GOACOM DAILY NEWS CLIPPINGS 05 July 2003 ALERT STAFF, COPS FAIL BANK ROBBERY: The Panjim city police managed to nab a gang of five persons, who attempted a daring robbery in the afternoon at the State Bank of India Treasury Branch. While one member of the gang began to distract the cashier, another entered the cashier's cabin and proceeded to help himself to bundles of cash. The third waited at the entrance to the cashier's chambers with a shopping bag in hand. Distracted by the arrival of new banking equipment, the staff paid little notice to the man in the cashier's cabin thinking that he was a staff member. However, deputy cashier Miguel Pereira noticed one of the gang member. (GT) CRZ IMPLEMENTATION: Union Environment and Forests Minister, TR Baalu, yesterday indicated that there would be no let up whatsoever in implementing the Coastal Zone Regulations in the country. Mr Baalu, who was on a two-day visit to Goa as part of the parliamentary committee on environment and forests, said the objections to CRZ raised by States would only be considered by his ministry purely on a scientific basis. (H) NEW ECONOMIC POLICIES HAMPERING GROWTH: The economy of our country is badly hit by the new economic polices, which failed to bring about a turnaround. Our over-dependence on foreign funds for development has misfired and the liberalisation of tax returns has resulted in evasion, lamented the president of All India Trade Union Congress, Mr J Chittaranjan, while addressing the general council meeting yesterday in Margao. (NT) RIVER PRINCESS: Mr TR Balu sought to play down the looming environmental threat posed by River Princess, the vessel grounded a few hundred metres away from where the Minister addressed the press. We have persuaded the State government to act. We are told that it (River Princess) will be shifted soon, Mr Baalu said when his attention was drawn to the vessel, which has been threatening the northern coast for the last three years. (H) HELD ON DOWRY CHARGES: In case of dowry-related abuse, the police arrested one Aires Cordeiro after his wife leveled charges of harassment against him. (GT) MINOR GIRL DROWNS: Jera Neha, a minor girl, was drowned yesterday at Karasvaddo, in a brook behind her house. (H) DROWNING IN SALOI: The body of 30-year-old Ajay Ankush Karekar was found floating in the river at Char Manos, Salvador do Mundo. (NT) UNCLAIMED BODIES: The Margao Municipal Council had to spend a sum of Rs.42,970 in disposing off the 123 unclaimed bodies during the year 2002-03, according to the Chief Officer of MMC, Mg GP Naik. (NT) DRUG PEDDLAR CONVICTED: The Special Narcotics Drugs and Psychotropic Substances Court at Mapusa recently convicted Man Singh, a Delhi resident, for possession of a huge quantity of drugs. (GT) DUO ARRESTED FOR ABUSING PRIEST: A Carambolim resident and his son allegedly trespassed into the church property and abused and threatened the parish priest with dire consequences. (GT) RAPE CASE CHARGESHEET: The investigation in the alleged gang rape of the Fine Arts college student, which took place a few weeks ago, is complete and a chargesheet will be filed within 8-10 days. (H) NEW CRITERIA FOR EDUCATION LOANS: The government has changed the eligibility criteria for those applying for the interest-free loans for higher/technical education this year which will now take into account the performance in only Standard X/XII. This year, it will also allow those who have obtained a scholarship to avail of a loan, unlike last year. This is the second year the interest-free loan scheme will be implemented. (H) 250 BULL DIVERTED TO MEAT COMPLEX: The Department of Animal Husbandry and Veterinary Services on Friday carried out a raid and diverted 250 bulls to the Goa Meat Complex for hygienic slaughtering. (H) FOREST ZONE: Bombay High Court at Goa has directed the State and all authorities including the Collector and planning agencies not to grant any further approval for development or change of zone in areas identified as private forests by two separate committees till the matter is decided by the Supreme Court. (GT) HELD SMOKING IN PUBLIC PLACES: Five smokers were booked by authorities under the Smoking and Spitting Acts in the markets in Margao yesterday. They were let off after imposing a fine of Rs.100 each. (H) CUNCHELIM GETS WATER ON ALTERNATE DAYS: Though the rain gods have been more than benevolent to the State, the government seems to be struggling to ensure regular water supply to its citizens. Residents in Cunchelim, Mapusa, continue to receive water supply on alternate days and for a few hours despite the wet spell. (H) CAMPAIGN ON WATER CONSERVATION: Dr TB Cunha Government HSSS, Panaji, recently organised a Padhyatra of higher secondary students from Campal to Boca de Vaca spring, in order to create awareness on the theme Water, Elixir of Life. Paper festoons, banners decorating the sidewalks. Though a protest march, an air of festivity hangs in the air. Nandkumar Kamat singing off-tune into a microphone looking straight into a video camera. Mario Miranda and Alexyz doing on-the-spot cartoons and caricatures of awe-struck kids (some grown-ups suffering from regression too). Little children hugging trees to a pop of flash bulbs. Isabel Santa Rita Vas