When words were not enough for Lata Mangeshkar

Mumbai, Sep 29 (IANS) She was likened to a sandalwood tree planted 75 years
ago whose sweet fragrance India still continues to inhale.

Indian film music legend Lata Mangeshkar was paid such glorious tributes at
a glittering function here Sunday night to mark her 75th birthday.

Bollywood personalities, politicians and Mumbai's celebrities descended at
the Andheri Sports Complex for the event.

Even the rains took a break outside to let the show go on uninterrupted. As
the veteran singer nodded and smiled in appreciation and encouragement,
young singers rendered Lata's songs suitably remixed for the MTV generation.

Deputy Prime Minister L.K. Advani graced the occasion, even though he had to
rush off to New Delhi an hour into the show to be able to receive Prime
Minister Atal Bihari Vajpayee who was returning from his foreign trip.

Advani hailed Lata as the greatest singer in the Indian music scene and said
though, by virtue of being two years older to Lata, he could rightfully
bless her, it was her music that left people with a sense of benediction.

A self-confessed Bollywood fan, he went on to request Lata to sing his
favourite number "Jyoti Kalash Jhalke" from the film "Bhabhi Ki Chudiyan".

The request was promptly acceded to.

Maharashtra Chief Minister Sushilkumar Shinde compared Lata to a sandalwood
tree. Shinde said her father, Dinanath Mangeshkar, had planted a sandalwood
tree whose sweet fragrance was still being enjoyed by the Indian masses.

The debt the world owes to Lata can never be repaid, he said and handed a
letter from Congress president Sonia Gandhi felicitating her on her
birthday.

Lok Sabha speaker Manohar Joshi and Nationalist Congress Party (NCP)
president Sharad Pawar also paid tributes to her.

Responding to the felicitations, Lata said she was touched by the praise and
love showered upon her by people from all walks of life.

Thanking her associates in the film industry, Lata also remembered her
association with yesteryear singers like Mukesh and Hemant Kumar. Also
mentioned in her speech was Lata's relationship with directors like Yash
Chopra and Javed Akhtar.

The most notable absentee during the function was Shiv Sena supremo Bal
Thackeray who stayed away due to ill health. However, his nephew Raj and son
Uddhav were present.

Bollywood threw up an extravaganza lasting more than an hour to mark the
occasion, with the current crop of singers rendering all of Lata's classics.

The show, titled "Lata Mangeshkar - Tum Jiyo Hazaaron Saal", featured
artistes like Udit Narayan, Hariharan, Kavita Krishnamurthy, Usha Uthup,
Sonu Nigam, Sukhwinder Singh, Sadhana Sargam, Shankar Mahadevan,
Roopkumar Rathod, Sunidhi Chauhan, Hans Raj Hans, Chitra and Vasundhara Das.

Over 30 songs from the over 30,000 rendered by Lata in her 60-year career
were selected for the occasion.

These included "Thade Rahiyo" ("Pakeezah"), "Kaaton Se Kheench Ke" ("Guide")
and "Pyaar Kiya To Darna Kya" (Mughal-e-Azam) and "Teri Bindiya Re".

Lata began singing at the age of 13 in order to keep the kitchen fires
burning following the death of her father, veteran theatre personality
Dinanath Mangeshkar.

In less than a decade she had established herself as a Bollywood
personality. Subsequently, her sisters Asha and Usha also entered the field
and between the Mangeshkar sisters cornered all the prestigious labels of
Bollywood.

i need to find the adress of my mother in law from
Goa.

Her name is Etelvina Margarida Conceicào de Silveira
Married to Peter Marcelino Fernandes (deceased).

Their daughter was born in Mapusa and baptist at "Our
Lady of good Hope Church, Candolim" in 1964 by Father
Jose Joaquim Nicolau Noronha. 

I do not know how to find her, please can anyone help?

The Lancer just crossed the 75mph speed limit on Interstate 19. The real
reason why I released the accelerator was a sign post that caught my eye in
the midst of Arizona's Sonora desert. It read 'Mission San Xavier del Bac'.
Although our destination was the 'Titan Missile Museum', we took an
impromptu decision to visit the Mission.

The church of San Xavier del Bac, popularly known as 'The White Dove of the
desert' lies in the heart of the mission. Built in 1797, it is a fine
example of mission architecture in the U.S. Some sources claim that it was
built by the Tohono O'odham Indians, while others state that it was the
Franciscan Friars. The towers, parapets and spires triggered memories of
churches in Goa and of bygone eras.

