For those who keep insisting that the Navy has no *strategic* role to
play from Goa, here is an example of just that. The targets in
question were operating, in one case, near the gulf of aden, and in
the other case near south Africa, thosands of miles away from our home
bases.   What the article hasn't mentioned is that it is the Navys
constant peacetime role to be prepared for war, and to gather as much
information about our prospective enemies.  In such an operation,
described below, the aim is to obtain the radar and propellor, or
sound *signatures* of the individual targets. Our aircraft ,flying
from Goa,can loiter on task for many hours and do just that. We then
have adequate information on our data banks to identify enemy targets
over the horizon, and take them out with our submarines and missile
ships, when time comes.
Well done, Navy! You are doing a great job!

Panaji Feb 10: The president of the silver jubilee literary conference of 
Akhil Bharatiya Konkani Parishad, Paul Moraes, addressing the inaugural 
session of the three-day event, today said that one script namely Devnagri 
should be supported, especially among the new generation if Konkani language 
is to be developed in the global scenario.

The Chief Minister, Mr Pratapsingh Rane, who was the chief guest on the 
occasion said that his government is ready to support holding of World Konkani 
Conference in Goa.

“The state has a unique culture of creative geniuses and Konkani language has 
been instrumental in maintaining this culture,” he observed.
Earlier, the Governor, Mr S C Jamir inaugurated the literary conference, at 
the open auditorium of Kala Academy, in the presence of a number of former 
presidents of the Parishad.

Mr Jamir, describing Konkani language as the entity which gave Goa its 
distinct identity, said that there should be reciprocal understanding between 
people by way of languages.

The local languages must develop linkages with the world community, at large, 
the Governor said, pointing out that languages are vehicles of communication 
and find expression of feelings. Learning languages helps in fostering 
emotional integration between people, he noted.

Moraes, delivering his presidential address said that literature in Konkani 
has been generated through various scripts and the process would continue, 
which is a fact. “However,” he said, “many scripts are unable to standardise 
the language and hence our predecessors as well as leaders who shouldered the 
Konkani movement chose Devnagari script as the standard script.”

Speaking further, Moraes said that everyone following other scripts in Konkani 
could slowly shift to Devnagri, over a period of time. The future generation 
should very well be conversant with the Devnagri script, he opined.

Moraes also stressed on the need to make Konkani education compulsory in Goan 
schools and impress upon the governments in Maharashtra, Karnataka and Kerala 
to introduce Konkani in their schools. “There is a need to launch another 
movement for achieving this goal,” he pointed out.

Moraes said that Goan bodies like Goa University, Goa Konkani Akademi and Kala 
Academy must involve Konkani institutions from outside the state in their 
projects like Konkani encyclopedias, dictionaries, research and translation 
work.

“In our midst there are few narrow-minded people who have build walls of 
regionalism, caste, religion, dialect and community, which in turn create 
hindrances before the parishad to achieve its goals,” he stated.
“The government should provide the Akhil Bharatiya Konkani Parishad with an 
office in the state and an annual grant,” Moraes said.

The former co-operation minister of Karnataka, Mr R V Deshpande, who was the 
guest of honour, said that Konkani is a secular language and Konkani people 
are secular in nature. He further said that a World Konkani Centre should be 
constructed, at Mangalore.

The outgoing president of the parishad, Basti Vaman Shenoy also spoke on the 
occasion.

The president of the reception committee of the conference, Mr Shantaram Naik, 
in his welcome address said that Konkani is a great binder and unites people, 
while the president of the national organising committee, Dr Tanaji Halarnkar 
urged for promotion of Konkani language by crossing the barriers of religion, 
caste, region and script.

A number of former presidents of the parishad namely Ravindra Kelekar, 
Purushottam Mallya, Uday Bhembre, Chandrakant Keni and Pundalik Naik, among 
others were felicitated on the occasion.

A number of new books in Konkani of various scripts were also released during 
the inaugural session.

