Do you want to make some fast money? Check out 50Connect.com,  a
reputed British internet portal for seniors. They promise a
world-beating return on investment, you can double your money in just
two years. What's more, the investment advisor says in five years I
really wouldn't like to guess how much money can be made,  because
we're talking about a truly marvelous financial bonanza. But we're
told to act swiftly because prices are already climbing,  to go for
it sooner rather than later because opportunities like this are very
rare.

Sound amazing, right? There's more.  Since the investments are in real
estate, you can enjoy your asset even while its value soars. And you
can get a maid for a month for the same price that you'd pay for a day
in England,  and a delicious meal for the price of a European
supermarket sandwich. These are amazing promises, a wonderfully
enticing opportunity, a foolproof way to have your fantastic
investment,  enjoy it, and eat and drink for pennies even as your
money doubles and triples. We should all get into this racket, right?
Where do we sign up?

Well, we're already signed up. Go out on the balcao and look at the
neighbouring houses. Those are the investments being hyped,  these are
the assets that will double in just two years and continue to soar in
value as time goes by. Our precious, fragile, Goa is the bargain
locale where you can get a maid and a super meal for trivially low
prices. When they don't have the money for the Riviera or the Greek
Isles, when they can't afford Florida or the Bahamas,  we have to face
the fact that Western tourists head for Goa, the land where locals
will sell you their priceless ancestral heritage for next to nothing,
and you can live like a lord even if you're drawing public assistance
at home.

It wouldn't be fair to characterize all of our tourism traffic as
bargain-seekers. Especially in the last few years, we've seen an
increase in the numbers of high-end travelers, who are drawn to our
homeland for its rich and complex culture, for its history, for the
pristine environment, or simply to bask in simple, sincere, Goan
hospitality. But let's not fool ourselves. The reason we're becoming
an expatriate haven, the reason why 50Connect says Goa might be the
next big overseas property destination for sun-seeking seniors, is
because we are willing to hand over our land and resources for
peanuts, because we are abandoning our homeland to the ravages of
international property speculation and ill-conceived development.

Goa is justifiably famous for tolerance;  successive waves of
newcomers have always been welcomed. But we need to recognize that
what's happening now is a new phenomenon,  we're suddenly getting
relatively huge numbers of Westerners who are not leaving after a
couple of weeks. Now, they want to buy property for investment.
They're spurred on by fantastic projections, appreciation of Goa ranks
very low compared to a naked commercial appreciation of the financial
opportunity. It's a dangerous development, and we're very vulnerable.
When our precious heritage and natural assets move into the hands of
these speculators,  we lose them forever. This is what happened in
Hawaii, it is what happened in Bali, and we're seeing signs that we
could be next. Those places host huge foreign developments that
feature a parallel economy -  for the outsiders, by the outsiders, of
the outsiders. Locals are almost completely shut out, this is the
pattern that appears to be unfolding for Goa.

What can we do? Well, we can follow the investment advice being given
to Brit seniors just as well as they can. If our real estate is going
to double in two years,  why shouldn't we get that benefit? If
50Connect is right, the Goan seller is a sucker, a dupe. We need to
avoid the lure of short-term gain, to consider the rights of the
future generations. Over two hundred years ago, an American freedom
fighter named Paul Revere made his name by riding out from Boston and
warning the residents of the hinterland that the British are coming,
the British are coming. That alert saved the rebellion, allowed the
minutemen to prepare their defences. There's a Goan echo to that
shouted message right now in 2005, and we need to be no less prepared
for the coming assault.

Hi

I am agreed to Mr. Santosh what he had mentioned about our goans, they 
simply bark like a dog which is no use at all. I am a goan and live in 
goa, but born in Bombay. I did not give-up of talking our mother tongue, 
though i was born and stayed in bombay for sever years. Some of our people 
(sorry to say) goans who stay out of goa, who settle in other parts of the 
world says they don't know konkani. Because of such people our konkani is 
going out of our hand. Even some  people if they knows also they will say we 
cant talk konkani, these people feel shame to talk. In my opinion these people 
have no right to say they are goans, nor they can sent any mail to goanet 
regarding konkani, i hate such people.

Take an exemple of the other states people from India, like malayali even 
if they settled in other parts of the world they will never feel shame to 
talk in malayalam, but goans are not the same. We are proud, we are 
selfish even some actors they sing in konkani songs, when you met them 
they will talk with you in english. If anyone think he/she is a goan must 
know to respect our mother tongue first, then only you can be proud of 
yourself as a goan.

If anyone get hurt from my mail, then that shows he/she deserve it. I 
don't want to, but i am sorry to write these few lines.

THE KONKANI 
CONTROVERSY

 
The Konkani speaking population that writes in Roman script constitutes a 
very substantial percentage of the total Konkani population of Goa. They are 
entitled to the same safeguards and protection available to those who write 
Konkani in Devanagari. This is their constitutional right and 
it 
flows from Article 29(1) of the Constitution of India. Konkani writers in Roman script should 
have access to literary awards, representation in literary bodies, financial 
assistance etc. to the same extent as those writing in Devanagari. The argument in favour of “Devanagari 
only” is that it will lead to unity of all Konkani speaking people. Imposition of uniformity does not lead 
to unity. Unity is better achieved 
through respect for diversity.


  There are several States in the country which 
  recognize “one language and two scripts” and both scripts are treated equally 
  by the Government. In Rajasthan, 
  Sindhi is written in perso-arabic (commonly known as the Sindhi script) as 
  well as in devanagari. Similarly 
  in Gujarat, Sindhi is written in perso-arabic 
  as well as in gujarati. Sindhi in 
  devanagari is recognized in both these States though less than 10% of the 
  Sindhi speakers use Devanagari. 
  Both scripts are recognized and treated equally by the two State 
  Governments for all purposes including school education. In West 
  Bengal, Santhali which is also a language in the 8th 
  Schedule of the Constitution is written in the Ol Chiki script as well as in 
  devanagari. Both scripts are 
  recognized and treated equally by the West Bengal Government.


  Regarding Konkani, both scripts should be 
  treated at par for all purposes. 
  However, it would be advisable to teach Konkani in schools through 
  devanagari script only. The 
  reason is that children will learn the Roman script through the study of 
  English which is important for international communication. Devanagari is equally important for 
  access to Indian culture and other Indian languages. The importance of national languages 
  and the sense of national cultural identity is growing in every country in 
  Asia and India is not and should not be an 
  exception. 


  There is some sort of allergy to Marathi among a 
  section of the Goan population. 
  This is the result of the virulent campaign for merger of Goa into 
  Maharashtra in the sixties and seventies and the fact that States in 
  India are formed on linguistic 
  basis. With grant of statehood 
  and declaration of Konkani as the sole official language this phase is now 
  behind us. Marathi has a rich 
  cultural heritage and Maharashtra has been 
  the home of great literary figures and social reformers. It will be in the interest of our 
  young students, whichever their religion, to learn Marathi as an optional 
  language in their school education.


  The Catholic Church has promoted Konkani in 
  Goa and several priests have done commendable 
  work for the development of this language. However, it is surprising that even in 
  our villages with 100% Konkani speaking population some masses are conducted 
  in English. In every religion in 
  the world, religious rituals are conducted in the language which has deep 
  roots in the cultural psyche of the faithful. Furthermore, the Church in 
  India claims to promote 
  inculturation. In this scenario 
  all Christian religious services in Goa 
  should be in Konkani only. This 
  will add greater credibility to the professions of the Church on this 
  subject.

These days, a lot is written on Konkani language on various Goan websites.  
While our efforts are on to have the proposed amendment incorporated in 
Clause 2 (c) of the Language Act of 1987 to read “Konkani language means 
Konkani language in Devanagari and Roman scripts,” let us pay a tribute to 
Florean Vaz, the first martyr of Konkani language.

[Goanet] Dabolim versus Mopa controversy

There is one  way to check out whether the proposed Mopa airport will benefit 
Goa and Goans and that is through a cost- benefit analysis taking all costs 
into account including environmental costs .The 1000 crores could be better 
spent on rejuvenating our flagging agricultural base by importing labour 
saving agricultural machinery and training local boys to use them on hire 
basis to till, seed and crop the land. The prime cause of agricultural decline 
in Goa is the high cost of imported labour (mostly not available ) and our 
reluctance to do manual work. So investment in mechanisation should be a good 
idea.

going and a driving goal of reaching the peak  in terms of performance on the 
football field. 

Football promotion and nurturing hereto restricted to Goa football 
association, football clubs and  schools in moving to new grounds. New 
individuals are joining in the race for  the greater goal of football 
promotion in the state. 

On Monday sixty footballers starting from the age group of 12- 17  left for 
Belgaum by the Goa express for a week long football orientation camp In 
Belgaum.

The sixty  footballers have been drawn from various schools from south and 
North Goa. Prominent  footballers from Loyola hs Margao, St Anthony hs 
majorda, Bethany convent hs Sao Jose De Areal and Fr Agnel hs Pilar to name a 
few have made the trip to Belgaum.

The persons associated with the group stated that they did not need publicity 
on an individual level   for them. The group call them FIG. They did not wish 
to elaborate on what FIG stands for.   They also added that they are a group 
of people networking through out the state for the overall goal of giving a 
new direction to football. Elaborating further they added that they want to 
groom and train the boys in  a scientific way.

On membership of the group they disclosed that anybody with football promotion 
in mind is welcomed to join the group. On special attention given to the age 
group of 12-17 years, they stated it is the group which holds the key and if 
adequately nurtured can Indian football to new heights. 

Football coaching and other football related matters have under gone a drastic 
changes through out the world and it is right time we keep pace with the 
latest trend. They also stated that they do not want to want to be hurdles in 
the path of persons who are already doing the job of football promotion in the 
state. “ We do not want a contradictory path” they added.

