I've used Nagios which is good for alerting, but IMO really lacks on the historical graphs beyond running/not running.I've also used Cricket to do the graphing.  Like Big Sister, it uses RRDtool for data collection/graphing.  It doesn't have an agent to install on remote systems.  It can use SNMP also.  Because of the agent, I think Big Sister gathers better data.

Request Tracker immediately comes to mind for the trouble-ticketing system.  
I've been using it a couple months now and it's great for that.  As for the 
datalogging->graphing program, I don't have any suggestions.  But I use 
Nagios for system monitoring, which can certainly do the datalogging part.  
It's nothing very presentable, but I'm sure anyone with a little graphics 
cleverness can program up a couple of nice SVG generators for the logs.

I usually suggest RT (Request Tracker). It's a very good CRM system that has web, email, and phone interface (if your phone system is Asterisk :-)

It depends on what you mean by format suitable for ... a customer'. I generally like my logs just as they are in syslog. But, you can always look at logcheck, BB, MRTG, or any other server/network monitoring tool that will produce reports.
