How many connections are you looking to pass through?  There are some 
good water-resistant connectors for PV systems, e.g. Tyco SolarLok, that 
handle oodles of current, which you can pair with a water-tight 
glandular feed-through that fits in a standard knockout.  The advantage 
is that you have strain relief right at the box and the connector can go 
in another location where the rigid section is not a problem.  Or, if 
you don't need to make/break the connection frequently, the wire can go 
straight into the box without any connector.

Not sure what you mean here, but panel connector means attaches to a through 
hole.
The above suggestion is not really a panel connector but the plastic
shells do have versions you can lock one to another
and to other things surrounding a pair of them.  Would it be good enough if  
you made
a rain proof cover to go over the downward facing pair of contacts
that are on the side of the battery box?  Since you say not need immersible 
water tight...

Looking at connectors for this in the past has lead me to circular connectors.  
A search on digikey brings up a selection matrix including ingress protection.

If your going to be connecting and disconnecting this alot, look into push pull 
circular connectors.

As for ratings. http://en.m.wikipedia.org/wiki/IP_Code

IP65 should be enough even IP54

And you might want to take your wheelchair and make it into a scuba submersible 
too!  Then you might wand really good underwater connectors.  :-)
