While I hold no brief for the Monorail, it perhaps needs to be recalled
that the Konkan Railway itself grossly under-estimated its costs at the
time of pushing through the project (literally, thanks in part to George
Fernandes and Madhu Dandavate and the upcoming elections in the early
'nineties) at a little over a thousand crores... to end up at six times
or more that cost.

Mega projects and corruption are a lethal mix. FN

Subject:  How Goa honours its Garbage.

I am writing to you as a humble citizen of Goa, who is frustrated at the way
Goa's  garbage is honoured by the very persons we have elected to see that
our garbage is given the rightful status that it deserves and to see that it
is properly disposed-of without recriminations and anxiety to the citizens
of this State.

Goa's newspapers have been howling at the top of their voices for far too
long, even to the extent of displaying vivid photographs of  the mess that
our garbage has made and is presently making. But all that we citizens have
got are sweet promises from the concerned Authorities and our Elected
Representatives.

I humbly submit, your Lordships, that a society which does not know how to
take care of its own garbage has no social status at all. If I may go a step
further,  to me,   'un-sanitized' and 'filthy' market places, where citizens
have to shop for their groceries and daily needs, reflects the status of the
society at large. And I have a very good reason for saying what I have said.
The attached photographs show some of the not less than 24 truck-loads of
Mapusa-market garbage, which was lying un-cleared in the market place for
over a week, has been conveniently dumped with utmost impunity on the
by-pass stretch of the NH-17 [Mapusa to Green Park Hotel, Guirim]. What is
more catastrophic is that this dumping is alongside the NH-17 bordering the
Mapusa River. Perhaps this is done with the understanding that the River
will ultimately take care of this untreated and raw garbage. Dumping the
Mapusa garbage along this stretch clandestinely during night hours has been
a regular phenomena where most of the previous dumping have been covered-up
by the recently stacked mud-piles for the widening of the highway, as can be
seen in the attached photographs. Sometime ago, on a day of festive
occasion, I am on record of making the MMC crew re-load the garbage dumped
at this very site in broad daylight, back into their truck and take it away.
What is more saddening is that many of our elected MLAs, Ministers and even
the Honourable Chief Minister of Goa who have been transiting this stretch
on a daily basis to attend the recently concluded sessions of the Goa
Legislative Assembly or otherwise,  have all preferred not to have noticed
this great honour that the Mapusa Municipal Council has bestowed on its
garbage, to make it a show piece on our prided NH-17 by-pass, and have
refrained from discussing this issue in the Assembly.

To add insult to human pride and dignity, the Mapusa Municipal Council has
allowed 'Goa Foundation', a Mapusa based NGO,  to treat and compost the
market's fish and meat wastes at the very entrance of the fish market. The
resulting overpowering stench of the decomposition of this waste matter has
been churning the bowels of  a lot of people who are  unfortunate to be in
the immediate vicinity of this unit, including the many shops, residences
and the Government Complex nearby. This is not an ordinary stink of the
decaying garbage, but it is the unbearable stench akin to a highly
decomposed human body or an animal carcass.

Your Lordships, my financial status does not permit me to file a  Public
Interest Litigation (PIL) in the Honourable High Court, nor do I feel
competent enough to challenge the all powerful Governmental Authorities and
the Elected People's Representatives. But my conscience does not  allow me
to suffer this indignity unto my beautiful State, which is viewed as a
'Touristic Heaven', or to allow some fickle minded people in authority to
devastate our natural resources such as the Mapusa River. Therefore, this
motivation alone has prompted me to make this appeal to your Lordships.
Perhaps, it is in your power to make the concerned authorities  to spare
this utmost shame unto Goa, Goans and the lovers of Goa..

The promise by this writer to expose the goings on in
the ONLY FOR DEVANAGIRI script lobby, consituted
body of the Government of Goa viz Goa Konkani Akademi,
Opp the KTC Bus terminus in Panaji formed in 1984 has
finally resulted  in the Secretary Finance, Mr 
Dharmendra Sharma IAS, Govt of Goa pointing a finger
at one Prof Bhushan Bhave a lecturer at the Ponda
Education Society College Farmagudi Ponda who in
addition to drawing his own salary as Prof. in the
college is also  receiving a remmuneration of Rs 4000/
p.m.from the GKA as its Vice President.

This is in gross contravention of the government
finance rules which prohibits a person to receive
salary from two posts while permitting TA/DA.

The obvious repercussion  is that either Prof Bhave
will have to refund the same to the Government since
the time he was in receipt of this amount from
7.4.2003?? or the government will be compelled to
recover the same through legal means.