PANJIM, FEB 12 - With the idea of a "cultural state" in mind, the All
India Konkani Parishad on Saturday envisaged a closer coordination
between Konkani States so as to also bring about awareness among NRI
Goans and reduce the feared and growing "cultural vacuum."  Novelist and
Sahitya Akademi award winner, Mahableshwar Sail, had mooted the idea of
a cultural state last year at a function in Kumta-Karnataka.  The idea
was to have a cultural state within the four states - Maharashtra,
Karnataka, Kerala and Goa - by suggesting an amendment in the
Constitution.  

Speaking on 'An Idea of a Konkani Cultural State', president of Konkani
Parishad, Kumta Arun Ubhaykar, said, "There's a feeling that Konkani
culture is lost. With the concept of a cultural state, various cultural
programmes could be organised through different media. That way the gap
could be filled up."

Ubhaykar said that at the international level there was a sign of
awakening among NRIs. The Konkani conventions held in the Gulf
countries, United Kingdom and America are a proof of that.   Editor of
Sunaprant, Sandesh Prabhudesai, observed, "The idea of a cultural state
could be shaped by using the audio-visual medium and satellite
technology for cultural-exchange programmes." Prabhudesai suggested that
the State government, along with Maharashtra, Karnataka and Kerala,
could open a centre on the lines of the West Zone Cultural Centre where
Konkani film, drama, folk and others festivals could be held at the
all-India level."

Literary figure from Kerala Dr Sunitabai also spoke at length on the
subject. President of AIKP Paulo Moraes was also present.

Since there seems to be some confusion on this issue,
and some attempted obfuscation by the intrepid
Portuguese citizen, Jose, I believe "liberation" in
the context of Goa was that an repressed population,
namely Goans, whose ancestral homeland was acquired by
force 450 years ago, and who were forcibly prevented
from self-governance, were relieved from the yoke of
the repressive power, namely Portugal, with a
not-so-gentle nudge from the country that Goa was
historically a part of, namely India.  Since Portugal
did not have the means to defend it's colonial hold on
Goa, it had to accept the status quo.  Thus it has
been from the days of Attila the Hun and Genghis Khan:
in the world of real-world geopolitics, weak nations
are forced to move on with their lives.

recognition of his selection to attend the National Football Camp for
the forthcoming AFC Asia Cup qualifying round match against Japan.
Sarpanch Elsie Lobo in the presence of Dy Sarpanch Chandrakant Harmalker
and ward members Benedict De Souza, Jerome Nogueira, Sadananad Lotlikar,
Josephine D'Cruz and Sadguru Harmalker presented a cheque for Rs 5,000
and a shawl to Felix.

Former sarpanch and social worker Joquim Agnelo Dias also lauded Felix
on his achievement and stated that he has brought laurels not only to
the people of Parra, but also to the people of entire Goa.  Later, the
sarpanch narrated the developmental works carried out by the panchayat
during the last six months. She mentioned that the panchayat proposals
for improvement of roads at Boquachi Arradi, Gamma Vaddo, Almeida Vaddo
and Silva waddo, construction of retaining wall at Lobo vaddo and Gama
vaddo, renovation of Panchayat Building, additional speed breakers and
erection of street poles have been sanctioned by the Government.

MAPUSA, FEB 12 - Five robbers armed with knives and other deadly weapons
on Saturday night attacked a foreigner staying at Anjuna, Vagator and
decamped with cash and jewellery and other articles worth around Rs
50,000 at knife point.

The robbers who gained entry into the house by breaking open the rear
door took away Rs 20,000 cash, a Motorola mobile phone, a camera and
jewellery worth Rs 3 besides assaulting the complainant Ananta Crown
alias Ananta Madar who is a British national.

According to 35-year-old Ms Crown, the robbers who were in the age group
of 20-25 years were speaking in broken English as police officials
suspect the culprits could be from neighbouring southern states.
Interestingly the robbery occurred at around 11.15 pm and that too in
the house situated along the busy Anjuna-Vagator road just opposite the
Lions Club of Anjuna premises.

