I have deployed a snapshot of the plugin and the source code is here:

You can see an example of how it is configured here in the m2 POM:

And this is what it currently generates:

http://svn.apache.org/repos/asf/maven/components/trunk/doap_Maven.rdf

I needed to add some configuration parameters for category and the  
language. I'm sure there's lots of little mistakes as I only spent an  
hour on it, but I can fix them up quickly if folks let me know.  I  
would recommend building the doap plugin and trying it. It might take  
a while plugin to get to the central repo.

CoolGreat idea   :-)

Could we also have an apache utils maven plugin that we could add  
to our
builds that does things like automatically add the NOTICE.TXT,  
license,
and other related things to all the jars/ears/wars.It would be  
much
easier to just add a apache plugin to the top level pom than add  
all the
notice files and such for every sub-projects.Also less error- 
prone if the

notice file changes or apache requirements change.   (like need to add
another file, change the location of the file in the jar,  
etc) What

do others think of the idea?

Yes, I know. In MyFaces we already did this. For our Apache Tobago subproject
we do this too.
