Yes, this is commonly called a console server which connects to 
potentially a lot of other boxes via serial console. You can build one on 
your own...

But I guess even a solid box like that needs software upgrades from
time to time.
...which is true if you want to build it on your own. Well, OTOH, as far 
as it just does its job and there's no remotely exploitable error in the 
ssh server and kernel, you're not urged to update...

Thanks, that sounds like just what I need.  Any ideas on where to find

You will probably find it more expensive to build a console server than to
buy one (unless you just need one serial port - in which case an old PC
with a serial cable should do it - you just need to configure a login on
the serial port of the other PC and use minicom on the "console server" to
connect).

Another option is to find a used one on Ebay. Last summer I picked up a
terminal server made by Digi (digi.com) very cheap. Cyclades
(cyclades.com) also make nice ones (expensive). Cyclades make
multi-port serial cards so you could build a console server (though it
works out more expensive to do so).
