I think it might be a bug. In the Geoserver logs I found:

2013-10-10 12:34:01,240 WARN [wicket.Localizer] - Tried to retrieve a localized 
string for a component that has not yet been added to the page. This can 
sometimes lead to an invalid or no localized resource returned. Make sure you 
are not calling Component#getString() inside your Component's constructor. 
Offending component: [MarkupContainer [Component id = dummy]]

No one else experienced this? Please help.

[Geoserver-users] Character encoding

I have Geoserver 2.4.0 (war on Tomcat7) installed on Ubuntu 12.04. I've tried 
to set character encoding to UTF-8 but åäö is still shown wrong when i save the 
Contact information form. Please help.

in WEB-INF/web.xml I have:
   filter

Thanks for your reply. As I said, all access goes through a ssh tunnel and no 
additional security is needed. I guess anonymous isn't a real user and therefor 
can't be given a role?

Hi Henrik

I am not sure if disabling security works as described in the link. A quick 
look into the GeoServerHomePage class indicates that the full GUI is only 
available if you are authenticated and you have the role ROLE_ADMINISTRATOR.

But if you have a client certificate, you can try as described in this tutorial

Hi!

I've set up a ssh tunnel for web interface access, now I wonder how to give 
anonymous full admin access?

Please stay on the mailing list, otherwise other users cannot assist.
Again, this is not possible. GeoServer itself has no IP filtering mechanisms, 
this would be a new feature.
Perhaps your servlet container offers a mechanism. For tomcat, see
http://tomcat.apache.org/tomcat-7.0-doc/config/filter.html#Remote_Address_Filter
You have to protect  /geoserver/web/*  path.

Is it possible to have an IP filter for the web interface regardless of user 
and role (but still have public access to map services)?

Hi Henrik
First, you can have many admins, each user user with the role 
ROLE_ADMINISTRATOR is an admin. Creating an IP filter depending on the roles of 
a user is NOT supported and I have no idea about a workaround.