As you enter the church, you see a large painting of a 'missionary holding a
cross'. When you walk through the aisles, beautiful murals which cover the
inside walls capture your attention. To the left of the main altar is a
casket with the statue of the mission's patron Saint. Worshippers believe
that the Saint has miraculous powers to grant favors. Intrigued by the
similarity with the St. Xavier who we know, I began to wonder, who is really
San Xavier del Bac?

'del Bac' is an adaptation of a native Indian tribal word 'W,ak', which
means water that rises from the ground. At the parish office, Fr. Edgar
Magana, an Associate showed us a relic that was presented to him; a tiny
piece of the Saint's bone framed with a certificate of authenticity from
Rome. He informed us that the mission was founded in 1682 by a Spanish
Jesuit, Fr. Eusevio Kino. When the Jesuits were expelled from the then South
Mexico, Franciscan Friars took over the mission. He went on confirm that the
Saint had been adopted as patron by the people of del Bac and that his real
name is St. Francis

Xavier, a missionary who did great things in India.

As a person of goan origin, I felt a special bonding with the people of del
Bac. Now it was my turn to tell Fr. Edgar that San Xavier del Bac is our
Goencho Sahib. I also told him that the body of the Saint resides in the
Basilica of Bom Jesus in Old Goa and is exposed to the public once in 10
years.

When we got back on Interstate 19, I felt elated that 'The White Dove' is
still flying high in parishes and missions around the world. At the same
time, I could not help feeling trifle disappointed at the thought that there
are many who still do not know that the Saint is a permanent resident of Goa
in India.

Later we visited a relic of the cold war era, the 'Titan Missile Museum'. We
heard an impressive briefing on the Titan program and learnt that today it
is the worlds' only ballistic missile museum. However until 1983, it was a
fully operational nuclear complex loaded with propellants and warheads. For
20 years it was maintained ready for launch, 24 x 7. This solitary missile,
which fortunately did not leave its blocks, was built with a capacity to
inflict 10 times more damage than what the world saw at Hiroshima.

Missions' and 'Missiles' are projects that are started in the name of peace.
At the launch control center, I tried to imagine what would have happened
had a U.S. President ordered the missile to take flight. And I felt grateful
that he who ordered The White Dove to fly also included Goa in its
trajectory.

Yet another reason why I feel proud to be a Goan.

Dear Goanetters,

I am overwhelmed by the sentiment and support expressed by fellow posters on
Goanet, in their public postings on the goanet and in private emails
directly to me. I have reconsidered my position and will start posting
afresh. There will most likely be a qualitative difference: we must learn
from experience. This I believe.

One definite difference will be that I will neither respond nor react to
postings by Edgar Martins. A person who sends private[and unsolicited]emails
using choice expletives deserves to be ignored.Nothing more, nothing less.It
did not please me to learn from fellow netters that I was NOT his first
target for pelting with the cyber version of 'rotten eggs'. If this is the
case, I may not be the last target ,either. Beware.
To me, he is no longer  relevant. I can bear criticism;not narcissism!

The SPIAG has put forth its views on ways to decrease the accident rate on
the roads in Goa.Some of these measures can be taken up on priority basis
and implemented through administrative measures with nil or negligible
costs. Creation of traffic awareness can be done by the existing police
force on Saturdays. The new riders/drivers in the higher secondary schools
and colleges are a captive audience that is easy to tap through their
institutions. If this deployment of staff is a problem,CDs available with
the IRTE  at Altinho-Panaji,could be copied and circulated to these
institutions. The PTAs could be involved as could the computer
science/awareness teachers. Each institution could be encouraged to cut/burn
CDs for use by the students. Blank writable CDs are now available for just
Rs.25/- in Goa. With the implementation of the Cyberage students scheme many
students have computers at home and watch CDs. A good traffic sense can be
learnt from a good CD. Rs.25/- can save life...may be many lives in Goa.

We have the Border Roads Organisation doing a road between Verna and Vasco.
Soon it will pack up and go. Their engineers could teach our PWD [Roads] and
PWD[Highways] a thing or two about the 'angle of banking' on the curves and
turns. Bad road surface is the bane of our climatic conditions, bad road
design has nothing to do with Nature...other than 'human nature'.

