While you're working on the files, do yourself and your users a favor and
add inner tiling and
overviews, the current tiff structure is going to guarantee pretty poor
performance:

Band 1 Block=5820x1 Type=Byte, ColorInterp=Red
Band 2 Block=5820x1 Type=Byte, ColorInterp=Green
Band 3 Block=5820x1 Type=Byte, ColorInterp=Blue
Band 4 Block=5820x1 Type=Byte, ColorInterp=Undefined

GeoServer 2.12 was 3 years old.
I think that, in the meantime, the TIFF Reader has become more conform to
the specification in order to deal with RGBA vs RGB-Extraband (I.e. RGB-IR
, RGB-NIR or whatever) so that it won't use the 4th band as
alpha/transparency if it's not a real alpha.

It seems like your GeoTIFF is reporting some conflicting tags
(extraSamples, photometric, samplesPerPixel).

It should be something like this:
SamplesPerPixel = 4
Photometric = RGB
ExtraSamples = 0

Can you check the user that is running GeoServer (tomcat?) has read permission 
to the folder containing the files.

I have been caught out that way before where I have created a folder as a 
normal user but the tomcat user does not have read permissions.

I'm running Geoserver with my windows account (not as service), the same

Besides it's working with 2.12.

I am suspecting either something changed in Image readers or I have a dll
conflict. I've the same kind of error when I try to make a geotiff store

I don't know the solution but just want to confirm:

 Of the 17 stores, I can load any four individually, but on load of a 5th,
the create reader problem appears .

Does this happen for any four in any order? In other words it is not linked
to any specific store?

Similar question: does loading of store X fail when loaded as n=5 even
though it succeeded when being loaded as n5
