I'm agree with jankardel, :)

I prefer to keep the xcf, when I wanna save (i.e. by pressing ctrl+s) my
gimp project.

Then when I wanna export it to any other filetype (png, jpeg, gif, pdf etc)
I prefer push the ctrl+E for exporting it..

But, maybe the gimp developer should add a feature to reassign the shortcut
for commands, so if some buddy has their own preferably shortcut, they can
assign it by them self.. :)

You can use this step :
1. Ctrl+A to select the whole pict
2. Use menu "select --> border", set the thickness (in pixel)
3. Create new transparant layer
4. Fill with color (ctrl + .)

I 'm using GIMP 2.6 and when I wanna resizing a lot of pictures, i use
"david's batch processor" feature.  filter->batch. In the last tab of the
window, you can pick the output file type (I think the *.png is in the
list).
Just try to playing with the feature some while, to get used to with it.

What about the PNG's setting (dialog box that appear, before saving). Can
you attach the screenshoot from that dialog box?
Maybe we can analyzing from that setting.