Full day school timings are likely to be implemented in Goa from the next
year. It would be a nice idea to stagger the timings for schools in each
town: Right from the start.Since lunch will be at school,the students may
have time to 'look left,look right and cross the road'. Right now , a hungry
stomach leads them to search the shortest-and -fastest route to the table.
Alas! Sometimes it is the Coroner's table.

Sahani invites South Goa sarpanchas for discussion

Sarpanchas having an audience with the governor might appear far-fetched
for many. But, perhaps for the first time, Governor Kidar Nath Sahani has
invited all the sarpanchas hailing from South Goa for an interaction at Cabo
Raj Niwas.
The interaction programme between the governor and the Sarpanchas is
scheduled on October 6 at 4 pm.Invitations from the office of the governor
are presently being distributed to the sarpanchas through the taluka Block
Development Officers.
Unlike North Goa, which has 121 panchayats, South Goa has a total of 69
sarpanchas, and this could be the reason why the governor would like to meet
them first, sources said.Sources in the Directorate of Panchayats informed
that the interaction with the North Goa sarpanchas has not yet been fixed.
Asked to outline the objective behind the interaction, the sources said
"maybe the governor would like to have a discussion on the problems faced
by the grass-root level panchayat bodies."

Dharnas, padyatras, satyagraha to highlight road mishaps in State

Dharnas, padyatras, satyagraha and human chains at major road accident
sites will start from October in a bid to conscientise road users and awaken
the government to act fast and accept the bitter reality that Goa is facing a
road killer crisis.
This was announced by Margao-based NGO Marg  the Movement for Amity
towards Roads in Goa, which is presently working on a plan to bring about
the awareness in a phased manner. Marg has prepared a 10-point memorandum
on traffic and transport in Goa and the role of the government.
"Government must realise the brazen fact there is a serious killer crisis on
our roads, specially highways, due to increasing indiscipline and improperly
controlled traffic and transport," Marg said.
Saying that it cannot afford to be a mute spectator to the happenings round,
Marg has decided to act its own way  despite its limited options, to create
positive awareness among the people. The NGO says the government needs
to be told that its patchwork remedial action will not free them from their
responsibility and accountability.
In its 10-point memorandum, Marg has asked the government to declare year
2004 as the Year of the Road in Goa.It has called for a informative paper on
the traffic and transport situation in Goa for the last 10 years. "The 
paper should
include the number of accidents and deaths on Goan roads and steps taken by
government to alleviate the situation," the memorandum said.Marg also wants
the government to publish its intentions in respect of traffic and 
transport in Goa
for the next 10 years.

While welcoming the idea to establish a distinct traffic machinery within the
police department, Marg called for the setting-up of an up-to-date 
well-trained
traffic force.Other points stated in the memorandum includes modernising the
transport department, besides galvanising the PWD to act and repair 
immediately
the accident-prone black spots on the roads.

It also called for the establishment of a driver training institute that 
issues approval
certificates to apprentices trained by the driving schools.

Last month I decided to do a little research on Goan Fiction writers (in 
English only - no translations) who are featured somewhere on the Internet. 
An excellent place to start is at http://www.colaco.net/writers.htm. The 
menu reads like a Who's Who of contemporary Goan writers. Unfortunately 
most of the writers featured are 'unclickable' as the site is still in the 
construction stage. Also most of the writings archived are essays or 
viewpoints of an 'activist' nature, rather than the pure fiction I was 
searching for. I also stumbled on an interesting archive of short stories 
and 'time pass' writings at http://www.goa-world.com/magazine/.

After many hours of searching and browsing I have narrowed down to these 
few writers

Lino Leitao (born 1930) grew up and did his education in Goa before moving 
to Canada. His stories have been published both here ('Xemai' was 
serialised by Goa Today) and abroad, and his recent novel 'The Gift of the 
Holy Cross' was well received. Leitao's writings are characterised by his 
strong Goan roots and upbringing. An interview with Frederick Noronha is

Ben Antao (born 1935) grew up in Goa and this is evident in his writings. 
Antao has been a journalist in Bombay and Goa before migrating to Canada in

available, but he is currently wrapping up another novel which will soon be

fame when he received the Milkweed Prize for fiction for his first novel

the Beethoven Society, New York. Last year Rangel-Ribeiro conducted a 
Creative Fiction Writing workshop in Goa on behalf of Navhind Times at the

Margaret Mascarenhas (born 1960) is a consulting editor, columnist and 
novelist, and the author of the best-selling novel 'Skin'. Of Goan origin, 
Mascarenhas grew up in Venezuela, went to college in the US and currently 
divides her time between Goa and California. Till recently she used to 
write an well read newspaper column 'Wake up and smell the coffee'. 
Mascarenhas is the only Goan writer I have come across, who has a 
comprehensive website with her biography and samples of her writing at

novel 'Passion Fruit'.

