Hello to all, My name is Jay Carvalho, I have been a member of this list for a long time now - a few years in fact. When Goacom first came online i noticed it. Over the last little while I have been personally thinking of going back to GOA to deal in teaching students there about Entrepreneurship. Funny that George wrote this email. I am 24, I live in Victoria, B.C Canada. I currently run two not-for profit organizations. One is called The Greater Victoria Entrepreneurs Challenge www.gvec.ca the second, recently started is www.secvictoria.com or the Social Entrepreneurship Challenge. I run two businesses and work as Business Development officer for a major company here in Victoria. I am quite involved in the community and the local schools and all three universities on the island. My challenges give away money (10,000+) to young start-ups. I am currently finishing a BCOm in admin and management and a degree in psycholgoy from the University of Victoria. My parents are originally from GOA and i have been back many times - the last time however was sometime ago. I was thinking of going to Banglore to talk with some of the major companies that are starting to be recognized here in the West, however I would love to start bringing together goans and Entrepreneurship. George - I would love to work with you on this - and what i mean by this is actually starting up a site for goan entrepreneurship and I would like to do this as soon as possible. Are there any goan business individuals on this network that could contribute their time and sponsorship for a website strictly devoted to this? Maybe it deserves to be taken off track before it becomes about personalities rather than issues. I believe that the average guy on the street here is not bothered about 'charter tourists' in general. It is the 'charter thrash' which is offensive. There are thousands of people who come in by the charters who are most welcome. The expat Goans who just use the flight facilities because they are cheaper. The wonderful people like Dave who give their time, talents and money for improving the lot of Goans. The researchers, cultural historians, nature lovers, birdwatchers, artists, business people, musicians And even the plain beachlovers, beer swillers, sunbathers and lazers around swimming pools. All these are most welcome. As long as they behave decently. But there are the others who I refer to as 'charter thrash'. They are slobs from the bottom of the barrel of British society. They are ill mannered rude and miserly. They spend precious zilch and bargain all the while. Their behaviour is atrocious and they seem to think that their skin colour and currency advantage makes them superior beings. They complain about everything. But yet they come back every year NOT because of any great love for Goa and Goans but only because they get the best value for their pounds here. And a little respect, which they would never have got in UK being the scum they are. When the next big 'cheap' tourist destination opens up this 'charter thrash' will be there in a jiffy without a second thought to Goa. Then the cheap hoteliers will regret for having even entertained and pandered to them for short term and fragile benefits. 4) Some time back Eddie, you had raised a very valid point about what type of tourists Goa really wants. We don't seem to want back-packers, nor 5 Star clientele, nor charter thrash, nor domestic tourists nor Very true. A more productive debate would be if we could discuss this issue. What type of tourists does Goa need? And why? While discussing this the tourism industry also has to be involved in the debate but with caution. Most of them have VERY short term interests. Take for example the River Princess in Candolim. Two years back the very same hoteliers in the vicinity who were being effected by this eyesore made great efforts to convey to the International community that there was no danger absolutely in the ship being there. Why? Because they are blinkered and cannot see beyond the current 'season'. We need a discussion among people who can see further than that. And who have the benefits of the entire Goa in mind and not just the current tourist areas. Cheers! Parrikar's government attracted compassionate-saffronised Goans to the polls, while the Government disguised its innuendos under a veil of virtues. Rajan Narayan embarassed the Congress Government in telling Goans what they should know about their leaders and not what they need to know . Rajan Narayan had is office at Rua Sao Tome and one of my Paternal Homes is on Rua Luis De Menezes, Panjim Goa. We both shared the same bairo do Sao Tome and we also shared the same neighbors and our favorite Capela do Sao Tome. Rajan Narayan is known to me from my affiliation with the owners of the Herald. Casa J.D Fernandes was a highly reputed Tipogrpahia back in the old days. I once asked a senior partner at the Herald why is that non-Goan Journalist flood our territory while NORMAN DANTAS and other unspoken Goan Journalists are never allowed to cover inner circles? He replied its all politics. Rajan Narayan came to Herald when Goa was being ripped apart at the seams with the Konkani language issue. Herald's coverage on the language issue gave Rajan Narayn a new breadth to exploring esoteric politicians such as Mauvin Godinho et al. Exposing Parrikar's regime should not be a reason for Rajan Narayan to quit. There is more to it than we all know. And that is simply garbage. All who have the good of Goa in their heart and voice opinions on this forum need to be heard from - even if they have not yet contributed one paise worth towards Goa's development. Before anyone jumps on me for not knowing the current tax