Goa to set up NRI cell in Canada, says minister by Eugene Correia The Goa government will set up a Non-Resident Indian cell in Canada, according to Minister of Industries, Francisco D'Souza D'Souza, who also holds the portfolio of Law and Judiciary, said the cell would work to attract foreign investment in the state. He, however, did not disclose when the cell will be set up. He informed that within the next three years, there will be total e-governance in Goa. D'Souza and his colleague, Minister for Trade and Commerce, Art and Cutlure, and Social Welfare, Ramrao G. Dessai, were in Toronto on the last leg of their official visit to attend an IT meeting in Calgary. They visited Montreal and Ottawa meeting government officials before making their rounds in the government offices in Toronto The ministers, who were accompanied by Secretary, Information Technology, Bhupinder Bhalla and IT adviser, Dr. Anupam Saraf, were hosted to a private dinner by Ben Saldanha, of Saldanha Holidays, at his residence in Mississauga. Also present at the function was Ontario Minister for Transport, Hardinder Thakkar, who lives just down the street from Saldanha's house. D'Souza informed that the pace of development in the IT sector was impressive and that chief minister Manohar Parrikar, who is an IT-savvy person, has taken personal interest in the IT industry. The former mayor of Mapusa, a city in north Goa, said that the Parrikar government has proved to be efficient, clean and transparent. For this reason, the people voted the government back in power after three years of first forming the fgovernment he noted. Goa has a history of having new chief ministers very often, and at least twice within a year. He said the government is working hard to make effective changes at all levels of society and make Goa very progressive. Dessai reiterated his colleague's remarks by saying that the government has taken many social measures to improve the lot of the society as a whole. He informed that Goa is headed to become a pharma-state because of many pharmaceuticals setting up their manufacturing units in the state. The minister said the government has started a scheme through which students will get loans to further their studies. He disclosed that another program for seniors has been implement where those over 60 years would be given money as persion from the government funds. Single, unmarried women over 50 would also be covered under the program. There are 1.17 lakhs seniors in the state. He emphasized that artists from all disciplines would be encouraged with monetary incentives. The minister was receptive to the idea to send cultural artists to foreign countries to promote Goan culture. He said the surfacing of roads have been undertaken and Goa has taken further initiative in improving the infrastructure in the state. Secretary of IT, Bhupinder Bhalla, Goa is not keen in competiting with states such as Karnataka and Hyderabad in the IT industry but want to be the leader in e-governance. He said the Verna IT park is buzzing with activity with new companies such as D-Link and Central Net make their presence. Goa is more into the hardware sector unlike Karnataka and Hyderabad, he said, adding that some companies have shown interest in setting up call centres in the state. He noted that Goa has adopted the Singapore model in its IT program and that the government is more interested in quality than in quantity. He was soft-spoken,kind,witty and a very pleasant person. I knew him for the last three years. I knew he worked at Goa Police HQ,but I never imagined that he was a cop! Actually he was an Inspector of Police...a designation that brings to mind visions of burly,foul-mouthed,rough men in Khaki. He was so far removed from such an image,that it was difficult to believe he was a cop, even at his funeral...except that the Police Brass Band and a large number of cops in uniform,mufti,and civvies were present at the chapel and the cemetery. I do hope the Goa Police will ensure likewise that his payments of gratuity,insurance and pension flow to his widow and little children as Fabian had ensured in his life time. Fabian is survided by his wife,Mary, and three little [one of them school going] children.One child is too small for school and the other may never go to a regular school.Aleron,Alston and Valiska need the support that the society can,and should give. Enfranchising the citizen http://oheraldteam.com Take a situation like this. You're told this is one of your last chances to make a voter identity card for yourself. But by 10.30 am, the team that is supposed to arrive hasn't yet come to your village. Next, about an hour later, the power supply has failed, so work can't be done. Surprisingly, the electricity department is located maybe fifty metres away. Just before lunch, and a third visit down the line. This