There's a reason that zoneinfo's rule name is Arg. Anyway, the rule addition proposed is: RuleArg 2007only- Dec 30 0:001:00S RuleArg 2008max - Mar Sun=15 0:000 - RuleArg 2008max - Oct Sun=1 0:001:00S if you want to patch it yourself.