The Anjuna police suspect that the culprits had carried the robbery in a
planned manner as the other occupants of the house had left for a night
out leaving the complainant alone in the house.  The complainant who has
suffered sever injuries on her head and abdomen from the attack is being
treated at a private hospital in Anjuna.  Later, the police pressed into
the service the police a dog squad to find any possible clues leading to
the robbers. However, the dogs could not provide any vital lead.

Senior police officials including Superintendent Police (North) D K
Sawant along with Mapusa SDPO Dy SP Waman Tari visited the scene of
offence besides meeting the injured complainant in the hospital. SDPO
Tari when contacted expressed confidence that the police would track
down the robbers.

Almost five years after the infamous 2001 ticket scam, a full-fledged trial is 
yet to begin in a criminal case against Dayanand Narvekar and eight other 
accused.

MARGAO, FEB 12 - Outgoing GCA chief Dayanand Narvekar might claim to have got a 
clean chit from the BCCI vis-à-vis the infamous 2001 India-Australia ODI match, 
but a criminal case is still hanging over his head in the sensational fake 
cricket ticket scam.

What's more, the criminal case against Narvekar and eight other accused persons 
appears set for a record of sorts, with a full-fledged trial yet to begin till 
date.

Further, even as the State is bracing up to host the India-England ODI match - 
nearly five years after the India-Australia ODI match gave negative pubicity 
for the state - the courts are yet to frame charges against the nine accused 
persons chargesheeted in the case.  When this reporter took a round of the 
Margao lower courts on Friday, court sources informed that the ticket-gate case 
is posted for hearing on March 4 for arguments before framing of charges.  So 
far, the case has been heard by as many as six judges during the last five 
years. And, every time the case comes up before a new judge, the arguments are 
heard afresh, thus causing delays.  Says Adv A O Mendes, representing the 
State: "After receiving the order to represent the State, I have completed my 
arguments and have submitted written arguments before the court."

"It's indeed surprising that a criminal case is just dragging on sans framing 
of charges to commence a full-fledged trial," remarked a noted criminal lawyer.

Sources in the know say that much time was lost in the past with the State 
filing miscellaneous applications on many counts and over the question of GCA 
accounts.

The Margao police had filed the chargesheet on July 5, 2001 against Dayanand 
Narvekar, GCA Secretary Vinod Phadke, Treasurer Rama Shankar Das, ticket 
contractor Chinmay Fallari, Venkatesh Dessai, Devdutt Fallari, Joaquim Pires, 
Gajanan Bhise and Narvekar's brother-in-law, Eknath Naik.  The police have 
cited around 220 witnesses in support of its case.  The nine accused have been 
charged for cheating, forgery, forgery for the purpose of cheating, using as 
genuine a forged document, causing disappearance of evidence of an offence 
committed and for criminal conspiracy.

Among the charges made out against Narvekar, Phadke and Shankar Das is that the 
trio awarded the contract to Chinmay Fallari for Rs 68 lakh for alleged 
consideration after conspiring with the ticket contractor for sale of ticket by 
manipulation in the tender of the ODI match.  The police further alleged that 
in furtherance of the conspiracy, excess tickets as well as fake tickets 
numbering 21,000 were printed at Hyderabad and Sivakasi in Tamil Nadu.

Dayanand Narvekar, Vinod Phadke, Rama Shankar Das and then GCA's joint 
treasurer, Vivek Pednekar were also chargesheeted for endangering the lives of 
others due to overcrowding of the Nehru stadium on April 6, 2001.  They were 
later discharged by court but state has preferred a revision in the Sessions 
court, which stands now dismissed.

MARGAO, FEB 12 - Contrary to claims by the Congress leadership about
upgradation of the Dabolim airport, Union Civil Aviation Minister Praful
Patel says, "the existing facilities at Dabolim cannot be extended
further due to non-availability of land."

What's more, unlike the stand adopted by Congress leaders favouring two
airports, Patel is categorical in saying that there's an urgent need for
an alternative airport of international standards to meet the expanding
demand of tourism and business in Goa and in the region and taking into
account capacity constraints to deal with passengers and aircraft,
including international charters at the existing naval airport.  