time, the software of the computer is playing up. So, after a total of four visits in a single day, finally there's that valuable piece of laminated paper, called a voter I-card, available in your hands. And, this is not fiction. Goa, supposedly a literate and small -- thus manageable -- state, has long been struggling to give its citizens access to identity cards. In July this year, officials claimed a 61% coverage of the elector photo identity card, or EPIC. If elections are to be seen as fair and above board, carrying out this task effectively should be a top priority for the authorities. No doubt there are good intentions. But, things don't always work out as planned. What's worse, Goa's assembly constituencies are tiny in size. Many legislators have won with slender majorities. In the late nineties, there was a situation in which nearly 25% of the assembly had won on margins of five hundred votes or less, in each case. In the last assembly polls itself, which threw up a wafer-thin result, the rumour mill was agog with complaints that a number of names had been selectively deleted off the electoral rolls. One way or the other, this allegation remained only that: an allegation. If it is true, it is indeed a serious issue. If the charge is false, it's even more serious. It means that untrue insinuations are allowed to flourish, in a way that the citizen begins to wonder how things are really functioning. As could be expected, the politicians promptly forgot this issue after elections were done with, which they shouldn't if they were affected and really serious about it. Goa's elections, let's face it, tend to still unfortunately be fought on battlelines of religion and caste. This would imply that any dropping of names from the electoral rolls could have the potential of upsetting the applecart on one side or the other. It is perhaps no coincidence that politicians like the Congress former member of Parliament Shantaram Naik have raised the issue. But the follow-up has been clearly lacking. Other issues have also come up. Including the question of whether those working overseas in a heavily migration-oriented state have the right to be voters or not. Obviously, any decision on this would have political and possibly communal implications. At least one of our Herald staffers, from the Panjim constituency, believes that members of his family who have been abroad were systematically and selectively struck off the electoral rolls. In a Goa where a lot of intra-State migration has taken place, what happens to those voters who might be from North Goa and temporarily staying in the South, or vice versa? In such a context, the authorities need to maintain utmost transparency in undertaking this work. It would perhaps not be a bad idea to make the electoral rolls widely and publicly available, so that the citizens can see for themselves who's included and who's not. Access could be through public libraries; only politicians with a stake could be expected to otherwise buy copies of these bulky tomes. There are other issues too. We know of one case where an individual was unable to contest an election due to her name being wrongly entered. Politics needs to be open to the (wo)man on the road, not just to a narrow circle of professional politicians who know how to work the system. At the Central level, New Delhi has undertaken an interesting initiative. It has put out the electoral rolls of select cities on the Net. Goa, or any city or town here, is not among them. Why can't such an initiative be taken though? After all, as we are repeatedly told, this is a small and manageable state. Politicians and political parties in Goa have vitiated the functioning of democracy, and reduced it to merely marking a ballot paper once every five years. Or more frequently, if someone decides to dissolve assembly and go in for a mid-term poll, like Manohar Parrikar did in 2002. Most parties give their voters no say in deciding who runs their party machinery; inner-party democracy is dead. Apart from dividing the populace on the basis of religion, caste or ethnicity, many of our politicians are skilled at playing other games at election time. Splintering the other party's vote, pumping in money and resources, sponsoring 'friendly rivals', and match-fixing cricket-style are only some of these. His advocacy for taking up work of barber, carpenters, motor repair to the educated youth waiting for jobs, makes many twiddle their thumbs and twitch. With a literacy rate of 82.32 per cent and per capita income of Rs 61,301 per annum, the thrust is on variety jobs abroad, particularly the Gulf and the tourism industry. It is therefore only likely the aspirations of the youth may not match with the septuagenarian Mr Sahani, whose long haul in social life is a story of starting from scratch from undivided India (his birthplace now in