being levied let me explain that even though I am frequent visitor to Goa I go through Mumbai and return the same way. I have not been asked to pay airport tax in Mumbai (perhaps it is included in the ticket price?). I guess there is no airport tax in Goa from domestic flights. The tanker than hit a Vespa scooter and a Hero Honda motorcycle driven by Lino Fernandes, Chandor. (GT) CM HINTS AT FLYOVER: There is a possibility of a flyover being constructed to ease traffic congestion at the capital's entry points, claimed Chief Minister Manohar Parrikar, at a Panjim constituency workers meeting on September 17. The Chief Minister hinted at the possibility, claiming that with the International Film Festival of India being hosted in Panjim, the problem of traffic chaos at entry-points would have to be resolved either by building a flyover or some other means. Goa is no exception to this trend. And this is not restricted to the one problem you continually harp about -- 'Portuguese-bashing' to supposedly distract attention -- is relatively minor to the many other problems issues we need to grapple with. For our part, we have been trying to highlight these problems. I have personally been involved with NEWS-SPEAK, a journal brought out by the Goa Union of Journalism in the 'eighties critiquing the practise of journalism in Goa. One of my longer essays on the Press and popular protest forms part of the late Norman Dantas (ed.) book on Goa. A paper was presented at a seminar organised by the Quepem government college on the similar theme. Concerns over the BJP government's attitude towards the press has been the subject of another article published in the widely-read academic journal Economic and Political Weekly. I've been a contributor to the journal CRITIQUE, which critically studies media issues across India. The e-book we are currently working on will offer many perspectives on the subject, from a wide variety of voices. Besides me, there have been other critical voices talking about the problems besetting journalism in Goa. Mayabhushan Nagvenkar ran a column that took a critical look at the local language media (a world which many of us are not even aware of) in the Herald. Other journalists brought out a satirical Samizdat publication, called SUBSTANDARD, which came out infrequently. Dr Teotonio even held a seminar on the history of the Press during his Goa days. We have come a long way from the 'sixties and 'seventies, when the press here was largely defensive about its role. Yet, you keep harping about one aspect of the problem. It's pretty clear what your real intentions (and identity) is, innit ;-) You've been away for too long, and still carry the scars of the transition times of the 'sixties with you. [Goanet]Job situation in the Gulf
The situation in Iraq has not improved yet. Everyday we hear of bomb attacks and US soldiers and innocent people being killed. The living conditions are still bad, there is a shortage of water, food and electricity. In such times I would advise my Goan friends to take care while taking up jobs in Iraq, Kuwait and Jordan, till the situation is calm. Some of the recruiting agents in Mumbai recruit people for Kuwait and Jordan and later on transfer them to Iraq. They offer them higher salaries compared to the other gulf states. A friend of mine working in Kuwait has this to say: Please inform the people of Goa to take caution while seeking a job in Kuwait. Because so many boys are being recruited from goa saying that they will be taken to Kuwait for job. From here they took them to Iraq (Tikrit) and have dumped them there. Many of the boys are crying to come back to Kuwait. I know this incident because our company has started logistic services. The Pakistani and Indian drivers are delivering food to Iraq. One Pakistani driver came to me and said he brought two Goans from Tikrit, they are about 21 or 22 yrs old. It seems they were crying. I told him you could have brought all of them by truck he said he could accommodate two in the front seat. It seems on the same day four bus loads of boys from Goa came from Jordan to Tikrit. These boys were shocked to know that they are in Iraq. Because while recruiting them they were told that they would be working in Jordan. Unfortunately they were taken from Bombay to Jordan by flight and from Jordan to Iraq by bus. It took them four days to reach Tikrit. On the way they were not given neither water nor food to drink. Sounds like a reasonable idea. Rs. 20/- per head for people using air travel does not seem exorbitant. Even Rs. 50/- per head seems O.K. to me. Why has this not been implemented? Some airports in Canada (e.g. Vancouver) charge a lot, lot more. The money is used to improve/expand the airport. In answer to Roy's suggestion of introducing an airport tax I can confirm that they do levy a tax on foreign tourists on leaving the country. I am not sure what it stands at the moment but I do believe its in the region of 350 to 500 Rs. At one time you had to purchase this at a very small window at the airport and the person never was able to give you change (not a problem as your not allowed to take Indian Rs out of the country, do I smell a scam) No it is incorporated into your ticket price as flights were delayed because the beuacratic method of collecting it help up the checking in of passengers. Its no up to the local people to find out what this money is spent on. It can not be improvements to Dabolim. Following a cabinet approval, the concept which was toyed upon in the past, kicked off today with key government officials sailing along one of the routes which is likely to be considered for the inland water transport system.Though details and modalities