Heta Pandit (born 1954) is well known in Goa for her work as a heritage 
conservationist. Her book 'Houses of Goa' brought her to the attention of 
the international media as a writer. Pandit's recent book 'Dust and other 
short stories from Goa' has proven her forte as a splendid fiction writer

Peter Nazareth (born 1940) is of Goan origin and European, African and 
American domicile. Currently Nazareth is Professor in African American

Lambert Mascarenhas (born 1914) strides the world of Goan fiction writers 
like a colossus. Founder editor of The Navhind Times, founder editor of Goa

reprint) and 'In the Womb of Saudade' (a collection of short stories). 
Mascarenhas continues his excellent writing in the local Goan press on

Greetings from sunny Goa. How's it hanging pal? No news recently about that 
massive high tech RCC bungalow which you were building. Builders here in 
Goa too are going through a slump.

Now I have been a dedicated user of Microsoft Products since the days of 
good old DOS and GW-BASIC. Don't let those Linux guys scare you. Nothing 
comes free in life - not even software. As long as you ensure that pirated 
Microsoft products are easily available worldwide you have nothing to fear 
in your quest for world domination.

My grouse is about Internet Explorer's Right-Click button function. Let me 
explain about the first time I faced the problem...

Being an amateur  photography enthusiast I was browsing the Internet one 
day for 'amateur pics'. Realms of unexplored territory unfolded for me (and 
my research continues to date). Definitely much more interesting pictures 
that the amateur pics one sees in Better Photography magazine. I have 
amassed an entire collection of these amateur pics since. Purely for 
research purpose mind you. Lighting, compostion, skin tones...

I use Microsoft Intrenet Explorer for browsing. What I normally do when I 
come across an interesting picture is to right-click the mouse button on 
it. As you know a menu appears which gives me an option to "Save Picture 
As.." on my harddisk. After a particularly late night of such research one 
day at the office I went home unaware of the chaos to follow. Next morning 
as I jaunted into office, late as usual, my male colleagues were avoiding 
my eye and all the females in the office was giving me dirty looks. I was 
summoned to the boss' cabin for a dressing down.

Apparently I had right-clicked a bit to fast and hit "Set as Wallpaper". 
Imagine my female colleague's surprise when she turned on the computer that 
morning to see a picture of  six Columbia Co-eds cavorting on the screen 
'au naturale'. Fortunately I have not been sacked from the job - but my 
Internet access has been restricted.

To come to the point Mr. Gates could you ask your Software engineers to 
kindly rewrite the Internet Explorer code so that the "Save Picture As.." 
and "Set as Wallpaper" options are kept as far away from each other as 
possible so that such fiascoes do not occur again.

Hope you will join me for a peg of Caju Feni someday here in Goa. I could 
show you my picture collection. When you can take a break from counting all 
your money that is.

When I received an invitation to participate in an open forum on the accident
scenario in Goa organised by Rotary Club, Panaji and Goa peoples' forum,
I immediately accepted it because this is an issue of life and death and
needs wide public attention. With the number of vehicles reaching a critical
point and considering the high density of roads, Goa has indeed become
a hazardous state for driving.
There is a multiplicity of departments involved in the planning, maintaining
the roads and highways and in traffic management and road safety. Roads,
highways and intersections are poorly designed and it is absolutely a
free-for-all situation without any consideration towards the safety of drivers
and passengers.
I would give here a list of random observations which need immediate
attention of the government. The immediate need is to clear all the wild
vegetation blocking the smooth flow of traffic and covering the shoulders
of the roads and highways. We have not noticed any substantial activity
on this front despite the PWD having a record number of 101 subdivisions
to attend to various types of work.
This has to be immediately followed by the strengthening of the eroded
road shoulders affected by monsoon drainage. Then comes the most
important aspect of checking the surface of all major roads and highways.
A pothole filled with water is an invitation to disaster at night.With a lot
of fanfare, a jet patching machine had been purchased. Where is it lying
and how frequently has it been used?
On several major roads, the surface has been eroded exposing the
corruption in certifying the work on hot-mixing of these roads. The Sanquelim
to Keri-Sattari road has been highlighted as a concrete case in this regard.
If the government machinery is lying idle, then the people should survey
and report to the PWD all such roads where the surface has been
dangerously eroded.
The lives of citizens are more precious than the funds which are always
found insufficient to maintain the roads. Ministers visit foreign countries
and praise their policies and infrastructure. But they become blind and
deaf when they travel on the roads of Goa. If they really mean business,
the first priority of the transport, revenue and PWD ministers has to be the
prompt removal all the Encroachments on the public roads.
Consistent with the Highways Act and the directives of the high court,
clear all the hoardings which have been illegally permitted to be erected
within 50 metres from the median of the roads.
Governments have changed. Ministers have changed. Surveys had been
conducted. But for unknown reasons, the state government often develops
cold feet in removing the obstructions and encroachments on roads. It is
again a free-for-all situation for private parties to link their private 
roads at
dangerous angles to the main road. Such illegal intersections called 
'punctures'
are contributing to a large number of accidents.