directing her band of talented actors on the scene of the crime, who are expressing artistic horror of the tree trunks facing extinction. Patricia Pinto hob-nobbing among the city's junta. Lucio Miranda shaking hands with architects and society types. Victor Hugo Gomes beaming smugly on the virtues of preserving Goa's village brass bands and loudly proclaiming to all those willing to listen, on how he got this act together. Rajan Fulari and his artsy crew displaying the paint dribbling posters enthusiastically put together by eager children. Heta Pandit discussing the heritage value of the trees in question. Editors, reporters, file-pushers and chamchas alike looking for the right sound bytes to make next day's headlines (or gossip round). This column has no intended malice. Except the truth. So, grit your teeth and bear with it. Politics sucks. People politics sucks big time. But hey, wait till you meet the growing breed of activists who indulge in people politics to highlight a cause and then forget all about it once they get what they want - Free Publicity. Get their pictures in the papers, make the right sounds at the right time, with the right people and few days later everything is forgotten. I have been talking to a couple of sensible people (their breed is small, disillusioned and fast dwindling) who agree that its time we blow the whistle on the cause pushers merely mouthing words, some with no intention of keeping them. From their silence, I have every reason to believe that they have been forced to develop an acute condition of amnesia, by virtue of the special positions they now enjoy. Too bad for them because its time lay citizens knock these sorry creatures into action. Beginning with a definite NO to their lopsided schemes. I'm talking about the Save the Trees campaign which saw active participation from people in Panjim and outside, all coming together to stop the axes intent on cutting the life out of the century old green giants, currently lining the road between Kala Academy and Miramar. Not so many months ago, irrespective of the blazing hot sun, emotions ran high as green soldiers came pouring in form Panjim, Margao and far Anjuna- artists, musicians, celebrities, actors and agenda pushing low levels thrown in for good measure too - in a peaceful protest to stop the senseless slaughter of these beautiful trees. Everyone promised to protect, preserve and cherish them in song, verse, colour and commitment . Me included. I still stand by my word. I want to know what happened to all the others who promised to do the same. Today, the very same trees that we hugged and our children painted as their way of protest, face a death warrant yet again. This time for certain. Development must extract its pound of flesh. This time the tree-butchers come armed with legal paraphernalia. That's what file-pushers and governments are for, right? They must leave their symbols of self-proclamation for posterity. On sponsor bards, on name plaques, the hall of fame decorating government offices. How else can they make space for all those fancy wheels, they and some of us, keep acquiring with black money laundering? Well, even as we mull over this tragedy in the middle of eating our morning cornflakes ( and hopefully choking on it) some of our green giants will soon be cut down systematically and their age old corpses flattened with tar and mortar in the name of development. When I sought to find out moe, I was told that a meeting will be convened shortly to discuss the same I lear that the official version for the benefit of the press also makes light of the situation with a casual by-the-way explanation which being Ten to 15 smaller trees may have to be cut. We're moving within legal parameters, but we're open to minor adjustments. This also comes close to the heels of those who have encroached upon government land, but leave our trees alone. I am not a city girl by birth, but I chose Panjim to be my home. I grew up in a tiny hillside town amidst trees and birds, freling the song in the rain and the chirp of birds early dawn. I have many pleasant memories of a childhood spent under the canopy of old trees that have seen several governments coming and going. They still stand firm, despite many storms and rainy evenings. When I go back to my village, it is these trees that hold a special place in my

Suggestions from Gilbert Lawrence: How about statewide or district wide essay writing competitions? How about spelling bees in schools, villages, talukas and state-wide? How about debating competitions? How about elocutions competitions? If schools and teachers are too busy, the Parent-teachers can take the lead. Rotary, Lions, chamber of commerce can also lead and provide the backing. But it has to start with one or a core group of interested person(s)... And don't get the government involved. Perhaps before you joined this network (Goanet), we were talking about the possibility of expats and locals joining hands to build and support magazine reading centres in local schools and institituions. We had then calculated that for the sum of US$100 per year, it was possible to get access to 25 or so magazines, each month, for an entire year. Four to five schools in Goa have already taken up this