He said the words allowed, but did he mean them? remember you have to want 
to kill for it to work.
also how about none-verbal spells? how do you know the spell he shouted 
outloud was the one he cast? Even if he did kill him, it was at Dumbledore's 
request. When he said Severus Please, he was looking into his eyes, so he 
was probably communicating with snape through some other means, if you know 
what I mean. Why else would Snape have a look of hate and revulsion on his 
face?
