Apparently stung by the criticism of the ruling coalition showing mere lip sympathy to the genuine demands of the Roman Script Movement and followig the hectic lobbying which took place yesterday by this writer and another member Cosma Fernandes of Dalgado Konknni Akademi the INC MLA from Pernem Constituency Mr Jeetendra Deshprabhu took up the issue of demands made by the Roman script Movement this afternoon 30/8/2005 on the floor of the Goa Legislative Assembly while replying to the debate on Demands for Official Language. Almost being non committal to the first demand viz; equal status for both Devnagiri and Roman script to be introduced by an amendment to the Official Language Act 1987, Mr Jeetendra left it to his Government to examine the social and political implications of this demand while also admitting that the Government was sensitive to the aspirations of a section of the Konkani Roman script writers tiatrist etc who had nurtured the script for almost over four centuries. He said that there were several scripts like Kannada Farsi Devnagiri and Old Modi script which were kept alive and attributed the flourishing of these scripts to the people who used such scripts. Abbreviating the thirteen point demands viz; DEMANDS OF ROMAN SCRIPT MOVEMENT 1. Goa Government should give equal and official status to Konkani written in Devanagari and Roman scripts. Amend the Official Language Act,1987 2. (c):Konkani language means Konkani language in Devanagari and Roman scripts. 2. Recognize Dalgado Konknni Akademi (DKA) as the official NGO of Konkani in Roman script and give grants 3. Appoint the president of GKA from the Roman script group. 4. Amend GKA Constitution to include a nominee of Dalgado Konknni Akademi as ex-officio member of GKA. Give equal representation to Devanagari and Roman script among the three nominees of GKA 5.. KA should be ordered to give awards to Roman script Konkani writers, and extend to them all other projects and schemes 6. Kala Akademi must give Gomantak Sharada Puroskar to Konkani Roman script writers 7. Kala Akademi should promote cultural forms of roman script Konkani. 8. Name new theatre for the performing arts in Fatorda in honour of Late João Agostinho Fernandes, popularly known as Pai Tiatrist. 9. Govt. must promote tiatrs mandos deknis etc 10. Govt.should publish books both Devanagari script and Roman script. 11. Lessons from Roman script Konkani must be given equal represetation without changing the language and style.Syllabus should include Konkani literature written in Roman script. For college and post graduation 12. Konkani has two representatives in Sahitya Akademi, New Delhi.Of three names Goa Govt. sends to Sahitya Akademi as its nominees. Include names of Devanagari writers and Roman script writers by turns. 13. To promote Konkani films the Govt. must establish a separate board withequal representation of artists from both scripts. ### in a nutshell he pleaded with the Government to ensure that no stepmotherly treatment be given to the Roman script but to ensure a healthy growth of the script alongside the Devnagiri script in the State. Another member the Deputy Speaker Ms Victoria Fernandes in an emotive appeal also requested the Government to be sensitive to the demand for Roman script. She explained at lenght the injustices meted out to the Konkani Roman script referring to the demands as genuine and long felt need. She was confident that the Government would evolve a consensus at the earliest and ensure that due safeguards be given to this demand. Later summing up the discussion in his reply to the debate, the Chief Minister Mr Pratapsing Raoji Rane of INC holding the portfolio of Official Languages agreed with the demands raised by his colleagues Mr Jeetendra Deshprabhu and Deputy Speaker Ms Victoria Fernandes the Santa Cruz MLA and assured the House that his government would not do everything to safeguard the sentiments of the Konkani Roman script Movement but did not commit to an amendment as of now. The House finally passed the Demands for grants for Department of Official Language A noteworthy observation was that during the discussions on the Roman script the coalition partners Dr Wilfred A De Souza of the NCP the Minister for PWD Mr Sudin Dhavlikar of the MGP and the Leader of the Opposition Mr Manohar Parrikar BJP and other BJP MLA's were present. The Goa Pradesh Congress Commitee President the MLA of Ponda Mr Ravi Sitaram Naik was also present. But all appeared sympathetic to the demands of the Konkani Roman script movement. Hi Godfrey, Please advise on whether there is the support from the erstwhile CM Manohar Parrikar and his party for Konkani in the Roman and Devnagiri Scripts. As an IIT-trained engineer and member of the elite club of IITians who are admired the world over, he should realize the tremendous potential economic impact on Goa of giving official status to Konkani in the Roman and Devnagiri scripts. Therefore he should support the movement which gives Goa a rather unfair advantage when it comes to enhancing tourism (such as in Hawaii) or attracting