Explorer has not been updated for the Mac for quite a while now and it
doesn't work properly on may new sites even though the PC version works just
fine. I find Safari slow in  many cases and use Firefox instead.

Amber,
I think they are two unrelated problems.
The missing t scenario happened to me a couple of weeks ago with Live 
Help.
The tech said to use all caps almost immediately, like he was used to 
this thing happening.

I do not have the problem with Safari passwords that you describe.

It's strange because all of this started happening about a week ago
and has been getting progressively worse since.   I have emptied the
cache and reset Safari.  I  called my ISP and they told me that they
felt it was a  problem involving entering secure sites.  I can't find
any new Java updates.

The other strange thing is that when I use eBay live help,  I cannot
type in lower case as the t key will not show up at all.   I can
only type in all caps to alleviate this problem.   However, the eBay
guy told me this is not uncommon with Mac users.

It sounds more like an issue with the keyboard than anything. However, I 
wouldn't count out an issue with the OS. You might could check the 
settings for your cookies and possibly clearing out the browser cache. 
This is coming from my experience on earlier versions of the Mac OS and 
various flavors of Linux and Windoze, though. As I have no experience 
with Tiger, and limited experience with OS X in general, this may not 
apply. It should work, though.

That doesn't sound like a Java issue to me, but that's just my Linux and 
Windoze experience talking. If you're using the built-in keyboard on 
your 'Book, try using an external USB keyboard, and if you're using an 
external keyboard, try the built-in one. If that doesn't work, you can 
try running iCab for OS 8.5-9.x in Classic mode and see if that works. 
It's not elegant, but it might be worth trying.
