KOZHIKODE, AUGUST 11: Many Kozhikodans love to believe that Vasco Da
Gama won't lose his way if he returns to the city now, 507 years after
his ship famously docked here-the narrow, winding city streets haven't
changed much since.

But Kozhikode is now all set to be declared India's first litter-free
city, tomorrow. Author and social critic Sukumar Azhikode will make the
formal declaration at an elaborate function here.

The only rough patch is, the Congress-led opposition in the local city
corporation has decided to boycott the declaration. They allege it is a
vote-catching ploy of the CPM-led front ruling the civic body, five
months to Kerala's local bodies poll.

The change, however, is for real. Gone are the odious heaps of
fly-infested trash, even the eyesore public rubbish bins. No one throws
garbage out anymore, or need to. Thanks to an initiative that has caught
the fancy of much of the city population, smartly uniformed young women
arrive driving specially designed cargo autorickshaws at each city home,
shop and office every morning, picking up the garbage. Every home has
been given two covered containers-a white one for plastics and other
non-biodegradable wastes, green for other trash.

Together, the 730-odd trained women belonging to local self-help
collectives now handle some 300 tonnes of city wastes, over the 83
square kilometres that this small city straddles. They are organised
into 73 different units of ten women each. The city corporation gives
each unit a grant of Rs 1.25 lakh and helps get an equal amount as bank
loans, to buy two autorickshaws. Almost all of them are the unemployed
from poorer city homes.

It's not a free service. Each home must pay them a service charge of up
to Rs 30 each month. Shops, hotels and offices pay more. But few seem to
grudge it, except in politically polarised city pockets. ''It is any
civic body's basic responsibility to keep its city clean. It's not fair
to charge people for such a service,'' says Noorbina Rashid, councillor
and a leader of the opposition in the corporation.

But others are happy. ''All 73 units remain comfortably viable a year
since launch,'' says P Venugopal, the corporation secretary. Initially,
the women used to hire male drivers, but not anymore. They drive their
autos themselves.

The city corporation's covered trash trucks relay the collected rubbish
from the autorickshaws to the refuse yard on the outskirts at
Nheliyamparamba. A private company, Poabs Ltd, then gets down to turning
wastes into manure at the corporation's refuse processing plant on the
site, while the segregated plastic and non-degradables go to landfill
sites.

The Rs 6.13-crore model solid waste management project is funded jointly
by the Union Ministry for Environment and Forests, the state pollution
control board and the city corporation. Before its kick off in 2004
June, the corporation had managed to rope in local NGOs, officials,
residents associations, trade bodies and others to pledge their support.


Local monitoring committees headed by the respective ward councillors
and nine local members monitor the garbage collection and cleanliness
drive. Hotels and the trade have their own street monitoring committees.


''There have been some non-cooperation in some areas, mostly political.
So we are going to bring in adequately hefty fines for garbage throwing,
with a built-in option of designated rubbish drop points in the city for
those wanting to keep off this project,'' says city mayor Thottathil
Raveendran.

The only remaining hitch in cleaning up the city, the Mayor claims, is
finding a site to house the city's Rs 50 lakh night soil disposal plant.
Its attempts have been meeting with stiff local resistance everywhere.

I never missed Vasco Saptah while I was in GOA but now I am missing it for the 
last 12
years.

As a child, I even remember eating freshly squized/made 'Jellobies' right in 
front of you
ans served fresh and hot.

Here, every time I go to 'Southall' popularly knows as Mini Bombay of London, I 
see shops
selling/displaying Indian dishes including sweets like jelebies etc.

It seems, those days Bakrabab (landlords' sons) took advantage of young girls 
from their
mundkars etc. 

Also, it also seems, upto to 1961, the 'PAKLE' (Portuguese Whites) were also 
after young
Goans girls or women. And hence they took advantage too.

I wonder, in absence of any contraceptive pils, condoms, abortions etc how it 
was
possible to play with girls those days ? Can any one throw some light ??

