View From The Outer Harbour By: Thalmann Pradeep Pereira IT'S CHAPPELL OR CHAPPALS ! Indian Cricket is at a crossroads. It may be more appropriate to say that it is like a batsman stuck in the middle of the pitch while trying to sneak a run that was never there in the first place, even as the ball is already lodged securely in the wicket-keeper's gloves from a direct throw by the fielder at silly point. At this rate the third umpire will have nothing to do except press the Red Button and signal the next batsman in. Indeed if Pakistani cricket attained notoriety because its bowlers were more apt to get their man out through dubious LBW decisions by friendly umpires, Indian cricket attained notoriety because its bowlers would start bowling wides, no-balls and byes precisely when the opposing side desperately required all those extra runs to save their game. While Pakistan snatched victory from the jaws of defeat (albeit by playing with thirteen players on the field), India became well known for snatching defeat from the jaws of victory! An Indian cricket victory is an exhilarating experience for millions of our cricket fans. But at the same time, the whole day becomes a tension-filled, nerve-racking wait for good news. Indeed whenever the Indian cricket team goes out to play, the one proverb which easily occurs to the mind is There is many a slip between the cup and the lip. It is not that Indian fans cannot stomach a defeat or that they expect victory under all conditions. It is just that the Indian fans get disgusted when they see a match being literally thrown away by irresponsible batting or aimless bowling. Conspiracy theorists will no doubt pipe in with their pet theory as to whether it was batting or betting that was going on. Self-anointed experts will chip in with talk about in-form and out-of-form. Tarot-card specialists will talk about dark clouds with silver linings. But the Aam Aadmi knows that it is just plain indiscipline, selfishness and refusal to work as a team. It was in these circumstances that Greg Chappell got a rousing welcome when he landed in India to take up his new assignment as India's cricket coach. Chappell is known as a great player who had an iron discipline for himself and his team-mates both on and off the field. It was during his captaincy that Australian cricket began to turn around and become an almost invincible team. His credentials were and are exactly what is prescribed for the Indian cricket team for a positive turn-around. Indeed there have been times in the past when the Indian cricket team, after doing badly, was literally greeted with brickbats if not chappals. But some of our cricketers hardly seem to have learnt any lessons from their experiences. They are busier shooting for commercial advertisements than practising their skills. After all, they earn in millions from their one-minute appearance in a TV-ad and couldn't care less for the love and respect they earn from a good performance on the field. But in fact, thereby, they are only spitting into the plate which holds their food. There are disturbing reports that the previous Indian coach John Wright was being given bad words to his face by some Indian cricket players. Very disgusting, if true! But Chappell is nobody's fool. Australia under Chappell did not require to indulge in 'sledging' their opponents. It was their finesse in cricketing skills and their physical and mental toughness, all acquired through rigorous training, which saw them ascend to the pinnacle of glory. Faced with a virtual rebellion from some cricketers who have come to think that they are indispensable to the Indian team, the Cricket Board must firmly support Chappell's programme. Or else, we will only have a team of Paper Tigers who are eager to audition for more TV-commercials, but shy away from taking the field to play cricket under the excuse of being injured. As it is, the Indian cricket team seems to be having more and more Non-Playing Members. The big question that will be answered, within the next few days, is whether the Board itself will get its act together for the greater good of the game, or whether the private selfish interests of the Board's members will result in totally ignoring the critical remarks put down by Chappell after the recent fiasco during India's just-concluded Zimbabwe tour. I just wanted to say how strongly I agree with the points made below - they really tie in with my thoughts about all-inclusives. Andy and I have enjoyed a much better standard of service etc since swapping from a 5* international chain hotel to a locally owned hotel that I suppose would rate as 3* in a brochure, but which is in fact, far superior. Justine JGF demands that the Goa Govt, announces its tourism policy and clearly expresses its support to small businesses like family owned beach shacks, rooms to rent, small restaurants and tavernas that have promoted and preserved the Goan tradition of hospitality the world over JGF will promote the setting up of Tourism and Beach Management Committees in all coastal Village Panchayats and Municipal Councils so that the local people have a share in the planning and decision making process on infrastructure upgradation, Environment Impact Assessment, Disaster Management and Carrying Capacity Studies

