No way that I know of under 10.3.5. The fan activation temperature was first
lowered by the 10.3.2 update. There was a utility called Silent Night that
swapped the AppleADM103x.kext and AppleADT746x.kext files with the previous
versions that worked until the next Panther update broke it. Of course I'm
still not sure that reverting to earlier kernel extensions is a particularly
good idea. I'll go along with Apple's judgment that 12" PowerBooks were
running too hot and put up with a bit of extra noise in exchange for longer
component life.

No Torbjørn, it's not just you.  I own the same PowerBook and mine is
noisier, too. It's because of the fan, which comes on at a lower internal
temperature under Panther than it did under Jaguar. Guess Apple figured the
little 'Books were running too hot and decided to cool things down a bit.

Just out of curiosity, did you recently use Software Update to install the
10.3.5 patch? I had my first ever kernel panic on my 12" PowerBook (after 18
months of ownership) after installing 10.3.5. It happened when I popped in
an audio CD when I had Word X open. I had already repaired permissions after
Software Update had done its thing so that wasn't causing the problem. I
went ahead and installed the 10.3.5 Combo Update just to be safe and haven't
had a problem since.

I'd give that a shot if you haven't done it already. Good luck.

My 12" PowerBook (bought 2/28/03) came with 10.2.3 installed... and yes, the
CD installs Classic as well as OS X. 9 would be but nothing but a distant
memory on the little beast if it didn't.