initiative in some way. In Saligao, my neighbourhood school which Florina D'Souza and others supported, the school claims students are doing better in inter-school competitions after the attempt to spread the reading habit. In Aldona, the initiative was supported by Frank D'Abreu and another individual offered the support. It took longer than expected to however get off the ground at the Aldona Institute... and happened in a smaller than anticipated way. I've not been able to keep track since. There are many other less-affluent villages, where alot could be done. I don't want to give the impression that I raked up this debate with the intention of promoting my pet idea. I didn't. But I do sincerely believe that it was the reading habit that made a difference in my life, and open wider vistas, and gave not just a profession which I enjoy terribly but also a chance to reach places one would have otherwise never got a chance to go to. In the knowledge-century that we've embarked on, this is going to be only more important. And, using the style of the Internet, we have to work on projects where a lot of positive change can come with miniscule investments. It's possible. One model that has long impressed me has been that of the Free Software movement and GNU/Linux (lots of volunteer involvement, huge amounts of networking, minimal involvement of money, minimum energy to get maximum results). Besides, our investments should be more in people and less in concrete or land... this is one view. But to make this work, one needs (i) supporters abroad, not so difficult to find and (ii) good implementors at the ground, who can push things further and share the dream. But the latter is more difficult to locate. With the spread of the Net in Goa (50+ members on Aldona-Net in under six months!) this is going to become easier with time. Also, there should be transparency in where the money goes and what's actually done with it. It's best if it reaches the beneficiary institution (school, club, whomever you trust) rather than going through a chain of intermediaries. This way, accountability could be maintained too. Will it's worth trying? Unless we attempt it, we'll never know.FN PS: If anyone would like to take this idea forward in their own localities, contact me offline. There's a list (needing updating) of value-for-money mags worth subscribing to. Mostly Indian magazines, since these are so inexpensive and offer a wide range of ideas and information. Usually these come at 1/10th the price or less of a foreign mag. Finding the right partners in your village is usually the most difficult part of the job, and one doesn't have any easy ideas on this. PPS: At the end of the day, this is a tiny initiative toward tackling on a wider problem. The lack of reading among Goans... GOA GOVT PULLED UP FOR POLICE ATROCITY Minister Monserrate blamed after police parade accused semi-naked [Indian Express * July 1 2003] RAJU NAYAK PANAJI, June 30 Close on the heels of a series of crimes that have rocked the state, two men were paraded semi-nude by the police on Goa's streets recently, triggering off a public debate on law and order that has prompted the chief minister to order an inquiry. The accused, Kamlesh and Nilesh, were arrested on June 16 following a complaint lodged by one Paulo D'Cruz accusing them of assault. Both Kamlesh and Nilesh had surrendered to the police on June 24. Karishma, Kamlesh's wife, later complained that her husband and his cousin Nilesh were harassed in police custody on the instruction of the local MLA and minister Atansio Monserrate. According to eyewitnesses, the police paraded them in undergarments on the streets of Taleigao, a suburb adjoining Panaji, days before the accused were to be released on bail. Chief Minister Manohar Parrikar was confronted by a citizens' group at a public function following the incident. The group alleged that the local MLA and minister, Atanasio Monserrate, followed the police van in his private vehicle to watch the parade. The Chief Minister has refuted the allegations against his colleague. However, the uproar over the incident refuses to die down. The media and human rights groups are crying foul over the violations of the fundamental rights of the accused. Meanwhile, the Chief Minister, sensing the militant mood among the citizens, has consented to an inquiry into the issue by Deputy Superintendent of Police, Panaji. Interesting. Some extracts: It is useful to speculate on how much postage stamps (and other such ephemera) influenced people around the world to think about India in certain ways; how they shaped people's thinking about the colonial rulers. Has Goan been regarded traditionally as a 'Portuguese enclave' on the coast of India because its stamps never showed a single thing derived from Indian culture? I believe the answer is 'yes' in minute part -- there are, of course, other, more major reasons, but philately was definitely part of the whole project to say 'Aqui e' Portugal'. The Portuguese portrayal of India different from the British and the French and also from their own portrayal of other colonies in Africa and Asia on postage stamps. Like French India, Portuguese India (India Portuguesa or Estado da India) was tiny, consisting of five enclaves separated by British Indian territory, amounting to just over 1500 square miles and some 650,000 souls when independent India expelled the Portuguese in 1961. Stamps were issued first in 1871 and Portugal continued to print stamps for its lost colony for some time after 1961... The Portuguese always regarded their colonies as much more an integral part of the metropole than did the British or French. The stamps illustrated this... The first stamp of Portuguese India by itself showed Vasco da Gama and his flagship. This stamp, printed in January 1925, set the tone for the next 36 years. In that time well over 200 stamps were issued. Not one gave the slightest hint that 50 per cent of the population was not Catholic, only 10 per cent could speak Portuguese, and there existed a very strong and vibrant culture beyond the European. Please keep up the tempo so that we may have in you somebody who is capable of fighting openly for justice. Parrikar is communal and the effect of his communal policies will be surfaced for all to see after a decade or so. It is not the first time and it will not be the last time either that the Chief Minister has tried to belittle and cast undue aspersions on the Judiciary, a very sacred institution, the common man's last resort to justice. The Chief Minster's later clarification about what he really meant is yet another example of his sly justifications when in a tight spot. I was present at the Rotary Club function where Mr Parrikar made these comments against the judiciary so Mr Parrikar fools no one by trying to deny what he said to a large audience which included a senior member of the Goa Judiciary as well as other advocates. If Mr Parrikar has, as he claims, a bag full of evidence of corruption by Judges, he should pass on this information to the Chief Justice of the Bombay High court for necessary action. It is very wrong and inappropriate that a Chief Minister should be making such baseless allegations against the judiciary. At the same function, the Chief Minister also went on to say that Catholics are not employed in Government service because they do not apply for the jobs. Let the Chief Minister make public the number of Catholics who have applied and the number of Catholics selected during his tenure. Secular Goans are fed up of applying and realise it is a waste of time. Goans have started to realize, though late, that the saffronisation of the Goan administration initiated by Mr Parrikar is in its last phase. The real effects will be felt in a decade. Sanjit Rodrigues, Elvis Gomes and Allen D'Sa are there not because Parrikar loves them. They are being used by Parrikar to carry out his unpleasant odd tasks and in a way to attempt to fool Goans that the BJP Government is secular. We all know too well the number of times Mr Parrikar has upgraded a post or changed the recruitment rules to ensure that a secular candidate is denied the rightful promotion. All this for good governance and transparency in the administration which Mr Parrikar so loudly boasts about. Goa was unique for its secular fabric. This unique streak has been corroded and eroded in a brief span by Mr Parrikar's saffron leadership. It is damage that will be irreparable and something that Goans will have to live with thanks to all those who helped Parrikar sneak into power and hold on there. Other countries spend millions of dollars trying to woo an international event like the summer or winter Olympics or Asian games. In Goa, we turn them away because we want to continue to have our pez.=:)) Goans in Goa have to decide. 'They cannot have their cake and eat it too'. --- Documented by Goa Desc Documentation Service circulated by Goa Civic Consumer Action Network (GOA CAN)[EMAIL PROTECTED] Ph:2252660 Court raps cops, says parading of accused in semi-nude is barbaric The sessions court of North Goa on Thursday opined that the conduct of the police in parading the accused in semi-nude ondition with handcuffs on the public road is barbaric, inhuman and is against all norms of decency and is in utter violation of human rights and human dignity. While granting conditional bail to the accused Neelesh Mangeshkar and Kamlesh Naik Mangeshkar, the sessions court judge, Mr A D Salkar came down heavily on the police. In the course of arguments on bail applications, the counsel for the accused, had charged that the police had paraded the accused with handcuffs. The accused had filed the application following their arrest by the police for allegedly assaulting Anton Paulo D'Cruz with sword and wooden danda. The judge observed: The police force is the force of the state which is primarily intended to maintain law and order and to maintain the dignity of law. The purpose of granting police custody remand is to enable the police to investigate the crime in a fair manner and not to humiliate the person accused of having committed the crime only in order to please someone in power. While dealing with the arguments, the court said that the advocate, Mr D Dhond, appearing on behalf of the accused, severely criticised the conduct of the police in treating the accused in a shabby manner in the guise of recovery of the weapons of assault while the accused were in police custody. Mr Dhond made a statement across the bar that at the behest of the local minister, Mr Babush Monserrate, the police paraded the accused with handcuffs in semi-nude condition with only the underwears on their persons from the house of Mr Baxic Branco up to the house of the said minister, Mr Babush Monserrate. He further submitted that the local minister, Mr Monserrate was bent upon harassing the accused on political grounds and pressurised the police to act in uncivilised manner. This statement made by Mr Dhond for the accused has not been controverted by the prosecution. There are no grounds at this prima facie stage to disbelieve the statement made by Mr Dhond on behalf of the accused.Therefore, prima facie it appears that the accused were humiliated by parading them with handcuffs in semi-naked condition by the police for obvious reasons. the court noted. The court said that in the fact and circumstances of this case, further detention of the accused in jail is not at all justified and directed that each of the accused shall be released on personal bond of Rs 10,000 with one surety in the like amount. The court has also directed that the accused shall not enter the village of Taleigao for 45 days without the written permission from the court. As per the figures, Panaji was distantly followed by Candolim in North Goa which had 11 per cent of the cases. Margao, Aldona, Canacona and Cortalim are other areas which also reported few cases. Speaking on the occasion, the Health Minister, Dr Suresh Amonkar stressed on the need to improve the departmental approach towards the implementation of various strategies by the DHS, in order to control the alarming situation. Narrowing down the communication gap between the Goa Medical College Hospital and primary health centres could also help in curbing the malaria menace, he opined. Though Panaji has become the breeding ground for malaria due to the construction works carried out within its jurisdiction, one should not overlook the fact that the lethargy of the Goan people has partly been responsible for this dreaded disease, the Health Minister noted. The apathy of the local population towards manual work has resulted in importing the labour force from the neighbouring states, which in turn introduced the malaria parasite to Goa, he said. The eradication of malaria should become a mass movement, he suggested. The health secretary, Ms Reena Ray, said that 72 officers from various departments like town and country planning and public works department, besides panchayats and municipal bodies have been trained and given power under the Public Health Act. They will be carrying out house to house visits and create awareness about the disease, she revealed. The health secretary further pointed out that an assessment would be carried out in September, later this year, to check out the situation. However, if the assessment shows an increase in the malaria cases, the rise would be not necessarily due to the negligence in the duties of the directorate of health services, but because of increased surveillance resulting in detection of the cases, which otherwise would have gone unnoticed, she stated. The aim of the task force appointed to counter malaria is not to eradicate the disease but to bring it to the minimum level, Ms Ray pointed out, adding that the concept of personal responsibility among the population would go a long way in controlling malaria. The mayor of the corporation of the city of Panaji (CCP), Mr Ashok Naik reiterated the support of the corporation for combating the malaria menace. The DHS director, Dr Arvind Salelkar said that the cases of malaria had come down from 25,975 in 1998 to 9,000 in the year 2000, adding that 72 per cent of the malaria patients figures from the labour class. The government would be providing the labourers with the health cards, which would show their malaria status,he added. Dr Salelkar further mentioned that Anopheles Stephensi which is a malaria spreading parasite breeds only in clean water. The deputy director of the malaria cell, Dr Deepak Kabadi, who gave a presentation on malaria in Goa said that cases pertaining to parasite Falciparum have come down to 15 per cent from 21 per cent, during 2003. The period from January 2003 to May 2003 shows that the cases observed in the project population are 3360, that is 78 per cent, while those in the local population are 947 which is 22 per cent, he informed. The Early Detection and Prompt Treatment (EDPT), Selective Vector Control (SVC), Information Education and Communication (EC), Personal Protection Measures (PPM) and Bio-Environmental Measures (BEM) are some of the steps being followed by DHS to control malaria. The Dean of Goa Medical College, Dr Vishwanath Dhume was also present on the occasion.An informative skit on malaria was presented during the function by Mr Pradeep Naik and group. An exhibition displaying the entries of a poster competition based on malaria, organised by DHS was also inaugurated on the occasion. Bank scamster unfazed after deportation from Nigeria From Indo-Asian News Service Bangalore, July 3 (IANS) An alleged scamster charged with defrauding Indian banks of nearly Rs.250 million seemed unfazed when brought here Thursday after being deported from Nigeria, where he had been holed up for two years. Karunakara Vijay, who has five cases of fraud registered against him, had cheated two banks in Karnataka of Rs.138.5 million. He also siphoned off money from banks in Chennai, Bhubaneswar and Goa. Vijay was arrested three months ago in Nigeria. India's Central Bureau of Investigation (CBI) took him into custody Thursday morning when he arrived at Mumbai from Nigeria and had brought him here. He was produced before a court here that remanded him in CBI custody. I am back now, nothing to worry, Vijay told reporters here. Vijay, according to the CBI, cheated the Corporation Bank here of Rs.102.5 million and the Canara Bank's Malleswaram branch of Rs.36 million. He duped the Indian Overseas Bank in Chennai of Rs.41.9 million and the Corporation Bank in Bhubaneswar and Goa of Rs.61.1 million and Rs.4.8 million respectively. Vijay had been declared a proclaimed offender and different courts in India had issued non-bailable arrest warrants against him since 2000, the CBI said. We issued a red corner notice against him on the basis of these warrants. So when he was spotted in Nigeria, it was easy for the authorities to nab him, a CBI official said in Delhi Thursday. Due to the efforts of the Indian embassy, the Nigerian authorities agreed to deport Vijay to India to face the judicial process, he said. According to the official, Vijay would secure rupee loans on the basis of forged papers against foreign currency deposits in banks. The deposits were made by NRIs and Vijay handled the transactions. [Goanet] Goan communities...
Constantino Hermanns Xavier has made a very interesting post on Goan communities across the globe. Intereacting with youngsters based abroad gives the sense that many feel impatient, if not bored, with the usual Goan (particularly Catholic) style interacting which is primarily party-based and food-centric. Terribly time-consuming, and perhaps monotonous too... As a community which did fairly well for itself early on in history through emigration, perhaps we've turned too complacent over the years. While we have a lot of unnecessary arrogance towards other regions and other communities, the fact is that we have been falling back quite a bit over the years. Our English-skills have been surpassed by those in many states, and other emigrants from other states have done far better by building linkages with home and ensuring that professional skills trickle back to communities at home (eg Andhra, Punjab, etc). The unhelpful attitudes of successive Goa governments have not helped either. To take off on a tangent from CHX's postings, what Goa needs to seriously look at is building skills in the community, focussing less on partying and socialising (of course, food and music continue to be strongpoints for Goans, but do be have to look at these only in a consumerist sense instead of building on the legacy of the past and showcasing skills?) Do we have those career guidance centres our youth need? Do we have the professional or other positive networks (cyber or otherwise) that can take Goa and its diaspora ahead tomorrow? Is there a support structure like our earlier generations thought of by setting up 'kudds' (common clubhouses) in Mumbai? Can we dream of even having a small faction of the facilities that a (albeit larger) state like nearby Karnataka has -- 22 medical colleges, 32 dental colleges and 109 engineering colleges, all privately run? What role do we see for Goa, Goans and the diaspora -- where ever they may be based -- say 10, 25 and 50 years down the line? Can we get away by just cursing PWANLU (people who are not like us) or terming them 'non-Goans' etc? The time for incessant bickering among ourselves is over. [Goanet] Disgraceful Slander of the Judiciary
Chief Minister Manohar Parrikar's recent outbursts regarding the Judiciary comes as no surprise. It is not the first time and it will not be the last time either that the Chief Minister has tried to belittle and cast undue aspersions on the Judiciary, a very sacred institution, the common man's last resort to justice. The Chief Minster's later clarification about what he really meant is yet another example of his sly justifications when in a tight spot. I was present at the Rotary Club function where Mr Parrikar made these comments against the judiciary so Mr Parrikar fools no one by trying to deny what he said to a large audience which included a senior member of the Goa Judiciary as well as other advocates. If Mr Parrikar has, as he claims, a bag full of evidence of corruption by Judges, he should pass on this information to the Chief Justice of the Bombay High court for necessary action. It is very wrong and inappropriate that a Chief Minister should be making such baseless allegations against the judiciary. At the same function, the Chief Minister also went on to say that Catholics are not employed in Government service because they do not apply for the jobs. Let the Chief Minister make public the number of Catholics who have applied and the number of Catholics selected during his tenure. Secular Goans are fed up of applying and realise it is a waste of time. Goans have started to realize, though late, that the saffronisation of the Goan administration initiated by