Discipline is a key word they stated and the five day stay in Belgaum will 
also  cover the fitness level of the players and theory and practical tests 
for the footballers. “We are preparing the budding footballers for life 
besides football and to take the challenges of modern football” they added.

Incidentally two of the group  members who have played a key role in FIG 
accompanied the Goa football association and  all India football federation 
delegation to Portugal which ended in the historic signing of the agreement 
between Portuguese authorities and Indian football federation for the exchange 
of coaches and youth development teams from  India. 

Some of the boys who spoke to Gomantak times were all pumped up and overjoyed 
to make the Belgaum trip. One of them  ambelim born striker Samson Fernandes a 
xi standard student of Cuncolim united higher secondary  Cuncolim  was happy 
to make his first tour outside the state and hoped that he will learn some 
tricks and become a more  mentally stronger player.

Great Scope for Interaction with Latin America

The die-hard crusader of democracy and civil liberties, ex-MP
from South Goa, Mr Erasmo Sequeira, may be known for his
robust personality in the political circles of New Delhi. But very
few people knew about the role which late Erasmobab played
to bring India closer to latin America. Erasmo belonged to a
famous trading family in Panaji. He knew about Goa’s maritime
trade contacts with Brazil. He had understood the economic,
geopolitical, trade and commercial importance of the latin
American countries. There was a small circle of MPs in New Delhi
in the 1970s who were advocating strong relationship with the
latin American nations. Erasmo guided this group.

India had neglected development of close economic and
political ties with the latin American countries after establishing
diplomatic relations with Brazil in 1949. The visit of Prime minister
Indira Gandhi in 1968 helped to bring Brazil, the fifth largest nation
by area in the world closer to India. But that was not adequate.
Before the Portuguese colonial rule ended in Brazil, Goa had
enjoyed excellent trade relations with that country. The period
1783 to 1820 is considered the golden age of Goa’s trade with
Brazil. Many Hindu trading families in Goa had made their
fortunes in tobacco, textiles and bullion trade. Somehow the
diplomats in New Delhi had forgotten the Goa-Brazil connections.
Influenced by Socialist ideology, Erasmo was a strong champion
of the liberation movements in the latin American countries.
He had stood against the US capitalist hegemony.

Today, India has realised the importance of strengthening ties
with the latin American countries. Mexico, Cuba and Brazil have
stood by the side of India on most of the international platforms.
Indian business community has now entered Brazil. Many IT and
Pharma companies have got a foothold in latin America. This is
a belated beginning. India has formed a strategic trans-oceanic,
trans-continental axis with the republic of South Africa and Brazil.

Latin American countries offer a huge market for Indian commodities,
goods and services. India’s scientific and technological expertise
would help countries like Mexico, Costa Rica, Peru, Chile, Argentina
and Brazil. India’s needs for strategic metals, minerals and bullion
can be met by these countries endowed with rich mineral deposits.

In Pharma and medical biotechnology and especially in vaccine
development, Cuba has made tremendous progress. Technology
transfer from Cuba to India would benefit our Pharma and Biotech
sectors. In oceanographic research and Fisheries development a
tremendous scope exists for co-operation between India, Brazil,
Peru, Chile and Argentina. In agro-horticultural and food processing
sector, Indo-Brazilian long term co-operation would be able to
dominate the world trade in food commodities.

India owes a lot to latin America in terms of the enrichment
of plant gene pool. Without latin American crops such as tobacco,
tomato, peanut, pineapple, capsicum, cashew, guava, sapota,
cucurbits, sweet potato, Vanilla — Indian horticulture would
have remained very poor. In all these imports the Goa-Malabar
region has played a catalytic role through the Portuguese.

Unfortunately India ignored this horticultural connection with
neo-tropical latin America after independence. It was the
“Mexican dwarf” variety of wheat which launched the “green revolution”
in India. Today Indian plant and agricultural biotechnologists have
developed the expertise to produce better varieties of the cultivars
which had originally come from Brazil. But co-operation with the
latin American crop scientists would certainly boost their research
and benefit many countries. Brazil and India are not self reliant in
meeting their energy needs. But Brazil has developed the technology
of “Gasshol” or bioethanolic fuel blends which is in the interest of
India because both the countries have vast Sugarcane plantations.
The Brazilian “Gasshol” model can reduce India’s oil import bill.
The President of Venezuela had even made an offer to supply
crude oil at cheaper prices to countries which can not afford to
foot their rising oil import bills.

India has a definite stake in Venezuela if the energy security of our
country has to be in place. India’s import-export trade with the latin
American countries is just a fraction of that with China and USA.
In tourism sector, India has not developed concrete links with
Mexico, Brazil, Peru, Chile, Colombia, Cuba, Venezuela or

San Francisco-based Goa Sudharop had two postings on the Goanet
website on the Katrina disaster. The first one informed all goans
that the Organization had some funds available to assist some
victims.

The second one was informing goans that a Professional Counsellor
was available to assist the victims.

In New Jersey, this info was forwarded to several people including
those  who may be knowing goans in the area , or who have relatives
in the three affected states.We do not know if any goans contacted
Goa Sudharop directly.

One of our members who has relatives in New Orleans requested 
our Caring and Prayer Chain Sub-committee to pray for the victims.
She also briefed us on the status of her relatives who have  moved to
Virginia to stay with her sister.

And in New York, a goan woman has accomodated seven goans from New
Orleans- all victims of the catastrophe. But she was aware of their
plight because she  has relatives in New Orleans.

Like many states, I doubt whether  the three states  have  GOAs;
hence, if one does not have a relative or a friend in the area, how
would one know whom to contact ?- let alone how many goans live
in the area and what help they need.

You seem to pinpoint the blame on the committee members; but they
are equally not accessible to info like  other goans. This exercise,
I feel should be undertaken by everybody.

But we are not mind readers. How can we know that a goan has moved
to New Jersey or any other state unless he/she let's us know with
all the details. The other possibility is thru the goanet website,
or if a friend or relative informs a resident of the state.

And once you have the basic info, you hit a wall, as the person
does not reply to your email, letters or even return a telephone
call. I could give you several examples and I am sure many 
goans from other states could  cite similar cases.

There are goans who have become over-Americanized, and stressed
in no uncertain terms that they do not want to have any dealings
with goans. .

And two years ago, a goan woman who moved to Pennsylvania State,
emailed the New Jersey GOA and told a committee member that she was
interested in meeting goans based in the State. We welcomed her and
told her to attend some of our functions so that she  could meet
them.

She told us that she first wanted email addresses of Pennsylvania
State residents; when we refused- citing privacy, she got upset. We
later realised that we made a wise decision , for the lady wanted to
contact these goans to join AMWAY.

You mention various factions which basically pertain to Toronto, and
thus have no connection whatso-ever with the issue at stake. You also
state that  committee members should interact a lot more than being
just isolated  groups  within their state.

How can a committee member of the LA GOA interact with a goan
resident from Houston, Texas unless he is aware of the person's
residency. I chose Houston as it does not have a GOA.

Some ten years ago,a member of our planning committee -an appendage
to the executive committee -pointed out during a meeting that there
were many goans in New Jersey who were not listed on our electronic
database.

When we asked him how we could locate some of these goans, he had
no answer. When we further pinned him down to give us at least one
name, he could not.(this was before the Goanet website became an
effective tool).

The New Jersey GOA's electronic database includes all its members
who embrace about seven states, and a few newly arrived residents
in the areas. But I  can assure you that we do have many goan
residents from  New Jersey in our database, let alone
Connecticut,Delaware and Pennsylvania which do not have GOAs.

Like you, perhaps we do not know the answer to any of these
questions. May be a North American Goan organization- on a
federal level- could be the answer.

NEW DELHI: Author Sudeep Chakravarti, who scribbled his debut novel Tin
Fish at airport lounges, says he is glad his book has no brocade
cholis, no turmeric, no Ganesh statues. Instead, it is from the heart.

There is no identifiable Indian motif. I am not pretty, I haven't had a
million dollar advance, but my book is from the heart, Sudeep, 41, told
IANS here.

Mine is no coming-of-age book though publishers are glib with
packaging. 'Tin Fish' is overwhelmingly not about Mayo College.

The sub-text, he states, is about the 70s. The caste-creed politics,
the deification of the Gandhi dynasty, the coalition circus, the first
glimmerings of Hindutva seen through the eyes of a teenaged boy.

Tin Fish, which has been compared to Lucky Jim, Catcher In The
Rye, Tin Drum and even Dead Poets' Society, was written in six
weeks flat he says. I had been thinking about it for six years.

However, the story of four boys' rebellion against a regimented fishbowl
existence in a boarding school is not autobiographical, he asserts.

It is autobiographical only in that it is a first-person narrative, set
in the 70s and matches my chronology. A series of coincidences have been
imposed by me that as a writer was my prerogative to do so.

The book could be set in any boarding school anywhere. There are a few
instances in the book that are perhaps personal comments. But in the
book, (lead protagonist) Brandy's mom dies, whereas I lost my dad. 

Sudeep, who began his career in journalism in 1985, had been squeezing
time from a frenetic professional life to write the book when he decided
to shift from Delhi to Goa last year.

There was then a 'what now?' moment and I opted for time-out, for a
sabbatical, he defends his decision to move.

Besides, my next book is based on Goa and I am able to study Goa at
close quarters. I have done the tourist thing. Now I am doing the
resident thing. I like the relative peace and the cosmopolitan
atmosphere.

My new novel has a lot of nuances about joy, about sorrow, about Goa's
identity crisis. The place is in a churn. It is such a tiny place, but
you have the world there. My seven-year-old daughter Maya wakes up
everyday and says, 'Baba, what a beautiful day'!

