TAJOKE VILLAGE, Pakistan: A Christian group has launched an appeal to
non-governmental organisations to depute an army of animators across
rural towns and villages.The step will ensure that the maximum number of
Christians get organized for the benefit of their communities,according
to a spokesperson for the Young Soldiers of Christ -- a designated
development committee.

Most Christians here desire to do something for others, said the spokesperson, but 
their efforts remain hamstrung by the perpetual lack of guidance. We need to raise an 
army of animators to assist our community members, especially those living in rural 
areas, she said.

Drawing upon the successful experience of her native village, Young Soldier Nighat 
Masih said that since the visit of a Caritas animator in January 2000 Tajoke village 
had been transformed. We have begun to work in harmony for the development of our 
village, she said.

At first the Caritas animator, B.M. Shahid,encouraged us to initiate a thorough 
survey of our village and its inhabitants, Nighat reminsced. The survey was useful, 
because it helped Young Soldiers to construct a true image of their community. Data 
relating to the population and infrastructure of the village allowed them to see their 
problems in a different light.

Tajoke may have had primary schools, roads, electricity, and water-pumps but the list 
of unavailable amenities was longer. Within months the Young Soldiers was able to map 
out a development agenda for their village. The supply of gas and running water as 
well as the contruction of a church became priorities for the community. In the near 
future Tajoke will form a cooperative, with an eye to boost their village economy.

Caritas Pakistan regularly holds training workshops for local development committees. 
The purpose of the training is to impart committee members skills in community 
mangement, so that they may be competent enough to deal with their own affairs.

YOU DON'T HAVE TO BE A MINISTER TO SERVE THE PEOPLE -- MATANHY

For 28 years, Matanhy Saldanha (53) was a dissenter known for his 
determined fights for public interest causes. He contested the polls 
unsucessfully for five times, and finally won in the May-end assembly 
elections. But, unlike other politicians in Goa, he opted to stay out of 
the BJP-led coalition ministry and declined the offer -- on a platter -- of 
a ministership! Quite a change, for a politician in the state.

Known nationwide as a leader of the traditional fishermen in Goa 
('ramponkars'), Saldanha from a landed family in Salcete was a veteran of 
the 1974 anti-fertilizer pollution campaign, the fishermen's movement, the 
anti-sand extraction movement, the campaign against Meta Strips (I only 
supported that, it was not my struggle), the language battle, among others.

I can't call myself a campaigner. You can say whatever you want to, he 
says modestly, in an interview with FREDERICK NORONHA.

His party, the UGDP, was quick to join the BJP-led coalition. But, without 
saying so in as many words, Saldanha drops hints he would have been happier 
if the five MLAs of the three smaller parties had to remain united. Don 
Bosco's Panjim incidentally might just have to make do without the services 
of its long-term high school Biology teacher. But this could be an 
interesting man to watch in the assembly... Excerpts from an interview:

FN: Why did you refuse a ministership? Nobody does that nowadays...
**

Basically, my people elected me on certain assurances made in the campaign. 
The question of my joining or taking over any post did not arise. I know 
that I can perform without being a minister, and don't believe one has to 
be a minister to do any form of development.

FN: But is it true you were offered a ministership?
**

(Avoiding the question) I was not seeking any post from anybody. Not even 
the Congress. I know what's behind the post. We've been elected to serve 
the people. We can serve as an MLA, and don't have to be a minister to do 
so. Finances ought to be distributed equally (among all constituencies) by 
any government that be.

**
FN: How do you feel after making it after so many attempts?
**

To tell you frankly, it's an increase of responsibility. For me, it 
(standing for elections) was not like going for a cricket orfootball match. 
It's something I'm going to do (taking up public issues in the assembly) 
and know that I'll have to face a lot of odds to achieve this.

**
FN: What are your priorities as a legislator?
**

Development. Need-based development. Also, planned development. The main 
role of a government should be the development of infrastructure. Not only 
for industrialists, but also for the people themselves.

May be that's too lofty a goal; but I'm there to show there are new ways of 
how politicians should behave and how legsilators should behave.

FN: Would you have won if it was not for the UGDP party ticket?
**

That's what people told me; go and join (the UDGP). They said, don't stay 
in this (my earlier Gomant Lok Pokx) which didn't seem to have its early 
appeal left, and never won despite (trying hard for) three to four elections.

**
FN: But then, anything could be justified, as other politicians have done, 
by saying that that is what the people want?
**

That's why I've not joined the BJP or any other (major) party. There are 
people with hundreds of ideas. You have to see what the majority thinks. It 
was the current circumstances that forced me to behave in a certain way.

Otherwise, I would have had to take 'sanyas' (become a political recluse) 
and stay out (of mainstream politics) totally. It is not possible. On the 
other hand I was being promised (many things).

**
FN: What's your plans for functioning within the assembly?
**

I will act as an effective legislator. Be critical when I need to be 
critical, oppose when I need to oppose, and support when I need to support.

FN: Did you think enough 'bad guys' got out-voted in the current polls?
**

I would not like to term anyone 'good' or 'bad'. It's for people to judge. 
So many are still there. It is for the people who ultimately elect their 
politician, not for us

**
FN: Is this the high point of your career of many years in public life, and 
taking up issues of concerns? Or is it just another phase?
**

It's a process. That (my campaigning) was one stage. I told the people that 
I would be fighting from inside as well as outside (the assembly). It's a 
campaign for a process for change.