As for PAPAs, they are traditionally very strict with their children this is 
true even
now.  If Papa (father) does not like his daughter's boyfriend the answer to 
their
marriage is definetly 'No'.

Would be wrong to criticise the person who initiatied this celebration , as 
the concept is unifying Goans from every corner of the world . But we should 
not forget , no doubt there is a lot of hype for this day but think it for 
yourself is everyone celebrating this day because others are celebrating, or 
we too want to be on the list or are we celebrating it bearing in mind that 
should any Goan family , or a Goan be it an individual or a group require any 
help be in employment, domestic, or in any aspect or respect helping him or 
her they or them when in problem be in Goa or abroad that GOANS will always 
help each other ? Or is it just fiesta/siesta  day carrying no meaning or 
spreading the true meaning of this day?
 
Once again don't misunderstand me on this day its a great event to be 
celebrated by each and every Goan and its a must, but not only for fun but it 
carries and should carry a thoughtful message of helping one another at all 
critical times.

Hello Evanglisto

You are right when you say Roman Catholic Church is Universal, but than when
it has its main books in the church in Roman script, I feel the church
should have supported the Roman script right from the beginning, but no, it
too succumbed to the sweet talks of the then government of Goa and Imposed
the devanagri to the students who might never use it in their day to day
conversation nor ever after. It has benefited only the people who earlier
opted for Marathi, and now for devanagri. Its never too late for the church
to start the support for Roman Script.

I don’t know if you listen to the short program on doordarshan in Konkani, I
bet more than half the words will fly over the head. Now that is devanagri.
Now go to any Konkani drama amche tiatre, and you will relish each and every
word, now that is because its roman Konkani a much easily understood
language. I once saw the Konkani movie which came from Mangalore, name I
think was Mog ani moipass, and believe me I was completely lost as most of
the language was flying over my head. I could understand only the songs as
they were broadcasted on our radio many a times. Songs of Wilfy remimbus (
hope the name is correct)

What is the use of a language if it is not understood?

STARTED FROM 11TH  AUGUST


The port town of Vasco is the scene of perhaps the biggest festival in Goa in 
terms of sheer number of vendor stalls, the crowds and the duration of its 
celebration. The Saptah is celebrated in the month of Shravan as per Hindu 
Calendar, is the only big festival in Vasco.

The word Saptah literally means seven days and the festival actually lasts for 
a week, although the stalls selling various items linger on for more than 
fifteen days. The festival which is more than a hundred years old, is 
celebrated in the temple of Lord Damodar in the centre of the city 

Legend has it that in 1898 there was a cholera or plague epidemic in the city. 
With the health facilities at the time being quite poor, the local residents 
turned to Lord Damodar, an incarnation of Lord Shiva for help.

The residents of Vasco went to Zambaulim temple (near Margao) of Lord Damodar 
and brought a coconut as prasad to be installed for worship in Vasco. The 
initial installation was at the Old Mata High School. 

As luck would have it, their prayers were successful and the epidemic died out 
once the worship began. 

A leading business of the time, donated a part of his residence premises to 
install the idol of Lord Damodar. This make-shift temple is the centre of the 
celebrations and remains attached to the original house even today. 

The Saptah starts with the main pooja being offered at the Old Mata High 
School, from where the anointed coconut is taken out in a procession to the 
Lord Damodar temple. The coconut used for the previous year is taken in a 
procession around the city and then released in the sea at Kharewada.

A specially selected person carries the sacred coconut. Along with him, a 
troupe of dancers goes around the city visiting the residences of prominent 
citizens. The performance of the troupe is called as Gopalkala by the locals 
and is a sight to behold in the pouring rain. The dancers are also drenched by 
water thrown by the people from the houses they visit.

After the immersion of the old coconut, the people return to the temple and 
anoint a new coconut amidst singing of bhajans (devotional songs). The bhajans 
continue uninterrupted for 24 hours.

