Mr. Magno like I, have been experiencing difficulties to post on goa net. We are reminded to post using Plain instead of HTML. I have contacted the carrier, AOL who inform me that HTML is a superior language to plain and they have switched to HTML but this does not help a netter to post on Goa Net. The newest version of AOL - 8.0 uses HTML and I am compelled to use AOL.5.0 as I feel I am in a 1945 model T Ford who cannot drive a Caddillac 2003 because the road is too narrow. I may be wrong. I would appeal to the Admin. of goa-net to rework their software to make it easier for netters to post using HTML. I can understand Bosco and Viviana when they write to explain why postings cannot be sent, Thanks. [Goanet] TidBit.019 (The New Telephone Directory)
TidBits.019 ( The New Telephone Directory ) Most of you, by, now have taken delivery of your new telephone directory. What you have done is returned the bulky old directory along with a xerox of your latest telephone bill which has cost you an additional one rupee and the added inconvenience. You have used your vital time and burnt the expensive petrol to visit the exchange. Or you have changed one or more Goan pride buses to get to the exchange and back. And you have proudly brought home an even more bulkier new telephone directory and you have been happy about the whole thing. But you never realized that what you have just brought home was a load of toilet paper. I am sure that you have had to sit with a paper knife to slit the umpteen joined pages. Then, to your horror, you noticed that the number you were searching for is only half, the other half having been eaten by Alekhya Graphics, the printers. Then you had another shock coming. You dialed a number from the directory, the number you have always been dialing and the impudent female voice has coldly told you that the number does not exist. Then you have invested in another unwanted call to 197 to get the correct number. Your telephone bill has begun to grow. Also, by now you have grown a lot of bile and acid in your system. It is just that what happened to me today. I needed to call the banks where we have our accounts (goasuraj) to have them send us the bank statements for the financial year 2002-2003. The call to the bank of India, Miramar Branch, got the impudent answer that the telephones do not exist. It got me wondering if the Bank had packed off without telling us. Cannot trust banks these days after Ramakant Khalap has been having his way around with public funds. I had to call the BOI Taleigao branch to get the Miramar numbers. Fine. The acid and the bile was under control yet. Then I called the Corporation Bank, Panjim and I got the same impudent voice telling me that the number that I have known for a long long time does not exist. Never mind. I have my trip to Panjim tomorrow. I'll get the statement personally. And it so happened that I have been drafting a congratulatory letter to the Recovery Manager Mr. Mohandas Ramdas of the Mapusa Urban Co-op Bank for filing the FIR and the criminal charges against his long time colleague in the Bank, Mr. Ramakant Khalap. And since Ramdas was my class mate in the Xavier's College (Bastora), a long time ago , I had forgotten his surname. So I decided to look up the MUCB in the new directory so I could ask someone in the bank for the details. This exercise got me the same impudent voice telling me that the numbers does not exist. Still, my bile and the acid was under control, but getting the better of me. Since the MUCB is coming under the Reserve Bank, I had decided to forward a copy of the same congratulatory letter to the head of the Reserve Bank in Goa. I wanted to find out from someone there at the RB who I should address it to. Therefore I looked up the new directory and the same impudent voice told me that the numbers do not exist. Well that was it. The bile was uncontrollable and threatening to spill . I looked up my visiting card holder and found the one belonging to the General Manager, Telecom. Panjim. Mr. A Thomas. I knew that now it was Chenchaiah. I dialed the office number, a number that I had called very often and to my chagrin, some cook in some home answered the call. That was it. The bile had already soiled my desk. I managed to get the right telephone number of the GM and I don't think that he will recover from the acid and bile attack he was under for a full 15 minutes, in a jiffy. And of course, I spoke to him as the President of the Goa Su-Raj Party. I have made no bones about telling him that his new directory is nothing but toilet paper which is full of the matter of the toilets. I have told him that if he does not offer a public apology in the form of advertisement in the newspapers within this week, he can see himself standing in the High Court. When he started giving excuses that the contractor has defaulted, I have told him that as far as we the consumers are concerned it is him that has defaulted and we hold him fully responsible. I have told him that in the days of internet and computers, it was a matter of just days when the entire database could have been corrected