(so it should probably not have been added to the board report). Discussions about Attic procedures should take place on an Attic mailing list. Note that it isn't particularly obvious how to contact the Attic. (There's a
section {{{}Contacting the Attic PMC{}}}, but with my "I don't know how random
things work", it isn't obvious that that'd be what I'd want to do.)

I'd like to raise the topic of how the Attic process works (or really some
deficiencies in it) as exemplified by the things that didn't happen for this
specific project (Giraph)...
Consider a repo (as owned by Apache in GitHub) like:

It says at the top:

Ideally: * when a project retires (which I guess means moves to the Attic, but