outside business/investments such as in other countries which have adopted the internet compatible Roman script. If he doesn't support this movement, he might as well be stripped of his IIT qualifications (if there was a way to do it for non-practicing engineers / politicians). If Rane is waffling over this issue and Parrikar and his party supports it, then the Rane Govt should be voted out and Parrkar should be the Chief Minister ! If parrilkar and his party does not overtly and covertly support this movement, then he should be sent into retirement from politics - We need technocrats who see the bigger picture for the greater good of our beloved Goa - we do not need the the B**-B** Goans from either the pro-Marathi lobby or the old sacs with the Aao Portuguese type pride and prejudice ! To show his testicular virility (aka to show that he has the b**lls to support the Roman script), I also urge Manohar Parrikar to start a movement to promote Marathi in the Roman script and give Maharashtra a similar edge over other states in attracting outside tourists, investors, businessmen(who BTW are typically more entrepreneurial and not Maharastrian), as compared to the rest of India. This would also be supported to the hilt by the younger generations of the overseas Marathi diasporaand who knows with the tremendous gains made by the pro-Roman script movement for Konkani and Marathi in the Roman script, in Goa and Maharashtra respectively, Manohar Parrikar may be the first Goan and the first IIT-educated technocrat to become Prime Minister of India ! SPORTS EVENTS ORGANISED FOR MPS - Ministry of Parliamentary Affairs today organised a sports programme for Parliamentarians. This is a continuing feature during sessions of Parliament. Three categories of games were included this time, namely, three-legged race, musical chairs and kho-kho. 42 MPs from both the Houses participated in the events held at Jawaharlal Nehru Stadium. Seven teams took part in three-legged race, 4 in kho-kho while there were 16 participants in the musical chairs event. Two teams shared the 1st prize in the three-legged race. These consisted of Shri Sripad Naik Shri Vanlal Zawma and Smt. Ranjeet Ranjan Shri M.M. Pallam Raju. IInd prize went to Shri V. Narayanasamy Shri Basudeb Barman while the IIIrd prize went to Col. G. Nizamuddin Shri Santosh Bagrodia. In the musical chairs event, the first prize went to Shri Tarlochan Singh whereas second prize went to Shri E. Ahamed and the third prize to Shri Madhu Goud Yashki. In kho-kho, the first prize went to the team of Shri M.M. Pallam Raju, Shri Ramswaroop Koli Shri Balashowry Vallabhaneni; the second prize went to Shri Naveen Jindal, Smt. Sania conquers Washington August 30, 2005 02:31 IST Sania Mirza got off to a winning start in her first appearance at the US Open, beating Mashona Washington of the United States in a hard-fought contest at the Grandstand in New York, on Monday afternoon. The Indian ace, ranked 42nd in the world, clinched a 7-6, 6-7, 6-4 victory after 2 hours and 12 minutes. Sania got off to a flying start as she broke her American opponent in the first game of the match, but couldn't capitalise on the advantage. Washington grabbed back the break in the fourth game as Sania double-faulted. The break seemed to have given the 29-year-old some momentum as she broke again in the sixth to lead 4-2. However, Sania displayed some great fighting spirit in the ninth game to break back and reduce the deficit before holding. Both players then held service as the set went into the tie-breaker. It was Washington yet again who gained the initiative in the tie-break as she had two set points, but the 18-year-old Indian thwarted both and went on to win the tie-breaker 8-6 and take the first set. With the first set in her kitty, Sania played more confidently in the second set. She effected a crucial break in the fourth game as Washington double-faulted to take a commanding 3-1 lead. But then she gifted her opponent three break-points, and committed her fifth double fault, to hand back the break to Washington. Sania's confidence seemed to deserted her mid-way through the second set as she lost eight points in a row allowing Washington to level at 3-3. The American then broke to take a 5-3 lead, but then suffered a bout of nerves while serving for the set at 5-4. Sania took advantage to level the set at 5-5 which drifted into the tie-breaker as casual errors crept in from both players. Washington levelled the match, winning the tie-breaker 8-6. With both players tiring, quality play was at a discount in the third set. Sania broke in the first game, but was then broken in the sixth as the match once again was in the balance at 3-3. With so many unforced errors, it became difficult to guess a winner at this stage. But Mirza regained her composure to take an important break in the ninth game and establish a 5-4 lead. She saved a few break-points in the tenth to win the set 6-4 and wrap the match. Sania will face Maria Elena Camerin, who shocked 21st seed Dinara Safina 6-3, 6-3, 6-3 in another first round match. I