No doubt, with his book going into a second reprint, her papa agrees.

Hi Miguel, You are optimistic! As for me, I'm simply not sure.

You might probably know that the post of the Director of Information,
Government of Goa, and that of the persons controlling the local news
output at local radio stations tends to be very political choices.

In the past, the BJP and Congress made very sure they had their own
nominees heading the DI. While the saffron party put in individuals who
overtly agreed with them (and wore their saffron on their sleeve, in
some cases) the Congress did one better. Every faction in that party
made sure their own men were at the helm while they ruled.

In the case of radio, the controls have been also there.

Take a look at designations in the local news unit of All India Radio.
The designations are played around like putty, transfers are lobbied for
anxiously, and the hierarchy tends to be a politically-defined
snakes-and-ladders game.

In the recent past, there were designations such as Assistant Editor
(News), Assistant News Editor and what not. Till convinced otherwise,
one could assume that this is another round of politically-decided
merry-go-rounds. No wonder so few ears tune in to the official media! FN

PS: Personally, Pai is a nice guy... but here we are talking about
forces that are larger than individuals. Including politics.

 It was really nice to read that Gurunath Pai was promoted as
 Information Officer in the IIS. He has done yeomen service in Goa,
 bringing to public attention the small but significant aspects of life.
 Till recently he was the news editor fro AIR station, Panaji. He was
 the Director of Information during the 1994 exposition of Goemcho Saib.
 
 I first met Gurunath when we did a course in Tiger prawn farming at the
 Fisheries Department's Dauji Fish Farm, Old Goa, along with Max Lewis[
 now of Sure Clean fame]. It is a friendhip that has stood the test of
 time and human exigencies. My last interaction with him was for the
 promotion of Kokum and the Festival of Plants and Flowers at SFX
 school, Siolim. Gurunath is a committed nature lover. I hope that he
 will soon be posted back to work in amchem bhangarachem Goem.
 Thankfully, the All India Radio is not stuck with script polemics. It
 accepts 'scripts' or text of the talk/tiatr/lecture in both, the static
 'Nagri' [Devnagri] and the roaming 'Romi'[ Roman], scripts in its
 stride. The script is hardly the problem, the vocabulary and the
 grammar is. A language has to communicate, to be understood. Gurunath
 and I understood our mother tongue.

Goa's media: too many blind spots

If Goa's Press was a patient, a doctor called-in would probably
diagnose it both deaf and blind. What's worse, it's heart would
fail the test; while suffering from acute vertigo our media often
loses its sense of balance. Is this too pessimistic a view from
someone who has been part of the press in Goa for over two decades?

  In numerical terms, the press is vibrant. A small state
  of 1.4 million has three daily newspapers in the
  English-language, eight in the regional languages (of
  these one in Devanagari Konkani and the rest in Marathi,
  including Goa editions of outstation papers). It also has
  a myriad of other weeklies, just one English-language
  monthly (Goa Today).  Then, there are scores of irregular
  publications and souvenirs that are quick to make their
  presence felt -- like seasonal mushrooms -- specially
  when there's any promise of government largess looming on
  the horizon in the form of advertising.

It's not quality alone that matters. But even in numerical terms
itself, the growth of the media in the state can be questioned,
depending on how one views it. Daily circulation of all newspapers
combined totals around 200,000 copies. For a state of 1.4 million,
isn't this a small number? It would indicate that the media in Goa
-- with its heavy agenda of surface-level politics, Panjim-centric
reporting and a bit of sport -- isn't really touching the lives of
the vast majority of this state.

Even if half of Goa's households, roughly speaking, get a newspaper
at their home, does this call for complacency? It not only means
that the other half are left out, but also that most of Goa's
people are reading just one point of view and one newspaper. This,
of course, can be a fatal decision, given the manner in which the
media in the state gets polarised and takes sides over every little
issue, whether political or communal or linguistic or educational.

  Together with politicians, Goa's press is one of the few
  other forces in the state that is almost continually
  fanning communalism, even if mostly keeping it on the
  slow-burner.

If the English-language papers have to be a little circumspect in
what they put out -- after all, English-reading skills cut across
all sections of society -- those at the helm in some language or
script that only a section reads normally have a field day. Even
the English-language media does manage to send out subliminal
messages to one or the other section of a state that has long known
communal amity. Take the case of how an attempt to stoke up
passions in recent months by damaging two crosses in Ponda is
reported. Or the large amount of space devoted for continual
hate-speech by spokespersons of communal organisations on a regular
basis.

NEXUS ACROSS REGIMES

Nexus between politicians and journalists, both during the Congress
regimes and more so during the BJP times, is still awaiting a
deeper analysis. Manohar Parrikar's far larger-than-life public
image was largely a successful fallout of smart media manipulation.
That probably explains why he had to (in part, unnecessarily) take
so much flak after his departure, by a populace that felt
short-changed by a god with clay feet.

But then, a largely passive readership also enables newspapers to
suck up to the politicians in power, by finding just about any
reason to praise them. Haven't we seen government after government
being bestowed with lavish praise, only to then be quickly
criticised when they fall from power? If they are such great
performances, then why isn't Goa a paradise? On the other hand,
doesn't the media show signs of short-term memory loss, when it
comes to recalling all the many promises made by politicians?

  For ages, the media -- particularly on the
  English-language side -- has been stagnant in the state. 
  The last major paper to be launched, the Gomantak Times,
  came over a decade-and-half ago. It is only now that one
  can see some competition entering the market.

With the ownership of the Gomantak Times changing hands to the
Maharashtra-based Pawars, differences are visible. A Sujay
Gupta-edited Gomantak Times has undeniably made the media -- not
just the GT -- more outspoken. Goa's papers are showing some signs
of competition, and seem a little less willing to work under the
shadow of the Establishment. Yet, not all is fine. One can ask
whether the urge to be outspoken has not resulted in a trend
towards sensationalism, and trials-by-the-media.

Just as I write this piece, a friend, who has a never-say-die
attitude over the media in Goa, dashed across an email as the
clock's hands moved past midnight: Our Press is showing signs of
growing independence. I was pleasantly surprised to see (one paper

[Goanet] CONGRESS PARTY IN GOA NEEDS TO SEE THE WRITING ON THE WALL

The Congress may be ruling Goa but it is no way
shinning for the party and there is no feel-good
factor whatsoever amongst the party troops. The party
is in dire straits. The greed for power and prosperity
which was earlier restricted to the legislative wing
has now spilled over to the party's organisational
wing and will eventually creep into the local block
units.

The Rane Government like the River Princess seems to
be grounded with political debris all around but no
one seems to be ready to account for the rubble.

During the BJP rule when many so called Congressmen
were jumping ship it was Adv. Uday Bhembre who
shouldered the challenging task of heading the
Congress Party's intellectual cell and bringing some
valuable researched contribution to a party that was
straying into wilderness.

It has been my privilege of knowing Adv. Bhembre over
the last two decades and interacting with him more
closely over the last decade.

One has to meet Adv. Bhembre to know the unadulterated
politician, a focused writer, a fearless orator and an
impeccable refined personality who is also a gentleman
to the core.

On various public interest issues I have taken up over
the years I have always first called up Adv. Bhembre
to seek his expert, mature advice and guidance.

There seems to be an attempt now to character
assassinate Adv. Bhembre by a letter according to
media sources ostensibly written by a RSS fanatic
Datta Sripad Naik but printed and published in a
section of the media under the name of the
disqualified and now semi-qualified Cortalim MLA
Mathany Saldanha who has himself in a very big way
been a benefactor of the BJP.

Fearing by-elections in his constituency Mathany has
belatedly spoken on the Dabolim issue. Why was he so
mute and dormant while supporting the BJP and as a
Minister himself later on vital Goan issues, one
wonders. 

With the next Goa assembly elections soon approaching
unless the Congress power hungry politicians get their
act together, Goa may again slip off the Congress Map.

Goa's Congress leaders have to realise that though the
CM's chair is four legged it can accommodate only one
head though we have at least six front runners who are
gasping for the position. Its time we stop playing
snakes and ladders. Games at Goa's expense should be a
recreation of the past

Whether on Mopa, IFFI or the burning garbage issue it
is an irony that the Congress cannot get their act and
thought together. 

It's pathetic that after over a decade of being in
power in the past, the Congress in Goa has not been
able to move to a decent office premises from the
dingy shanty decaying accommodation it has been
politicking from.

If each of the Congress politicians who have made it
from rags to riches just pitches in a crore from the
mind boggling wealth they have amassed,  the party
could easily have a state of the art Congress Bhavan
in Goa.

The Congress has to very soon resolve all their
never-ending party wranglings and internal feuds and
get a serious grip of the various serious issues
confronting our State.

Among other very serious issues, the deteriorating
health of Goa Medical College needs urgent attention.
It was designed as a hospital and cannot be allowed to
be transformed into a morgue. It was hoped that it
would have been a priority for the Congress leaders
and that they would have started with at least
sprucing the ICU wards where they have personally seen
the problems after conveniently seeking refuge there
during the BJP rule courtesy Manohar Parrikar.   

Let us be very clear whether we want to promote Goa as
a tourist and investment destination or allow our Goa
to be projected as a garbage, stray dog/ cattle and a
malaria destination being run and mismanaged by
political prostitutes.

Goa needs a Chief Minister who can deliver. The
princely and royal Rane has to realise that we cannot
afford a ceremonial incumbent. It's time Pratapsingh
Raoji Rane, as the longest serving legislator  starts
enjoying the bumper pension he will now reap after the
recently passed legislation for the benefit of
retiring MLA's.

