Hi,

Thanks for your response it clears up a few things, but I’m still concerned 
about community growth and in particular how merit is recognised and still 
think, despite good progress being made, that it may be a little too early for 
SkyWalking to leave the incubator.

Voting people in as PMC members, skipping the committer step is fine, and for 
some projects there’s no distinction between the two,

In order to grow the community you not only need to attract contributors but 
also need to recognise merit and hand out commit bits to those deserving of it.

I’m sorry but that raises more concerns, similar to above, but perhaps I'm 
misunderstand what you mean here. The structure of the old pre Apache community 
shouldn’t really effect the makeup of the proposed PMC, usually the initial 
committers of the podling should be PPMC and thus proposed PMC members (unless 
they have indicated otherwise).

But again I welcome input from the project mentors and happy to go wth what 
they (and any other IPMC members) think.

Well spotted.

This was a mistake made, mea cupla, confusing the process for adding the 
initial PPMC and adding new PPMC.

Haoyang Liu was voted on to be a committer, and then later to PPMC. 

Shinn Zhang is Xin Zhang, who appears in the original proposal. There was some 
confusion about clashing apache IDs early on. This is one of the reasons I like 
see the chinese name used after the english name.

A software grant was not necessary, everything adequately covered by ICLAs. The

First off all initial committers are usually PPMC members and that is not the 
case here. There were 10 initial committers, the roster has 4 mentors, 5 PPMC 
members and 6 committers (15 total), but the graduation proposal only mentions 
9 people including the 4 mentors - something doesn’t quite add up.

I only see one person not on the initial list, and I found the vote for 
them, I think that's fine.


I am curious and a tad concerned about community growth in the project; 
you list that you have developers from 13 different companies, yet there 
are not that many committers/PPMC members in total, so why bring up the 
list of affiliations here? And why have you only voted in one new person 
(that I can find) as a committer/PPMC?


One of the main reasons we ask for diversity is because it matters in 
the decision making process, so if you're going to bring up this as a 
positive, I'd very much like to see it being actualized in form of more 
committers/PPMC members, before the project considers graduation. Having 
seemingly only invited one new person does not speak towards a diverse 
governance and inclusion. That is not to say it's impermissible as a 
TLP, but it is something that you should work on and demonstrate being 
adept at as a TLP, and thus as a podling seeking graduation as well.


I would love to see Skywalking hold off their graduation a little, and 
working towards demonstrating proper community growth where it matters. 
As for many of the other required aspects, I think you're mostly there :)

Establish the Apache SkyWalking Project

WHEREAS, the Board of Directors deems it to be in the best interests of
the Foundation and consistent with the Foundation's purpose to establish
a Project Management Committee charged with the creation and maintenance
of open-source software, for distribution at no charge to the public,
related to application performance monitoring: especially for
microservice, Cloud Native and container-based architecture systems;
also known as a distributed tracing system. .

NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
(PMC), to be known as the "Apache SkyWalking Project", be and hereby is
established pursuant to Bylaws of the Foundation; and be it further

responsible for the creation and maintenance of software related to
application performance monitoring: especially for microservice, Cloud
Native and container-based architecture systems; also known as a

You should remove this paragraph - this needs to be clarified and
better documented but the current consensus is that projects shouldn't
create their own bylaws. They might create community guidelines, but
that doesn't need to be mentioned in the resolution.

Apart from that the resolution looks good to me.