before going in print. Overall, Mr. Chenchaiah has been most apologetic and decent and has promised to send me a CD ROM as soon as possible. This is the age of bribes.And bribes work, you know!. In my case it has cooled down my bile, and it has diluted my acid. He has also promised to put the entire Goa telephone directory database on the internet .. S..n, whenever that may be. Women's groups angered at rape case handling >From Pamela D'Mello Panaji: Police and political mishandling of a ghastly gang rape of a fine arts student on her college campus has created a furore here among women's groups. The victim's mother has complained that on 17 May, the 18 year old girl was handed a drug laced cigarette at a college farewell party, and later raped in a toilet by five of her seniors and the college canteen contractor in an unpredendented crime that has shocked this relatively safe state. While police have arrested all the six accused over the past week, the delay in registration of the crime, character assasination of the victim by senior police officials and sections of the local press and faillure to conduct a speedy medical report has angered womens' groups here. The girl's mother was able to register a complaint nearly a week after the incident as the heavily drugged victim was intially coping with the drug's hallucinatory effects and the inability of two state run hospitals to adequately detoxify her. When the victim recalled the crime, police officials at first deterred the victim's mother from filing a complaint, reflective of the reportedly high burking rates in the state's police department. Women's groups are also angered that a proper medical examination was not conducted initially, yet official police statements cast aspersions on the victim's background. What has complicated the case now, is that forensic reports conducted a week after the incident suggest the girl's hymen is intact, though the victim's accounts suggest she was sexually abused in an unnatural manner, while in a highly drugged state. A medical team appointed to verify the facts of this now high-profile case, is divided in its opinion. It is learnt that both female doctors on the panel have pointed to other aspects of the sexual assault, while the other panelists have confirmed the forensic report given earlier. In an interview to a local paper, the victim's mother has now suggested that complaints against four of the accused may be amended, while the still dazed victim is narrowing down to two fellow students as her attackers. Meanwhile opposition Congress leaders have sought the resignation of the chief minister over lapses in the case, the easy availability of narcotics on college campuses and increasingly audacious crimes against women. Last month, a young teacher was burnt to death in an acid attack, while months earlier another young girl was shot dead while returning from her workplace. At least one of them may have confessed the truth if they were given a good flogging & to get the truth out of them. And what evidence will be left on the victim's body on examination a few days after the incident has taken place? The clothes she was wearing during that unfortunate incident were perhaps already washed & she too surely isn't going to stay dirty without a wash & wait till the police investigate & get a team to examine her. But what does the report of the examination at the hospital where she was admitted in Mapusa have to say? Could some one also tell me the difference between the alleged rape committed by three Goan youth working for a cruise ship and in which the G.O.A (U.K.) has gotten involved with and the alleged rape committed in Goa? We are asked to support the youth here in England and you are ready to string the youth up in Goa. But the story of Dr Audhut Borkar's family in Madkai is totally different. They never face water scarcity even in summer and they have a technique which can be practiced by the people who face water scarcity. No tankers or continuously flowing taps, but this family never faces water scarcity. Thanks to their timely step towards rainwater harvesting, which makes this family of four, different from the rest in Madkai village. Their success story is related to its unique example of how roof tops can be used for rainwater harvesting. Every drop falling on their roof is channelised into a tank constructed beneath their house. The house architecture is such that the structure is constructed on two tanks one below their main hall with a capacity of 30,000 cubic litres and another beneath their gallery with the storing capacity of 20,000 cubic litres. Explains Dr Borkar,"the water from the roof is channelised into the tank beneath the house. The 10 by 5 metres roof top has the capacity to harvest around 1 million litres of water." And the water requirement for family is a meager 80,000 cubic litres per year for domestic purpose. For this the water collected from the roof top is more than enough for the family to serve their water requirement throughout the year.This kind of architecture may not be popular but the tanks beneath not only store water