EVES TOP AT HSSC EXAM: The Goa Board of secondary and Higher Secondary
Education, Alto-Porvorim, declared the results of higher secondary
examination conducted in March-April this year, with overall 78.31 per cent
students passing in the whole category in Arts, Commerce, Science and
Vocational streams. Once again, girls have fared better than boys. In all
11,039 students had taken the examination, of which 8,600 passed. Results

GOAN FALLS PREY TO AL-QAEDA BULLETS: A pall of gloom has descended on the
family of late Joe John Fernandes at Panzorconi, Cuncolim. John was the lone
Goan, who fell prey to the Al-Qaeda's bullets on the Saad Corporation in
Saudi Arabia. Devastated by the news of John's brutal murder by the
terrorists, the world has suddenly grown pitch dark for this wife Lydia and
son Joritton. Late Joe had worked in Bahrain for 18 years for the Ramada

MOTHER-TONGUE CAN BE MADE MANDATORY: SC: In a significant judgement, the
Supreme Court has ruled that if a government decided to make the State
language a compulsory subject in the school syllabi, it cannot be said to be
violative of the fundamental right of the minority community to establish

PROBE IN CUSTODIAL DEATH: The State government has ordered a magisterial
inquiry into the custodial death of a convict (Caitan Figueiredo) in the
central jail at Aguada on May 18. (H)

ALEMAO PROMISES: The newly elected South Goa MP, Mr Churchill Alemao, on May
31, visited Vasco for the first time and heard the grievances of the
fisherfolk, fruit vendors and hawkers. The grievances pertained to
disconnection of electricity supply in the fish market, sopo collection from
the fisherfolk and shifting of hawkers and fruits vendors under one rood.

NO TOBACCO DAY: Several service organisations took out a rally in Panaji, on
May 31 evening, shouting anti-tobacco slogans and distributing pamphlets
explaining the ill-effects of smoking and chewing tobacco. (NT)

MARGAO SEWERAGE: It's exactly four years on May 30 since the sewage
treatment plant was commissioned, but the 7.5 mld capacity plant does not
treat even one mld of sewage. The government's pilot scheme to woo household
owners to take sewage connections at subsidized rates has failed to generate
the desired response. The PWD department had proposed to issue 100
connections on first-come-first-serve basis by charging Rs.2000 per
household or Rs.1000 per flat, when the cost per unit works out to be
Rs.12,000 to Rs.15,000. (H)

MAN MISSING: Mr Agnelo Cistode Faria (45), a resident of Cansaulim, has been
reported missing since May 28 alongwith a Kinetic Honda scooter. His wife,
Mr Julia, lodged a complaint with the police. (NT)

SEWAGE IN OPEN DRAIN: Continuous flow of sewage from some toilets into an
open drain in a residential area of Guirim (in Bardez) and the finding of
high proportion of enteric bacteria in the samples of the wastes, has raised
apprehensions of a major health problem among residents. (GT)

PARENTS DEMAND: A memorandum has been submitted to the Chief Minister by
some parents demanding postponement of the Goa common entrance examination
scheduled for July 17 and 18. They have said that the announcement has come
too late causing worry and anxiety in the minds of the students and parents
over admission to engineering and pharmacy. (H)

UGUEM'S WATER WOES: Despite the onset of the monsoon season, villagers
residing at Ponsamoll ward of Uguem panchayat are still made to suffer in
terms of drinking water supply. With the public taps running dry, villagers
of the remote ward of Uguem depend solely on the water tanker that supplies

Cecil,
I am shocked and stunned with your claim that your
very young sons may have more experience in these
matters than me. While it "may be true"(*) that I do
not partake in these activities as often as I should,
I still do have a few decades of practice "under my
belt".
(*)I do not wish to be categorized as non-practicing
by the guardians who claim to be practicing, but whose
actions (or lack of) suggests otherwise.