But that is not the only such instance of skeletons
rolling out from the cupboard.  According to an inside
source on yet another ocassion Mr Pundalik N Naik (not
Nayak as listed on the GKA website
www.goakonkaniakademi.org ) President and Prof Bhushan
Bhave Vice President of GKA proceeded to Delhi from
26th to 31st October 2004 unauthorisedly (i.e without
the prior permission or sanction of the Goa Government
as is the normal procedure ) by air and incurred an
expenditure of Rs 60,000/- when their normal
entitlement ought to be on par with a Senior Grade
Officer of Goa Civil Service cadre i.e 1st class rail
fare and TA DA as applicable,to participate in the
Literary seminar at Goa Diaspora - and an 
exhibition of Goan books mainly depicting Goan
Cultural Heritage (pre 25 November 1510 and post 19
December 1961 only ???is not known }

However as a special case and apparently without
precedent the sanction was accorded ex-post facto by
the Goa Government Directorate of Official Languages
order DOL/621/L/2004-05/20 dated 12.04.2005 (during
President's rule) and the excess amounts were to be
recovered from their honorarium Rs 7000/- paid to
President and Rs 4000/- paid to the Vice President and
with a strict directive that their travel outside the
State should invariably be with prior permission of
the Government.

Now with the development in the case of Prof Bhave it
is worth watching how the Government riggles out of
this dilema.

It could however not be confirmed from the Goa Konkani
Akademi tele no: +91 832 2437385 or the Directorate of
Official Languages + 91 832 2420071 Mr Gopalkrishna D
Padgaonkar (which oversees the disbursement of funds
--- to both the Goa Marathi Akademy and the Goa
Konkani Akademy) whether the amounts have since been
recovered from them. Both telephones remained
unattended despite frantic calls by this writer.   

Incidentally this  years budget promises 1.30 crores
for fiscal year 2005 -2006 as passed in the just
concluded Budget session 30.08.2005 . Unfortunately
Konkani in Roman script which is written by mainly the
Catholic community  gets only some assistance in
reality doles  as appeasement at the  whimsical will
of the Goa Government. 

For just 60 books published by the Goa Akademi on an
average most of which hardly have sellers but the
writers manage to get assitance as the same is written
in Konkani Devanagiri being recognised as the Official
script by the Goa Government enactment of the Official
Languages Act, 1987 

As if this is not enough, there are other allegations
about liberal spendings on food bills at the Circuit
House Canteen Altinho Panaji. Activities carried out
beyond the office hours in the premises, claim of TA
DA bills from GKA to Institute Menezes Braganza Kala
Academy and Directorate of Arts and Culture all within
the Corporation limits of Panaji use of own vehicle
etc.  Several letters of complaints are lying with the
Directorate of Official Languages.  One really wonders
 whether the Goa Government really needs to continue
the Goa Konkani Akademy which has literally turned out
to be a hot spot of a few literates to pass their
time even beyond office hours sometimes on Sundays and
Holidays with the bills of power water supply etc
footed by the Goa Government.

There are also reports about the unauthorised
engagement and termination of services of  a
supervisor  Mr Anthony  Vaz vide order No:
3/21/2004/GKA/248 dated 4/7/2005, but he still
continues in the GKA 

While all this goes on it is interesting to have a

TIATRO  SORO.