In a letter to MP Churchill Alemao, the Union civil aviation minister
has further sought to put to rest the controversy over the ownership of
Dabolim airport saying, "the existing airport at Dabolim belongs to
Indian Navy and the Airports Authority of India maintains a civil
enclave only." Patel further says the present airport is basically meant
for defence purposes and that the naval authorities are unable to spare
more time slots for operation of international chartered flights due to
defence commitments and training requirements of the naval base.
According to Patel, the Goa government is planning to attract clean
hi-tech technologies, international financial services, conferences and
conventions, thereby putting Goa on the international map for trade,
commerce and hi-tech related industries.  "Goa airport from an all India
point of view is also seen as alternate gateway into India. 

Restrictions on time slots by naval authorities have constrained the
growth of international traffic," he asserted.  Meanwhile, the terms of
reference of the committee appointed by the Government of India to look
into all aspects relating to the construction of new airport at Mopa to
advise the Government of India on the necessity of either continuing or
closing the current airport at Dabolim and to make suggestions for the
consideration of the government.

Panaji (ICNS) -- A roadside cross was knocked off its pedestal at
Carambolim, near Old Goa on Feb. 9, the second case of vandalism in nine
days on Church premises in this West Indian coastal state.  Local people
later re-installed the cross, Church officials said.

Footprints were also noticed on the pedestal, which incidentally was
whitewashed the previous day.

Believed to be over 100 years old, the cross is located barely 1.5 kms
from the Old Goa church complex.

"The concrete cross was forcibly removed from the seven-foot pedestal
and was hurled on the ground sometime between Wednesday night and early
Thursday morning," police inspector V Karpe told Indian Catholic.

A police team led by Karpe brought the defiled cross to the police
station for safe custody. "We are shocked at such incidents of vandalism
on places of worship," village Sarpanch Wilson Valladares said.

This is the second cross to be vandalized since January 31 when another
roadside cross was broken into pieces at Carona-Aldona.
On that occasion, miscreants scribed the words 'Shree Pardeshi' (Mr
Foreigner) on the pedstal.

The January 31 incident was just four days after the sacred Tabernacle
was pulled out from Sts Cosmos and Damian Church at Bogmalo, 30
kilometers south of the state capital Panaji, and flung on a nearby hill
along with the consecrated hosts.

Between June and July 2005, as many as four crosses were desecrated at
various places in the state.

Meanwhile, the executive committee of state unit of the Congress has
demanded that the government take strong action against those involved
in vandalizing places of worship in the state.

mail posts.  The following appeared on the web page Writers' Weekly - a US 
based webpage that caters to American writers.  Those interested in writing 
could review this weekly web page (revamped every Wednesday) for serious tips 
on and about writing.  Part 2 and 3 will follow over the next few days.

EXPERIENCE of writing a novel in America (part 1 / 3)

We'd like to share with the readers the experience of our recently published 
first novel On Thin Ice.  The creative process was such a rewarding one for us 
we hope we can encourage others to contemplate a similar endeavor.   Nearly 
every one has a story to tell - the challenges and the triumphs, the 
laughter and the tears, the acceptance of American ways and the dogged 
adherence to traditional ways.  Our novel is not an autobiography.  It took us 
about six months to write and it went through umpteen revisions, drafts and 
editing.  Thanks to modern word processing technology, this wasn't difficult.  
The approximately 74,000-word novel was a labor of love and satisfaction.

BACKGROUND
The main character in On Thin Ice is an Asian-Indian-American; the setting is 
the scenic countryside of upstate New York, a social microcosm which is 
replicated in cities and towns across the North American continent.  As the 
tale unfolds, East meets West in the myriad interactions between newer and 
older Americans who become neighbors in a multi-ethnic community.  Asian 
migration to the U.S. and Canada has been significant over the last fifty 
years.  Asians have been well absorbed into their new environment, adding to 
the country's rich cultural tapestry and achievements. 