With Diwali fast approaching let us hope that the
festival of lights will usher into Goa a Chief
Minister who  can govern. And in the present scenario,
though Dr Wilfred De Sousa would definitely be nursing
a hope for the one last rock and ride on the CM's
Chair, it is only Ravi Naik that may be able to steer
the Congress Party out of its woods. But its Sonia
Gandhi who will have the last say.

I'm in the process of making a comprehensive (and correct) list of snake
catchers in Goa.  We have too few names on a couple of lists and some of the
contact numbers are old or don't work at all.  The list I've compiled (after
telephonically verifying) so far has 33 snake catchers in Goa, but just 20
are contactable.

Should a situation arise wherein a person needs a volunteer to capture a
snake, it is important that the concerned people have this information and
more importantly, correct information.  Therefore, please send me any

[Goanet] Sugarcane cultivation in Goa.

It was a pleasant surprise to read an article and an interview on the state
of agriculture in Goa in the Panorama of Navhind Times  dated 11
September, 2005. Normally, my interest in the Panorama is limited to Mario
Cabral e Sa's View from the Mandovi and fellow member of Goa Heritage
Action Group, Prajal Sakhardande's Pages from the Past. The Backroom
Whispers from fellow Mhapsekar Umesh Mahambre are of occasional interest.
His interview of fellow Western Ghats Kokum Foundation member and
technically qualified agripreneur, Shrikant Joshi, entitled  Farmers are
not getting proper support price for their produce in Face-to-Face was a
quaint juxtaposition with former Agriculture Officer-turned Goa Civil
Service officer and friend, Nikhil Umakant Deasi's SAVING SANJIVANI: A
blueprint to salvage Goa's only Sugar Mill. Nikhil knows what he is witing.
He is the youngest ever Managing Director of Sanjivani Sahakari Sakhar
Karkhana Ltd [or Sanjivani Co-operative Sugar Factory Ltd.] located at
Dharbandora near Molem Wildlife Sanctuary in Sanguem Taluka.

As I understand the term Support Price in agriculture, it is a mechanism
for ensuring a minimum procurement price for a commodity to prevent distress
sale at uneconomical prices. What the government of Goa is doing is , at
best, a procurement incentive to the farmers to sell to certain agencies
of its choice. It started with incentives [ as much as Rs.30 per kg]for
arecanut procured by Goa Bagayatdar Society to create a powerful vote bank
in central and eastern areas of Goa dominated by the Kulaghars. This
farmers' lobby belonged to a particular caste and community. A smoke screen
was created by giving a nominal procurement incentivefor rice paddy [ of
Rs.0.50P per kg.] and sugarcane[Rs.0.10P per kg] which are predominantly
grown by the poorer strata of the majority community. It was a policy of
dahi [curds] for the stout and tak[whey or butter milk] for the lean.
Each one has to maintain his respective figure. This perpetuation of the
social inequality is what is wrong with the so-called policy of SUPPORT
PRICE. It supports nothing. It is better that the rulers of the day learn
their lessons quick, or they will be doomed to learn it the hard way like
the present opposition party.

Since he was appointed in the Goa Civil Service and placed directly as the
Managing Director of Sanjivani Sugar factory, a chronic loss-making company
that even the present Chief Minister wanted Out, my friend Nikhil has done
a great job of turning around its fortunes. Thankfully he was retained in
that post while being divested of the additional post of MD of the Goa
Horticulture Corporation Ltd. which could do better with his
pragmatism.[This is a matter that I wrote about in the Diamond Publication's
PLUS tabloids, much to the chagrin of some of our former colleagues.] He had
initiated measures in the few days he was there in GSHCL and I had the
occasion to interact with him, a gratis, as it would help boost processing
and packaging of fruits in Goa. Both the voluntary organisations that I am
associated with,  Botanical Society of Goa and Western Ghats Kokum
Foundation, are involved in making Goa the hub of fruit and flower
marketing. There was a  happy convergence of interests. Goa has an
international image and can cash on it. It must. If it wants to be a
financially viable state without heavy industry it is TINA- There Is No
Alternative. It is the reason why the proposed International Airport is
being touted as GOA International Airport, whether it will be set up in
Mopa or Sindhudurg.

There are some points in which I disagree with Nikhil's assessment.
Economics is about Opportunity Cost. The ancient concept of Ghar ki murgi
dal barabar/saman is not tenable today. Roy Antao has shown Godrej Oil Palm
what opportunity can yield in oil palm fruit bunches grown in Goa when sold
in Karnataka. Grudgingly, the company yielded higher prices in Goa. Would
the Sanjivani Sugar factory like to buy sugarcane at higher prices if the
farmers from Sanguem and Canacona transport it to to Londa and Karwar in
Karnataka or from Pernem to Sindhudurg in Maharashtra?? Would they like
sugarcane grown in Goa to be sold in other states at higher prices?
Commercial establishments should conform to commercial norms. Why cannot the
Sanjivani pay the farmers in Goa on cost per sugar yield basis as done by
Goa Dairy on fat percentage basis? If sugar cane from Karnataka with 10
percent sugar content is procured at price X plus transport cost of Y, then
the farmer in Goa should get a minimum price of 0.85 x X+Y less the local
transport cost for sugarcane with 8.5 percent sugar content. If this is
done, no farmer will ask for the support price of ten paisa per kilogram of
cane. In fact , more farmers will come forward to plant sugarcane and reduce
the need to import cane from other states. The Sanjivani would stand to gain
from this pragmatic approach to pricing. Farmers are not fools. If there is

Thanks Clinton n Antonio for the updates on village life in Salcete.

Years back, Chinchinim was very famous for the Thursday Orr (Novena) which
was conducted by a priest (Fr. Ross) in favour of St. Judas. Hundreds of
people from the neighbouring villages n far off used to come on foot n buses
to attend this service, as many favours and miracles had taken place. The
Church was always full and people used to stand outside. The ground opposite
the church was like the Margao Bus-stand with many buses and carreras. As
kids we used to volunteer to serve water to the people who came from far off
villages. A new monument/Chapel opposite the church was being built to
conduct this novena. The Bishop of Goa was supposed to visit the church one
thursday and hence the Novena had to be cancelled...I heard people were
angry and priest who conducted this Novena was beaten, ( I heard this as a
kid, does any salcetkar remember?)  The novena was stopped for sometime. But
the beautiful Monument/Chapel completed after some years with the statue of
St. Judas, still stands. There are a few people who still say this
miraculous novena  on the 1st thursday every month in front  of the new
chapel.

Today Monte fest is being celebrated in Chinchinim as usual with the feri,

Do you want to make some fast money? Check out 50Connect.com,  a
reputed British internet portal for seniors. They promise a
world-beating return on investment, you can double your money in just
two years. What's more, the investment advisor says in five years I
really wouldn't like to guess how much money can be made,  because
we're talking about a truly marvelous financial bonanza. But we're
told to act swiftly because prices are already climbing,  to go for
it sooner rather than later because opportunities like this are very
rare.

Sound amazing, right? There's more.  Since the investments are in real
estate, you can enjoy your asset even while its value soars. And you
can get a maid for a month for the same price that you'd pay for a day
in England,  and a delicious meal for the price of a European
supermarket sandwich. These are amazing promises, a wonderfully
enticing opportunity, a foolproof way to have your fantastic
investment,  enjoy it, and eat and drink for pennies even as your
money doubles and triples. We should all get into this racket, right?
Where do we sign up?

Well, we're already signed up. Go out on the balcao and look at the
neighbouring houses. Those are the investments being hyped,  these are
the assets that will double in just two years and continue to soar in
value as time goes by. Our precious, fragile, Goa is the bargain
locale where you can get a maid and a super meal for trivially low
prices. When they don't have the money for the Riviera or the Greek
Isles, when they can't afford Florida or the Bahamas,  we have to face
the fact that Western tourists head for Goa, the land where locals
will sell you their priceless ancestral heritage for next to nothing,
and you can live like a lord even if you're drawing public assistance
at home.

It wouldn't be fair to characterize all of our tourism traffic as
bargain-seekers. Especially in the last few years, we've seen an
increase in the numbers of high-end travelers, who are drawn to our
homeland for its rich and complex culture, for its history, for the
pristine environment, or simply to bask in simple, sincere, Goan
hospitality. But let's not fool ourselves. The reason we're becoming
an expatriate haven, the reason why 50Connect says Goa might be the
next big overseas property destination for sun-seeking seniors, is
because we are willing to hand over our land and resources for
peanuts, because we are abandoning our homeland to the ravages of
international property speculation and ill-conceived development.

Goa is justifiably famous for tolerance;  successive waves of
newcomers have always been welcomed. But we need to recognize that
what's happening now is a new phenomenon,  we're suddenly getting
relatively huge numbers of Westerners who are not leaving after a
couple of weeks. Now, they want to buy property for investment.
They're spurred on by fantastic projections, appreciation of Goa ranks
very low compared to a naked commercial appreciation of the financial
opportunity. It's a dangerous development, and we're very vulnerable.
When our precious heritage and natural assets move into the hands of
these speculators,  we lose them forever. This is what happened in
Hawaii, it is what happened in Bali, and we're seeing signs that we
could be next. Those places host huge foreign developments that
feature a parallel economy -  for the outsiders, by the outsiders, of
the outsiders. Locals are almost completely shut out, this is the
pattern that appears to be unfolding for Goa.

What can we do? Well, we can follow the investment advice being given
to Brit seniors just as well as they can. If our real estate is going
to double in two years,  why shouldn't we get that benefit? If
50Connect is right, the Goan seller is a sucker, a dupe. We need to
avoid the lure of short-term gain, to consider the rights of the
future generations. Over two hundred years ago, an American freedom
fighter named Paul Revere made his name by riding out from Boston and
warning the residents of the hinterland that the British are coming,
the British are coming. That alert saved the rebellion, allowed the
minutemen to prepare their defences. There's a Goan echo to that
shouted message right now in 2005, and we need to be no less prepared
for the coming assault.