have read the two passionate postings of Miguel with regards to the acquital of the two boys of Goa College of Art on the rape charge. In particular I am refering to: Goanet Digest, Vol 1, Issue 2350, subject: Defence of the acquited, and Goanet Digest, Vol 1, Issue 2356, subject: Sour G'rapes: No Mercy. Since the points raised by Miguel have not been contested, I am presuming that they are correct. I reside in Mumbai, and so I have not read the newspapers from Goa. But, if what Miguel is saying is correct, the people of Goa really do have a problem since they are getting information which are not based on facts, and are covered according the biases of the journalists and not reporting events as they happened. In particular, Miguel writing about the difference between the Marathi press (which, in this case at least, Miguel says reported the facts as they are) and the English press is quite frightening, considering that people who visit Goa from outside, and do not read Marathi, will carry a completely false picture of what is happening. Pratap Naik's Konknni and Romi Lipi provides interesting insight into the new Roman Script Movement that the Thomas Stephens Konknni Kendra (TSKK) has been spearheading. I hadn't read it before I sent a few posts on the subject of Konknni and Roman script to this forum. I had made a mention of Prof. Antonio Fernandes, but I must admit that I forgot his first name, Joaquim. The article mentions the author of Konknni Nad Xastr and credits him for stressing the need to write Konknni in Roman script within grammatical rules. Naik points out that the Fernandes's orthography lacked the method to show certain Konknni phonetics as well deficient in some ways (I admit I don't what the exact English word for unneponn). Trends in linguistics change, and language is an evoling medium. It seems the new Konknni Roman script released by the TSKK redresses the defenciency in Fernandes's grammatical rules and description by adding ~ and ^ symbols to emphasize stress on nasal sounds and certain vowels. If these two additions don't seem to mean much to Konknni syntax, except that they are phonetically important to capture the peculiar Konknni words. That Konknni is spoken differently, as much as English is spoken differently in different parts of the world, makes one wonder which of the Konknni word, say, in Bardez or Salcette Konknni, would be the right-sounding word. This debate is best for sociolinguists, and I am not sure who are these people in the Konknni-speaking world. If I can go back, I think Prof. Rocky Miranda was doing some research on the Konknni language. I would be glad to know from anyone on this forum or from elsewhere what was Miranda's area of research and if anything resulted from his research. Since TSKK has taken up the challenge to get government approval for Roman script Konkani, I am bit surprised as to know where protaonists of this new movement were all these years since Devanagir Konknni was accepted as an official language. It has been remarked on this forum that the sudden change of TSKK's direction vis-a-vis Konknni script has taken some of us by surprise. I am not aware if there were efforts to get the Roman script during the time when the reins of the government were in the hands of Christian chief ministers, since it's largely the Christians who are demanding this script. Goa also had the outgoing president of the Dalgado Konknni Academy, Tomazinho Cardozo, as speaker. Now that the leaders of the RSM are seeking to get an amendment to the Act and are pleading with MLAs, what made them sit tight all these years? I may not be far off the mark when I say that the TSKK itself took a back seat in pushing forward the Roman script. Did the TSKK came upon their own road to Damascus? I remember going to the TSKK, when it was located at Mira Mar, and asking for a Konknni grammar in Roman script but was told that it didn't have any, and if I could have the Devanagiri one. Though I know how to read Devanagiri, having studied both Hindi and Marathi at school, I was not keen on gettting it. Since I had grown up reading Udentichem Neketr and later Goa Times, Goa Mail, Ave Maria, Cine Times, and Goan Sports Weekly, I was, and still am, familiar with Roman script Konknni. I was amazed at the difference in the Konknni that each paper wrote. It frayed my mind to read the different versions. Even now, the Konknni of V. Ixtt, and of Gulab, and The Goan Review different to some extent. I find the Konknni of V. Ixtt to be Sanskritized. I am, therefore, taken back when Naik says that the liturgical books of the Goan Archiocese are filled with Sanskrit words, and that the texts don't seem to be uniquely Konknni. I see a clear division among the clergy here. In his opening para, Naik poses a rather uncanny or, perhaps, a rhetorical question that those who can't talk their own mother-tongue may seem to offend God. While he in concluding para, he states categorically that God won't come down to map out Konknni's future and that we shouldn't wait for Him. Why God comes into this picture is beyond