The government would fail to produce any significant number of notices to
all these offending private parties who carry their business on busy roads
oblivious of traffic safety norms.
Is it not the work of the road safety unit to pinpoint such 'punctures' and
direct the appropriate authorities at panchayat and municipal level to close
them and block these private abutments? If one travels the length and width
of Goa, the illegal transformation of private footpaths and bullock cart 
tracks
into dangerous intersections would be observed. Such chaos does not exist
in countries which our ministers visit.

Which authority monitors the dumping of construction materials and building
debris on public roads? Having written previously about the absence of a road
-digging policy, I would only say that the activity to dig the roads to lay 
water
mains and optical fibre cables has considerably damaged the roads. Several
accidents have occurred on stretches of roads and highways weakened by
the road-digging activity. The excavated trenches and pits have not been
properly filled and compacted and the government has treated this matter
very casually.

The effective way of stray cattle management is to make it compulsory for
the cattle owners to register their heads of cattle from a specific date and
put a permanent registration plate with all details around the neck of the
animals. The animal husbandry department is hesitating to take this simple
step which would discipline the cattle owners. It would reduce the stray
animals by 70 per ce

I don't think this statement is accurate. Maybe Cecil could say  
that most English-language fiction writers are not adequately showcased on 
the Net. 

This only underlines the need to (i) convince more professionals and/or 
creative people to take to cyberspace and (ii) digitise available works, 
where copyrights and other restrictions don't get in the way, or the 
writer is willing. 

(To argue there is "an absolute dearth" is another thing. For instance,
when St Xavier's recently held a program on Goan Writing in English, this
one-time avid collector of Goa books managed to fish out some 63 titles,
just to tell young students that the field is not as barren as they think!
Yes, most of these books are hard-to-find and out-of-print... but they do
exist. Go to the Central Library's oddly-named 'Rare Books Section' and
check out the Goa collection there.  Other collectors like Eddie Fernandes
in the UK have a far, far richer collection than me. That we are
possessive about our so-hard-to-replace Goa books is another story )

This apart, Cecil has an interesting update of Goan writing resources on 
the Net. 

Like in other fields too, there is a wide gap between the resources on 
the Net, and what has been put out but is *not* available on the Net. The 
challenge to all interested is to see how more resources can be made 
publicly available and accessible. Project Gutenberg has done an amazing 
job with sharable ebooks (http://gutenberg.net) at a global scale. FN

Will you also be laying stress on one major item of contention, the
wearing of helmets? The case of helmets has been discussed at length
on this forum.
The boom in sales of vehicles in Goa has been so widespread that
I think it will be virtually impossible to police errant drivers and riders.
Last year, I was appalled to see a car overtaking ours and that car in turn
being overtaken by another one! All this happening when cars and buses
were coming in from the opposite direction! I think the Traffic Police cell
will have to be as large as the regular Police force. And does Goa have the
resources to do that?
A lot of self-discipline is required on the part of each and every
driver/rider to make Goan roads safer. And of course, most cars on Indian
roads are not safe at all. Imagine a Maruti in a head on crash with a Tata
Sumo. Wonder when safety standards of the west, will be applied to cars
made in India.