A glittering ceremony takes place at night with specially decorated tableaux 
coming from various wards of the port town. These are known as 'pars'. People 
come here from all over the state to watch the parade. 

There is also a cultural programme at night with devotional songs for which 
wellknown artistes perform. 

The temple is located on the main avenue of the city, the Swatantra Path, and 
the biggest crowds are seen here. Consequently, the entire main road is closed 
for traffic for the seven days of celebration. 

All along the roads and bylanes of the city of Vasco, the vendors put up their 
make-shift stalls. The vendors come from all over India to sell everything 
from trinkets and toys to furniture and the latest in fashion. 

The usually drab and sedate port-town wears a festive look with gay 
decorations and huge, noisy crowds visiting the temple and the stalls 
throughout the week. Cultural programmes are also held during the weeklong 
festival .

I feel convinced that the Govt. of Goa has at last, got it right, in the 
matter of selecting a Mass Transit system, to connect the many urban and 
popular places in Goa. This is a correct decision as compared to the 
earstwhile BJP cummunal Govt. going in for the Konkan Rly Sky Bus project.


To think that the BJP Govt. actually paid and subsidised the Konkan Rly for 
trial building and experimenting with this idea of Sky Bus, is a misnomer! 
That was nothing more than a sly diversion of funds from Goa's meagre 
resources. It makes me wonder where the huge ammounts budgeted have gone. 
This surely begs an Inquiry! Even from this distance, I can say that the KRC 
people involved in this project were not technologically up to the planning 
and execution of the project. They did not have basic safety interlocks 
embeded in their control stratergies and yet went in for trial runs! What a 
disgrace! When I visited Goa in November/ December last year, I found the 
Trial Demo Track outside Madgaon Rly Station, a monstrosity; it occupied 
more ground at street level then up above and looked so ugly, that it could 
well be considered an Environmental Tragedy! So much for Parrikar's IIT-ian 
or monumental stupidities!


Monorail Systems have been built and installed as: 'Straddle Beam' and 
'Suspended' types. The Monorail can be at 'Grade Level', below Grade level, 
thru subway tunnels or Elevated. It's that versatile.


Monorail is environmentally friendly, (run on rubber tyres and) 'Quiet' and 
non polluting when run on electric power; It is the most aesthetically 
pleasing of all elevated transit systems! No derailment and or accident 
possibility with surface transport; and most of all, the case is made for 
Monorail, since it's already proven, cost effective, as well as SAFE! Also 
commendable is the comparative ease of installation!


The GOG is commended for this decision; however the backward, incompetent, 
outdated and ineffecient Civil and Construction Engineers and Firms, in 
Goa/India should not have any part in the implementation of the project 
other than land procurement and power being made available.


Even the New Delhi Monorail project is being given to MTrans of Malaysia, 
who will work with IRCon, the Rlys unit; since they have a success story in 
K Lumpur. In KL and in their new Capital City (Projected) of Putrajaya, 
MTrans is engaged in the manufacture and installation of the entire system! 
MTrans Malaysia is also bidding for the Seattle Project which is in some 
sort of trouble. Metrail UK, I believe is biding and earnestly engaged with 
a similar project in Bangalore!


The first Monorail system was installed on the Tokyo Haneda route at the 
time of the Tokyo Olmpics, in 1964, connecting Tokyo with the new Airport 
and the Olympics Venues! Since than, Monorails have been installed and 
expanded in Sydney, Bangkok, KL, Dortmund UNI and Dusseldorf in Germany, in 
differing styles, to suit! Newer projects are also being thought of, for 
China and more and more places in the USA.


BOOT is not suitable for Goa, as once the sys comes into Goa maintenance and 
operations, the failures and non operations will become unbearable! Just 
like the erratic power supply and the surface transport, in Goa! So BOOM in 
preferable and should be the way to go!


For that matter, the Power Supply operations, and all road planning, 
construction and maintenance, in Goa should be immediately privatised to 
competent proven units on a BOOM basis. Of course these matters should be on 
a 'WAR FOOTING' or else Goa will fall further behind in Modern Living; and 
will have to be satisfied in susegad 'olden times lfestyle' nostalgia of the 
19th century!