The question of when an individual should begin
practicing along and the corresponding role of the
parents in initiating this activity is an interesting
topic. Interestingly, the church thinks children
should begin very young, i.e. immediately after
baptism. I think it is better if a child abstains from
practicing till they are better developed to be able
to perform their tasks and better able to take
responsbility for their actions. 

As an example, when I received my confirmation at a
tender age of 10(?), I was told that I was now a
"defender of the faith". However all I had at this age
was toy guy that just fired a lot of blanks.

You point about altar girls highlights very
interesting regional differences in the church. In
N.America for example, it seems that easy access to
altar boys are a preferred perk for many priests. It
totally blows me.

I am surprised that goanvoice.ca has  added the

John D'Souza didn't ask me to review the show for his
website, so such a disclaimer is not necessary. So,
what "does not necessarily reflect the views" mean in
this context?
At least John D'Souza could have informed me and
sought my permission to carry the disclaimer. The
piece was sent to goanet and so all who get the
goanetters who get the goanvoice.ca are aware of it.
John should stop playing smartass. If he has no guts
to carry the critical review, then he should leave it
out. John is not doing me a favour by carrying my
writings.
I have learnt that he asked someone in the Toronto
community to cover the tiatr for goanvoice.ca but
obviously the person didn't oblige.John could himself
attended the tiatr and covered it.
Henceforth, I do want any of my writings to be carried
in part or full by goanvoice.ca if they are sent to
goanet mailing list or even from any other source.

Voicing displeasure over hurriedly taking up various projects
for hosting the International Film Festival of India in Goa, the
participants in the interface programme with the state government
officials suggested postponement of festival by one year so that
all necessary infrastructure could be build.
The non-governmental organisations also demanded that the
Goa State Infrastructure Development Corporation, which is the
premier agency creating the infrastructure projects be brought
under the purview of the Goa State Information Act.
The NGO representatives grilled the authorities over keeping Goan
architects away from the IFFI-related projects and asked how
architects from outside the state, engaged in the projects, would
be able to give Goan ambiance to the projects being created,
especially the multiplex.
Organised by the Jaycess Zone XI at the Institute Menezes Braganza
Hall, here, this morning, the representatives of the NGOs said that
they are not opposed to holding IFFI in Goa but expressed displeasure
over hurriedly taking up the projects. They felt that the government
could build the necessary infrastructure by taking the people into
confidence and hold the IFFI next year instead of hurriedly completing
the projects.
The GSIDC, an agency engaged in creation of infrastructure projects,
has displayed models of few projects and also gave presentation on
infrastructure that are being created.
The state government team led by the secretary (information),
Ms Jayashree Raghuraman and the managing director of GSIDC,
Mr Rajiv Sen explained about the infrastructure projects being
created in Panaji.
While Mr Mangesh Prabhugaonkar gave a presentation on the
renovation of Kala Academy's complex and explained about
how effective IFFI-guideline could be planned at the complex.
During the interface, the NGOs representatives, Ms Patricia Pinto,
Mr Anand Madgaonkar and Mr Rajan Narayan led the protest by
posing a volley of questions to the government authorities. Ms Pinto
demanded that the festival needs to be postponed for one more
year so that all necessary infrastructure could be completed.
Ms Pinto said in spite of being the councillor of the Corporation of
the City of Panaji, she was kept in dark over the ongoing projects
in city. Besides, she said the mayor, Mr Ashok Naik was also
unaware about what was happening in the city.
Ms Raghuraman replying to a point raised Ms Pinto informed that
the mayor was one of the member on infrastructure core committee
while the commissioner, Mr Sanjeet Rodrigues was nodal officer
of the IFFI-related projects. She solicited the cooperation of the
people for completing projects and assured to provide all information.
Stating that the IFFI would be a big boon to Goa, Ms Raghuraman
said it would help to attract investment and boost tourism. She also
explained how Delhi was developed after the Asiad held in in 1982.
She said Cannes was not developed overnight, but over a period
of 56 years and added that states like Kerala and Andhra Pradesh
are eyeing on IFFI due to the commercial angle of the project.
However, she said the international community prefers holding the
IFFI in Panaji due to the similarity of Cannes and Panaji, as both
cities are situated on river bank.  Ms Raghuraman urged the people
to cooperate to make IFFI success.
Mr Rajiv Sen clarifying on a point that Goans were being kept in the
dark said that the GSIDC had recently kept all drawings and models
of IFFI-related projects at the GSIDC office for public viewing but
very few people turned up to seek information. He expressed
confidence that all IFFI-related projects would be completed by
mid-November.
The engineer, Mr Raghunath Dhume, one of the panelist said that
though the CHOGM held in 1982 lasted for two days but this had
helped the entire coastal belt to develop. He said the IFFI would
help in the development of Panaji city.
Mr Prabhugaonkar in his presentation on Kala Academy's renovation
plan explained how the renovation and restoration work will help the
academy after the film festival. The Kala Academy will have most
advanced screening facilities with DVD projection system and it
will also have state-of-the-art services of air-conditioning, fire fighting
and acoustic system as per international standard. The riverside
restaurant of the Kala Academy will be upgraded to cater to more
than 1,000 people.
Mr Anand Madgaonkar suggested the need of transparency in
preparing the estimates and finance availability to construct the