Traditional bullfights, locally known as dhirio and immensely popular with young male spectators and punters in parts of coastal Goa, was halted in 1997, when animal rights groups went to court, asking authorities to take heed of the Prevention of Cruelty to Animal Act. The fights, held in open paddy fields, were deemed unsafe and cruel, as bulls were provoked by trainers before they entered the arena. Enforcing authorities, asked to prevent the fights by the high court, did so for a while. However, the sport refused to be stamped out, and merely went underground. Impromptu tournaments, advertised by word of mouth to its fan pool, have picked up over the years, while authorities lost interest and looked the other way. This month though, the police in a south Goa station called some 40 bullfight organisers to a meeting to warn them against staging the events at the start of its traditional post harvest high season that commences this time of the year. Since then, interest has gained ground, with the local Gomantak Times daily running a series on the views of several fighter bull owners and fans of the traditional animal sport, spurring on a discussion for a more respectable revival. Among its followers in the villages of coastal Goa, fighter bulls enjoy all the fame of race horses, with flamboyant names to go with it. Their owners, many with huge investments in animal purchase and upkeep have unsuccessfully lobbied with politicians from the region to have legal amendments made or fresh legislation to regulate the sport. Since the Prevention of Cruelty Act falls under the concurrent list, the state government could technically make amendments to exempt the sport if it had the political will, one lawyer said. Supporters argue that its regulated resumption would assist better organisation in safe enclosures to ensure spectator safety and vets to treat the animals — a practice followed in other states which host traditional animal sport. Goa’s animal husbandry minister, Mr Francisco Micky Pacheco, himself a fan of the sport, told this newspaper he was attempting to have animal shows started to demonstrate strength and agility. If Mr Pacheco manages to legally revive bull fights — though he has not said so in so many words, preferring to call them animal shows — he will have scored an important victory over rival member of Parliament, Churchill Alemao and other regional political parties who promised to have the sport legalised, in deference to its popularity.

Under the scheme, estimated to cost Rs 40,000-Rs 50,000 crore depending upon the demand for work, the Centre would be contributing 90 percent, while the states would have to pitch in only with the remaining 10 percent for the provision of wage employment to rural households at least for 100 days a year. The Prime Minister said the unemployment allowance which had to be given to those who did not get employment within 15 days of their demand would be met by the states at their own cost. The daily wage under the scheme has been placed at Rs 60 or the minimum wage prevailing in the states, whichever is higher. The unemployment allowance ranges from 25-50 per cent of the daily wage. The provisions of the relevant Act states that “no such (unemployment) rate shall be less than one-fourth of the wage rate for the first thirty days during the financial year and not less than one-half of the wage rate for the remaining period of the financial year”. This guarantee “requires timely transfer of resources to the implementing agencies so that works can start on demand,” the Prime Minister observed addressing a meeting of state ministers of rural development on the National Rural Employment Guarantee Act 2005 here. To prevent corruption and plug leakages in the implementation of the “path-breaking” Act, Singh said the programme should be “transparent”. “The NREG Act must be transparent and truly a people’s programme. Therefore, methods of estimation and measurement of works and rates of payment for each task should be made transparent. The labour that seeks work must understand what is offered, on what terms and demand its full entitlement. “Similarly, there should be complete transparency in maintenance of muster rolls and payment of wages. There should be fairness all around. That is it intention and purpose of this act,” he said. Noting that a guarantee imposed a legal obligation on the state unlike a scheme which is supply driven, he said the task would require a lot of hard work by states such as in creating perspective plans, setting up institutions for monitoring and for providing technical support, designing smooth financial flows and providing for accountability of the entire process. Singh said that the act was a unique social safety net because its beneficiaries were not passive recipients of doles, but will become active participants in the creation of rural assets.

Now Pope Benedict XVI has nominated his predecessor for fast-track consideration, which I consider an abomination in the light of many of Pope John Paul II's attitudes and specific actions, devaluing sainthood even further. Saints should be judged several decades later, in my never humble opinion, not by their biased friends and successors. I suggest that those familiar with the specifics of the case of Blessed Joseph Vaz should pursue it with Cardinal Lourdaswamy, and ask him to re-open the investigation, re-examine the evidence and the documentation and proceed with the case on its merits.