Come on GOG and Goenkars, be smart and modern in outlook and work practices; 
and then go for inviting Tourists, International and National. The Tourists 
and NRIs and PIOs aren't getting value for the dollar! And more importantly 
the residents are suffering on account of the incompetency of the 
authorities. How sad! Sorrowing lies my Land!

[Goanet]DELIVER US FROM BAD GOVERNORS

The recent well founded observations by the Supreme
Court on the controversial dissolution of the Bihar
assembly should be an eye opener not only to Bihar
Governor Buta Singh but to all Raj Bhavans. It is
expected that the Supreme Court will rap the knuckles
of the Bihar Governor and the Central Government hard
enough to ensure that the pains are felt for some time
to come.

We cannot blame Buta Singh. How can a person, most of
whose life has been submerged in politics, be expected
all of a sudden to be non-partisan? Merely because
there was a possibility of horse trading was not a
valid reason to dissolve an assembly whose  MLAs had
not even taken the oath.  The flesh trade may be the
world's oldest profession but political horse-trading
is here to stay. And Goa leads the way. Our MLAs have
taken up the roles of political scientists and have
been inventing the ways and means to meet the
political ends by ensuring that the manner of horse
trading  while circumventing the anti defection statue
holds the test of law.

President Abdul A.P.J Kalam who was in Moscow at the
time of signing the controversial  notification should
have withheld consent and applied his scientific mind
to do some research on the Bihar situation by asking
the Bihar Governor some relevant questions.

In Goa we had Mohammad Fazal who instantly dissolved
the Goa Assembly on 27th February 2002 without
application of mind. He put his signature to the
dissolution in such haste even before the Opposition
parties could reach the gates of Raj Bhavan. That one
signature cost the Goa exchequer crores of Rupees by
way of a mid term poll.

Maybe Mohammed Fazal will reflect this while he pens
his memoirs from the retirement mansion in which he is
now living and ideally located just a kilometre away
from Goa's Raj Bhavan. I sometimes think that Mohammad
Fazal should have been gracious enough to accommodate
in his mansion Kidar Nath Sahani his successor in Goa
who cried poverty saying he had nowhere to go when he
was booted out of Goa's Raj Bhavan.

The time has come to review the way our Governors are
appointed. Today when the people's trust and faith in
politicians is very low, it is imperative that we have
non-partisan Governors of the highest repute to
safeguard the interest of the common man when the
politicians slip.

Governors cost the taxpayer a very sizeable chunk and
cash-strapped India cannot afford to support and
encourage rubber stamp Governors who hesitate to
perform duties as enshrined by the Indian
Constitution.

One suggestion would be that the President of India
should have an advisory panel to suggest a panel of
names that could make it to the helm of Raj Bhavans. 

The advisory panel could be comprised of the Chief of
the three wings of India's defence forces, Chief
Justice of the Supreme Court, Governor of the Reserve
Bank of India and the Chairman of the Union Public
Service Commission.

May be this would pave for a wider discussion whether
the President and Vice President should be elected by
the collegiate of Governors so that we make sure a
retired politician does not make it to Rastrapati
Bhavan and carry the excess bag age there as some
Presidents have done in the past.

It is time that Governors play a vibrant role in
contributing ideas and vision to cure India's ills. A
Governor's post should not be a retirement gift to a
party loyalist at the taxpayer's expense and the
taxpayer should not be burdened to satisfy the
Governor's whims and desires.

There should be consensus within all parties that
people with skills and administrative acumen be posted
as Governors. Healthy and non-senile retired Judges or
senior officers of the various Administrative Services
and armed forces should be considered to do justice to
the Governor's role.

No government should ever appoint partisan Governors
and a Raj Bhavan should never be used as a place to
emanate the ideology or mission of any political
party.

