When the Incubator was set up, there was a recognition that PMCs could not simply tell the Incubator "please incubator project for us. kthxbai." That the PMC would have to provide help. However... that has completely disappeared. Effectively, "all" arriving projects are not attached to an existing PMC. Thus, the "staffing" is generally non-existent, and problems have ensued. When I started putting more effort into the Incubator back in the beginning of last year, making significant change only took extra time and commitment from myself, not changes in tooling or processes, nor much help from others. The latter bits can of course help, but they won't go anywhere by themselves. On the other hand, since we're a volunteer organization, a better message here would be that people *can* take responsibility, not that they *should* do so. If there aren't enough people with enough free cycles (I woke up next to a three month old reminder that there are higher priorities in life :-), then it's a flaw in the structure that requires more volunteer effort than is available rather than a failure of the volunteers involved. Out of Two Thousand. The Foundation isn't asking for much here. Just for a person to step up. For 0.05% of their life. Some people are on the record as feeling that the reminder/notification/deadline process for podling reports asks for the reports too soon as things are. You could add an {acl} entry to the top of the page restricting write access to AdminGroup - that'd achieve making it read-only.