Professor Dr. Teotonio R. de Souza Of the ISIPH Board of Counsellors
(Universidade Lusofona de Humanidades e Tecnologias, Lisboa)

Welcoming the chief guests, participants, observers and others present, Dr.
Fatima Gracias, the chief organizer of the Seminar, traced briefly the
history of these seminars. Dr. Celsa Pinto, also a member of the organizing
committee paid homage to the co-founders of the seminars, namely Fr. John
Correia-Afonso, S.J. and the late Vice-Admiral Avelino Teixeira de Mota from
Portugal. In the absence of Fr. John Correia-Afonso due to old age and
health reasons, a commemorative plaque of honour was received by his brother
Tony Correia-Afonso.

Fr. Charles Borges, former Director of the Xavier Centre of Historical
Research, completed the trio of the Organizing Committee and helped in the
preparations and in guiding the proceedings of this seminar.

The Jubilee session was presided over by the Chairman of the Indian Council
of Historical Research, Dr. M.G.S. Narayanan. The first seminar of this
series in Goa in 1978 was inaugurated by then Chairman of ICHR, Dr. A.R.
Kulkarni.  Dr. P.S. Zacarias, Vice-Chancellor of the Goa University, was
present as the guest of honour. Both men hail from Malabar, and they saw in
their origins the ground / sea link with the Indo-Portuguese History. While
Dr. Zacharias expressed his inability to explain why India with its millions
of inhabitants and vast natural and human resources had been constantly a
victim of foreign dominations, Dr. M.G.S. Narayanan pointed out that some
explanation could perhaps be found if our historical research ceased piling
data and shifted from its concentration on positivist erudition towards more
theoretical / conceptual analysis of the same. He cited several big names
among recent authors in social sciences seeking to provide understanding of
the 'global trends' in terms of the 'World Systems'.

The Keynote Address to the seminar was delivered by a Portuguese Professor,
Luis Filipe dos Reis Thomaz, who is retired from the New University of
Lisbon, and is presently organizing Oriental Studies at the Catholic
University of Lisbon. Prof. Luis Filipe Thomaz is one of the few surviving
participants who has made his contribution to these seminars from their
inception. 

Entitled 'Reviewing the past 25 years of Indo-Portuguese Historiography', he
delved rather upon some general features that marked this production: 

(1) Defined 'Indo-Portuguese' in the context of Estado da India, and
as such it could not be restricted to Goan history, but was far more
extensive and had other centres of action. Even the Estado da India
was not the whole of the Portuguese expansion overseas. Hence,
whatever happened at Goa, ought to be seen in the context of its
interaction with the higher spheres of Portuguese activities. 

(2) He also called attention to the changing characteristics of
regions with changing political priorities. Cautioned against
generalizations, or identification of Goa of 16th century with Goa
at the other times. The same applied to Portugal or other countries
and regions. 

(3) He also mentioned the benefits of growing availability of
published documentation since last decade and half. This permits a
more criticial evaluation of the past, and does not keep an
historian dependant upon some official chronicles and their biased
visions.

(4) The keynote speaker suggested also that it was time we move
beyond positivist erudition and take up the challenge of more
comparative and theoretical handling of the data.

One of the sessions took the form of a symposium that was presided by Prof.
M.G.S. Narayanan. Prof. Teotonio R. de Souza, Prof. Artur Teodoro de Matos
and Prof. K.S. Mathew, reviewed from different perspectives the past
performance of these seminars and presented suggestions for future
orientations. 

Prof. Teotonio R. de Souza, now at Universidade Lusofona in Lisbon, and
formerly Director of the Xavier Centre of Historical Research in Goa and
Ph.D. Research Guide at the Goa University, reviewed the past ten sessions
from the socio-cultural angle. After praising the ground-breaking research
done by these seminars, explained that whatever differences and clashes
persisted among the ISIPH group researchers was only a routine and healthy
feature that constitutes the very nature of the social sciences as analysed
in a recent report (1996) of a Gulbenkian Foundation Committee that sought
to 'open the social sciences for the new millennium'. The report called the
attention of the social scientists that they were themselves subjects and

It's hard to give figures, but some general trends:

o Every spam, porn, and unsolicited commercial posting gets rejected.
  No reasons are assigned; posts are simply dropped, and the
  poster is not given any intimation.

