Hi,

+1 binding but I think there's a few issues that need to be addressed before 
for the next release.

I checked:
- incubating in name
- signature and hashes correct
- LICENSE is OK but you may not be complying with license terms as most require 
you to include the full text of the license when distributing any software that 
includes them.I’d suggest you  make a directory called licenses and place them 
then and provide a pointer from the LICENSE file.
- NOTICE is fine
- A large number of source files are missing headers (see below)
- No unexpected binary files but perhaps one that shouldn’t be in the release 
[3]
- I’m unable to compile on OSX but I’ll assume that’s just my set up

A large number of source files are missing ASF headers e.g. [1] [2] (and 
elsewhere) For might want to search for the text "To change this license 
header” and that find 300+ files. IMO this need to be fixed before the next 
release.

From a quick internet search you may not have permission to distribute these 
files [4], for instance it looks like some of them came from a professional 
photographer here. [5]. Do you have permission to use and distribute these 
files? (I may of asked this about a previous release?)

Another idea is for Justin (or someone else active in the IPMC) to
have a phone call with the incoming chair of the newly-graduated
project. People are more likely to open up in an "off the record" and
interactive setting.

This would be in addition to the written questions.

(so perhaps getting the edit access would be good, if you are happy for me to

The question about the Apache Way is a simple yes / no. I suppose no one is 
going to respond no when they have graduated or just about to graduate. If they 
do then that in itself is going to be something to investigate! The follow on 
part about finding out which bits people don't understand is very useful to 
capture. For the Apache way question I'd probably look at rephrasing it along 
the lines of

What does the Apache way mean to you?
What do you think are the most important aspects of Apache culture?
How would you describe the Apache Way?
What you you understand about the Apache Way?

The responses will be more text based and I hope will capture a bit more than a 
yes/no type question would. I am also keen to capture some potential feedback 
for my MBA thesis about Apache Incubator so would like to maybe add a question 
about if people think that there has been a culture change (i.e adapting to the 
Apache Way)