CPI hopes to perform better in next polls.

The Communist Party of India (CPI) which was nowhere in the reckoning
attributed its defeat to the weak organisational strength in the state
and the role played by money power in the elections.

Mr Christopher Fonseca, state general secretary of CPI revealed
that while the national party was dissatisfied with their poor performance,
incidentally their maiden attempt, the party hoped to perform better
during the next elections which would be sooner than expected
due to the fractured mandate given by the voters.

However, Mr Fonseca expressed his pleasure over the victory
of the CPI, CPI(M) supported United Goans Democratic Party (UGDP)
candidate, Mr Mathany Saldanha, who defeated Mr Mauvin Godinho
(Congress) in the Cortalim constituency.

He however lamented The main issues of increasing poverty and
unemployment were sidelined by non-isues which were given prominence.
The total breakdown of infrastructure like power and water supply,
industrial and agricultural development of Goa took a back seat.

The voters will be helpless and unhappy after casting their votes
as this fractured mandate will result in an unstable government
and elections will be held sooner than required,
at the expense of the tax payers.

GOA ELECTION RESULTS.


Finally the election on May 30th was held and people elected those whom they 
wanted to elect.  It is their birth right to perform their democratic duty 
and they did it however much many of us may disagree with their choice.  
Those who think the voting process should be left into the hands of the 
voters only and nobody should instruct or guide them whom to vote and whom 
not to vote are mistaken.  Those who are politically and morally matured got 
duty to guide the voters in the right direction and this was exactly been 
done by the politically matured people though their success might not have 
been perfect.  Many people asked me thus “what was the use of your barking 
from Kuwait continuously against defectors and other rogues?”. It was not me 
alone, innumerable people took part in campaigning for the upright people 
and if it was not for their relentless efforts in guiding and enlightening 
the voters even from distant places the achieved results would not have been 
possible.  This result was realized only after barking and harping for days 
and days prior to the election day.  Never I saw expatriate and Goa based 
Goans so forcefully taking part in campaigning for the right candidates. 
From this trend I can rightly say that expatriate Goans are now awakened.  I 
am sure they can now create a mighty force of theirs towards guiding and 
protecting Goan affairs back at home.Thru this unity and force of 
expatriates Goans we can now easily embark on more important aspects of Goan 
life.  It is time now for expatriate Goans to think further in the right 
direction for the good of Goa and Goans. With this momentum gained during 
the last election expatriate Goans should further unify to challenge the 
brute might of rogue politicians in Goa.  I am sure expatriate Goans are 
capable of doing this.  In the past Kuwait Goans have shown the way during 
the Konkani Language and Statehood agitation.  Now the circle of Goa lover 
expatriate Goans is tremendously increased and as such we should captalise 
on this expansion.

The rise of BJP was the due to the fall of MGP which never gave us – people 
like me who are Goa and Konkani lover – peaceful time.  MGP was a curse on 
Goan soil.  This party of rascals from nowhere brought Marathi and tried to 
impose on Goans.  These rogues who were protagonists of Marathi were neither 
conversant with Marathi.  These MGP rogues from nowhere tried to uproot Goa 
and dump it into Maharastra eventhough they themselves whould not have been 
happy and welcomed with open arms by the Maharastrians. The defeat of 
Shashikala Kakodkar the daughter of Goa’s traitor Dayananda Bandodkar was 
fabulously applauded by many in Kuwait so also of Ramakant Khalap.  It is 
these MGP stalwarts that gave push to BJP in Goa thru back door and now they 
are suffering.  Now they have two members in the Assembly but gradually they 
too will evaporate like ether. In order to fight with MGP we the genuine Goa 
lover Goans had to make lot of sacrificies and by doing such sacrifices we 
managed to conquer over their policies.  Now MGP is finished but BJP is 
come.  Beetween the two, BJP will turn out to be greater monster and for 
this reason we have to be very cautious.  The Assembly term of the newly 
elected MLAs will not last for 5 years, their MLAship will be for a short 
duration like a honey moon. For this reason those who are elected should not 
think of turning themselves into short term Emperors. They should not act 
like Maharajas and Hitlers.  We have seen how so many having above 
attributes were dumped into the Sea by the clever voters. “Korta tea Mapan 
bhogta ani bhogta te atam kayat patoeo”.  Many of those who are defeated 
were acting like “dadas” against the people.  They were not voted earlier by 
the people to allow them to act like dadas.  By acting like dadas they 
infuriarated the voters who finally dumped them into “khachra Dobo”.  
“Bhogat atam”.

Those non-BJP MLAs joined the Ministry should not surrender to BJP policies 
wholesome as George Fernandes doing in Delhi.  Geoge Fernandes has got no 
principle, no morality and no discipline.  He is totally absorbed by BJP. He 
lost his former greatness and charm.  Mickey Pacheco and Babush should never 
allow Parrikar and his BJP to communalise Goa as MGP did once.  It was 
surprising how these non-BJP members betrayed the trust of the voters and 
joined BJP.  Did their voters gave them liberty to join BJP at the time of 
voting them or by taking into confidence only a few of their chamcha 
supporters they joined BJP?  The voters should publicly question this.  As 
for me those who joined BJP after the election are traitors. They are 
partners in the crime committed by BJP in Gujarat. Babush Monsurate made 
himself another Zuwarkar by following the foot-steps of his predecessor. One 
Zuwarkar gone and in its place another defector Zuwarkar came. Taleigao 
voters should take note of this especially the