There is one way to check out whether the proposed Mopa airport will
benefit Goa and Goans and that is through a cost- benefit analysis taking
all costs into account including environmental costs .The 1000 crores could
be better spent [Eric Pinto]

Cost-benefit analysis and environmental impact assessment are not new.
Presumably they shaped the thinking aout Mopa at least minimally ever since
the latter was identified as a suitable airport nearly 10 years ago.

One possibility is that thinking has not evolved since then to reflect
changing conditions and parameters have remained frozen. This may be due to
either chronic political instability in Goa or a tendency to be ruled by
autrocrats -- or (perish the thought) a slowness among the citizenry to
grasp the underlying complexities.

But the most recent exercise was reportedly carried out by ICAO of Montreal
in conjunction with ADPI of Paris just a few months ago. And they have
weirdly gone to the extent of proposing a two-runway A380 airport at Mopa at
a cost of over Rs 1000 crores practically in the super heavyweight category
for a state with absolutely no airport management experience!

I agree that this is too much. It should not be more than Rs 500 crores (for
short haul jets) and the model should be CIAL of Kochi. The most important
thing is that any proposal should be discussed in the Legislature, not
announced only in press conferences where reporters sit around meekly and
clueless about the aviation scene.

[Goanet] Inter-Country Adoption racket in Goa?

Looks like the Inter-Country Adoption racket has arrived in Goa. Today's
Gomantak Times has some very disturbing articles on a 'children's home'
in Carona called Preet Mandir, excerpts from which are posted below.

What are they doing with the babies that they obtain? Well, it seems
that they have been involved in the Inter-Country
Adoption racket under which babies are put up for foreign adoption and
donations extorted from prospective parents. See the article from
Frontline of 2 months ago on the subject, pasted after the GT articles.

This Inter-Country Adoption racket has been flourishing in the country
for some time now. Some months ago, a major scandal erupted in Andhra
Pradesh, when it was found that many adoption agencies were actively
involved in this. CARA has clear guidelines for foreign adoption, which
are often flouted. The AP government was forced to ban all Inter-Country
Adoptions after the scandal emerged.

The Frontline issue (which you can read on the net) is devoted to this
matter, and contains a lot of useful information, including an interview
with Aloma Lobo, Chairperson of CARA (Central Adoption Resource Agency,
you can check out their rules and procedures at cara.nic.in).

As citizens, we need to be alert about these things. Looks like Goa is
acquiring fame for all the wrong reasons, first, as a destination for
paedophiles, then, as a 'fun destination' with various implied joys on
offer as portrayed in the infamous Kingfisher Airlines ads., and now as
a centre of the Inter-Country Adoption racket.

With a lack of clear guidelines and rules on the functioning of adoption
agencies, the process of duping poor illiterate people of their babies
in Goa continues. Innocent mothers are made to sign documents that
actually surrender their children for adoption while they are made to
believe that the baby is just going to a home for care and shelter.

Preetu Nair investigates this big baby bloomer and looks into the
various rules and loopholes that govern the adoption process.


PANAJI: When 17-year-old Nagamma Bedgini, a rag-picker from Baina,
decided to take her one-month-old baby to a Children's Home in Goa, she
had a dream of a better future. But she never ever bargained for the
nightmare that followed.

I was told that my child would be looked after well in the home and
whenever desired I would visit my child and even stay with her. I signed
the papers, though the contents were never read out to me in Kannada
(the only language she speaks and understands), neither did I ask them
to read out the contents to me, she informed. Why? I never ever in my
wildest dream thought that they would make me sign an affidavit stating
that I am relinquishing my child and giving her up for adoption, she
added.

Probabaly, when Nagamma was persuaded by Celsa Antao, President,
Desterro Eves Mahila Mandal, to take her one-month-old baby to Preet
Mandir, Aldona, on 30 July 2005, she never realised that her madam was
actually asking her to sign an affidavit in Marathi stating, ...I am
giving in writing that I am handing over my child on 30 July, 2005, to
Preet Mandir, Goa. The organisation can give my daughter in the
country/outside the country and to any person from any caste, religion
who can rehabilitate her...If I don't contact within two months then you
have to take this as my legal affidavit in affirmation of which I am
signing below. This depite the fact that Preet Mandir, Goa, is not a
licenced and recognised agency for adoption as yet.

Children's homes are registered under Section 6 of the Goa
Children's Act, 2003, is a place which can take in a child for
shelter and rehabilitation. But they can't give away kids for
adoption. For this the home has to be registered under CARA
guidelines. - Officer, Women and Child Welfare Department

PANJIM (Goa), Sept 11 -- What does Goa have in common with distant Togo in 
Africa, Chile in Latin America, Catalonia in Spain, and Kathmandu in Nepaal? 
All these distant regions of the globe are joining in the celebrations of 
Software Freedom Day this month.

In Goa, the day is being observed on coming Wednesday (September 14) from 9.30 
am at St Xavier's College. Last year, Goa's celebrations of this event were at 
the Rayeshwar Institute of Technology, Goa's youngest engineering college, 
leading to an event which was widely noticed by the Softwarefreedomday.org 
international organisers.

Software Freedom Day is a global grassroots effort to promote the use of 
Free/Libre and Open Source Software (FLOSS). Over 70 teams joined the 
celebration last year, organising a range of events at schools, universities 
and public places. This year, some 200 teams worldwide joined in voluntarily 
organising the event. 

Goa's event is being organised by the main educational institution north of the 
Mandovi -- St Xavier's -- along with the India Linux Users' Group (Goa).

ILUG-Goa is a voluntary network of supporters of Free/Libre and Open Source 
Software, that is now six years old. Though based in India's smallest state, it 
has grown into an online network that has over 600+ participants, and whose 
work is widely noticed across India.

Each month, the user group meets up at the Goa Science Centre at Miramar, and 
shares skills and ideas among those interested in learning more about FLOSS. 
Uniquely, this voluntary network has no membership fees, and everyone is 
welcome to join up at http://groups.yahoo.com/group/ilug-goa 

Much of its learning and information-sharing is done online, via the Internet, 
following the example of the phenomenal growth the alternative computer 
operating system, GNU/Linux, across the globe, since it was first launched in 
the early 'eighties.

Free software can be used, copied, studied, modified and redistributed. Free 
software is sometimes referred to by other names such as libre software, FLOSS, 
or Open Source software. The opposite of free software is not necessarily 
commercial, but rather proprietary software.

Most free software is distributed gratis online, or offline for marginal cost 
of distribution, but this is not required, and people are free to sell copies 
for any price. 

Richard M Stallman, the hacker-whizz who launched the Free Software Movement in 
1983, also visited Goa in 2003, and spoke at the Goa Engineering College, 
Farmaguddi. Goa's other colleges too have been active in studying FLOSS -- in 
places as diverse as Verna to Quepem, Khandola and elsewhere.

Because of the openness in the system, it is relatively easier to learn more 
about computing using the Free Software model of sharing and learning.

On coming Wednesday, St Xavier's at Mapusa plans to hold talks on various 
aspects of GNU/Linux and free software. One highlight will be a talk on Moodle, 
a Free Software tool which can be deployed for e-learning. Prof George Easaw of 
Goa Engineering College, who has already deployed the tool for over 200 
students in the state, will 
introduce the power of Moodle.

Moodle is an e-learning platform, and has s a relatively large—and rapidly 
growing—user base. It is a course management system (CMS) -- a software package 
designed to help educators create quality online courses. Such e-learning 
systems are sometimes also callled Learning Management Systems (LMS), Virtual 
Learning Environments (VLE), education via computer-mediated communication 
(CMC) or Online Education

ILUG-Goa is also participating in this year's ECAP (Exhibition of Computers and 
Allied Products), which will be held on September 23/24 at Hotel Mandovi,

  and Goa, 'Dharma Dollies' plumbs the spirit of
  India's urban youth, especially women. It is
  57 minutes long and will be screened at 5 pm

[Goanet] Debian, and free software... and education

This morning, I picked up my 14-CD strong GNU/Linux Debian distro back from 
Prof George Easaw, who was huddled over a book, in last-minute preparations for 
class at the executive-MBA programme of the Goa Institute of Management. 

 With his typical firm hand-shake, George mentioned
 that he had made two copies of the 14 CDs! Earlier,
 our for-the-purpose courier friend Amit Shirodkar
 also said *he* had made two copies!

Anyway, I've been a Debian fan for some time now. If you read September's 
DeveloperIQ.com, the editor talks about how Debian has matured and become 
user-friendly, apart from coming with some 15,400+ software programs!

And, talking about George, don't miss his talk on Moodle, the e-learning 
software, which he is very enthusiastic about. He mentioned how over 200 
students in Goa were already using Moodle. Both at Goa Institute of Management 
and Goa Engineering College. If you'd like to check it out, the Moodle gateway 
on the GEC server, can be easily accessed with username: newuser and password: 
newuser.

George's talk is at the Goa Software Freedom Day on September 14, 2005 at St 
Xavier's College. The event starts at 9.30 am, and the Moodle talk at 10.30 am. 
In addition, there will be a focus on networking and Samba, GNU/Linux 
administration and file systems, demos of software that can be installed on the 
Windows platform, installing Debian, dual booting with Windows, and a workshop

For his beloved leader Sharad Pawar's birthday [Civil Aviation Minister
Praful] Patel has announced that Pune's domestic airport will go
'international' before the big day, Dec 12.

The news item refers to the Pune airport as being highly inadequate and
controlled by the Indian Air Force adding  Despite having emerged as a
flourishing business destination Pune's poor air connectivity has been a
sore point with domestic and foreign visitors.