When the first Tiatro “Italian Bhurgo” was staged in Bombay on 17th April 
1892 by the founder of Tiatro, Mr. Lucasinho Ribeiro from Assagao, Bardez, 
Goa, his dream was to make this art as a great weapon for the benefit of 
Goan community in particular and Konkani in general.  During those early 
days this art was not patronized by “hoi polloi” audience.  Even the 
artistes were of higher grade in their social and otherwise standings.  I 
had an opportunity to meet and talk to one of the descendants of Lucashinho 
Ribeiro who freely expressed that Lucasinho was very proud after the success 
of creating Konkani Tiatro and had great hope that this beautiful art would 
be handled by the artistes of calibre and also attended by the audience of 
calibre.  But gradually this art went into the hands of some disgraceful 
artistes whom once at “Khursachea Moidanar” in Bombay, Joao Agostinho 
Fernandes whom we call “Pai Tiatristancho” called as “Rostad” because Mr. 
Fernandes agonizingly lamented the dirtiness and ugliness these few 
tiatrists promoted from the stage.  The word Rostad is not mine but it came 
from the mouth of Joao Agostinho Fernandes. In fact for many years tiatro 
not only remained into the hands of bad people but even the audience was 
bad.  Precisely because of this, the elite, decent and people of character 
refused to patronize this beautiful art.  I have seen with my own eyes as a 
small boy in our village and elsewhere while interacting with tiatrists of 
yesteryears how filthy and dirty and drunkards some of them were.  The 
“soro” they were drinking before and during the tiatro was worst besides in 
their day to day life “soro” was their tonic and womanizing was their forte. 
Concubinage was the hallmark of some of them. Forgetfulness and neglect of 
their wives and children was their routine. If it was not for their 
excessive “soro”, great tiatrist Minguel Rod would have been writing so much 
and so beautiful.  Oh! What a tragedy that this man died at so early age due 
to excessive “soro” and thereby denied us Goans and Konkani lovers so much 
of beautiful on Konkani stage.  Where else and when we can get another 
Minguel Rod?  Since his death, no tiatrist can pen down as beautiful tiatros 
as he used to with most sorrowful “cantos” like “Motets”.  One day I was 
told by Anjuna Church Choir Master (Mistir) the late Mr. Pedrinho, while I 
was learning Violin from him in early sixties that once during Lent he 
played instead of Motet the tune of Minguel Rod’s “Canto” from his most 
memorable tiatro “Ghorib Sezari”. What a masterpiece it was.  As a small boy 
even I cried along with elders while Miss Julie rendered this canto.  Soro 
has destroyed best of Goan Konkani talent.  What about Champion Peter?  Was 
it not excessive “Soro” that killed him?  Can anyone after him play the role 
of traditional Goan Hindu Goldsmith?  It was a pity that no saner Goan not 
even from Church circle guided these giants into decency.  I think our 
elders of those days and society as a whole failed in their mission of 
guiding people of talent in right direction.


During those days regretfully Tiatro was patronized by lower and middle 
class of Goans, upper strata of Goans was rarely attending this beautiful 
art.  One of the reasons was because of the disgracefulness displayed in 
action and in expressions by the artistes from the stage and secondly 
because of the rubbish Goans among the audience.  Who are these rubbish 
Goans?  They are all “Bebdes”, drunk to the brim and in readiness to create 
fights in the hall.  Many times during those days “Bebde” audience used to 
fight and disturb the atmosphere in the hall or “mattou”.  I saw in 1960 for 
one tiatro at Mapusa during the feast of Milagres Saibinn, how the then 
terror Policeman,  “Cabo” Sukddo at the entrance inside the hall holding his 
Revolver and threatening the rowdies mostly the Bebdes that he will shoot 
them if they don’t maintain discipline inside. But Bebdo is a Bebdo.  When 
he is drunk he is animal or worst than animal.  These type of animals are 
bringing bad name to Tiatro which is a beautiful art but unfortunately 
because of such Bebdes many time Tiatros are interrupted and stopped. 
Unfortunately, when this topic of Bebde audience is raised many of the other 
Bebdes identify themselves with their bebde brothers and hurl accusations on 
me for raising this issue openly.  Ultimately a bebdo will support another 
bebdo.  This is the tragedy.  In late sixties Kid Boxer was staging Minguel 
Rod's tiatro Lemddo Santan at Panjim.  Suddenly due to delay in starting 
the tiatro, some misunderstanding occurred between a section of the audience 
and organisers and there was uproar in the hall.  Most of the rowdies fully 
drunk, in this commotion, got up and walked away with the Chairs on which 
they were seated. In this situation the director was forced to stop the 
staging of that tiatro and the organisers suffered heavy

PLASTIC POLUTION  HAZZARDS.

Goa: Anti-plastic rally held in Quepem.

On April 10th 2005 “HERALD” Goan Daily published the following: “The 
students and teachers of Holy Cross High School held a rally at Quepem to 
create awareness on problems of plastic and the importance of reprocessing 
it.  The rally was flagged off by school Principal Dr. Uday Gaonkar and was 
guided by Physical Education teacher Anant Narvekar.  Other teachers guided 
their respective groups. The rally started from the school, made its way to 
Quepem Health Center, Quepem market and Quepem Police Station, before 
concluding at the school”.


