Open the Date/Time Control Panel, then open the menubar clock preferences,
and turn on the battery monitor setting. I don't run 9 anymore, so can't
remember the exact terms, but I do know that the option to turn on the
battery in the menubar is in the menubar clock part of the Date/Time control
panel--go figure

(actually, this is because the menubar clock is actually the code from a
shareware app, SuperClock that Apple bought back in the days of OS 7.)

There's another option if you don't want to use the control strip. Go to
the control panel which controls the menu bar clock (um... I forget which
one it is. Date Time or maybe General Controls... it's been a long time
since I used OS 9!). You can tell it to display your battery status next
to the menu bar clock as well -- it shows a little icon with a small arrow
next to the vertical position indicating battery charge -- top is full,
bottom is empty. A lightening bolt indicates AC power.

If you don't like the position of the Control Strip on the screen, you
can move it around by holding the OPTION key down, moving the mouse
pointer over the tab and dragging it around. I find the most convenient
place to be the lower left of the screen. When retracted it is out of
the way of most things. Also, the F5 key is set as the default to
hide/show the tab.

Even works if the battery is out of the computer.
The button may not be included with aftermarket batteries but it was

Yes, but I find this to be grossly inaccurate. Some batteries cannot
hold a charge for long, the system doesn't handle the charge well
anymore, etc.

It would be best to just install the battery monitor into the menu bar.

Feature of the OS, but it's also there, in OS X. You have actually the
ability to display the time or the percentage of power remaining, in
addition to the battery icon showing the remaining charge in the menu bar.