Pune might be wise to  appreciate that despite Navy controlled Dabolim being
known as Goa international airport the ground reality here is pretty much
the same as that described above. As for Goa, it may need a potent dose of
intellectual acuity in aviation matters, pronto.

P.S. What will happen when Pune's greenfield airport comes up at Chakan in a
few years time? Who will claim the title of Pune International Airport
then? Will the present airport have to close down as Goans fear Dabolim
surely will? A real tale of two(four!) airports!

Why a tiny place like Goa needs a second airport? Are there any studies
made that Goa needs two airports in the next 25 or 50 years? If Dabolim
needs extra land for runways, it can be acquired. There is also an option of
constructing an extension of runways into the sea.[Carlos]

This argument reflects:

1. An unrealistically pessimistic view of Goa's economic prospects.

2. An unrealistic assumption that  all who travel to and from Goa are
masochists.

3. A complete lack of appreciation for the arrival of low cost aviation over
Indian skies.

Legislative Assembly Constuency 1984 prior to
Statehood  ) version on 14.8.2005 on a local daily in
the Devanagari script  which has stirred the hornets
nest and brought Mr Mathany Saldanha MLA Cortalim
Constituency to spit venom on Bhembre's past
machinations under the garb of secularism.

Mathany had alleged among other things that Mr Bhembre
was paid Rs.1000/- towards petrol expenses every month
during the KPA Movement while others did not. Infact
Mr Mathany Saldanha states he had given his then
Gomant Lok Poxx as the office for KPA activities.

Incidentally netizens will recollect that funds for
the Konkani Porjecho Avaz movement came from
contributions, mainly Goans abroad,  and if these
allegations though exposed belatedly are truem thopugh
YET NOT refuted by Mr Bhembre are true then it is a
serious charge.

There is one way to check out whether the 
proposed Mopa airport will benefit Goa and Goans and that is through a cost- 
benefit analysis taking all costs into account including environmental costs 
.The 1000 crores could be better spent on rejuvenating our flagging agricultural 
base by importing labour saving agricultural machinery and training local boys 
to use them on hire basis to till, seed and crop the land. The prime cause of 
agricultural decline in Goa is the high cost of imported labour (mostly not 
available ) and our reluctance to do manual work. So investment in mechanisation 
should be a good idea.

Last week, I saw a couple of posts on assisting Goans in the three states 
affected by the hurricane disaster.  On my return, I gleamed through the posts 
in cyber-Goa to see NO FURTHER dialogue on this subject - surprising and 
disappointed! 

I was hoping to see some issues surface, specifically:
How many Goans live in each of the three states?
How many need help?
What help is needed?

Perhaps we do not know the answer to any of those questions.
Most importantly, I don't think we know much information about Goans scattered 
in the American Diaspora.

This is a wake-up call that Goans in the USA have to be more organized that 
just having a local/city/state G.O.A. or G.I.
Goans (at least the committee members) have to interact a lot more than being 
just isolated groups just within their state.
Or even worse being Goa-Goans, East African-Goans, Karachi-Goans, Bombay-Goans, 
Ex-railway Goans, Middle-East-Goans (that have moved west), Mangloreans, Hindu 
and Catholic Goans, etc..

5th September is observed as Teachers' Day, in honour of the Birth Anniversary 
of India's second President Dr. Sarvapalli Radhakrishnan who was himself a 
teacher.

 
Ancient Indian educational tradition was based on the Guru-Shishya relationship. 
The Teacher was akin to God. The Teacher's command was God's own command. But 
education itself was confined to the upper castes. The lower castes dared not 
crave for an education beyond that of their immediate caste occupational skills. 
But Ekalavya dared learn archery by mentally taking Dronacharya as his teacher. 
The same Dronacharya, realising that Ekalavya would some day outshine his pet 
pupil Arjuna, directed Ekalvya to cut off his thumb by claiming it as the 
Teacher's Honorarium. Thereby Ekalavya forever lost his skill. An extremely 
cruel, selfish and biased approach by a "Teacher"!

 
In modern times, with the Constitutional provisions for reservation in education 
and jobs for the Dalits and the Tribals, these backward sections of our society 
have slowly started becoming partners in India's progress. But moves to cut off 
their thumbs have not ceased. The recent Supreme Court judgement holding that 
there can be no reservations in minority and unaided professional colleges is 
one such Dronacharyaesque body blow to the cause of making every section of 
Indian society a stake-holder in national development. The Supreme Court's logic 
is that the reservation policy enshrined in the Constitution can be enforced 
only in an institution deriving funds from the Government Treasury.

 
By the same logic, it will be easily held that there can be no job-reservation 
policy in the private sector. One of the main concerns raised by opponents of 
the Government's policy of privatising the Public-sector companies has been 
precisely that privatisation would imply doing away with reservations. 


 
The torching of an entire Dalit colony in Gohana, Haryana, clearly indicates 
that hatred of the "lower castes" has not yet disappeared from the Indian 
psyche. The caste system, with its attendant untouchability system, is still 
firmly imprinted on the Indian national canvas. 

 
But it appears that India is not alone in perpetuating its ancient inequalities. 
About a week ago, the Hurricane "Katrina" hit the eastern coast of the Southern 
States of the U.S.A. The most affected community to bear the brunt of the 
devastation seem to be the Blacks. Indeed, there has been a loud outcry that aid 
and relief are being deliberately delayed, if not withheld, because the victims 
of the hurricane are mostly Blacks.

 
Today, when there are many Black persons holding important posts in the U.S.A., 
it would indeed seem improbable that there could ever be any tinge of racialism 
still left. But then, our own Supreme Court seems to be thinking that after 55 
years of working of the Indian Constitution, it is improbable that casteism or 
untouchability still linger. The starkly visible patterns of discrimination, 
sadly, cannot be easily brushed away - whether in the USA or in India. They are 
all too evident - whether in New Orleans or in Haryana. The Dalits of Haryana 
are still a far cry away from even aspiring to emulate their fellow Haryanavi 
late Kalpana Chawla's trek to the stars via Texas. And let us make no mistake 
about it: Irrespective of what our Supreme Court thinks about the merit 
criterion as the sole criterion for entry into the private educational 
institutions, the TV images from the private school in Hissar where Kalpana 
Chawla studied clearly suggest that all the present students there, who can 
afford the luxury of even dreaming of emulating her, are from the upper castes. 
In the "merit-criterion"-based secondary school, where there is no reservation 
policy operating, the Dalits are nowhere!

 
On this Teachers' Day, therefore, the Supreme Court's logic needs to be firmly 
rejected on the touchstone of hard social realities. If opening and running 
educational institutions, especially for professional degrees, by "minorities" 
and "private unaided bodies" are indeed philanthropic activities, as the basic 
premise of the Supreme Court holds, then this philanthropy must still be 
recognised as the disposition of scarce national resources into certain selected 
avenues. The division of scarce national resources into "Government funds" and 
"non-Government (private) funds" is wholly unscientific. To that extent, the 
philanthropist cannot be allowed to totally overlook the need for affirmative 
action through the nationally accepted policy of reservations for Dalits and 
Tribals. A Philanthropist setting up a professional degree college is still 
performing a public duty by using public funds, and therefore always remains 
amenable to directions in a writ petition for enforcement of all the Fundamental 
Rights including the Reservation Policy.

Navelim Youth Centre had their annual NYC Nite
programme on 1st September 2005. The evening was full
of fun: dancing, partying, enjoying the warmth of
friends and being delighted at every turn. The
celebration was a perfect ambience in the background
of fabulous décor, dazzling lighting and lavish
luxury...The only enemy that was going to come between
the people and the jovial music and dance was - time. 
The crowd danced their heart out till it was time to
go. as the party grew progressively longer going
on till the wee hours of dawn.

The Nite was set rolling with local favorites
‘Stepping Stones’ hitting off with melodious numbers.
The visiting Goan celebrities, 'SkyHigh' thereafter
increased the tempo intermingling current chart
toppers and hits of yesteryears. They kept the crowd
grooving to the beat all night long. The show was
hosted by Master Compere Lloyd D’Souza.
 

The organizers left no stone unturned to give their
guests a pleasant time.   The  NYC committee comprises

In Can Goa ever think hi-tech? by Joseph Zuzarte, the following drawbacks
to a vibrant IT sector are listed:

1. High level of corruption

2. Political instability

3. Inadequate supply of local software engineers

4. Inadequate supply of residential and other civic amenities for any large
aggregation of software engineers.

5. Tendency of politicians to announce plans for IT parks in their
consitituencies with the sole purpose of driving up the value of land.
(Sounds familiar in the Mopa context too!)

Zuzarte observes that IT hardware units like Zenith and D-Link have been
successful in Goa even as software biggies like Wipro hesitate to come in.
There are even a number of small call centres operating in Goa. The latter
are reportedly hampered by power failures and voltage fluctuations which are
a daily and widespread occurrence. He calls for the government to provide a
genuinely facilitating environment in which all commercial organisations can
run their businesses in a meaningful and productive way.

Velim Consumer Forum launches Road safety program
-
The Velim Civic and Consumer Forum launched the second
phase of its community based program on Road Safety and
Traffic Management by introducing special Complaint Books
on Public Transport for students and teachers in the educational
institutions of Velim. The complaint books were released by
Gurunath Kelekar, Convenor of Movement for the Amity towards
Roads in Goa (MARG) on the occasion of the Road Safety and
Traffic Management Awareness Program held in the Velim
Village Panchayat Hall.

It may be recalled that a year ago a fatal accident by a speeding
bus killed two innocent pedestrians and injured 22 passengers
and a year later another speeding bus rammed into a compound
wall just near the Velim Market Square.