In "The Ballad of East and West" Rudyard Kipling, the British author, born 
and raised in Colonial India, claimed that "East is east and West is west; 
and never the twain shall meet"¦. When two strong men stand face to face, 
tho "they come from the ends of the earth!"  This novel negates his well 
renowned stand.

THE STORY
The contemporary fictional novel depicts the many winter activities available 
in this part of the North American continent, including ice-hockey, downhill 
and cross-country skiing, snow-shoeing, snowmobiling, curling, and all the 
pleasures associated with them.  The main character, Atul Reddy (AR), is an 
Indian-American physician who lives and works in Utica, New York.  Through his 
professional and sporting interests, Dr. Reddy weaves and links together the 
ethnic communities and residents of this mid-sized American city.  The novel 
describes how this former resident of the tropics learns, adapts and excels at 
winter sports - all because of his American-born children.  

AR's sporting interests gravitate towards curling - a winter sport popular 
in Utica, thanks to early Scottish-Irish immigration to this region.  AR's 
curling team, comprising Americans of different ethnic backgrounds, advances 
in the U.S. curling league.  Team Utica becomes Team USA.  It defeats the 
Canadians in the North American Championship game.  The Uticans take on the 
Russians who are the European Champions.  The Continental Cup gathers national 
and world attention and becomes a repetition of the Miracle on Ice event at 
Lake Placid, exactly twenty-five years earlier.  Having achieved their 
nirvana, Team USA receives accolades from across the U.S. and from various 
ethnic groups that honor the team members who share their heritage.  AR also 
goes on to accept tributes from his birthplace, Mumbai (Bombay).  That's where 
the secret to AR's skill at curling is finally uncovered.

Hi Lawrence,

One can understand 'bharati' colaco barking in the dark about "neo-
colonialism" from far-off Macau, but Gabriel definitely is a more sensible 
person though, one must say, his knowledge of the Indian administrative set-up 
is a bit hazy at best. His pet peeve is that brown-skinned Indians from other 
parts of the country are holding key positions in Goa. 

For the benefit of all those diaspora Goans who keep broaching this isssue 
every now and then, I would like to compare the situation with Kerala, the 
main source of their heartburn. It may come as a little bit of revelation to 
them, but the fact is that nearly 70 per cent of IAS/IPS and Indian Forest 
Service officers in Kerala are from outside the State -- including more than 
half the district collectors, district police chiefs and divisional forest 
officers. Yet I haven't heard any Keralite complaining that "outsiders" 
are "colonising" them.

A majority of the high court judges and almost always the chief justice 
are "outsiders." The State Governors are never appointed from the same state. 
It's part of the checks and balances meant to deter them from dabbling in 
local politics, at least in theory. 

Julio Ribeiro never held any post in Goa. He was the police chief of Bombay 
and, later, Punjab. Did any Mumbaikar or Punjabi say that Goans 
are "colonising" them? We had a Goan army chief. Did anyone keep cribbing that 
the Indian Army is being "colonised" by a Goan? 

If you don't find too many Goans in the administrative machinery, it's because 
Goan youth shy away from tough competitive exams. If you want to be the Chief 
Secretary or the police chief of a state, you only have to pass the Civil 
Service exams. No one will deny you a posting simply because you happen to be 
a Goan. But the posting may not be in Goa. If Goans filled up all the key 
posts in Goa, as Dr Gilbert Lawarence pointed out the other day, I shudder to 
think of the consequences. Not that they are inefficient of particularly 
corrupt but, as you know, absolute power corrupts absolutely!

Goan to accept the Statue of Mr. D.B. Bandodkar at the Secretariet, Panaji who 
tried his level best to sell our beloved Goa to Maharashtra. His statue should 
never be there. This place is the place for Dr. Jack the Sequeira. Also, we 
must demand to have GOA Opinion poll day as a Public Holiday so that the new 
generation know how the Goa's identity is maintained. This also will serve a 
reminder for all those involved in anti Goan compaign.