but also give a cooling effect to the entire structure. "There is no extra cost involved. Instead of filling the land with mud, we have constructed the tanks," stated Ms Gulab Borkar.The house situated next to Madkai industrial estate would have faced acute water scarcity due to its location. The Borkar family recalls how their initial efforts to dig up a well went in vain. "We later realised that water harvesting is much better solution," stated Ms Borkar. The tanks are built with ferro-cement technology in which a wire mesh is attached to the stones and later plastered. "This makes the construction economical and strong," opines Dr Borkar.It's ironical that Dr Borkar's house is situated in the Madkai village, which has shown its dependence on tap water, letting the water bodies die down. A survey by a non-governmental organisation revealed that out of the 169 wells in the village, more than fifty per cent were not being used. And the situation is worse now with not even 10 wells being used. I consider myself an agnostic too, I keep saying I don't know and keep brooding over questions. I often wonder where human thought is heading over the centuries. After Socrates, Plato, Russell, Kant, Nietzsche, religions, cults et al, as time progresses will we evolve in thought (or through thought)? Or is the entire spectrum a finite playground for us, limited by our animal grounding. When we create robots and artificial intelligence, we are acutely aware that our machines cannot know more than us, nor think (if they could) any better than us. So we could also be just limited entities who cannot go beyond the envelope that the very intelligent forces that have made us have programmed for us. Or is it otherwise ? The machines and AI entities that we create are non-living objects, while we are living creatures.A computer may tap into the Internet, but we can tap, as most spiritualists believe, into the Collective Consciousness. We think, fret, invent, philosophise and we are continually butting our heads against the frontiers of knowledge in the search for the Truth deep within.Will we break through in the future and confront our Maker ? An essential, nay fundamental trait of our concept of a living being is the ability to reproduce.If we believe our maker to be a living entity, it/he/she must be capable of reproducing. Having been around for many eons, this entity must be having a vast progeny scattered all over the place.Another trait of a living being is the inevitable death of the being. So the maker-entity must die (Nietzsche notwithstanding). Even with a lifetime in multiples of Methuselah many times, the Being must die. But religion holds that God does not die. So, if we have an entity that does not reproduce or die, then according to our definition, the entity is non-living. So did a non-living entity make us ? That would be a nice joke on us, a 'machine' created us, the living ! Extended further, is it possible that non-living intelligent beings exist ? All our concepts of life are is as per OUR criteria of living, so it is quite possible that life exists outside our criteria and definitions.When we look for life in deep space, we search within our narrow definitions. There is a belief held by some cults/groups that the Earth in its entirety is a living being with its soul 'Gaya' deep within the core and that it reacts with quakes, eruptions, floods to the provocation at the crust. He pointed out that he had raised a 'calling attention' motion in the Assembly against coal pollution in Vasco. With reference to Mervyn Lobo's posting on goans playing soccer in Tanzania, I would like to add that Ronnie Fernandes also played for the Eastern Province in addition to the two players he mentioned- Edward Fernandes and Ronnie's younger brother - goal-keeper Michael Fernandes. I would also like to draw your attention to the fact that goans in Dar es Salaam- the capital and main city of Tanzania won the league championships in 1951 and 1960. Leo Fortes from Mwanza - the Lake Victoria port in north-east Tanzania also played for the Mwanza Co-op soccer club- one of eight soccer teams seeded in the National Club Chmapionships. Leo,who is also a very good field hockey goal-keeper,also played for Mwanza region. These are the only players I could think of. There were also many goans in Tanzania who played for major soccer clubs in India in their prime. These included Fenelon Almeida who played for India's noted Tartars team, and the late Francis DeSouza whose last posting was the Physical Education Director of Goa 's Dempo College. Fenny and Francis were members of the 1952 Goan Institute hockey team that won the M.R. D'Souza Gold Cup tournament- the "blue ribbon" of East African hockey. It must be borne in mind that prior to 1957 in East Africa, no non- Africans could represent the four British dependencies- Kenya, Tanzania, Uganda and Zanzibar in the annual tournament for the Gossage Cup- the fore-runner of the East African Challenge tournament. She had met many Goans in Karachi and was told by them that Konkani was actually a MIX of Hindi and Portuguese like it's some