Pakistan). But with a skewed income distribution, school and college drop outs and diploma holders waiting in the wings for a government job, the government has underscored the role of industrial training institutes, traditional art and craft, set up handicraft shops, krishi mela finding ways to indulge its people in agriculture. It is my experience in life that what I have been suggesting to the people of Goa is the solution for a long-term sustainable economy. It is a small population with vast resources and yet Goans are slow in picking up opportunities as there is absence of dignity of labour, the governor reiterated during an interaction with the media on completing one year in the gubernatorial post. The governor's insight into the economy gets reinstated by the Census 2001 figures for the state that notes an increase in urban population percentage at 49.77 to the total population. The Census attributes the sudden increase in urban population in the initial years to the liberation of Goa in 1961 resulting in heavy in-migration of labour force. The process since then, say social analysts, has not halted and the port towns of Vasco, Mormugao and commercial hub Margao in South Goa opening up vistas for a floating population that has stayed on. Having played a stellar role in increasing the milk production in Sikkim during his previous posting, the governor would like vast acres of land in Goa too to be developed for augmenting supplies. Says the acting managing director of Goa state cooperative milk producers union limited, Srikant Naik, The Goa dairy supplies 90,000 litres per day of which some 40,000 litres is procured from Maharashtra and Karnataka. There are 15 to 20 different brands supplying around 60,000 to 70,000 litres per day. There is scope for production of another one-lakh litre milk on a daily basis. The governor strongly feels there can still be more income generation and employment, if there is cheap infrastructure (hotels) catering to the domestic tourists around 13 lakh (almost equal to the states' population). Dear Cecil, Most Census enumerators are doing an additional job with very little additional remuneration. If they listen to the instructions,it is an achievement. If they actually apply them,it is a miracle. Two of these...and truly they would be saints! The standard pattern is: Enumerator: Mother tongue? Respondent: Kitem? Enumerator: Mai bhas tumchi? Respondent: Amchi ? Marathi. The enumerator records it faithfully in his census register sheet. Happy? Regarding the teaching of the State's Official Language[ call it Mother tongue twister], I would strongly recommend that the Karnataka pattern be followed: Single compulsory subject from Std.I to SSC,irrespective of the medium of instruction. When you pass SSC,you still know the language. In Goa you can forget all about it from Std.VIII by opting for Sanskrit,Portuguese,French or Latin as third language. The Board of studies for Konkani at Goa Board of S HS Education has to recommend the change to the Academic Council, the Academic Council to the Board and the Board to the Government. Last time it happened the other way round! The DSE and ABE went by the pedagogy of the mother tongue[which the official language was, and is, NOT ]while most of the schools supported the Action Committee on the Medium of Instruction [ ACMI ] by the back door by shutting down the school doors in support of the agitation in the early 1990s. I had a discussion with the Principal/Headmistress of the school in which my daughter was studying then on the morality of the school's action of having feet in two boats and selling the little students down the river. CONDOLENCE MEETING IN KUWAIT 10th October 2003 was Goa Day organised by Goan Welfare Society. Santana John Fernandes along with his wife and tiny daughter attended this function and while coming home late in the evening he got massive heart attack. He was rushed to Adan Hospital at about 8.30 p.m. admitted to Intensive Care Unit but never recovered. Doctors did their best but everything failed. Dr. Cherian along with other doctors and nurses tried their best but nothing worked except the will of God which pronounced his death at about 12.45 midnight that is early in the morning on 11th October 2003. John fought against death for 4 hours and finally surrendered to the will of God. May his soul rest in peace and may God give strength and courage to his family to bear this colossal loss. The news of his death next day spread all over Kuwait amongst community members like wild fire saying A Goan attending Goa Day function died and so on and so on. Yesterday 11th of this month was a month completed since he died. In Goa his family offered a Requiem Mass at his village Church Vagator which was concelebrated by Johns friend Fr. Gabriel Dias. In Kuwait City a condolence meeting was held by