The CD has been a total sell out here in Kuwait, the
Gulf and Goa. And that too without much ado over the
release.

The good thing is that everyone who purchased Sanny de
Quepem's CD has received the original presentation
including the immaculately designed cover.

Nevertheless it is very interesting to note that some
Konkani promoting self-confessed guys who would churn
out lengthy essays in self praises and gloriying their
own cronnies are too stunned for words  to get a
line in praise for Sanny de Quepem!

Well done, Keep up the good work, Sanny.

After Silviano Barbosa's Classic Goa, this CD is one
to be cherished, and sure it a collector's item.

I played this CD again and again and I was overwhelmed
listening to it. 
Today, we have literally thousands of CDs lining the
video stores in Goa. But most of them lack the class
and taste that a serious connoisseur of Konkani music
will want in his/her audio collection. I am happy to
say I consider Sanny de Quepems first CD Saibinnicho
Tisro Segred as a prime candidate to be in the top
list of my best of best collection of Konkani albums.

The last song, a romantic manddo with beautiful words,
Flight Kuwait to Goa by soft voiced Melita Vaz with
a backing by Sanny is a clear favourite 
(I played this again and again) and brings a sweet
conclusion to this hit album.

I love this album!

gymnasium in every village panchayats in a bid to spur budding rural
sports talent in the state.

Participating at a function on the occasion of foundation laying
ceremony for a Rs 60 lakh multi-purpose sports complex by state Health
Minister Dayanand Narvekar at Socorro in Bardez yesterday, Sports
Minister Pandurang Madkaikar said the government was developing 25
village playgrounds at different places to encourage rural sports.

As a part of its drive to promote sports, the government had decided to
extend all support to improve sports recreational facilities in the
state, he said.

Speaking on the occasion, Mr Narvekar said the government had proposed
to construct a health centre at Porvorim.

The facilities at the Socorro include football, cricket, volleyball,
badminton, basketball, gymnasium and a jogging track, now being
developed on 19,500 square metre area in a phased manner under the
Sports Authority of Goa.

Panaji, Feb 12: The participants at the valedictory function of the
silver jubilee literary conference of the Akhil Bharatiya Konkani
Parishad today swore to remain united by resolving differences over
script, religion, caste and regionalism, and in turn, forming a unified,
homogeneous and able Konkani community, so as to maintain Konkani
identity.  Addressing the gathering, Fr Mouzinho do Athaide appealed to
the followers of Konkani language to remain united by ironing out all
misunderstandings among them, and work in the larger interest of the
language.

Fr Athaide, who replaced the Education Minister, Mr Luizinho Faleiro as
the chief guest of the concluding function at the last moment, stated
that the main objective of the literary conference was to solve the
problems faced by Konkani people.  The Konkani people must look for
opportunities to meet more often and interact to learn about each
other's difficulties, he observed.
The Parishad president, Mr Paul Moraes said that all problems, including
the script row, can be solved by sitting across the table.

Appealing Goans to take non-Goan Konkani-speaking people along with them
while moving ahead, Mr Moraes said, "Or else there will be a
communication gap between the two groups and they will not be able to
identify with each other." We have to bridge the distance created among
the Konkani people from different states, from the time of one literary
conference to another, he observed.  Earlier welcoming the gathering,
the Rajya Sabha MP and reception committee president, Mr Shantaram Naik
stated the objectives of the Parishad had been achieved, however
practical problems still exist.  "These problems can be solved by the
followers Konkani language," he suggested.
Speaking further, Mr Naik said the three-day event pointed out in more
than one way how Konkani can stride into hi-tech world.

Mr Naik also said that though the central government has agreed on a
full-fledged television centre to Panaji, its planning and raising of
necessary infrastructure would take at least three years. "Till then,"
he said, "the existing centre must start the Konkani news bulletin with
available facilities."

Mr Naik demanded that important legislations such as Land Revenue Act,
Mundkar Act, Tenancy Act, Birth and Death Registration Act and so on
must be translated into Konkani.  The government bulletin should also be
published in Konkani and made available on government website, he
observed.  