sort of Creole or something. Goa's delegation which recently returned from the international film festival on the French coast say they are confident "we can do it". New Delhi is seen here as seriously considering shifting away the international film festival from Delhi to Goa, possibly by 2004. "A formal decision is expected (from the Government of India) in the second week of June," official sources told IANS here. Egged on by CII, the Confederation of Indian Industry, which were among the early backers of this idea, Goa feels it could do a good job of the film festivals, notwithstanding it current lack of large film auditoria, and transport and related infrastructure needed for such a meet. "To begin with, we would need a hall of 1000-1500 seater capacity, and others of 500 or 250 seater capacity. But there have also been suggestions of open screenings, on beaches, as done in festivals like Nogarno (Japan) where huge hangers with mounted screens are set up," sources told IANS. Last fortnight, a three-member team -- consisting of Health Minister Suresh Amonkar (in his capacity as the CM's representative), Information Secretary Ms. Jayashree Raghuraman and Director Information Rajesh Singh -- went to Cannes. Goa had a pavillion there, making this perhaps the first Indian state to show its direct interest at the international film festival. Till New Delhi first started talking about the possibility of doing a Cannes in Goa, there was little thought about this possiblity here. Together with this unlikely tiny state were other giant Indian private players like Ramoji Films (US), the Hindujas' films network, one of the largest distributors of Indian films globally Eros International, among others. If it can't get the scale right, this small state believes it could manage a smaller version of international film fests currently held at Cannes, Berlin, Moscow, Nogarno (Japan), Pusan (South Korea) or Milan. Chief minister Manohar Parrikar, one of the few surviving BJP chief ministers enjoying regional power, has committed upto Rs 800 million (Rs 80 crore) of state funding if "nobody" else comes ahead from the private sector. Film-critics point to the lack of film-viewing culture in Goa, of any significant standard. But others point to the ambience here, and the fact that tourist-destination Goa is a recognised 'brand name' internationally. Official quarters here were upbeat that even if Goa "starts from scratch" it could build up some presence globally in a decade-and-half. Cannes had offered Goa consultancy, at a cost, for its endeavours. Goa could help give Bollywood, some 600 kms north and centred around Mumbai, a chance to build up a more organised film market for itself, argues this state. Even the infrastructure created would not go waste, as it could be used hosting a convention centre for the rest of the year, it is argued. To build up Goa's USP -- from an unknown player to international contender -- one strategy being suggested is that this place builds up its reputation as a centre for Asian-Australian films. [Goanet-news]Women's groups angered at rape case handling
Panaji, May 29:Police and political mishandling of a ghastly gang rape of a fine arts student on her college campus has created a furore here among women's groups. The victim's mother has complained that on 17 May, the 18 year old girl was handed a drug laced cigarette at a college farewell party, and later raped in a toilet by five of her seniors and the college canteen contractor in an unpredendented crime that has shocked this relatively safe state. While police have arrested all the six accused over the past week, the delay in registration of the crime, character assasination of the victim by senior police officials and sections of the local press and faillure to conduct a speedy medical report has angered womens' groups here. The girl's mother was able to register a complaint nearly a week after the incident as the heavily drugged victim was intially coping with the drug's hallucinatory effects and the inability of two state run hospitals to adequately detoxify her. When the victim recalled the crime, police officials at first deterred the victim's mother from filing a complaint, reflective of the reportedly high burking rates in the state's police department. Women's groups are also angered that a proper medical examination was not conducted initially, yet official police statements cast aspersions on the victim's background. What has complicated the case now, is that forensic reports conducted a week after the incident suggest the girl's hymen is intact, though the victim's accounts suggest she was sexually abused in an unnatural manner, while in a highly drugged state. A medical team appointed to verify the facts of this now high-profile case, is divided in its opinion. It is learnt that both female doctors on the panel have pointed to other aspects of the sexual assault, while the other panelists have confirmed the forensic report given earlier. In an interview to a local paper, the victim's mother has now suggested that complaints against four of the accused may be