Don't let me stop the vote but I'm getting 

java.lang.OutOfMemoryError: Java heap space

when I run the tests, mvn clean install.  My MAVEN_OPTS is:

-Xms2G -Xmx2G -XX:PermSize=1G -XX:MaxPermSize=1G

Am I doing something wrong?

It depends a lot on whether I cover all open source or a specific
project. If I care only about one or two Apache projects, I probably
don't want to get all Apache announcements. Folks who care/write about
OpenOffice, for instance, aren't going to necessarily want announcements
about Whirr or Hadoop. 

AFAIC, having project-specific announce lists is good practice.

YAMP to fix the Incubator (*)

(Yet Another Meta Proposal ;-)

Dunno if it's just me but I have totally lost track of what the
current proposals are, who's supporting which options etc.

To try to make sense of all this, I have created
http://wiki.apache.org/incubator/IncubatorIssues2013 and suggest that
whoever thinks the Incubator needs improvements lists their issues
there, as concisely as possible, with suggestions for fixing.

People can then comment there (with their names in brackets so we see
who says what) - having all that on one page should help.

Respectfully I disagree :) "The Sony TV is black" is correct because the 
noun/object is "tv". "Curator", is the noun in this case. "Curator" is not a 
brand of "zookeeper libraries". Curator is the thing itself.

I looked at each mailing list archive of those due to report.
The reminder was delivered to all projects except:
 jclouds : the mailing list was not ready at that time
 ambari, mrql, tajo

For the latter three, was the message stuck in your email moderation queue?

Also remember that it is clear when your project is due to report.
