debian user. I don't personally use the
 taskbar, but I have had this happen to me when I opened Emacs, and
 tried to resize it while emacs was still coming up.

 Often when I drag the top of the taskbar to resize it, the taskbar goes
 mad.  It starts constantly resizing itself, becoming bigger and then
 smaller over and over again really quickly.

 This doesn't always happen, but will happen after 2 or 3 attempts at
 re-sizing. Occasionally it will stop doing this after a while, but
 normally the only way to stop it is to restart fvwm.

 I am using the Fvwm95 style setup, and I have tried systematically
 commenting out all the options in the modules file, and have removed
 the StaysonTop line from .fvwm-layers ; the problem still occurs.

 This didn't happen with the previous fvwm package that I was using (can't
 remember exactly the version, but it was probably around 2.4.16).

 Please let me know if you need any further information.

 and this patch did not seem to have been applied yet (as far as I can
 tell).  This is an old patch, but is still relevant to 2.5.10, I
 think.

 The docs on GotoDesk say that when the movement is relative, it should 
 wrap around instead of truncating.  That doesn't work right (you always
 end up at the end or beginning).  Here's a patch.

 now that there is no useful default configuration provided anymore with fvwm,  
 there are menu items provided in the current default state when  
 starting fvwm initially: Setup Form and Setup 95 [...]. When   
 clicking on them, fvwm provides dialog windows with text where curious

 I just upgraded from 2.4.x to 2.5.x, and I have noted that my start
 function started misplacing my windows. The problem is in the
 following lines:

   + I GotoPage 1 0

   + I Exec exec mozilla -raise -remote openURL(...,new-window)
   + I Wait Gecko
   + I GotoPage 2 0
   + I Exec exec mozilla -raise -remote openURL(...,new-window)

   + I Exec exec mozilla -raise -remote openURL(...,new-window)
   + I Wait Gecko

 I noted that the first Wait Gecko actually waits until the first
 Gecko window appears. However, all the subsequent Wait Gecko calls
 seem to exit immediately, as if they were acknowledging the first
 window that showed up. I have similar calls to Wait xterm that also
 seem to be skipped.

 Trying to understand the problem better, I managed to get the intended
 effect with the following test function:
