[Goanet]FOREIGN JAUNTS FOR GOA POLITICIANS ARE HERE AGAIN
As if Goa's jumbo cabinet was not draining our state exchequer enough, Chief Minister Parrikar has sent yet another jumbo delegation of Ministers and MLAs on a sight-seeing and shopping jaunt overseas and this time it is to Singapore. Parrikar's justification that it is a learning expedition fools no one. Today all knowledge and information is available on the Internet at the touch of a few buttons. And anyway, with the academic acumen of the Minister and MLAs who have gone, all we can expect is for them to come back after making merry at public expense. Unknowledgeable as they were! While in the Opposition Parrikar had vehemently opposed these foreign trips and on assuming office had assured that he would not allow any of this. But Parrikar has realised that the stability of his chair depends on the contentment of his Ministers and MLAs. And with the political instability Goa is embroiled in it is safer to keep sending the Minister's and MLAs overseas so that they could keep themselves satisfied and aloof from the political games here. Goa's first Chief Minister Dayanand Bandodkar was no IIT but he ruled Goa in style and compassion. He may be the only Chief Minister who, with a cabinet of just three Ministers, has left a long-standing imprint and the memories of his rule will be remembered for all the right reasons. And besides Goa, Bandodkar had to manage Daman and Diu. I recollect having met the late Dayanand Bandodkar at his Althinho residence when I was 10. I was impressed that though he did not have the privilege of much academic education he had all the qualities that a good leader should have. I have also had the opportunity to interact and know very closely all subsequent Chief Ministers but I can say that none of them will be remembered as fondly as the late Dayanand Bandodkar. Goa's first Chief Minister had a vision for Goa and laid the foundations of Goa's progress. The sorrowful tales from rags to riches of other subsequent Chief Ministers is horrifying. Dayanand Bandodkar's statue next to the Secretariat at Panaji will stand out for years to come. It may be difficult to find a place to install a statue of any other Chief Minister. In sin they ruled and so should they perish. Most if not all the other Chief Ministers have plundered Goa's riches and contributed their bit to make Goa distinguished as one of the most corrupt states of India. But who will be remembered and never forgiven is the current Chief Minister Manohar Parrikar who besides taking corruption to its ebb has dared to vehemently unleash the communal and casteist RSS ideology in this otherwise secular state of ours. Bandodkar was a friend of the masses. He looked beyond caste and creed unlike our current Chief Minister who has been working overtime to benefit the interests of a particular thread of a Society he represents. We have celebrated the 56th year of India's Independence. What independence? The war to liberate Goa from the clutches of the RSS is yet to be waged. It is late but one has to be optimistic. If the secular forces succeed only then will celebrations of Independence and Liberation make any sense. Living like princes here with the pensions of a few hundred pounds earned in colonial Africa, thanks to the collapsing value of the rupee vis a vis the sterling. And in other ways. All of us, including this writer, are guilty of one or more of the above. Yet, one could suggest, that to avoid a patronising attitude creeping in, everything who has a positive solution to lend, should not look at it as "giving back to Goa". One could argue that if any one of us decides to do something positive in Goa, it is primarily for the reasons below: o We have the skills, so why waste it? o Any small work, in a small place, could have a big impact -- in Goa you can really make an impact with what you have to share. o We all owe a debt to the place that gave us, or our parents, an education and a chance to get ahead in life. o If we can't make the impact of our skills felt in Goa, where else could we do it? o Many of us have relatives and friends back in Goa. Doing something here also means doing something for them. o How do we pay back for the social infrastructure built over past generations -- by way of the educational infrastructure, the 'kudds' and clubs that made migration to Bombay/Mumbai possibile, the health infrastructure (despite its many problems and inadequacies today), even the social clubs set up in some villages as far back as the 1920s or thereabouts, music schools that gave Goans a headstart abroad and within the rest of India, and much more? Just a few thoughts... ONE ACT PLAY/SOLO SINGING COMPETITION. As announced the One Act Play and Solo Singing Competition organized by Konkani Heritage Kuwait was held at Indian Arts Circle Funaitees, Kuwait, on 8th of this month. The show was attended by the packed hall and it started at 4.00 p.m. instead of 3.30 as announced earlier. At an outset, Fidelis Fernandes the president of KHK welcomed the audience, Chief Guest Prince Jacob coming from Goa, Guest of Honour Francis Correia coming from Bahrain along with his family and all the sponsors, main being Lawry Pinto the president of Youth Recreation Centre for being very magnanimous in cooperating with the organizers to hold this show. The first Play of the programme was Sombondh by Arif Kazi in which only 3 artistes participated, the role played by handicapped George DSouza on Wheel Chair had class in it, he is a new finding on Konkani Stage. In this show Director Arif Kazi showed his talent of his involvement in Filmi World. Though this play had class of its own yet back benchers and many others in the hall missed listening some parts of this show due to deficiency in the mike system during this play. The Mangalorean Play Bessaum was well appreciated by the audience in which director Lancy Rodrigues played a good role. First prize winning Play Ek Zadd Vhoddachem by Ignatius de Xelvonn captured the minds and hearts of the audience. Speaking to this writer later on, director Ignatius praised the organizers for giving him solid push especially by Rosary Ferns who according to Ignatius was instrumental in promoting him and many others on Kuwait Stage. Young director Felix de Merces showed his silky brain by depicting something great in his play Xantichem Hatear which gave some moral lesson. And, Felix Gonsalves staged his play Resped Diat which was based on the value of Time in which Simon Gonsalves played a major role of a disciplined father. Among the guest artistes, Michael DSilva, Marcus Vaz, Sanny de Quepem, Roney DCunha, Vishwas Remimbus, Rosary Ferns, Sylvester Vaz and Querobina Carvalho rendered their songs. The opening chorus Goa-Goa in praise of greatness of Goa composed by Rosary Ferns and rendered by him along with Sanny, Sylvester, Michael, Marcus and Querobina was liked by the audience. The script of this opening chorus had great attributes of Goa and in it Goa was depicted like a painter depicting its portrait. Those who are involved in organizing Goan functions globally should make this song as symbol of Goan identity and Goan greatness. The trio Englandache Goykar composed by Rosary and rendered by him along with Sanny and Sylvester gave strong hint of parents losing their children to them and to Goa once they go to West. Its theme has lot of relevance currently. Sanny de Quepem as usual showed his intellectual capacity by composing and singing a solo on the importance of Kuwait for us to come up in life. Citing of examples enriched this song and it also showed his power of knowledge amongst the tiatrists. His sweet voice also gave an added booster for his song. The other interesting songs were rendered by Roney DCunha with the accompaniment of charming Jyoti Colaco, the dancing sensation, captured the attention of the audience while Vishwas Remimbus Rock-N-Roll created uproar in the hall. His way of singing with mellifluent voice, his handsome looks with attractive dress code and the accompaniment of entire Mangalorean dancing troupe as background mesmerized the audience. Vishwas has created solid impact of his presence first time on Goan Konkani Stage in Kuwait. Rosary Ferns rendered a solo on death of Dr. Rosario Rodrigues while Querobina Carvalho rendered a solo on death of another tiatrist comedian Luis Dias, this too was beautifully composed by Rosary Ferns. Sylvester along with Querobina rendered a duet on Goans while Michael DSilva rendered two solos, one decent and the other comedy for which he was called back a number of times. Marcus has also rendered a good decent solo. Prince Jacob as decided earlier, rendered a beautiful comedy solo for which he was called again and again and applauded fabulously by the audience. As a chief guest he spoke a few words in praise of Kuwait Goans for keeping the Konkani language alive and active in Kuwait. He also requested Kuwait Goans to help Goan Roman script weekly V. IXTT by subscribing to it. Ixtt is the only Roman script newspaper surviving in Goa and it helped Catholic community a lot. Guest of Honour Mr. Francis Correia in his brief speech appreciated the enormous contribution of Kuwait Goans in the promotion of Konkani and Konkani cultural programmes in Kuwait and assured his help to have a mega event of all Gulf Goans sometime later at somewhere in the Gulf. FN India envisages Rs.1 trillion investment in shipping >From Indo-Asian News Service New Delhi, Aug 15 (IANS) India is embarking on an ambitious project that envisages investment of Rs.1 trillion to develop the maritime sector. The project, "Sagar mala (garland of ports)", announced by Prime Minister Atal Bihari Vajpayee in his address to the nation on Independence Day Friday, envisages investment through a mix of public and private funding, Shipping Minister Shatrughan Sinha said at a press conference here Friday. "This project will cover all facets of maritime transport including ports, shipping and inland waterways with the aim to fully realise the potential of sea-borne trade and inland water transport systems, which will play a catalytic role in the speedy development of the country," said Sinha. "Sagar mala" aims to link ports with inland waterways, expand and modernise ports along India's east and west coasts and develop of inland navigation. Around 95 percent of India's import-export trade conducted through the maritime route. This accounts for 75 percent of India's total global trade. Besides being the most economic mode, development of inland water transport is expected to reduce India's energy consumption. According to the shipping ministry's estimate, only 0.15 percent of the 1,000 billion tonne cargo transported within the country is by the inland waterways. Even if just two percent of this cargo switches to the waterway route, the country could save 644,000 kilolitres of fuel or Rs.12 billion. "This saving in national resources and the attraction of better shipping facilities makes us sure that the project will pay for itself over the years. We see no problem with attracting private investment as experience with several of our ports has shown that global majors are interested in investment where the infrastructure facilities are good," said the minister. Sinha is banking on the private and foreign direct investment to meet over 80 percent of the project cost, with the government having to invest in providing inland infrastructure like better road and rail connectivity to the ports. As a first step towards improving the shipping sector, integrated development of Nhava Sheva port in Maharashtra, and Kochi and Vallarpadam container trans-shipment ports in Kerala will be undertaken at a cost of Rs.75 billion. "Though the prime minister has announced work on the two projects will begin by March 2004, we hope to start is earlier. We are ready to go to the Public Investment Board with the proposals," Sinha said. Once the approval has been received, the shipping ministry will move ahead with plans to seek private investment. "In the next eight to ten years, we hope to improve all the minor and major ports in the country, including deepening of draft and upgrading equipment to cater to the needs of international maritime flows. Due emphasis will also be given for development of cruise terminals," said Shipping Secretary D. T. Modi's RSS cap creates flutter at I-day celebrations in Gujarat >From Indo-Asian News Service Ahmedabad, Aug 15 (IANS) Gujarat Chief Minister Narendra Modi donned the black cap of the Rashtriya Swayamsevak Sangh (RSS) while hoisting the national flag on Independence Day Friday, but that was not the only controversy surrounding the event. It concluded with distinctly Hindu rituals like the "Shiv tandav stotra", "Ganesh vandana", "Sahastra linga puja" and "Shakti puja" which had been bitterly opposed by the main opposition Congress, which contended these would alienate the minority communities. And, in a break from tradition, the main function was held not in the capital Gandhinagar but in Patan, 125 km from here, the seat of the Solanki dynasty in 8th-11th century, which lost its glory when Muslim invader Mahmud of Ghazni attacked it in 1024. The Hindu connection was made explicit as the city was virtually painted saffron with more flags of the ruling Bharatiya Janata Party (BJP) than the national tricolour. Modi, who began his career as an apparatchik of the RSS, rubbed in the Hindu theme, referring to the Godhra train burning and the need to control population - a distinct aside at the Muslims. In an attempt to counter Modi, the Congress also organised a flag hoisting at Patan and gave the honour to Viththalbhai Pandya, father of slain former minister Haren Pandya who was a Modi rival in the party. The elder Pandya has repeatedly charged Modi was involved in his son's killing. "Modi was always jealous of my son's popularity. He is responsible for my son's murder," Pandya said Friday after hoisting the national flag. Some 10,000 people attended the function. Indians in Gulf countries mark Independence Day By Mridula Krishna, Indo-Asian News Service Dubai, Aug 15 (IANS) Thousands of Indians living in the Gulf countries marked Independence Day Friday with song and dance ceremonies, rendering of the national anthem and unfurling the tricolour as well as a host of speeches. Indians in the Middle Eastern nations number about 3.5 million. In the embassy at Abu Dhabi in the United Arab Emirates, Ambassador K.C. Singh unfurled the national flag at a ceremony attended by over 400 NRIs, including businessmen, office bearers of Indian associations and school children. The ambassador gave a speech and school children sung patriotic songs. Singh said India-UAE relations were on a fast track thanks to a visit to India in July by Lt. Gen. Shaikh Mohammed bin Zayed Al Nahyan, chief of staff of the armed forces of UAE. The Indian ambassador said such exchanges were very important and was optimistic they would become an annual feature. In Dubai, the flag was hoisted by Yash Sinha, consul general of India, followed by a cultural programme by schoolchildren. Indian associations in Sharjah, Ras Al Khaimah, Ajman and Fujairah also marked the occasion. In Oman, Indian Ambassador Talmiz Ahmed hoisted the national flag and read out President Kalam's address at a ceremony at the Indian School, Al Ghubra, at a ceremony attended by a large gathering of Indians from all walks of life. Children from the five Indian schools in Muscat participated in the function with a march and singing of patriotic songs. The group is here at the invitation of the Indian High Commission in Uganda and will be hosted by the Kerala Samajam community in Uganda, an ethnic group from Southern India. Grupo Algeria's performance, which will comprise the day's celebrations, will be free of charge. The show starts at 6:00pm and will last an hour. According to Vivek Araujo, Savio and Ann Martins of the Goan community in Uganda, the group will be performing alongside some local Asian and Ugandan artists. He could not, however, disclose them at the time. The ensemble is on an African tour that has taken them to South Africa, Egypt, Zimbabwe and Kenya. Grupo Algeria is a foremost cultural group in India, established in 1970. They have performed at various events in India and abroad. The group has graced several food and cultural festivals in Goa. In association with the Government of India, Goa tourism industry and Taj Group of Hotels, they have toured Hong Kong, Sri Lanka, Singapore and Malaysia. They have also been to Bangkok, Yemen, Venezuela, Nepal and Russia, which they toured last year. The group currently performs in different Five Star Hotels in Goa. They have also performed for the CHOGM (Commonwealth Heads of the Nations Meeting) held in Goa for Pope John Paul- II during his visit to Goa, King Hussein of Jordan - while he was in Goa and Margaret Thatcher while she was in Goa. [Goanet]Obituary + Marise Fernandes
Marise Fernandes, having completed her early education in Belgaum (still entangled in a boundary row between the states of Maharashtra and Karnataka), graduated in Arts (Special) from the Lingaraj College in March 1956 and completed her B.Ed (English & History) the following year from the S.T College, both attached to the Karnataka University, Dharwad; thus creating a special circle of colleagues who treasured her company much after they settled down in life and at the same time making sure she despised none. On returning to Goa after getting married, Marise taught at Presentation Convent High School in Margao for over a decade winning the hearts of many a student with her flair to deliver the subject to be taught, laced with a lot of anecdotes and wit. Upon giving up teaching, she remained an admirer of her past pupils who continued to look upon her as a mentor and guide all th! rough their young adulthood. Marise passed away in much agony on 17th of August 2002 at the new family home in Benaulim after battling for two painful years with Non Hodgkin's Lymphoma (a cancer which affects the lymphatic system), having succumbed to an accidental fall, which took it's toll on her already weakened bones after heavy doses of chemotherapy and radiation. Throughout her illness, she shone as an embodiment of strength to the entire family and friends who stood by her, having placed her trust in His Divine Presence, in order to accept His Will. Marise was married to Dr. Alirio Fernandes, who retired as Deputy Director of Health Services in 1980 in the position of Medical Superintendent of Hospicio Hospital and the TB Sanatorium in Margao. The same lethargy of the Archbishop of Goa and Daman has resulted in the ruin of Chapel of St Fransis de Assisi who Feast is celebrated on 4 October each year. The good news is that the cause way from Binaga (Karwar) to the Island has been completed on 7.4.2003. It is realibly learnt that the Union Defence Minister George Fernandes too made a discreet visit to the Island in April 2003. Though the front roof near the altar has collapsed partly it is expected that come September the Archbishop of Goa will demand of the Naval authorities to repair the Church. Let it be clear to all and sundry that the Anjediv Island though in the proximity of Karwar in Karnataka State is still a part of Goa as seen from the survey records and is under the jurisdiction of Canacona Taluka. It has historical importance to Goa because the Portuguese visited this island denovo in March 1510 before their advent into Goa in November 1510 and left the Island only on 22.12.1961 few days after the Liberation of Goa. Our country has progressed a hundred folds in the last 56 years of Independence. But deaths by starvation abound. Millions have no basic amenities of life, like clean drinking water, shelter from displacement through natural and man made calamities. Natural Justice has become a commodity that has to be bought with favours and the sweat from the skin. Its people are not free to choose or profess the religion of their choice. Any relief from good samaritan organizations are viewed with suspicion and are harassed to no end, even burnt alive to death. Criminals of human rights are acquitted with brazenness. What we hear and read from the news media today would make the writers of our CONSTITUTION weep the tears of despair. They thought, in their goodness and sincerity that ten years would be sufficient to eliminate the curse of castes and inequality among the citizens of this nation. But 56 years after Independence, the castes have become the criteria for a better living. Those who would want to forget their castes are forced to cling to them so that a few opportunist politicians may reap the benefits and enlarge their vote banks. All standards of merits have been sacrificed in the name of reservations and bring the quality of services to their lowest ebb. Our national and state leaders who will be hoisting the national tri-colours of our freedom struggle and the stamp of our Equality, Fraternity and Secularity will be doing so with bloodied hands. Every single citizen of this nation needs to hang his/her head in shame. In the name of democracy, religious fundamentalism has fanned the flames of passion and greed for power. Criminals who need to be incarcerated in jails for highest of treasons against the CONSTITUTION are occupying the chairs of honour, authority and power. They make laws so that they may continue to be in power . They promises everything to everyone under the sun so long as they are allowed to perpetrate their mental decay on the nation splitting the population on basis of castes and creed. What the fathers of the nation had sought to shut under the heavy lid as vile cancers , harmful to the health of the new, free, emerging nation , has now been allowed by the passivity of thought of the custodians of the CONSTITUTION to come out in the open and flaunt its newfound prowess to the detriment of the entire nation. We have become a nation captive of our own evil dreams. Those who should be preaching the word of God in the confines of their religious institutions with a strict code of conduct in place, are free to preach politics of divisions, segregation and hatred, even to the extent of distributing lethal weapons that can harm or kill a next citizen of this free nation. And the leaders of our nation who are considered 'statesmen' are the shadows of the preachers of this hate and vandalism. At the slightest opportunity availed, they spill their venom of selfish designs and then try to retract it to save their faces. Our leaders, instead of fighting external enemies and protecting our own, they organize bandhs and strikes to terrorize and cripple our own people and destroy our own properties thereby affording the terrorists their victory and a last laugh. The course that the fathers of our nation had charted has been discarded and a course towards destruction has been plotted to bring about total anarchy in the smoothly functional nation, which has shown the potential to be the one of the greatest powers of the world. And our national leaders are leading us merrily over the cliff to our own doom. In the hoisting of our beloved flag of freedom, this 56th. time, let the evil hearts of our evil leaders be ripped off and exposed, enabling the nation to take a U-turn and come back on the path of harmony, equality, integrity and secularity. A question was asked of me by T.J. Rodgers, CEO, of Cypress Semiconductors when I invited him to speak at the University. This is the question: who has done more to improve and develop people's lives - Bill Gates or Mother Teresa? The question is not who is the better person, but who has developed people more through jobs creation which allows people to have an income base which in turn builds and expands their local schools, hospitals, flower shops, restaurants, etc. and communities? Teaching people to fish rather than providing fish. I suppose this is a question of Social entrepreneurship (btw, this is not my idea and is not new) which is roughly: First we start with fact that people need to have a social conscience and fight for justice in their communities. The next step is to influence their life, most especially their work life, with ideas of justice/equality/fairness/respect for others/environment/sustainable development. Once their work is so structured, they need to grow their business and local communities with these ideals. That in sum is just sustainable development. It can be applied in any area, and becomes an asset to everyone. On the other hand, charity flows from altruism. But charity is one-way. It also does not create a base large enough to grow and provide more charity. It is not developing the self, but making the self dependent on others. It makes the giver feel good, but the receiver beholden. In that sense, it does not develop. I suppose we will always have a need and room for charity in this world. Is sustainable development the answer to Goa's challenges or are all the hand-out schemes the answer? Something to think about in between the dance breaks and picnics on GOA DAY. This observation has been made in the order passed by the division bench of the Bombay High Court comprising Mr Justice Ferdinho Rebello and Mr Justice P V Hardas on Carambolim lake.While issuing directions to the government authorities for rejuvenating the lake as a major bird site, the court asked the Conservator of Forest "to take steps to bring to the notice of the village panchayat that the idols to be immersed should be of clay and not made of plaster of Paris". "There will be a total ban on immersing Ganesh idols made of plaster of paris'', the Division Bench ordered. It has however, clarified that the tradition of immersion is not to be interfered with. The court further said that considering this direction, "the State government may consider banning the sale of Ganesh idols made of Plaster of Paris elsewhere in the State also." The court has given given detailed instructions to the government, Konkan Railway Corporation and the Tenants' Association of Carambolim to ensure the protection of the Carambolim lake as a bird site. It may be recalled that a Herald report on the badly maintained Carambolim lake was taken suo moto by the Panjim Bench of the Bombay High Court and instructions issued for protecting and preserving it as a major bird site. Thanks for the court intervention that the famous lake is being saved from decaying. The Double Bench has issued a volley of instructions to protect this lake right from the construction of a galvanized wire mesh on the railway embankment to prevent waste flowing into the lake to immersion only of clay idols into the lake. According to an affidavit filed by the Konkan Railway Corporation, there is a fencing of one metre height by the lake side to prevent cattle crossing the tracks, which is at a distance of 45 metres away from the High Level platform. The Court has directed that this fencing be replaced by a galvanized chain mesh in consultation with the Conservator of Forests within three months. The Court also directed the Konkan Railway Corporation to keep 40 metres of their land between the KRC boundary and the lake as a "no development zone". The Division Bench has directed that the plantation of acacia on the lake side is to be replaced by low indigenous species in consultation with the conservator of Forests, also within three months. In view of the environmental need, this work of removal or felling of trees can be carried out without requiring permission from the Tree Authority or any authority, observed the court. The KRC has been directed to provide a check dam upstream and provide a wire mesh fencing near the culvert to ensure that fresh Salvinia weeds do not enter the lake and also to prevent garbage and dry waste from going into the lake from the site of the Konkan railway platforms. This work has to be done in consultation with the Conservator of Forests, within three months.The State government has been directed to prepare a plan for the reinforcement of the embankment to prevent leakage of water and provide new sluice gates, the project report of which has to be prepared within three months and the work completed latest by May 31, 2004. These directions are in view of the fact that the embankment has developed cracks at various places resulting in water flowing out of the lake, while the sluice gates, which are looked after by the Tenants' Association are primitive in character. The court has directed the Tenants' Association to submit to the Conservator of Forests the schedule for the release of water for the vaingon crop and until such time the sluice gates are not replaced, this work has to be done by the Tenants' Association in consultation with the Conservator of Forests. After the sluice gates are replaced, the release of water would be done by the Conservator of Forests in co-ordination with the Tenants' Association who are to submit their schedule for release of water to the Conservator of Forests. In addition, after the harvesting of the vaingon crop, the Tenants' Association has been directed not to open the sluice gate for release of water and any such action will be taken only after seeking the approval of the Conservator of Forests. The Tenants' Association has been directed not to exercise the right of fishing, considering that the