amended, while the still dazed victim is narrowing down to two fellow students as her attackers. Meanwhile opposition Congress leaders have sought the resignation of the chief minister over lapses in the case, the easy availability of narcotics on college campuses and increasingly audacious crimes against women. Last month, a young teacher was burnt to death in an acid attack, while months earlier another young girl was shot dead while returning from her workplace. I am taking the liberty of proffering a small comment on Stephanie Debere's description of things Goan. I do feel that erudite writers, like her, in particular should take a second's time to consult a dictionary on words unfamilar to him/her. The word sossegado (no r, there, mind you) means laid-back or relaxed. It is a bit difficult to find the exact equivalent for it in English. Living here in Portugal I seldom,if ever hear, that word being employed here. They have apparently forgotten the richness of that word "sossegado" which translates so truly the relaxed, care-free attitude of Goans in general. That is the only outburst, which I could not help releasing from my bosom. I hope Netters won't mind... Damu Kenkre, founder member secretary and director of Kala Academy, however, disagreed, and pointed out that culture is never static and that leading Goan artist Mukibai Kaldekar to Kesarbai Kerkar to Gaitonde (painter) to Remo, all had developed on the Goan groups and assimilated the culture of other places without forgetting their roots. GKA chief Pundalik Naik who chaired the session on culture and noted Konkani poet Manoharrai Sardesai also reiterated that Goan identity was rooted in the Konkani language. George Menezes and Dinar Tarcar were the moderators for the question answer session. The chief minister was participating in a question-answer session. Prominent among those present were Cortalim MLA (UGDP), Mathany Saldanha and former chief minister, Shashikala Kakodkar. The sammelan was co-ordinated by Pramod Shetye, Anil Tendulkar and Dinar Tarcar among others. It was billed as an unique gathering of Goans who migrated to States outside Goa but within India (the earlier emphasis was on the Goan diaspora worldwide)the first of its kind. "Together for Goa" as the brochure edited by Mr. Jagdish B. Wagh and released on the ocassion suggested. The technocrat, Chief Minister, and Chief Patron of the Sammelan, Sri Manohar Gopalkrishna Prabhu Parrikar mooted this gathering and got the Non Resident Indian Facilitation Centre which comes under the Home Ministry, to chalk out a day long programme on an otherwise hot summer day on 31.5.2003 But as Mr. Dinar Bhatkar who appropriated to himself the title of "Promoter " of the Sammelan apparently owing to his close proximity to the Chief Minister candidly admitted that unlike other Sammelans this one did not have a ready blue print to rely on and hence there had been many slips and deviation in the schedule Indeed so much for the paucity of time running out that one veteran educationist and panelist on Education Manguesh Korgaonkar had to candidly admit "there was never an ocassion in his lifetime where he had to make a presentation on education at such a short duration of two minutes". There were other issues that surprised delegates like Atul Kamat aged 72 years from Sirsi,"why Ponda should earn the distinction of hosting the first Sammelan of this kind? he enquired of this writer " this Central Taluka in the New Conquests came under Portuguese rule only in 1763 "when the chunk of the Goans who migrated outside Goa within India, were mainly from the coastal Talukas or the Old Conquests under Portuguese rule from 1510 upto 1961". Notwithstanding the official version that Ponda was being promoted as the "Convention Centre" for the future, this writer observed from the Register maintained for those coming from "outside Goa" at the venue that most of the delegates were from Jogeshwar, Thane,Girgaum, Andheri,Vile Parle all settled in amchi Mumbaiand their roots belonged to Priol, Savoi Verem, Mangueshi Ponda . They were members of some of the over 16 Organisations in Mumbai viz; Gomant Seva Sangh and the Goan Hindu Association. There was also the President of the "Goenkarocho Ekvott" Ms. Suman Kurade whose association has become vibrant the advent of the BJP regime in Goa since October 2000 Goan Association in New Delhi.Hence the venue was close to their roots. There were others from Mangalore, Uttar Kanara Belgaum and Trichur in Kerala. One participant Ms. Leela Singbal from Juhu pointed out to a mistake on the official placard reading as Rajiv meaning "Lotus" while the Hall was actually christened as Rajiv Gandhi Kala Mandir in memory of the late Indian Prime Minister. "Could this be a political twist to suit the current dispensation in power in the State?" asked Ms. Singbal with a mischievous wink. There was no doubt that the BJP Government had made the deliberate ommission and what is ridiculous is that the local Press did not condemn this stunt by the Government. Sadly there were no signs of the Catholic Community Goans from the from the Old Conquests. The