The Panchayat Raj Act, 1994 was formulated to provide a platform for
the villagers to participate democratically in the decision making
processes on all issues pertaining to the development of their village.
However, the elected representatives of the panchayat, instead of
concentrating on the development in the village, have instead engaged
in power play.
As a result, the panchayats have degenerated into a source of amassing
wealth and no-confidence motions against sarpanchas and deputy
sarpanchas have become a regular feature.
The Socorro panchayat is one such case, which has seen many sarpanchas
and their deputies at regular intervals.Two groups — Mahanandu and Lobo
— have controlled the Socorro panchayat since the past two years.
The Mahananda group managed to secure majority and took charge of
the affairs of the Sucoror panchayat on January 31, 2002, which has
9 members. Mahanand Asnodker was elected the sarpanch.After a
period of one and half years Sarvesh Naik and Anand Manjrekar deserted
Mahanand Asnodker group and joined the Lobo group.
Sarvesh Naik then became the sarpanch and Dittosa Lobo,
wife of Agnelo Lobo, became the deputy sarpanch.On April 6 this year,
Sarpanch Sarvesh Naik, Anand Manjrekar, Shubhangi Kambli,
Soniya Asnodker, Nayani Asnodker and Chandrakala Sakhalker
moved no-confidence motion against Dittosa Lobo, on grounds that
Lobo was creating obstacles in the developmental work.
BDO Mapusa convened a meeting on April 13 to discuss on the
no-confidence motion, but Lobo submitted her resignation prior to
April 13. For the selection of new deputy sarpanch, a meeting was
called by BDO on April 30. Since there was no opposition,
Chandrakala Sakhalker got elected unopposed. Ironically on the
same day and in the presence of BDO observers, five members —
newly elected deputy sarpanch Chandrakala Sakhalker, Dittosa Lobo,
Soniya Assnodker, Nayani Assnodker and Rajendra Shirodker —
moved a no-confidence motion against sarpanch Sarvesh Naik.
Mahanand Assnodker group and Lobo group, much to the surprise
of all villagers, joined hands to oust Sarvesh Naik.The BDO then
convened the meeting on May 6 to discuss on the no-confidence
motion. However, Sarpanch Sarvesh Naik submitted his resignation
on May 5. At present, the post of sarpanch is vacant.
 “Due to infighting among panchas, the development of village has
come to standstill. The BDO should now step in and dissolve this
panchayat and hold fresh elections,” insisted Francis Rebeiro,
a resident of Sucorro village.
Convenor of Socorro Civic and Consumer Forum Valentine Coelho
echoed similar views. “This instability is going to halt the development
of the village. The villagers are tired of this politics. The government
should therefore dissolve this panchayat and order fresh elections,”
remarked Coelho.

are a wonderful source of humorous material and should
be used at every opportunity. 