me. I, for one, wouldn't take God's name in vain, even if one wishes to be emphatic in making one's point. At least in Goa, Christians or to be more pointed, Catholics, begin their new ventures or any significant project with an invocation to the Lord Almighty. I believe those in the forefront of the RSM need God as much as they needed him during the Konknn agitation. He says that if those Konknni lovers had fought for equal status for Roman script Konknni in the Official Language Act, the Konknni language scenario in Goa would be different. I am not sure if the TSKK was established at this time. But definitely some of the players in the new movement were present, and probably active. As Naik says, the Konknni Projecho Avaz fooled the Christians involved in that organization. Now perhaps is the time to turn the tables on these cheaters, however late in the day it may seem. Naik himself admits that nothing is achieved

Mumbai Style.:) The mega polis of Mumbai holds many a challenge for the 'rookie' who lands here unaware of the hurdles and challenges that he or she might have to face. A recent incident saw one such hapless victim falling prey to the overenthusiastic nature of Bombay's local train commuters. Bosco our hero, from Goa, wanted to go to Marine Lines, but as luck and trains would have it, boarded a fast train not halting at his destination. He panicked on realising his mistake but by then the local had started moving. Co-incidently another Goan passenger, seeing his plight, decided to come to his rescue. It seemed that he had been commuting by that particular train (6:03 pm Borivili Fast) for the past 6 years and had noticed that the train always slowed down just before Marine Lines station and crawled at a snail's pace while passing through it. He told the fellow Goemcar to jump out of the running train as it slowed down and that with a little bit of fleet-footedness, he would make it safely on terra firma. However, knowing the man's inexperience, he added some words of caution in Konkani: Udi marlea uprant daumvot rau re, na zalear khala podtolo..daumvot rau (Keep running the moment you jump, or you'll fall. Just keep running.) He stressed the word running lest the man not know the laws of motion. The train did slow down just before Marine Lines station and at the prompting of his mentor, our hero jumped out of the train and started running as if all hell had broken loose. What he didn't realise, of course, was that he was running parallel to the train instead of running away from it. Meanwhile, the train slowed down further, so that the man was running faster than the train. In the process, he reached the door of the next compartment and the footboard commuters there pulled him in thinking he was trying to board the train! To his agony, the train picked up speed and sped past Marine Lines and his new co-passengers started to congratulate him on how lucky he had been. Kopalacher ath marun he saidAih Saiba!... and then told them that they had actually undone what he had done with great difficulty. Those standing at the door of his ex-compartment had witnessed the whole drama and just couldn't stop laughing at the poor man's situation, while he grinned sheepishly. Today's HERALD (front page, box): Churchill takes on CM over Mopa talk. This worthy is supposedly on some Defence Committee and has supposedly been raising the issue of the Navy's shift from Dabolim to Seabird for at least the past one year. Obviously no one is listening to him in Delhi or else he would have been able to update us on the thinking regarding the shift now and/or in the future? What is the point of saying that it is for the state government to effect the shift? The state government which is led by his own political party is not even discussing the issue with the military (at least not in the public space)! Mopa has been in the air for nearly a decade. How can Alemao now object to this idea? Sure, there are rules for the separation of two international airports. Why is this not made the basis for pushing for a purely domestic airport for Mopa on an evolutionary basis? The need of the hour is to expedite a shift of military flight training out of Dabolim to Seabird so that civilian flight restrictions can be lifted completely and Dabolim can grow to its full economic potential. Mopa needs to come on stream in a small scale and evolutionary way and not as an international A380 airport with two runways overnight . This way the threat of closure of civilian flights at Dabolim can be obviated. But this goes against the grain of civil aviation airport policy where greenfield airports are seen as the knee jerk solution to conflicts with the military at economically vital facilities like Dabolim. Our energy has to be focused on changing this policy and not spinning wheels unnecessarily and perpetually. The issue is complicated, it needs to be disaggregated properly, solutions have to be developed step by step to reach the overall aim of adequately and consistently serving the populace of Goa by air travel and tourism in this day and age.