Goans who have registered their indelible mark on the rest of India. Those that migrated to Mumbai, Nasik, Nagpur, Belgaum,Kolkatta ,Bassein , Pune,Vasai, Bhopal Madurai,Cochin etc. The several who worked for the adminstration under British India rule or in the Nawab Palaces or Defence establishment. The Goans who worked in the Andaman & Nicobar Island or Patna Jamshedpur, Jaipur, Baroda, Karwar, Mangalore Ahmedabad. Among those felicited with Gomant Bharati Awards were General Sunith Rodrigues ex Chief of Army , Fr. John Correa Afonso, Mr. Jaiwant E . Talulikar, ex MD of TELCO, Mr. Antonio Prabhu Gonsalves , music composer, Dr. Ajit Kerkar, ex-Managing Director of Indian Hotels Company Limited , Mr Damu Kenkre, ex-Director of Cultural Affairs Govt of Maharashtra and Mario Miranda cartoonist in absentia. Infact many of the participants were dismayed by the organisors of the functions. It was not clear who was running the show as things started drifting. The function commenced an hour late and the official excuse was that the Chief Minister had not arrived. This has been the common alibi ever since the BJP Government came to power, giving the impression that the CM runs the adminstration alone while other Ministers are ---you guessed what. What was extremely riduculous was that while the function should have actually tried to ascertain the views of the several Goan delegates who had moved outside Goa by "compulsion or choice to better their educational economic or social advancement", or to ascertain their views on what they thought of Goa after 41 years of Liberation or 16 years after attaining Statehood and whether they would like to come back to their roots given the conducive opportunities for the same and if in the afirmative what assitance they would require from the Goa government in this regard..

As the procession reached the Grotto, the Holy Rosary and Litany (in Latin) organized by Holy Family Choir, commenced. This Holy Rosary & Litany was organized in reverence to the devotion of Mother Mary. The Holy Rosary was in English & Litany in Latin. The Bishop of Kuwait, His Lordship Francis Micallef started the proceedings and then gave his blessings in the final prayer. His Lordship needs to be applauded for his overwhelming support in organizing such a great event. Lets Pray to God to give His Lordship good health and a long life so that such events on a larger scale will be organized in the near future. Chants of the litany echoed in the Church compound. The major credit for organizing such a wonderful and nostalgic event surely goes to the entire Holy Family Choir members, headed by Mario Fernandes, who arranged the hymns and the litany musically well. The recitation of the Holy Rosary was done by Ms. Janet Franco Fernandes along with the beautiful PowerPoint presentation (first time ever for such a occasion) by Ms. Gina Pontis which enabled the entire congregation to join in Praying and Singing praises to Our Lady. As the Litany progressed, echoes of the timeless verses, going thus: Sancta Maria, ora pro nobis. Sancta Dei Genitrix, ora pro nobis. Sancta Virgo virginum, ora pro nobis. Mater Christi, ora pro nobis. Mater divinae gratiae, ora pro nobis. Mater purissima, ora pro nobis. The musical part was very well played by Francis Almeida (Shahu) on the Keyboards, Mario Fernandes on the Semi-Acoustic Guitar and Maestro Francis Marchado on the Violin, who displayed his exorbitant talent in playing the Litany to the delight of the devotees: Agnus Dei, qui tollis peccata mundi: Parce nobis, Domine. Oremus. And with this the Latiny ended with everyone seemingly pleased with their rendition. Konkani is core of Goan identity: PANJIM, MAY 31 - BY HERALD REPORTER The Gomant Bharati Sammelan, a convention of Goan diaspora in the country, made it clear that that Konkani is the core of the Goan identity. Vinayak Khedekar, former secretary, Kala Academy, and a known staunch Maharastrawadi addressed the gathering during the cultural session on Saturday evening, in Konkani. Even as he said that culture was distinct from religion, he sought to to condemn the false depiction of Goan culture as carnival-centered. He pointed out that the prize-winning carnival float the Republic Day parade indicated that there was a great appreciation for the true Goan culture. Naik went to the extent of suggesting that attempt should be made by the department of culture to spread the Konkani language and culture in other parts of the country which have large Konkani population. The Chief Minister, Manohar Parrikar who started off by saying that he would speak in Konkani, also made a speech in English which he said was for the benefit of the Chief Secretary, Negi. George Menezes and Dinar Tarcar were the moderators for the question answer session. The chief minister was participating in a question-answer session. The chief minister when asked about his government practice of giving equal grants to Konkani and Marathi, he said, this was because the Konkani Academy has not come out with an appropriate scheme and programme. He said it was also because Marathi enjoyed