Lino Baptisto Dourado is one such person who uses his
imaginative writings and poetry, and can transport you
to glorious heights and make you laugh  as you read

TWO GOANS AMONG DEAD IN SAUDI: Two Goans figure in the list of victims in
the Al-Qaeda attack episode on a luxury housing complex in the Saudi Arabian
city of Al Khobar. Their names are given as Joe Fernandes and Charles
Clethens Carlos. While Lawrence Gregory Monice from Mangalore, one of the
eight Indians, was killed in the cross-fire between Saudi security forces
and the militants, the other Indian nationals were gunned down by the Al
Qaeda operatives, sources in Saudi Arabia said. (PTI report in Herald)

JOE FERNANDES: While Joe Fernandes hailed from Comba Central, Panzorconi
Cuncolim, no information was available about the other person. Even the
Control Room of the Goa Police was ignorant of any Goan having been killed
in the terrorist hostage drama in Saudi. Till the time of going to the
press, no official information about his death had been received from the
company he was working for. Joe's wife and 18-year-old son are in Cuncolim.
Joe underwent a by-pass operation when he was on leave in Goa some months
ago. It was only a few months ago that he left to resume work in the Gulf.

IFFI DEBATE PUTS GOVT OFFICIALS IN A TIGHT SPOT: State government officials
were today (May 30) put in the hot seat at an interactive debate (organised
by the Jaycees at the Menezes Braganza Hall in Panjim) on IFFI and
infrastructure development where it seemed imminent that time is running out
and Panjim may just be in a big mess before it supposedly hosts IFFI-2004 in

NGOS FOR POSTPONEMENT OF IFFI: Voicing displeasure over hurriedly taking up
various projects for hosting the International Film Festival of India in
Goa, the participants in the interface programme with the State government
officials suggested postponement of the festival by one year so that all
necessary infrastructure could be built. (NT)

GIRL KILLED: Sharad Mangesh parpati (30) died on the spot at Borim when a
truck rammed into a shop. The vehicle later collided with parked Maruti and
knocked down a parked scooter before falling into a nearby nullah. (H)

caught a nearly 2-metre long python at around 9.30 pm on May 30 near the

INDIAN MEDICAL ASSOCIATION: The installation of the Executive Committee of
the Indian Medical Association (Tiswadi Branch) was held at a function at
Marriott Hotel, Miramar, on 29th May. The outgoing President Dr Bicaji
Ganecar installed the new office bearers -- President: Dr Suresh Dubhashi,
Vice President: Dr Ravi Rivonkar; Secretary: Dr Rufino Monteiro; Jt
Secretary: Dr Shyam Talwadkar; Treasurer: Dr Amol Tilve. The incoming
President, Dr Suresh Dubhashi, Director of Vintage Hospital, St Inez, in his
inaugural address whilst thanking the members for giving him the opportunity
to serve in this high post, reiterated his stand to work for the betterment
of the doctor community not only in Tiswadi but all over Goa by identifying
areas of concern like IMA library facilities for doctors in private
practice, simplifying procedures for private blood bank and
forensic/mortuary services, etc. Dr Uday Khanolkar, renowned cardiac
interventionist, delivered a talk on "Hypertension" followed by a question
and answer session. Dr Rufino Monteiro, Secretary of IMA Tiswadi proposed a
vote of thanks.

ST INEZ NULLAH: Goa Action Group in association with Kala Academy, Goa, will
hold a programme on the present status of St Inez nullah at the KA premises
on 5 June on the occasion of World Environment Day. A study with suggestions
for improvement of the St Inez nullah has been done by a lecturer of St
Xavier's College, Mapusa. (GT