his admirers, friends and colleagues. He was a great lover of Goa and Konkani so also a great lover of Goan musical art. Not a tiatrist himself performing on the stage yet he loved tiatro and songs. He has the best collection of Konkani Audio Cassettes from the inception till now. He was strong promoter of Konkani art and involved in helping those who approached him for help in promoting this art though silentely but strongly. With me he associated in almost all the activities for the cause of Goa and Konkani during the last one decade. He did so much from behind the curtain yet he never volunteered to take credit for what good job he did. A social worker he would help silently many of the social causes, for the cause of Mother Teresa Mission he was regular donor, yet again silently. He would shun publicity as he was shy of it. He worked for Kuwait Airways during the last 24 years. A very devoted Catholic, a very obedient son to his parents and a very faithful husband to his faithful wife. The condolence meeting was started with a prayer for the dead by Luis Cardoso and first addressed by Albino Fernandes (Church Circle) who in his few words described Johns good qualities in bringing people together by his good deeds towards others. Fidelis Fernandes the President of Konkani Heritage who was away in Goa during the time of Johns death with full of emotions described his and his familys closeness with John and his family. He said in his death he lost a great friend and supporter for the cause of Konkani, Goa and KHK. Fidelis in his eulogy described the funeral of John at Vagator which was attented by a huge crowd including some of the topmost Konkani Stage artistes namely Prince Jacob, Jessie Dias, C. DSilva, Querobina, Ben Evangelisto, Jane (Donalds wife) and others. He also described how Fr. Gabriel while preaching his homily wept and made the congregation also to weep while describing certain best human qualities of John. The finale of the funeral was delivered by Konkani Romansi writer and musician Bonaventure Pietro who while lowering the coffin of John into the grave played on his magnificent Saxaphone a touching melody for about 3 minutes that brought tears on those who attended the funeral said Fidelis. According to Fidelis he never heard so touching musical piece during his life time. The president of Kuwait Konknni Kendr Elvino Rodrigues in his touching but very philosophical speech described Johns contribution towards Konkani cause thru KKK. John was deeply associated with KKK for very long time and volunteered to do anything for it to promote Konkani. Elvino while concluding said it was the duty of all friends and colleagues, so also well wishers to comfort John's wife and daughter so that she can feel that there is somebody who think good of her and her daughter. Renowned actor, director, playwright and songster Rosary Ferns in his speech showed his close relationship with John for the Konkani activities and especially for Tiatro. He said John loved tiatro, John loved tiatrists for this reason he took care of them while many of them many times stayed at his place and did their rehearsals including musical rehearsals. While concluding in memory of John one beautiful Mando Janerak Kazar Mhonn Sangtaloi was rendered by Rosary-Jessie-Sanny whose voices John always admired the most. This Mando was very favourite of John and most of the time he was heard singing this Mando at home. A. Veronica Fernandes compered the proceedings. Fabian D'Souza was a relatively short man with a frail frame...yet he stood tall in the community of men. He was soft-spoken,kind,witty and a very pleasant person. I knew him for the last three years. I knew he worked at Goa Police HQ,but I never imagined that he was a cop! Actually he was an Inspector of Police...a designation that brings to mind visions of burly,foul-mouthed,rough men in Khaki. He was so far removed from such an image,that it was difficult to believe he was a cop, even at his funeral...except that the Police Brass Band and a large number of cops in uniform,mufti,and civvies were present at the chapel and the cemetery. His schoolmate,collegemate and colleague in the Goa Police,Bosco, shared an anecdote from the Police Academy days. The puny little gentleman cadet Fabian volunteered to run the Marathon race--the whole 28 km. The coach asked him to stop fooling,it was not a race for him.Yet Fabian persisted. On the set day,he was at the starting line. Run he did,the whole hog,and breasted the tape at the finish line. His colleagues ran the last lap with him. Today he had finished another marathon... a marathon fight with cancer...and his colleagues were with him for the last lap. Neighbour,and successor in the post of President of the Sabnis Park Residents' Association,Adv.Ehlrich de Souza had kind words to say about Fabian. He was a good