Governors should not be mere symbolic rubber stamps.
They have a very important constitutional role and
obligation to fulfill. Let us stop making Raj Bhavan a
retirement home and a reward for aged and ailing
party activists.

Former Chief Ministers, Union Ministers and State
Party presidents should never make it to the Raj
Bhavan as they are bound to carry the political stink
and aroma to a high position where the incumbent is
supposed to be non partisan and uphold the
constitutional provisions.

Its time also that the expenses incurred by Raj
Bhavan's come under the scanner of the Chief Auditor
General. With our country never short of natural
calamities every effort has to cutback on unnecessary
and avoidable expenditure. And Raj Bhavans should lead
by example.

In Goa we need all the resources possible to deal with
the very serious garbage crisis. A problem that should
have been attended to two decades ago. But those in
power for selfish reasons preferred to focus on
converting Goa's greenery and fields into concrete
jungles. And

Greenville's runway currently is 4,200 feet long.

Most insurance companies require 5,000 feet to accommodate jets.

Recently we were told that the plan was for a 6000 foot runway at Seabird.
It should go full steam ahead for the airfield there and shift the training 
of Sea Harrier and
MIG-29K pilots out of Dabolim. If terrain is a problem then blast the 
hills.

It would be in a good cause.


I second this appeal, in right earnest. it's time for the Naval Air Wing to 
'Walk' from Dabolim, and walk towards Seabird and strenghten the Defence 
Operations there. Why should the AAI be burdened with Mopa, when they can 
expand and modernise Dabolim for a song; Let the Navy walk, and let the 
Maharashtra Govt. have this airport somewhere in Ratnagiri, if they have to, 
and keep Pernem etc for Goa's other needs.


Then there is my Challenge to the Navy proper to refloat the m.v. River 
Princess and prove their mettle, or train for these capabilities, like all 
great Navies do. Will the Navy do it? Why not?

officiated in the match, were done in by a goal by former captain Esala  
Masi which turned out to be the match-winner.


Masi is the most experienced player in the Fijian line-up, having played  
in Malaysia and in the Australian League, for Wollongong and Newcastle.


The home side, comprising players who have figured in the Australian and  
New Zealand Leagues, is placed 10 spots below India (131) in the FIFA  
rankings.

leadership of  Deborah Santamaria will be celebrating
World Goa Day on 20th - 21st August. 

This would be our way of showing solidarity to Goans
around the world. Last  year we had 150+ members and
guests in attendance. And this year we have 
200+ The idea of celebrate our heritage, culture,
traditions, music and  cuisine and most of all our
language KONKANI is a great one. It should not be
forgotten that World Goa Day came into being to honor
our Konkani  language we can do it by learning and
speaking it in public. Credit  goes to  Rene Barreto
who in 2000 relentlessly work hard with a few
co-coordinators  for revival of our Mother Tongue
Konkani and as you can see this forum  which began
with just a few has increased tremendously because we
did not  work as an individual we worked as a team and
therefore together we have made a difference.  
We as Goans are proud of the many important values 
we  possess, and World Goa Day gives us an opportunity
to celebrate and share these rare values with the
various communities around the world.

City-State Dilemma. It takes off from the recent INDIA TODAY report on The
State of States, a survey of the quality of life in Indian states including
Goa.

Some notable excerpts from the HERALD article:

Goa's closest competition in the INDIA TODAY report comes from Delhi

 [Goa's] small size and decent, though outdated, communications network
give it an unusually interconnected character

Our state is victim to unchecked urban sprawl

Tourists and expatriates are colonizing the coastal strip

It concludes thus:

 Goa is somewhere on the path to becoming a fully fledged city-state ...
but still acting like a tin-pot banana republic!

How to imbue our leaders with the citistate perspective so that it is
realised de facto even if not de jure (at least to begin with).  Our
overseas cybergoans (OCGs) may have an important role to play in
propagating progressive rather than anachronistic ideas in this regard and
take domestic cybergoans (DCGs) along.