On reading the above I was thrilled because I hail from Quepem and I like to 
say a few words concerning the above captioned subject, but before that I 
would like to mention that this is not the first time such rally’s have been 
conducted by Holy Cross HS students, I have been a student of this school 
for a short while and have participated in student rally’s such as “Bus fare 
for students, Opposing transport facilities plying Quepem route, and 
blocking roads for not picking students due to which they used to miss first 
2 periods, the student leaders who were actively involved were Basker Naik 
from Rivona, Quepem, who recently was the Principal of Govt. College at 
Xeldem, Quepem, Mr. Pradeep Shirvaikar, a Lawyer but is a Senior teacher at 
HCHS, Pramod Desai, Ghurudas Dalal, Bale Sarojini Madhav who stood 5th in 
all Goa back in the 70’s, Kalindi Kunkolekar Senior teacher at HCHS, Manuel 
Colaco Ex. President of Quepem Municipality, etc.. the list is endless…. All 
of them were fearsome debaters and public speakers.


As far as I know there are many ex. students from this school even here in 
Kuwait, also recently Mr. Suhas Dalal from Quepem was honoured with 
“Pratibha Prakashan” for editing “Mahaa Komkann Sudarshan” (in Konkani) 
“Samyukta Goem Zaalemnaa Zaalyaar Komknni Lok Shennttalo”  was also a 
student of Holy Cross HS.


We have indeed come a long way from the ancient and primitive ages to the 
modern day world. During this long span of more than 2 million years, man’s 
life has been through several drastic and fundamental changes, but one of 
the most difficult challenges that it faces even today is the menace of 
environmental degradation that has been posed by mankind to a large extent 
by polluting it over the ages. From the very inception of the Industrial 
Revolution of the 17th Century, man has been constantly interacting with the 
natural environment and destroying it to a large extent.


In today’s modern era of Science and Technology Plastics have become one of 
the most widely used products all over the globe. The Credit for this 
invention goes to the famous scientist Dr. Alexander Parkes who had invented 
the first synthetic plastic i.e. celluloid way back in 1856.. Since then the 
number as well as the types and qualities have greatly increased, producing 
superior materials such as epoxies, polycarbonates, Teflon, silicones and 
polysulfones. The bonding properties and chemical versatility of carbon 
account for the great number of plastics, though we have been successful in 
creating such varieties, in the process we have adversely affected the 
global eco-system as a whole.  Today plastics have created such a menace in 
many places that it has led to the proliferation in the spread of Cancer by 
the production of deadly carcinogenic compounds.. Thus the best alternative 
to plastics would be the use of biodegradable and naturally occurring 
products.


Whatever it was it almost certainly came in a wrapper or a package that you 
ripped off straight away and put it in the bin! Having done its job the 
packaging became totally useless immediately.. Hmmm, if only it could just 
evaporate… Do you know that we now use over 3.2 Million Tones of plastic and 
cardboard a year for packaging which is twice what we used 10 years ago, you 
may not give it another thought but it takes nature years or even centuries 
to deal with all our old rubbish!


How long it takes nature to break down and recycle an object? It depends on 
what it’s made of and what’s able to pull it a part. Oxygen in the air and 
Sunlight can help decompose many materials.. Meanwhile, living things like 
bacteria, moulds and fungi regard some types of rubbish as a square meal and 
will happily munch their way through them, this is known as biodegradable 
waste. But this takes a lot longer than your average lunch break. Orange

Well Tom,
If indeed you are tom, let me tell you, that the S.E. Asian cities and 
airports that you are taiking of, are at the crossroads of international air 
routes; and not serving just a small  and underdeveloped territory like Goa. 
Also please ubderstand that Dabilom is already there; and the needs of extra 
space is there right under the control of the Navy, which is sittingon it. 
The infrastructure for its further development c is and can be upgraded as 
per requirements, at a fraction of the cost and in much less time than 
required elsewhere. Why duplicate when the existing one can be upgraded for 
the benefit of all of Goa; and not only extreme north Goa and south  
Ratnagiri district; as is the case with Mopa; which will only mop up scarce 
resources. The additional resources if available can be better used to 
create true double lane roads with footpaths, along the north and south 
coastal belts; namely from Aguada to Baga and in the south from Velsao to 
Mobor Cavelossim; also to build two additional bridges across the Zuari and 
Mandovi respectively.


Please try and think straight, and not from a 'parochial' angle like you are 
doing!
let me tell you; since you say you cannot understand how Dabolim can be 
upgraded.


Even for the newer aircraft if at all put into service on the Goa route, 
namely the A380 Bus, all that is required is the widening of the runway, and 
not the lenght of it; as the present runway already has the capacity for the 
bigger present day aircraft, and the runway lenght is the same for the A380. 
And of course the 'holding areas, the Lounges and the check in counters and 
the Immigration counters and the Customs and the Toilets etc, have to be 
expanded to cope with the extra load of passengers arriving, within the same 
time frame. So also the parking, roads and connecting network have to be 
upgraded; all of this can be done and accomodated at Dabiolim itself, same 
as would needs to be done at Mopa. We do not need this white elephant at 
Mopa. OK?

