[PATCH] riscv: xtheadbb: Fix extendqi insn

Recently three SPEC CPU 2017 benchmarks broke when using xtheadbb:
* 500.perlbench_r
* 525.x264_r
* 557.xz_r

Tracing the issue down revealed, that we emit a 'th.ext xN,xN,15,0'
for a extendqi insn, which is obviously wrong.
This patch splits the common 'extend2_th_ext'
insn into two 'extendqi' and 'extendhi' insns,
which emit the right extension instruction.
Additionally, this patch adds test cases for these insns.