Mr Parrikar is in its last phase. The real effects will be felt in a decade. Sanjit Rodrigues, Elvis Gomes and Allen D'Sa are there not because Parrikar loves them. They are being used by Parrikar to carry out his unpleasant odd tasks and in a way to attempt to fool Goans that the BJP Government is secular. We all know too well the number of times Mr Parrikar has upgraded a post or changed the recruitment rules to ensure that a secular candidate is denied the rightful promotion. All this for good governance and transparency in the administration which Mr Parrikar so loudly boasts about. Goa was unique for its secular fabric. This unique streak has been corroded and eroded in a brief span by Mr Parrikar's saffron leadership. It is damage that will be irreparable and something that Goans will have to live with thanks to all those who helped Parrikar sneak into power and hold on there. Naphtha pipe lines tend to leak on a regular basis. Vehicles carrying hazardous chemicals including chlorine and naphtha and God knows what, other inflammable, dangerous and life-threatening materials routinely overturn or meet with accidents in the State. Explosions occur at the petroleum storage facilities of the public sector oil companies within the Port Trust complex. Aircraft of the Indian Navy fall out of the sky in civilian areas killing civilians and causing damage to property. Not because of acts of God but because of the greed and rapaciousness of industrialists, bureaucrats and politicians. Routinely every monsoon the mountains of mining rejects are washed into river bodies choking them.In our urban areas just as routinely construction material is piled up high on the sides of roads of buildings under construction, which hugs the roads in violation of all setback rules choking the drains. Streetlights, of course, never work when they are needed most during the monsoon when visibility is very poor. Talking of power we are assured by the junior staff of the electricity department who have to bear the brunt of all abuse from consumers that it is sub-standard insulators and conductors and not the much-maligned crow, which is responsible for the majority of the power breakdowns. The Konkan Railway gets away with criminal disregard for minimal passenger and commuter safety at the single platform railway station where hapless passengers have no choice but to endanger their lives by crossing the tracks. The environmental time bomb, the ugly toad masquerading as the River Princess continues to tick way at Candolim for four years now. The only thing that everyone is agreed on is that if it disintegrates, it will devastate all the lovely beaches of North Goa. Tourists and locals drown routinely on Goan beaches because they ignore warnings and the lifeguards are never there. The big joke, of course, is that more than a year ago, primarily due to the persistence and insistence of the then Collector of Margao P K Krishnamurthy, a disaster management plan was formulated. A consultant was employed to provide training to all the concerned agencies. A number of high-level meetings were chaired by the Chief Secretary and even the Chief Minister. The only problem is that the plan is gathering dust in some government morgue. No machinery was even identified to implement or monitor the implementation of the disaster management plan. There is nothing like a quick response team which can attend to emergencies and contingencies. There is a timetable. But no Station Master or even linesmen. In theory the Collector is the nodal authority. But there are frequent changes in the Collectorate and when the Collector is on leave the second in command probably cannot even access the elaborate protocol book where the steps are outlined. Not that going by the rulebook will be of much use. Because it is not rules but the presence of mind and the enterprise and the sense of urgency of the man in charge which is the crucial factor in any disaster. Apparently, though there is a disaster management plan, no information exists on what hazardous chemicals are transported into and through Goa. What routes they take or are supposed to take. What are the vulnerable points along the route. Which agency the disaster managers can turn to for the special equipment they will need. The naphtha tanker disaster at Porvorim dramatically exposed how totally unprepared we are for disaster. The tanker over turned close to the Sai Service Center which has a petrol station and a hundred cars and lubricating oils, all of which could have blown up if there had been a fire. Though the disaster occurred around 6 a.m. the crane arrived only four hours later. And it was not of the right size or capacity and so it took almost ten hours to get the tanker upright again. The job of transferring the naphtha from the disabled tanker did not begin even by late evening. Fortunately there was no loss to life and property. But this is not thanks either to the Reliance Salgaocar Power Plant authorities or to the Disaster Management team. It was entirely due to the benefaction of Shantadurga and Goemcho Saib. If there is a major disaster all that we the ordinary humble citizens can do is to light a candle or break a coconut. But even divine protection has known to fail.