o Posts which are technically incorrect (MIME/HTML encoding instead
  of plain-text) get bounced off to Bosco. For new-posters, Bosco will
  usually convert to plain-text and send to the list. He also does
  offer guidance on how to avoid MIME/HTML, excessive-quotations, etc

o Flame-baits and troll-type postings, and those clearly violating 
  the rules laid down by Goanet,  are liable to be rejected.
  Specially if the poster is habitually accustomed to this. In each
  case, the mail is rejected and sent back to the poster, usually
  with a comment, along with the concerned moderator's initials.
  (This gives the aggrieved person a chance to curse us via
  private email ;-) or send out complaints to others with a grouse.)

o We try to avoid f-words (and other four letters) getting thru,
  and sometimes our luck decides otherwise ;-)

o In very rare events, in the case of a glitch with the server,
  I've seen messages waiting for moderation vanish before my eyes!
  In case you feel your message didn't get through, and didn't

Your "Indo-Portuguese records could get lost with time, caution historians"
of September 29, 2003 makes interesting and depressing reading. Here is
something which is not exactly to the point but of a similar nature.

A couple of years ago, I had occasion to visit the Archives at Fontainhas to
secure birth and marriage certificates of my parents. The person I was
referred to for help advised me to secure from my parish church the relevant
reference numbers. When I asked him what the connection was, he said that
the State in Goa started keeping records only from a certain year (I do not
remember it now) and it was the Church who had records of times before that
of confirmation-baptism-birth handwritten in a narrative manner (in that
order) in bound registers. When I returned with the reference numbers, he
was able to call for the relevant registers instantly and show me the
records which were duly photocopied (actually!!!, not xeroxed as they say).
What amazed me was that it was a faithful photocopied version of the Church
register. They had apparently photocpied the Register and bound it together.

Due to the nature of the paper and with constant handling, these pages are
breaking into confetti-like bits and it you happen to be coming in first
thing in the morning, you find the sweeper sweeping away these bits of the
previous day on the floor. These are pieces of certificates and land and
property titles which are being swept away and which will not be available
at a later date, leading to practically-insurmountable difficulties in
establishing titles and lineages. This will spawn false affidavits.

[Goanet]Should prostitution be legalized in Goa?

In my opinion, simply banning prostitution or getting
rid of Baina is too simplistic. I would be in favor of
regulating this industry as is done in many countries
around the world. If a woman (or man) wants to sell
his/her "services" and if a customer wants to purchase
these services, they should be free to do so, so long
as they comply with a set of well defined laws.  I
view this "vice" as being no different from say
smoking, drugs or alcohol.  

Smoking is by far, the biggest cause of unnatural
deaths in the US and probably in most other developed
countries. However, smoking is still legal. The
regulated nature of this industry means that
cigarettes cannot be sold to minors, while the taxes
obtained from their sales are concurrently used to
fund anti-smoking programs.  These programs have had a
dramatic effect in reducing youth smoking rates in the
west.

Fundamentally, this is an issue of freedom. If say, an
adult female wishes to willingly offer her services to
her customers, while complying with the accompanying
laws, she should be free to do so.   I am of course
against forced or child prostitution or prostitution
that has no medical/safety certification program. 
Regulating and legitimizing this industry  would
reduce the criminal element and ensure a better and
safer deal for those who provide this service. We
should stop kidding ourselves that this "vice" can be
eliminated. There will always be demand .. and supply.

Areas:

The Goa Su-Raj Party deplores the way in which the City of Panjim and the
surrounding approach areas have  been defaced by the indiscriminate
planting of the Bharatiya Janata Party's flags in the wake of the Party's
Convention held at the EDC grounds, Patto, Panjim on 28th. September, 2003.

We expect the authorities who are charged with the responsibility to  clear
such defacements of  public property governed by the Goa Prevention of
Anti-Defacement of Property Act, 1988 will diligently discharge their duties
in removing such defacements at the earliest and book the culprits under the
provisions of the said Act without fear or favour.

It must be noted, that no one is above the laws of the land, more so the
Bharatiya Janata Party which is the  partner in the ruling coalition
Government,  being  bound by  oath of assuming office to safe-guard  the
laws of the land faithfully and responsibly. Also, the law enforcers must
remember that they are paid from the coffers of the public exchequer to
enforce the laws of the land and not  from the private coffers of the
Bharatiya Janata Party to act as  cleaners of  the mess  it likes to
irresponsibly  leave  behind.

If   the defacement mentioned above is not cleared with immediate effect, we
shall be constrained to approach the High Court with a Public Interest
Litigation (PIL) against you to seek appropriate reliefs.