equal status. The chief minister said that he would be willing to give even Rs 50-60 lakh to Konkani academy if they came up with appropriate proposals. George Menezes suggested that the department of culture should open centres in other regions to familiarise the people of the native states with Konkani language and culture. Interestingly, though the Sammelan was held in Ponda, none of the local politicians from Ponda taluka were present for the session on culture. Prominent among those present were Cortalim MLA (UGDP), Mathany Saldanha and former chief minister, Shashikala Kakodkar. Addressing the delegates, Negi said India is transforming enormously and that Goa is also keeping pace with the rest of the country. "This immigration cannot change the taste of Goan fish and curry," Negi said. In his address, Gen Sunit Rodrigues said political leaders must be people of character and should be prompt in the decision making process. He stated that credit for developmental work should not be taken by individual politicians, but that it should be shared with others. "This sammelan is a good example of fusion and synergy of Goans who have gone outside the State," felt Gen Rodrigues and added that this has been a historic opportunity to lift Goa to its maximum height. It is best to secure valuables in a bank locker or make just one room more secure than the others by having an RCC slab or insure the house against theft.Paranoia and obsessive worry over material goods makes people stressed out and build a Fort Knox instead of a simple,open house. The white finish of the interior walls and optimun windows for ventilation will give a well lit house.One can build even a two storied house using only mud, without an RCC slab or wooden flooring. The mud walls (wider than normal mudwalls to take care of lateral thrust) have to be extended upwards in an arch to form the roof. Above the ground floor, the mud walls can be taken further upwards to form the first floor dome roof. Basically the anthill-principle. Amazing isn't it ? The giant anthills that we often see in the forests are actually vast multi-storied housing complexes built only in mud. The sticky secretions that the ants mix with the mud makes the anthill ('rhoinn' in Konkani)hard and waterproof, thus ensuring its survival in the harsh monsoons.The 'rhoinn' is believed to embody Santeri Devi, the Earth goddess much beloved and worshipped in Goa. The thought of cool, cheap housing without stone, sand,steel and cement might give some dealers and manufactures the jitters. Mud houses may never become as prevalent as in ancient times, but the choice of building a naturally cool, economical mudhouse improved with modern technology should be available to the common man in Goa. A rammed earth house can have concealed electric wiring, ceramic tiles, state of the art toilets, etc. There need not be any compromise on these modern fittings.The best of both worlds can be had in a mudhouse. TidBits .018 - 'Ora et Labora' (Pray and Work- The motto of St. Xavier's High School- Moira) The following reports appeared in Herald: 1) July 22, 2002 " Bright student accuses best teacher of mental torture" 2) July 24, 2002 " Give back our teacher, cry Moira students" These two reports and the others that have appeared in The Navhind Times have been the result of the internal managerial deficiencies of the St. Xavier's High School, Moira in the handling of the teacher -student - PTA relationships. There was no reason for this foul-up , which is now threatening to spill into the Courts, if the school management had done just what it is supposed to do i.e. contain the conflict within the four walls of the school and judiciously solve the same to the satisfaction of all concerned. When I talk about the school management, I talk about the Secretary of the DSE, the manager (principal) of the school who is the parish priest of Moira church and the headmistress of the school. If one goes through the chronology of events (not included here) one will get the drift that led to this foul-up. I had sought to get the overall picture concerning this conflict, being an ex-student of this school and also by virtue of personally knowing the families of the students concerned, by meeting with the headmistress well before the foul-up. After the concerned teacher was transferred, in my telephone call to the DSE secretary I had told him that the transfer of the primary school teacher immediately following the transfer of the controversial teacher, would be viewed as victimization, specially, since the primary school teacher was the blood relation of one of the victim students. The conflict graduated into the parents of the two concerned supposedly bright students engaging legal counsel and wanting to take the fight into the courts. In the following mediatory proceedings between the Legal counsel engaged by the concerned parents, the DSE and the Education Department, the fact that has come to light is that the headmistress has been very actively seeking revenge for not having gotten her way to retain the controversial teacher and has been making it difficult