In her welcome address, Ms. Ramona Almeida, the Convenor
of Velim Civic and Consumer Forum reminded the audience of
how the two bus accidents in the village have pulled the villagers
from the comforts of their homes and brought them out on the
streets.

She called upon teachers, students, youth and citizens at large
to take up Road Safety and Traffic Management with a sense
of personal involvement which would bring about a meaningful
new beginning to this movement. She urged the people in the
village not to travel ticketless, as commuters in a bus are
entitled to tickets by law and this will ensure the consumers
right to comfortable, affordable and safe public transport.

Roland Martins, Co-ordinator of Goa Civic and Consumer
Action Network (GOACAN) spoke on the Sub-Committee
meetings of the South Goa District Consumer Protection
Council wherein Consumer Forums are able to interact with
the Traffic Police and Directorate of Transport to discuss
and understand the workings  shortcomings of the system
and to plan for involvement of citizens in Road Safety  Traffic
Management.

Keeping the community based approach in mind he emphasized
that Consumer Forums will focus on Road Safety and Traffic
Management with involvement of the educational Institutions
and the PTAs to set up the Road Safety Patrol (RSP),
to ensure Traffic Management Plans are drawn up for most
villages covering location of bus stops, zebra crossings,
bus bays, rumbler strips and proper signage.

He also highlighted the need for awareness on the transportation
of hazardous substances on the State and National Highways
and the safety protocol for the same as well as the functioning
of GATES (Goa Accident Trauma Emergency Services), the
trauma unit at GMC (Goa Medical College) and the facilities
available in the 100 odd ambulances in Goa.

Chief Guest of the program Gurunath Kelekar, Convenor (MARG)
in his address reminded the people that on the sad day 20th August
2004, 2 pedestrians lost their lives in Velim whilst 27 years ago
on the same day in1978, 2 prominent Goan freedom fighters
Evagrio George and Mark Fernandes also lost their lives as
pedestrians near the Tourist Hostel in Panjim.

He appreciated the efforts of the Consumer Forum in not letting
the accident be a forgotten issue and continuing the awareness
program around it. He cautioned the audience that after the
freedom struggle Goans have become just voters and not gone
beyond the next step to become conscious citizens.

Mr. Gurudas Zuwarkar, former Dy SP-Traffic enigmatically stated
that the departments of Transport and Traffic Police have to
enforce the law if Goa has to put an end to its roads becoming
deaths traps. He also stated that Road Safety and Traffic
Management can be best achieved by officials collaborating
with the concerned effected citizens in the various villages. He
expressed concern about the easy availability of driving licences
particularly to the youth and suggested that measures be taken to
dissuade parents from allowing minors to drive. He emphasized
that drivers of all types of vehicles should not exceed the speed
limit of 60kms/h and to keep to the left of the road as the right side
of the road belongs to the oncoming traffic.

Sub-Divisional Police Officer (SDPO) Mr. Tony Fernandes speaking
on behalf of the Traffic Cell, South Goa said that the most common
cause of accidents on the highway at night were due to stray cattle
and impressed upon the gathering that the High Court ruling on
stray cattle was not being implemented by the Panchayats and
Municipalities due to lack of interest in public safety. He urged the
people to persuade the Panchayat members and Municipal
Councilors to act on the instructions of the Traffic Police and
clear

Dabolim. It is not that Dabolim is good but , rather, that Mopa is bad...for
the hospitality business in South Goa.[Miguel Braganza]

The next 'obvious thing' is that if Mopa is bad for the south Goa
hospitality business, (and  I agree it might well be as per the  present
plan) then it should be (re-)configured to AVOID that clash i.e. as a
domestic airport rather than as an international airport to begin with.

What I am pleading for is not to throw the baby out with the bath water in
the irrational stop Mopa campaign. Its really strange that Churchill took
one stand 8 months ago (Mopa is OK if Dabolim continues) and has now changed
it completely. Is there any sanctity left in a person's word over here?

Hi Victor,
I could not read the attachment that may have attached to your posting.  

However if you will bear with me, I would like to respond to what the headline 
of your post suggest.
Hurricane Katrina was a natural disaster exacerbated by human miscalculations.

It realy does not matter what others think of Americans. 
It matters what we Americans think of ourselves and what we do about it.

What this means?: 
What did we learn from it?
How can we improve from that lesson? and 
How will we prevent those lapses from ever occurring again? 
I think those important issues is what makes America great.  
I hope the non-Americans can learn from us as we learnt from handling this 
tragedy.
In my next post I will outline what Diaspora Goans can learn from this tragedy.

But for now, the first learnign lessons: 
Americans realized our lapses within a WEEK - Thanks to a vigilant and live 
press!

The government (center and other states) responded with help as soon as it 
learnt of its lapses.

Ordinary Americans respond not with words with will money/poixe/dinehiro.:)) 
and VOLUNTARY efforts.

The press played a very importantly role - not just critical but constructive 
and participatory in the rescue efforts.

Dabolim airport was built around 1953, and is very basic. It is a runway 
and

the terminal building does not have the capacity for enlargement. There is
no amenities of any kind and there is no land around the airport for
building, bunkering of fuel, and expansion of any kind is not practical.

Nasci Caldeira:
Exactly the reason for extending and developing the same further, to meet 
the present day and future demands, made on it. The total size of the 
Dabolim area, on which the Navy is sitting, is huge; big enough for all the 
service facilities and extensions required. Noise pollution and other 
hazards are with all airports; whereever thay may be situated; Why are you 
singling out Dabolim?


Dabolim can and will be developed with all the required facilities to an 
international standard; into a 'state of the art' airport, for facilitating 
passengers and for handling cargo. We do not need the Mopa site for this! 
All of the extensions and modernisation can be done at Dabolim for a 
fraction of the cost, and in much less time, at Dabolim, then at any other 
site.


Besides that, there is lots of land along the Dabolim to Vasco Road, where 
the Navy Quarters are presently sited! Let the Navy move out now; and there 
is enough space and money for everything. All of Goa, will be properly 
served, except the petty interests of the land owners and speculators from 
Pernem / Maharastra!


Remember! South Goa has the Longest unbroken Stretch of virgin Beach in 
Goa (some 38 Kms) from Cansaulim to Mobor Cavelossim; and then there is the 
beautiful Betul/ Velim area along the river Sal! Thre are already so many 
starred hotels iand resorts in the area. All of this will fail and go 
bankrupt and there will be poverty in South Goa, if Mopa is allowed to go 
through. As simple as that. One does not have to be a big Planner/ 
Statergist/ Economist, to see that!


Lets have Dabolim Only; Mopa is not required!

From my point of view, after speaking with Margareth Alva, I feel very 
little she will do for the cause of Romi script Konkani in Goa.  She is not 
Rajiv Gandhi to influence Goan Congress politicians and Goan Congress 
politicians will not care her much because she is not Rajiv Gandhi.  If she 
does something good by using her strong official status then well and good 
otherwise Goans who voted Congress MLA’s to Goa Legislative Assembly should 
take the responsibility on their shoulders and meet every MLA in their 
constituencies.  In this way the voters should pressurize their MLS’s to 
support Romi Konkani issue and get it approved in the Goa Legislative 
Assembly.  I have no trust in Prataphsingh Rane the current Chief Minister 
of Goa for supporting Konkani.  He is against Romivadis and in this 
situation how he will support Romi script?  Thanks to Rajiv Gandhi’s fierce 
initiative then to get Konkani bill passed and thanks to Ranes’s greed for 
the chief ministership then otherwise he would never support Konkani issue.  
In order to punish Romivadis he supported the Konkani bill then in favour of 
Nagrivadis. Rane is not against Romi Konkani but he is against Romi Konkani 
followers. This is the trend of those who are strong MGPvadis, Rane is one 
such.  No genuine MGPvadi will support voluntarily Romi script, no genuine 
MGPvadi will support Romivadis because MGP vadis were, are and will always 
remain communalists like BJPvadis for this reason their fusion is going 
well.  See how Rane is supporting Parrikar internally and no Congresman is 
raising his voice on this, neither from the elected ones nor from outsiders.


Dr. Wilfred d’Souza is a great lover of Goa, he has great love for Konkani 
and he is known to be a Romivadi.  Inspite of this why he is not putting 
pressure on the Government to support Romi issue?  His lone voice is very 
powerful in the current situation.  When he wanted his colleague Mickey 
Pacheco in the Cabinet he went all out even to the extent of dislodging the 
Rane Ministry and finally he succeeded.  Cant he do anything similar for the 
greater cause of Goa?  Why cant the Romi Konkani lover voters from Saligao 
constituency pressurize Dr. Willie in this direction?  Why cant the voters 
from Benaulim do similarly to Mickey Pacheco, to Luizinho Faleiro in 
Navelim, to Sardinha in Curtorim and to all others elsewhere in Goa?


The Romivadi voters in Goa must strongly warn their current sitting MLA’s 
that their time in the current Goa Legislative Assembly is very short; their 
term is nearing to an end.  The issue of Romi Konkani will be very fresh for 
the next election, which may be earlier than scheduled.  The Romivadis must 
tell their representatives that nobody should take them for granted.  
Romivadis once showed their power of fighting for Konkani and if it were not 
for the Romivadis Konkani would never attain the official status in Goa and 
Goa would never get statehood and since then Nagrivadis would never enjoy 
the doles that they are enjoying in the name of Konkani and also at the 
expense of Romi Konkani.  If nobody is going to do anything in the current 
Assembly tenure then Romivadis should make this as a singular issue in their 
fight in the next election. Sardinha, Luizinho, Mickey, Willie, Agnelo, 
Narvenkar and all other Congress MLA’s should take note of this.