neighbour,a humourous person,a good organizer, a good team leader who kept his team mates with him. No one will dispute these simple facts about Fabian. I remember Fabian's phone calls. While most clients call to get additional jobs done, Fabian called if I had forgotten to collect my payment by the 5th day of the succeeding month. He got the work done,for that was his responsibility to the residents. He ensured that the payment came on time to me. I do hope the Goa Police will ensure likewise that his payments of gratuity,insurance and pension flow to his widow and little children as Fabian had ensured in his life time. Fabian is survided by his wife,Mary, and three little [one of them school going] children.One child is too small for school and the other may never go to a regular school.Aleron,Alston and Valiska need the support that the society can,and should give. As the industrial revolution was built on the textiles industry, we could not have achieved our global economic dominance if we had let them in. Throughout the 18th and 19th centuries, India was forced to supply raw materials to Britain's manufacturers, but forbidden to produce competing finished products. 2 We are rich because the Indians are poor. Now the jobs we stole 300 years ago are returning to India. Last week the Guardian revealed that the National Rail Enquiries service is likely to Move to Bangalore, in south-west India. Two days later, the HSBC bank Announced that it is cutting 4000 customer service jobs in Britain, and shifting Them to Asia. BT, British Airways, and six other companies have already Begun to move their call centres to India. The British workers at the end of The line are approaching the end of the line. There is a profound historical irony here. Indian workers can outcompete British workers today because Britain smashed their ability to compete in the past. Having destroyed India's own industries, the East India Company and the colonial authorities obliged its people to speak our language, adopt our working practices and surrender their labour to multinational corporations. Workers in call centres in Germany and Holland are less vulnerable than ours, as Germany and Holland were less successful colonists, with the result that fewer people in the poor world now speak their languages. The impact on British workers will be devastating. Service jobs of the Kind now being exported were supposed to make up for the loss of employment in the manufacturing industries which disappeared overseas in the 1980s and 1990s. The government handed out grants for cyber sweatshops in places whose industrial workforce had been crushed by the closure of mines, shipyards and steelworks. But the companies running the call centres appear to have been testing their systems at government expense before exporting them somewhere cheaper. It is not hard to see why almost all of them have chosen India. The wages Of workers in the service and technology industries there are roughly one Tenth of those of workers in the same sectors over here. Standards of education are high, and almost all educated Indians speak English. While British workers will take call centre jobs only when they have no choice, Indian workers see them as glamorous.3 One technical support company in Bangalore recently advertised 800 jobs. It received 87,000 applications.4 British call centres moving to India can choose the most charming, patient, biddable, intelligent workers the labour market has to offer. There is nothing new about multinational corporations forcing workers in distant parts of the world to undercut each other. What is new is the extent to which the labour forces of the poor nations are also beginning to threaten the security of our middle classes. In August, the Evening Standard came across some leaked consultancy documents suggesting that at least 30,000 executive positions in Britain's finance and insurance industries are likely to be transferred to India Over the next five years.5 In the same month, the American consultants Forrester Research predicted that the US will lose 3.3 million white collar jobs between now and 2015.6 Most of them will go to India. Just over half of these are menial back office jobs, such as taking calls and typing up data. The rest belong to managers, accountants, underwriters, computer programmers, IT consultants, biotechnicians, architects, designers and corporate lawyers.7 For the first time in history, the professional classes of Britain and America find themselves in direct competition with the professional Classes of another nation. The Minister for Revenue, Mr Pandurang Madkaikar, who is the chairperson of the committee appointed to carry out the beautification of the region, along with raising of the necessary infrastructure, informed pressmen that the entire exercise would be carried out by the Goa State