It far behond any aspect  in the modern concept of international airports 
in
South East Asia. Its location is close to the residential areas of the 
city,

and its infrastructure outdated and very modest to the requirements of
International Airlines.
I feel the communication between the Government departments  and the public
is poor and the government should arrange meetings in the different cities
and villages to consult  and advice the public in the pros and cons of this
new venture.
We are a democratic country and the decision has to be based on public
consensus.

We are witnessing a fresh attack on the wisdom of having another airport in

proposal of Mopa airport has been greeted with since it was conceived

reason seems to have taken a back seat and emotion looks like having taken 
over.

Where is the 'Wisdom' in the proposal of having a second airport in a small 
area like Goa, which is in itself underdeveloped in the first place? You and 
the other protagonists of Mopa, have not given any reasons for Mopa vis a 
vis the already existing airport at Dabolim; it is being considered only in 
exclusion as if Goa does not have an airport as a great asset, right in the 
'centre' of Goa.

Mr Churchill Alemao, MP, the dominant characteristic of whose politics
through years has been that devil-may-care chivalry, is up and roaring
again against the Apocalypse that Mopa is bound surely to bring to the

It's true, that what Alemao and myself have been saying on this forum! The 
businesses and the hotel Industry will go bankrupt in Salcete, Moumugao and 
Quepem and Canacona, too. And what about the residents wanting to hitch a 
ride to the airport, who in the case of Canacona will have to go tru more 
than 100 kms of harrowing and wild life like rides thri Goa's tortuos roads? 
Humm??
Even If Goa Desc can manage to give/ arrange free rides from 
canacona/salcete to Pernem; to lighten the financial burden and the 
inconvenience of it all; waht about the 'time factor' involved in such long 
distances on narrow below standard roads? will Goa Desc then simply turn 
back the clock! and/or  say: are rau re! rau re! thea sasticar azun paunc 
nam! in typical Goan Bus style?


I hope you guys who ever you are; will take time to really think for 
yourselves and have the interest of all the residents of 'All of Goa', when 
talking up this white elephant project at mopa. Mapusa, and Pernem do not 
alone constitiute Goa! Open your eyes and see, if you are not already blind 
Goa is all of Goa territory; from North to South and East to West. And 
Dabolim is in the Center of Goa, and more so, it is already here for so many 
years! Not a bird in the bush, but active and very helpful and fulfilling 
the needs of all of Goa residents and tourists! Hah Hah!

Let us not go into motivations, political or otherwise, of the fresh 
protest,

but it is clear that it has been timed with the announcement of the
decision by the Mopa airport committee to go ahead with the project
and the acquiring by the government of 1 crore sq metres of land for it
in the state's northernmost taluka of Pernem.

Why should 'Goa' not protest at this sheer absurdity of a second airport and 
that too in one extreme end of the underdeveloped state? It's not only 
Alemao! It's everyone almost with reasons! Just that Churchill Alemao is a 
leader and has been so elected because he is a born leader and has proved 
himself, in the past. That is why Goa Desc too, and the whole of Goa should 
rally behind him!


Goa Desc;

Anybody to disagree with Mr Alemao that the state government or the
Centre should not take up any project that would take away income
and jobs from people in South Goa would but be a cynic. But will the
Mopa airport indeed take away jobs from the south to the north?
This question can best be answered by another question: did the
Dabolim airport take away jobs from the north to the south?
Earnings from tourism have come mainly to four cities and their vicinity
in the state: Panaji, Mapusa, Margao and Vasco; and two of them are
in the north and two in the south. Do passengers getting off at the
Dabolim airport do not check in hotels of the north? Do they not travel
to the beaches of the north? Last year's rise in ARR (Average Room Rate)
in hotels was not confined only to South Goa; the hotels in North Goa 
profited from it too.


Nasci says;
In the above para, you have just proved my point; Because Dabolim is almost 
in the CENTER OF GOA geographically, and the infrastructure is already there 
for people to travel to any part of Goa, they wish to! Al that is needed is 
upgradation of the existing infrastructure and the airport of Dabolim, 
itself. The moving of the Naval airbase to Sea Bird. is and a neccessary 
cororally, to secure the future requirements.


Goa Desc:

When the world is becoming flat, to suggest that Goa can be divided
into enclaves is short of saying we do not want development at all.
We need to shed our parochial view and grab the opportunities for
growth that the present times are offering us.