iam doing a project on Sustainability of Tourism and have taken a place in India and doing the assignment on "Beaches of Goa". I was just looking for some information on Goa if the Government there has done some planning on good sustainable practices that should be adopted to maintain the coastal region against mass tourism. There are ample of bad practices in terms of degradation of the beaches,water and noise pollution,improper sewage but the Government plans are listed only in a book which i got from the library written in 1995. Sources said a panel has given the technology a clean chit, but has called for more work to make it commercially viable and safer. Bolstered by the findings, KRCL now plans to pitch for short-distance projects in Mumbai—for which the monorail is currently the favoured option in some circles—like the Santacruz to Sahar airport terminal. KRCL—with contracts worth Rs 400 crore and Rs 1,500 crore for transport projects in Pune and Hyderabad respectively— is also in the process of identifying partners in both cities under a Build-Operate-Transfer model. In Pune, Skybus is developing a 7.5-km route from the Pune railway station to Swargate and in Hyderabad, it is carving a 22-km route from Uppal to Maslipatnam. Skybus, which was expected to get a boost after KRCL conducted trials on a one-km track at Madgaon in Goa last year, was under scanner following the accident. KRCL officials said a high-level government committee, appointed to inquire into the accident and the Skybus technology last year, presented its report to the urban development ministry in New Delhi recently. KRCL managing director K K Gokhale said the technology was given a clearance but the committee felt further trials were needed to clear required safety norms and for commercially viability. Our technology is sound. There are accidents even in Nasa. Does it mean that the whole project should be abandoned. The committee itself has said the technology should be nurtured,'' Gokhale said. KRCL officials said the inquiry committee had recommended that former chairman and MD of KRCL B Rajaram should be associated with the project as he was the main force behind the Skybus technology. Rajaram retired earlier this year and was not given an extension. Gokhale said: The planners will have to take the Skybus into account on several of the Mumbai city routes. Some sections want to keep us out under the pretext of going in for proven technologies, but in the end they will also have to take us into account.'' New technology needs time to overcome the glitches. When there are accidents in developed countries, they are seen as challenges. Railways across the world have accidents, does it mean that railway technology is defective?''asked KRCL officials incharge of the project. However, transport consultants argued that unlike foreign technologies which are under consideration, the Skybus is not a proven model. The monorail, in comparison, has been used in Europe, Southeast Asia and Japan for over 25 years,'' said an MMRDA planner. He was loudly exclaiming his praise to God. Hallelujah! Hallelujah! God is great! he yelled without worrying whether anyone heard him or not. Shortly after, along came a man who had recently completed some studies at a local University. Feeling himself very enlightened in the ways of truth and very eager to show this enlightenment, he asked the boy about the source of his Joy. Hey asked the boy in return with a bright laugh, Don't you have any idea what God is able to do? I just read that God opened up the waves of the Red Sea and led the whole nation of Israel right through the middle. The enlightened man laughed lightly, sat down next to the boy and began to try to open his eyes to the realities of the miracles of the Bible. That can all be very easily explained. Modern scholarship has shown that the Red Sea in that area was only 10 inches deep at that time. It was no problem for the Israelites to wade across. The boy was stumped. His eyes wandered from the man back to the Bible lying open in his lap. The man, content that he had enlightened a poor naive young person to the finer points of scientific insight turned to leave. Scarcely had he taken two steps when the boy began to rejoice and praise louder than before. The man turned to ask the reason for this resumed jubilation. Wow! Exclaimed the boy happily, God is greater than I thought! [Goanet] CAUTION: BLIND CURVE AHEAD!
It is now crystal clear (as a newspaper report can be) that the Mapusa-Margao monorail which received GOG cabinet approval in principle recently is going to run along NH-17 i.e. its support columns will follow the divider. Now, it is widely known that land has been acquired along NH-17 for 6-laning purposes. But the status of this particular exercise is now in some doubt. Then there is the talk about a North-South Expressway. The alignment of this corridor was supposed to have been finalised after a visit of the GOI Minister to Goa. But he postponed his visit due to the disruption at Dabolim during the recent spell of continuous rain. From the way things look, the monorail (untried and untested in the Indian context) is going to piggyback on NH-17, the existing life line of Goa. There is no information so far about how the project will be tackled, whether in one go or in phases etc. But we may have to be prepared for serious disruptions during and after construction along this critical route. The Expressway may be something else. Let's keep our eyes and ears open on this issue.

JGF strongly opposes the move to push through a golf course and massive luxury hotel complex in the name of building the International Mopa Airport and calls upon citizens to be alert to attempts to bring back the Japanese Holiday Village through the back door. JGF will strongly oppose any move to promote military tourism in Goa or to convert any part of the State as an (R R) Rest and Recreation destination for foreign army and navy personnel involved in armed conflict.