Infrastructure Development Corporation and would be completed by November, next year. The committee has the North Goa Collector as its member secretary, while the chief engineer of Public Works Department , a representative of the Department of Town Planning and an official of the Archaeological Department are the members on the panel. The government wants to promote the twin events and hence is interested in improving the surroundings of the Se Cathedral, Basilica of Bom Jesus and other religious houses in Old Goa, he said, pointing out that since most of the Old Goa village has been declared as the conservation zone and the heritage sites are under the jurisdiction of Archaeological Survey of India, developmental activities would be carried out by taking all these aspects into consideration. The work would begin at the Carambolim railway station and extend up to the Kadamba plateau, Mr Madkaikar stated, adding that raising of the infrastructure would include construction of a market complex, provision of parking facilities, upgradation of the existing tourist hotel, widening of roads, raising recreational facilities and conversion of the fish market into a modern structure. In addition, toilets and bathing facilities as well as canteen services would be provided for the devotees visiting the religious houses, during the exposition of St Francis Xavier. In fact, the tourists visiting Old Goa are only interested in seeing the churches and leave the place once the sightseeing is over. It has been observed that no visitor wants to do shopping or make an overnight stay in the village due to lack of facilities, he lamented. Mr Madkaikar also observed that the work of acquisition of land for construction of a by-pass road along the Kadamba plateau was already in progress and once the road is ready, the pressure on the present Old Goa-Panaji road would be greatly reduced. The heavy vehicles would be diverted to this by-pass road, he mentioned. The Chief Minister, Mr Manohar Parrikar recently visited Old Goa and visited different sites to learn about the requirements of the visitors to the place, he said. Mr Madkaikar further informed that the tendering work for repairs of the culvert along the Ribandar Patto has already begun and the actual work is expected to start shortly. Firstly, there seems to be a confusion.. '..you must be a bastard..' these are the exact words taken from the song by Alfred Rose. It was further explained (in the song) 'bastard' means a person without mother and father. The word is commonly used now a days even in the Indian movies (perhaps, in Goan Tiatr too). And at this side of the world, it is like a greeting word as in Hi, Hello etc. It seems, even Indians in India now are broad minded than Indians in western countries who are narrow minded? Above was one of the several postings of mine on konkani.. Secondly, it also appears that attempts are made to pin-point spelling mistakes. Romi Konkani is written differently by different persons, I guess, it is all acceptable so long as the reader knows what the writer trying to say. e.g. God = Dev, Deu, Deo etc all these word sound nearly same hence acceptable. In konkani, there are no silent letters as in H P etc in English. In konkani, when 2 letters (Consonant + Vowel) put together it must necessarily sound more or less the same. e.g. English: To = too, Do = doo but Go=go (and not goo). The same in konkani would become: To= to (as in THOrn), Do=do (as DO re mi fa) Go=go (as in GOssip or GOspel/ or just GO same in Eng.). But exact konkani pronunciation of the above Eng.word viz TO, DO GO would be TTU, DDU GO respectively.. Sometimes letter K is substituted by letter C or vice versa which means the same. e.g. konkani = Concanim Now coming to the word 'Goemkar' or 'Goenkar'. How one would translate 'Mother' into Konkani? will it be 'Mai' (= month of May in konkani?), will it be 'Main' (=MAIN moje filoz keleai goddache ?) or Maim? This is enough for today. Present was the new minister in the Ontario cabinet, Harinder Thakkar, who heads the transport ministry. He is the first south asian or, more precisely, the first Canadian of Indian origin to be appointed a minister in Ontario. Accompanying the ministers were IT secretary Bhalla and advisor Saraf. I dont know why I have been dropped from the national team. I am playing at my best at the moment. Later, he said: This is the second best moment of my life. The best was when we won the LG Cup in Vietnam. This is the second time Rajat has won the Durand Cup after the triumph with Mohun Bagan in 2000. I left Calcutta to continue my career and I am grateful to Salgaocar for giving me a chance and I am glad I could repay them. The referee denied us a penalty, early in the match. Had we scored then, we would have won easily. Atwal chases American dream November 11, 2003 16:25 IST Arjun Atwal