are still being worked out by the departments involved with inland waterways, an important route on the list is the Panjim-Vasco route while another is the Panjim-Sanquelim. The old route from Dona Paula to Harbour has been struck out in view of the inconvenience caused to commuters. Motor-boats are also expected to add attraction to the new mode of conveyance. According to information available, water transport from Panjim to Sanquelim is around 22 kilometers as against road transport calculated at 45 kilometers. The new concept is likely to see the light of the day shortly considering the fact that road transport in Goa is plagued with accidents, while the lack of additional land to widen roads is leading to congestion and increasing bottlenecks. The government is also exploring the possibility of utilizing inland waterways for transportation of goods and commodities into Goa.The waterways which are endowed with a network of rivers is also being looked upon as a facet for developing water transport for tourism activities which could generate employment directly and indirectly. Besides opening waterways transport in the private sector in terms of regular boats for passenger transportation, the government is also proposing to introduce boat taxis for tourists, and also boat houses in a bid to compete with the hotel industry. Highly placed government officials said that waterways traffic would be required to be strengthened to ensure safety. Similarly, rules for licensing are also being worked on and strengthening of infrastructure namely jetties, dredging of rivers, communication systems etc. are also being considered. According to the police, mother of a 17 year old girl hailing from a village close to Margao, has lodged a complaint alleging that her daughter was threatened, assaulted and raped by a student of the same college, who is a drop-out. She further atated that the accused Amit Gaonkar from Uddo, Raia stopped her daughter while she was on her way to college and struck a conservation. Subsequently, he proposed to marry her. When she refused, he allegedly threatened to stab her if she did not come with him to meet his parents at that very moment. The complainant further states that out of fear the victim went with the accused Amit at his residence only to find the house locked. He allegedly assaulted her, dragged her inside the house and raped her. As the house is located in an isolated place nobody heard her cries for help. After raping her, he let her go after which she ran on to the road, took a lift and came to Margao, the mother of the girl stated. The girl related the incident to her mother in the evening. PSI Uday Parab acting on the complaint picked-up the accused Amit from his residence and placed him under arrest on the charge of rape. Foreigners must also buy visas to enter India. The visa application fees are: £30 (Rs 2000) minimum valid for up to 6 months. £90 (Rs 6000) multi trip valid for up to 5 years. It is claimed that 600 charter flights are expected this season. Who by? I will be most surprised if there are 400. Dabolim International airport was recently voted India's third best in an Indian national passenger survey. It was also voted the world's worst International airport in a UK national passenger survey two years ago. This observation was made in the judgement of Ranjit Satardekar (advocate) v/s Rucmini Narvekar and others. In the judgement, the court has taken a very serious view of illegalities committed by lawyers and advocates in general.The petitioner had approached the High Court challenging the Order of June 14, 2003 passed by the Disciplinary Committee of the Bar Council of Maharastra and Goa refusing to stay disciplinary proceedings against him during the pendency of the criminal complaint in the same matter before the Criminal Court at Panjim. A disciplinary case had been initiated on the complaint filed by Rucmini Raghunath Narvekar of Sawantwadi, making serious allegations of professional misconduct by the petitioner causing grave injury to her rights and property. He allegedly misused his power of attorney and deprived Rucmini and her deceased husband of property by a sale deed executed by him, purporting to sell and transfer the property in the name of his wife. In their 22-page judgement the double bench comprising Justice R J Kochar and Justice P V Hardas quoted Lord Halifax, - If laws could speak for themselves, they would complain of lawyers in the first place. The court observed, it is indeed very unfortunate that the noble profession of the legal fraternity has come under cloud. The present is not the only solitary instance. There are a number of such complaints which are pending before the Bar Council against the Advocates. Stating that the recent developments and reported cases concerning members of the legal fraternity have perturbed us more, the judges pointed out that if the independent judiciary is the pillar of the Indian democracy, the legal fraternity functioning in the independent judiciary is the very foundation of the democracy. Our profession has a very noble and great past history. We have had a large number of legal luminaries who have set great ideals of sacrifice, nobility and independence. It is however most unfortunate that the rock bottom of the foundation of the judiciary is being eaten slowly by the white ants like the lawyers against whom their own clients have made serious complaints and who have been finally punished for their misdeeds. The complaint against the petitioner is also of the very same nature, the court observed. The court observed that though it was possible that the charges levelled against the petitioner would be proved and that he would