Naval personnel commits suicide
---
A 43-year-old Naval personnel committed suicide on Monday evening
at INS Hansa, Vasco. According to police, Hargovind Singh, native of
Sagar Madhya Pradesh, attached to the defence security corps, who
was on duty at the Hansa gate, allegedly shot himself to death.
Police said Singh pointed his SLR rifle 7.62 bore, towards his chin,
as a result of which the bullet passed through the head. He died on
the spot. The body was later shifted to the Hospicio at Margao for an
autopsy. Vasco police is investigating the case.

[Goanet]Tourism Infrastructure in Goa needs urgent attention

Tourism Infrastructure

Since now that one element of the tourism infrastructure,
beach safety, is getting a little attention can we hope that
the tourism ministry and the tourism department will start
paying a little attention to other aspects of the tourism
infrastructure ?
From the perspective of both domestic and foreign tourists
the biggest gap in the infrastructure is transport. On the one
hand, in the absence of any kind of regulatory structure or
the will to enforce even the regulations that exist on paper,
the tourism season becomes synonymous with the extortion
season.
The tourist taxi drivers of south Goa of course have gained
legitimate notoriety. It will be recalled that one of the main
organisers of the All India tent makers association complained
bitterly that during their national convention held in Goa they were
fleeced by the tourist taxi drivers. They were apparently charged
between Rs 300 and Rs 400 for a distance of eight kilometres.
And reports of tourist-taxi drivers beating up drivers of hotel
coaches or even private vehicles of course have been routine.
But presumably nothing can be done about this, because the
tourist taxi drivers in the south Goa tourist belt have been smart
enough to shift their allegiance from former strongman,
Churchill  Alemao to new strongman, Mickky Pacheco.
The tourist taxi drivers of south Goa are not, however, an
exception. Everyone in the travel trade seems to think that all
tourists are suckers and have only come to Goa to be relieved
of their money. The rip off starts right at the airport. Goa is
probably the only tourist destination which has legitimised the
practice of return fare. For instance, if you wish to go to Panjim
from the airport it will cost you Rs 350. Half of which is supposed
to be the return fare to the airport. And if you are travelling to
Anjuna or Morjim it will cost you more than the price of your
air ticket from Mumbai to Goa.
After sunset of course the extortion intensifies.Tourist taxi drivers
including the black tops and auto rickshaw drivers and even the
humble motorcycle pilots will charge you and arm and a neck to
reach your destination. And the brotherhood is so strong that anyone
who agrees to be a little decent and charge you a less extortionate
fare is likely to be beaten up.
We personally had this incredible experience not during the season,
but at the off season. We had gone to Calangute and got delayed.
And needed a tourist taxi because our friends had luggage. There
were as many as 10 tourist taxis at the stand. But they all uniformly
demanded Rs 300 to go to Dona Paula. And we had no choice as
when the sun sets, public transport in the form of buses go off
the roads.
The least that the traffic police which includes the tourism police
and theRegional Transport Office can do is to ensure that public
transport vehicles like tourist taxis, black top taxis, auto rickshaws
charge only the specified rates . Even more important is to introduce
buses after sunset till late in the evening at least in the coastal areas.
There should also be connectivity from the coastal areas and the
tourism spots to the nearest town or the hotels where the tourists
are staying. This is because hundreds of thousands of domestic
tourists who visit Goa just cannot afford the extortionate charges
of tourist taxis or even operators.
Because of the lack of public transport after sunset the tourist day
ends at sunset. The tourist cannot even attend any of the entertainment
events outside the hotel because the cost of transport will be much
higher than the entrance fee to these events. Even in the capital town
Panjim, during the season, we have seen scores of tourists with
children in town walking all the way to Miramar or wherever they
are staying because there is no public transport and they do not
want to indulge the extorionists.
The other dimension of infrastructure that needs urgent attention
is street lights. All the rapes and the assaults that take place will be
things of the past if the approach roads to tourist spots particularly
the beaches are brightly lit. There is a quixotic or should we say
Tublaqian dimension to the tourism department's approach to lighting
tourist spots. On the beach itself you will find powerful high mast
lamps which more often than not irritate rather than illuminate.
But the approach road to many of the beaches will not have a
single light. This is part of the reason why tourists who stay in
hotels of the beach cannot even venture to the beach at night
to patronise the beach shacks.
There are any number of hotels