is shooting for more golf history. He hopes to become the first player from India to play full-time on the elite US PGA Tour. On Sunday, the Indian star claimed a thrilling one-stroke victory at the Hero Honda Masters on home soil to become the first player to surpass US$1 million in career earnings on the Asian PGA Tour. Atwal is exempted into Stage Two of the US Qualifying School and will tee off at St Augustine, Florida from November 19-22. The all-important final stage will be held from December 3-8. I've always wanted to play professional golf in America. That's where all the action is, said Atwal, who attended high school in New York and who still has a home in Long Island. I'm really happy with my game right now. I'm striking the ball well and winning on Sunday has given me a lot of confidence. I'll take that with me to America. Having achieved the milestone of becoming the first Asian to win a million dollars is nice but what matters more is the fact that I won, added the Indian, who has now accumulated US$1,016,352 on the Asian PGA circuit. The Hero Honda Masters victory, his sixth title on the Asian PGA circuit, was worth US$48,450 and raised his season's earnings to US$282,193. The Indian ace is now US$126,624 ahead of second-placed China's Zhang Lian-wei, who has a chance to narrow the gap at this week's Volvo China Open which Atwal is skipping. There are four events remaining on the Asian PGA Tour this season. Asian PGA Executive Director Ramlan Haron hailed Atwal's feat. It is a great achievement for Arjun which will go down as one of our great moments on Tour. It is also another endorsement of how the Asian PGA Tour has helped develop the careers of Asia's rising stars. Over the years, we have continuously provided players with a platform to launch their careers where they can now play in tournaments with good prize-money. Topping the Asian PGA Tour money ranking this season will also help realize one of Atwal's ambitions of playing in a Major. I have not played in a Major, says Atwal. If I win the Order of Merit, I would get into the British Open and I'm hoping to do that. If he qualifies for the US Qualifying School Final Stage, Atwal will be available to play in only the season-ending Volvo Masters of Asia in Thailand from December 11-14. I'll definitely be at the Volvo event as I want to wrap up the merit title, he said. Last season, Atwal became the first Indian to win on the European Tour when he clinched victory in the Caltex Singapore Masters, presented by Carlsberg. He followed that up with an equally impressive triumph at the European Tour-sanctioned Carlsberg Malaysian Open in February where he held off South African Retief Goosen in the final round. He played regularly on the European Tour this season where he finished 63rd on the Order of Merit with approximately US$387,000 in winnings. The education director, Mr Ashok Desai told The Navhind Times that he had conducted an inspection of the school and met parents and students in connection with the complaint from agitated parents. After ascertaining the facts, Mr Dessai said he had placed the teacher under suspension. Mr Desai said he had visited Sattari taluka to inaugurate the mid-day meal programme this morning and also visited the school to ascertain the facts behind the complaint. He said immediately after the inaugural function, a group of agitated parents and residents of Malpan, Sattari surrounded him and submitted a written complaint against the teacher. The Malpem residents in their complaint alleged that the teacher in question attached to the government primary school has been misbehaving with the female students studying under him. The agitated parents have alleged that their children have informed them that the teacher was asking the boys to go out of the classroom for playing on the ground and thereafter forcing the girls to remove their underwear and touch their private parts. Besides, the parents also alleged that the teacher was a maniac and was threatening to beat the girls if they complained against him to their parents. The whole incident came to light, Mr Dessai said, when a student of Class III refused to visit the teacher's residence on November 10. The girl had informed her parents that the teacher had called her at his residence and expressed the fear that the teacher would beat her. The little girl also refused to go to school and narrated the details about the teacher's misbehaviour with the girls.When persistently inquired by the parents the girl revealed that she was being sexually molested by the primary teacher regularly in the class. Mr Dessai said after conducting preliminary investigation into the alleged sexual harassment to the girl students, he found that the teacher involved was guilty of the heinous crime. Accordingly he said he had forwarded his report to the government.