get appropriate punishment, the damage he had allegedly done to his clients and to the legal profession can never be redeemed, and the injury inflicted by his betrayal on the noble professions would never be healed. If he (advocate) commits any misdeed or misconduct as a member of the legal fraternity, the system at large suffers and people tend to lose confidence in the legal fraternity which is the foundation of the rule of law. And once such unfortunate event takes place, large number of people start suspecting all those who work in the judicial system. Such diseases are infectious and they tend to spread very fast if not cured timely. The nature and character of such enquiry (before the Bar Council) therefore cannot be put on par and can never be equated with the disciplinary proceedings against the delinquent employees by their employers. We have to deal with very ruthlessly any black sheep amongst us so that the course of justice is not polluted even slightly. In an enquiry against an erring lawyer, he has to cleanse himself of even the slightest doubt or aspersion cast on him. He must meet the allegations before the disciplinary committee which is constituted by his own peers. As a legal fraternity, we must cherish our nobility not only in the interest of the profession but in the interest of the whole judicial system, observed the High Court while declining to stay the disciplinary proceedings against the advocate. Every such enquiry must be completed irrespective of the criminal or civil proceedings even on the same set of facts and allegations, it held. Referring to the case, the court observed that prima facie it was a totally improper act on the part of the petitioner. he ought not to have fallen prey to such

And mind you this so called `unnatural sex' does not find favour only with the weaker sections -- socially or educationally. Says one 24-yr-old lesbian doctor who is presently doing her MBBS at Goa Medical College -- Shilpa (not her real name) on whether she feels she took the wrong decision somewhere along the `path', No. Not at all I think I made the perfect move. She recently met with people of her community at a conference organized by ILGA ( International Lesbian Gay Association) in Mumbai and she said the Conference received wide support from Asia countries. At the conference issues such as safe sex -- How can we be protected by HIV/Aids or any other infections and the problems of the other countries and how they are facing were discussed. This conference not only served to educate and enhance our awareness on these subjects; it also served as a meeting place for activists to meet and exchange ideas on how best to serve their communities, she claimed. The Women Support Group members who participated in the Conference gained valuable insight into other activists and their work and were able to network effectively with them creating a support base, she further disclosed. The story of Shilpa dates back when she was only 13 years old, she first encountered sex with her cousin sister and she said that her cousin made her arouse on bed and they both landed doing a lot of things and she felt like that she was in Paradise. Was it difficult to find a partner?, Shilpa claimed that she has steady partner from Finland but when she is not here she would not hesitate to go with someone else. At 14 years of age I felt that this is really my life and I did'nt feel like having a boyfriend. then I met many others from this community, she pointed out. When asked as to at the age of 14 years did she find some different behavior from others? Shilpa pointed out, Yeah I used to like to be a male, I never used to like to wear earrings or any other ornaments such as Jewelery which signifies that I am female. But unfortunately her cousin had to leave for Gujarat and she had to change partner and till date has had about seven partners she further adds We have a problem to meet we cant meet like gays like Arun, she said expressing fear of the Indian Penal Code. At season times its easier to pick lesbians from Disco and pub like the ones situated along the Northern coastal belt, but for the moment and this time of the season we stick on internet or we friends share if we get, she claimed. Further she pointed out that to her knowledge and friends there are around 60 to 70 lesbians in the State of Goa but further adds: These I know but with whom I dont have contact I cant tell about them. But there will be much more than 500 who are either shy or afraid of the society. We have a support group which is based in Margao, she pointed out. Though Shilpa parents are not aware of her activities, Shilpa says: But whenever they talk about my wedding I just shout at them, she further adds If I got married I would have to separate from my parents. Its the same if I go with my girl friend. I have friends who are staying as husband and wife. The only think is that they are scared to come out in the open. Everyone in my friends circle know about me, she said and claimed that was because she has made her looks like a male. I totally look like a male, she said. How would Shilpa try to understand members of her community or get in touch with them and she says: Our all friends are a member of Lesbian Lounge. Otherwise, while chatting itself we can make out. Pointing out that internet has been a boom to his community Shilpa said: On the Internet specially, we make up the quota for the season. We are already doing so many lesbians who come to India. In Goa so we can book for us some nights. Mostly British, Finland, and from other European countries, from the age group 16 to 50 years or more. What are the common acts that are carried out and she replied: In