Meantime, it is very surprising to  note the silence in Nagri camp over 
their support for Romi script Konkani.  Romivadis are not asking to dethrone 
Nagri from its current pedestal status, Romivadis are not against Nagrivadis 
but Romivadis are only asking to give what is due to them.  It is very 
hurting to know the Kelekars, Bhembres, Naiks, Borkars and others 
maintaining their silence on this issue.  By their silence they are proving 
their real identity, which lies not in Konkani camp but in Marathi camp, and 
because it is so they are using Marathik Konkani in the name of Devanagri.  
I will rather rely on Judas knowing his kiss will betray me but never on 
Nagrivadis who are showing their deslike for Romivadis by denying Romi 
Konkani script its due share.  The fight for Romi script Konkani should go 
on till victory is ours and that victory is not very far, it may be today or 
tomorrow or the day after tomorrow but surely it will come.  Till such time 
we must propagate that our enemies are our own brothers in Konkani who think 
Romivadis are less patriotic than they themselves because Romivadis follow 
Roman script Konkani.  But at the time of language agitation when Romivadis 
in their totality supported Konkani that time nobody said anything against 
Romivadis.  At the time of Konkani agitation when the Romivadis suffered 
martyrdom in totality that time nobody spoke ill of Romivadis.  No more 
Romivadis will accept the persecution from Nagrivadis and Marathivadis, they 
are birds of same feathers.  And nobody will question our rights from 
raising our voice in

Philip has stated the obvious that is being obfuscated in the deate about
Dabolim.
It is not that Dabolim is good but , rather, that Mopa is bad...for the
hospitality business in South Goa.

We would be happy to send our garbage to the under-developed parts of
Sindhudurg and the Konkan. Sending tourists is another cup of tea
altogether.

[Goanet] Gurunath K Pai of AIR-Panaji promoted

It was really nice to read that Gurunath Pai was promoted as Information
Officer in the IIS. He has done yeomen service in Goa, bringing to public
attention the small but significant aspects of life. Till recently he was
the news editor fro AIR station, Panaji. He was the Director of Information
during the 1994 exposition of Goemcho Saib.

I first met Gurunath when we did a course in Tiger prawn farming at the
Fisheries Department's Dauji Fish Farm, Old Goa, along with Max Lewis[ now
of Sure Clean fame]. It is a friendhip that has stood the test of time and
human exigencies. My last interaction with him was for the promotion of
Kokum and the Festival of Plants and Flowers at SFX school, Siolim. Gurunath
is a committed nature lover. I hope that he will soon be posted back to work
in amchem bhangarachem Goem. Thankfully, the All India Radio is not stuck
with script polemics. It accepts 'scripts' or text of the talk/tiatr/lecture
in both, the static 'Nagri' [Devnagri] and the roaming 'Romi'[ Roman],
scripts in its stride. The script is hardly the problem, the vocabulary and
the grammar is. A language has to communicate, to be understood. Gurunath
and I understood our mother tongue.

PANAJI, Sept 8: Mr Gurunath K Pai, in charge of regional news unit, AIR
Panaji, has been promoted to senior technical grade of Indian Information
Service[IIS] and has been posted as information officer at Press Information
Bureau, Kolkata. Mr Pai started his career in journalism in 1975 as
sub-editor of Uzvadd, a daily published in Roman Konkani script from Panaji.
Later, he joined as sub-editor at AIR Panaji and was Konkani news reader AIR
Panaji and Mumbai. In 1982, Mr Pai joined Indian Information Service. He
also served in PIB at New Delhi and Panaji and had a stint as Director of
Department of Information and Publicity, Goa, for two years on deputation.
Mr Pai has toured Zimbabwe, Zambia and Tanzania with the then President, Mr
R Venkataraman, on his official tour. (NT)

FIRST PHASE:

 **1.  1510 - 1550:
The European Catholic missionaries burnt down all the temples that existed
in Ilhas, Bardez and Salcete.  They instigated the new converts to steal
books from their neighbours.  They also raided the houses of Hindus and
confiscated chests of books therefrom.  All these were then destroyed.  This
was done albeit with the good intention of keeping the converts reverting to
pagan doctrines and thus ensuring their salvation.

1556:
6th September First printing press in India was brought to St. Paul College,
present day Old Goa by the Jesuits. Since fonts in local languages were not
available books were printed in Roman script. Between 1556-1561 Doutrina
Christã a catechism book in Konkani in Roman script  was printed.  No copy
of this book is available.

1560 -1600:
During this period Jesuit missionaries from oral sources recorded Konkani
Mahabharata and Ramayana stories in Roman script.  These manuscripts are now
preserved in the Public Library of Braga, Portugal. **2.  The oral sources
were learned Brahmin converts who  recited the stories from memory because
the written sources, from which they had read them prior to their
conversion, were already burnt down by the missionaries for fear that they
might contain pagan doctrines.  These manuscripts were later used as the raw
material for compilation of vocabularies and grammars.  What is found
preserved is only a fraction of what was collected/recorded.

1560:
The inquisition was established in Goa. To escape this many Goan Catholic
and Hindu families migrated to Karnataka, Maharashtra and Kerala.  **3.  The
inquisition was established on the express demand of the missionaries.  The
consequent exodus of Goans to Karnataka, Maharashtra and Kerala is at the
very root of the plethora of scripts that Konkani language boasts of using
today.

1563:
By 1563, a Goan seminarian of St. Paul College, whose name may be Andre Vaz
prepared the first  grammar of Konkani.  **4.  The text of instructions
would naturally be in Portuguese but the Konkani part must have been in a
local script because as late as 1575, the Jesuits were learning Konkani in
the local script. (See Oriente Conquistado).

1563:
Garcia da Orta's book Coloquios dos simples, e drogas he cousas mediçinaes
da India (Conversations on Indian plants and drugs referring to the
medicine of India) was printed in Goa.  It contains Konkani botanical terms.
**5.  Any botanical work written in Portuguese/ English would obviously
contain local Konkani names of plants etc. in the Roman script.  Such is
also the case with a much larger work, Hortus Indicus Malabaricus written
by Van Rheede and published in 1675 i.e almost two decades after the last of
the missionary works was printed in Goa..   This by itself does not prove
that the Roman script was being used for the Konkani language.  In fact
Hortus Indicus Malabaricus contains a testimonial in Konkani written in
Devanagari script!  This goes to show that even in the seventeenth century
Konkani was being written in the Devanagari script.  The testimonial was
issued by three Goan physicians (vaidyas) one of whom was familiar with the
Roman script; he provided the Portuguese translation of the testimonial.
Yet, the Konkani testimonial was not written in the Roman script.

1565:
Jesuits started Konkani schools to teach Konkani in Roman script at Old Goa
and Chorao, Goa. Later on such schools were opened by the Jesuits in
Salcette.  **6.  These schools were not for instructing the locals but for
teaching the language to the missionaries.  It has been very clearly stated
in Oriente Conquistado that they were taught the language using the local
characters and not the Roman script.

1570:
Through Jesuits' letters we know that already in 1570 Konkani grammar,
Konkani-Portuguese and Portuguese- Konkani vocabularies were written by
Jesuit and Franciscan missionaries.  **7.  Script is not mentioned.  But Fr
Thomas Stephens and other Jesuits are on record requesting their superiors
in Rome to send experts for casting the local fonts.  Two of these did
arrive but they died one after another before their task was completed.  If
the Roman script was already being used, why this requisition?

1622:
Jesuit priest Thomas Stephens' 'Doutrina  Christã' catechism was printed at
Rachol, Goa. Copies are found in libraries of  Lisbon  and Vatican.  **8.
This was a posthumous publication.  Earlier to this date and before Fr
Stephens expired, the Portuguese rulers had already banned the use of the
local script for official documents.  Therefore the missionaries had no
other option but to use the Roman script.
Later a few Konkani books in Roman script were printed at Rachol.  **9.  A
list of the volumes printed, together with information like number of pages
and the number of copies still extant in

I get the feeling that Mopa airport plans is to cater to the large new
Airbus, Jumbos, yet a high percentage of traffic is on the Airbus 300,
Boeing 737 type aircraft which can be accomodated at Dabolim.[George Pinto]

GOG has not publicly outlined its plans for Mopa so far. We only have the
Indian Express report of May 27 in this connection to go by and it does not
ascribe the idea to GOG specifically. Neither has GOG endorsed this plan in
any formu to my knowledge.

But the post of mine under reference was  in response to one where the CM
talks about the need to accommodate huge aircrafts. This could mean Airbus
A380s proposed in the Indian Express story.

We need to get behind the scenes and find out why such a far out idea (re
A380s) was cooked up and fed to the media and GOG. I feel Mopa should begin
with Boeing 737s and A320s while Dabolim could be geared up for scheduled
B747 international flights.

Where such flights would come from is a good question given the sharp
seasonality factor involved.

Perhaps the best approach is a media campaign to get the editorials writing
about Dabolim, letters to the Editor, and the Goa cabinet. [George Pinto]

I also feel that lighting a fire under public opinion may be the only way
forward. But this is also a slow and tedious process. Just see how tough it
is to get goanetters worked up about Goa's aviation scene! I have been at it
for a year  and only now the scene seems to be hotting up. Goes to show that
what is needed is not aviation expertise as much as sheer persistence in
painting the full picture.

And this story is not a simple one of black vs white (e.g. Mopa vs Dabolim)
but with lots of shades of other colours. Its a jig saw puzzle or a sort of
chess game with many types of pieces and moves and requiring a lot of time
to get results. Seems to be too much for our readers and editorial folks who
prefer to reduce everything to Mopa vs Dabolim and set things back a great
deal.

But I happen to believe that Dabolim is fundamental for Goa and hence plan
to continue to plug away about it -- as long as goanet provides the outlet
(for whatever it is worth in local editorial circles which may unfortunately
not be that much but its not ZERO!).