for maintaining the calm in the atmosphere within the school. There are quite a few senior teachers in the school. Not all seem to toe the line of the headmistress in her support for the controversial teacher. The second news item captioned "Give Back our teacher, cry Moira students" was infact the faux pas by the headmistress to get media/public support. This becomes evident (as per the newspaper report) that the student of 8, 9 &10 standards were involved in the protest. This is highly improbable since the controversial teacher was the undergraduate teacher and her teaching jurisdiction was upto standard 7. Infact, no such protest was seen coming forth when the primary teacher was transferred on a 24 hour notice period. I am given to understand that DSE has a rule that any teacher who is an ex-student of the school and is a villager, gets consideration over the other non complying teaching staff as far as transfers are concerned. Also, that such transfers, if necessary, require a notice period of minimum 48 hours.The 24 hour notice period here becomes relevant when the recipient school where the primary teacher was transferred to, had not filled this vacancy for more than 4 months, even after the schools had started in June, 2002. Besides, there was a surplus teacher available at St. Xavier's High School who was from Aldona and who could have been transferred to 'Khorjuem ' in Aldona, just as well. Inspite of threats that the concerned two boys will not pass in the final examinations (9th), both have done exceedingly well. The parents of the two boys are however complaining that the adding up of the marks and arriving at the respective percentages is deliberately flawed to bring down their relevant percentages, a matter that is likely to be taken up to the Education Department. The sad part is that a very senior Maths teacher who has completed 27 years in this school and who is in-charge of the school faculty and who has only a few years to retire is being transferred to far away Curtorim (Salcete). This lady teacher is a permanent resident of Bardez of as many years as is her service in this school. The pretext for the transfer is that her permanent address is given as Salcete. No consideration has been given to the basis that she has no permanent roots in Salcete any longer. Further, in May 2002, this same teacher was short listed by the DSE for the post of the headmistress of a school in Betalbatim which she had declined, due to the school's distant location. Therefore, this transfer order to Curtorim smacks more of victimization than a normal routine transfer. The concerned teacher is believed to have prayed for a stay on this transfer with the Education Department. The Asst. Dir. Of Education has confirmed that such

Re: Konkani Anthology The compilation of the Konkani words and idioms is Great Work. It is easy to use and fun at the same time. Congratulations to you, the author of the book Lynn Souza-Marquis and the Goa-World web-page for presenting the material. Every Goan should have this collection. A much needed project has been accomplished. Keep up the good work. This is indeed Goa's Pride. Now it is an opportunity for Presidents of various G.O.A. and Goan village and school alumni groups to bring this cultural anthology to its members at Goan social and cultural events. A definitely better substitute than Scotch. [Goanet] Rape and repercussions.
I don't mean to be controversial and stir up an issue which has everybody in Goa and beyond upset and angry. First and foremost, it should be noted that the alleged victim did not report the incident immediately. This only makes it more difficult for the authorities as far as taking DNA evidence is concerned. One should also be mindful that the accused youth are also someone's sons. As the law stands they should be afforded proper justice not just convicted without proper evidence. It is difficult for me and I am sure for many, to equate the alleged rape with the findings of the medical committee. Why is the committee erring on the side of inconclusive evidence. My reading would be that there is no evidence and they are afraid to say so given the feelings of the broad community in Goa. I ask as well why is the Government getting involved in the judicial process, the C.M. has no right to put pressure on the Courts to convict the youths if there is no evidence. The C.M. should not pander to the crowd just to gain kudos. There are the Courts and they should be allowed to do their job unhindered. Also the Police should not bring the case to Court unless they have strong evidence to bring to bear against the youth concerned. Could it just be that it was Eve teasing which I understand goes on a lot in India ( I am not condoning this) that occurred and the girl just broke down mentally. Could some one also tell me the difference between the alleged rape committed by three Goan youth working for a cruise ship and in which the G.O.A (U.K.) has gotten involved with and the alleged rape committed in Goa? We are asked to support the youth here in England and you are ready to string the youth up in Goa.