our group there is a person who act as a male and one as a passive fe-male. Bigbox: Packaged to perfection The next time you reach for the medicine bottle, there is every chance, that the container box, could have come from the stable of 'Bigbox', a unit located in the Verna Industrial estate, specialising in the manufacture of all aspects of packaging material. A modest signboard points to a plain large shed, but once in, you are exposed to a bee-hive of activity, with nearly 200 workers busy at their different tasks, of either printing the daily newspaper Herald, or churning out printed and finished packaging products that could rival the best in the world, says its proud owner Raul Fernandes. Whether by design or serendipity, Fernandes, a home-spun personality, coupled with a shyness and an almost withdrawn modesty, has certainly added a new dimension to his business of owning and printing the Herald, with the simultaneous package manufacturing industry. The sweet smell of newsprint and inks pervade the 5000 sq. mt. area of the shed with a high dome, dotted with specialised machinery for different tasks, right from the huge German Heidelbergs, UV printers, the compact and modern Repro or film processing and designing department, foil printers, a workshop for inhouse maintenance of machinery, and the small waste packaging compressor unit, which Fernandes says, fetches him Rs.6 - Rs.7 per kilo of waste. The 'Bigbox', may be a comparative fledgling - just a year and a half old - but it is big enough by any standards, to give similar units elsewhere in the country a run for their money, and as the name suggests, holds out great promise of keeping on growing. Infact, expansion work has already started on an adjoining 4-acre plot, with an additional investment of Rs. 25 crores for package manufacture, in addition to the already invested Rs. 20 crores in the present shed. Makes sense to use bank loans, says Fernandes with a great measure of self-confidence, especially as the local banks have been eager to oblige any borrowers. Already, his annual turnover is in the region of Rs. 15 crores, per annum, he said. He disclosed that he had already been approached by a party in New Zealand to set up a similar packaging unit there and was debating the prospect, as he presently has his hands full, with orders not only from Indian firms but also from multinationals. As for infrastructure facilities provided at the Verna Industrial Estate, he had no problems, as he got his power supply from Reliance and had his own borewell for his water needs. We're going off track. Knowing both Dave and Minguel, one feels their contribution to their respective fields is unquestionable. We need not turn this into a debate of who has done more for Goa. Dave has contributed in a great way to the SFX Girls High School in Mapusa. Miguel has been a livewire in non-profit initiatives since his President's Scouts days in the 'seventies, in rejuvenating the Botanical Society of Goa (want to join its free mailing list?), and a long list of other initiatives. But this is not the point. The issue is getting sidetracked is what is mass tourism's impact on Goa, where charter tourism actually benefits the state significantly (or only helps certain pockets), whether locals in the industry get a good deal... Miguel has raised all these questions. I think he has valid points. Those who come to Goa on charter holidays should not feel that the criticism is personally targeted at them, or that they have to defend their role personally. This is an issue related to the system, and one which Goa indeed needs to debate closely. Due to the clout of the tourism industry, this debate was never really possible in a significant way in the local press. Personally, one recalls a case when hoteliers were trying to even pull the plug off a report put up on the Net, which was critical of the environmental impact mass tourism (including charters) was having on the village of Calangute An increasing number of people in Goa feel that while a few gain from tourism, the social and economic price is quite heavy. This is an issue that is worthy of being debated. Goa University sociologist Alito Siqueira [EMAIL PROTECTED] was talking about this very issue at Goa Desc's Friday Balcao last Friday. Unfortunately one could not make it there... maybe Roland will update us on the perspectives emerging there. Everyone agrees that journalism in Goa has many defects and many problems, which naturally affect all of us practitioners here. We too are only human and have our failings too. But Bernado Colaco is straying far away from reality by explaining all the problems that journalism suffers from in terms of Portuguese bashing. Like those few guys on the Goa-Goans mailing list, who blame the Press for every ill Goa is suffering, and then go on to somehow link this with the few (accurate or otherwise) reports critical of Portugual that have appeared in the local press, Bernado and the others are simply missing the point. The newspapers offer limited scope for one to express their views. This is true in Goa, as in almost any other place of the so-called 'developed' world. As former journalist Ben Antao has rightly pointed out, the concept of a Free Press is a myth, regardless which part of the globe you're located in. The Net offers wider space for expression of one's views, but as pointed out by Vivian, reaches a limited audience. Goa's media also faces its own specific problems, which need to be discussed and debated. Some of us journalists are working to come out with an e-book on Goa's media, that will look precisely at these issues. We look forward to having Bernado read it. But where are you really located?