The national organising committee president, Dr Tanaji Halarnkar also
spoke. The representatives from four states who addressed the gathering
included Ms Precilia Fernandes (Maharashtra), Mr Santosh Pai (Kerala),
Mr Prashant Balgi (Karnataka), Ms Patsy Pereira (Goa). The
representatives of the organisations affiliated to the Parishad were
felicitated on the occasion.
The vice-president of the Parishad, Mr Mahabaleshwar Sail proposed the
vote of thanks.

IT WOULD be the proverbial last straw before I decide to call it quits.
No more advocacies, no more petitioning, no more writing on this
subject. The battle to save the Goa University campus, certainly the
last oases of greenery and biodiversity in the Tiswadi island is over,
at least for me. It is absolutely a hopeless situation. Adorned with
huge rolling carpets of black carbon soot, hundreds of burnt and charred
trees, bushes, vegetation, dead birds and animals, destroyed habitats -
it is virtually a war zone. 

I was never overwhelmed by such an overpowering feeling of frustration
and utter uselessness. It is a sort of punishment to reside in the
campus and every day engage in a battle for survival when something
invariably turns up and makes you restless, concerned, alarmed, provided
you've not lost the sensitivity.  My experience tells me that a sense of
belonging to the land and soil and to the landscapes to which you are
used from your childhood is a curse. To be sensitive to the
eco-vandalism is a curse. To fall in love with the beautiful birds which
visit your garden or sing early morning to light up your day is a curse.
Because sensitive persons carry the pain and anguish in their soul and
they suffer. 

Globalisation means losing sensitivities. One needs a heart of stone and
eyes of lead to be immune to the unprecedented and unabated wholesale
eco-vandalism in the campus. My tears are slowly drying up.  I am
suffering silently at the loss of the greenery and the horrible
ecological simplification. My pen which once produced poetry on the
natural beauty of the campus can now only ink an epitaph. My newly born
and innocent child which has developed respiratory distress thanks to
the ever deteriorating air quality before the arrival of the
invigorating monsoon, would be now cursed and condemned to breath the
foul and contaminated air full of carcinogenic carbon soot and the small
bundle of joy may soon become a burden of despair. His right to live and
survive with dignity has been snatched away by the eco-vandals. They are
part of a system where immediate gains and profits matter and where
altruism is tabooed. It is a very sad commentary on changing times,
changing priorities, changing values. Would anyone explain me the
phenomenon of wild bushfire spreading on both sides of a VVIP road
almost simultaneously during daytime? Definitely without human
involvement such pyrotechnic shows are impossible. But who are these
eco-vandals and what pleasure are they getting by starting wild fires?
Who is behind them?  

The sequence of events is simple. On February 8, the Registrar had
convened a meeting to discuss the modalities to form a "Campus
environmental management committee". One of the issue discussed was the
prevention and control of the wild fires.  Since November the campus had
dozens of fire incidents.  Hundreds of trees and useful shrubs were
charred and burnt. I had to personally fight the fire just behind my
house - a very risky and unpleasant task. But I did not lose hope. I
continued to petition to the authorities including the Chancellor
himself. I spoke to the chief of the fire brigade.  He promised to write
to the university under the relevant act to take pre-emptive measures to
save the public property.  Ultimately on the request of the Registrar, I
volunteered to offer my ideas for a "green and clean campus". The
above-mentioned meeting took place. Some good and tough decisions were
taken. But it looks like that the eco-vandals on the prowl were alarmed.
Within just 18 hours of the meeting a swath of 15 hectares of vegetated
area was mercilessly burnt. You can easily watch this area opposite the
Administrative building. My inspection showed me that it was a
pre-planned fire. Was it a coincidence that it occurred immediately
after the meeting on "campus environmental management"? Or was it an
unwritten warning from the eco-vandals? The security guards are mere
spectators and seldom rush to report and douse the fire. They say, "Apne
aap buz jayegi". I was especially sad because the burnt area was my
scientific and ecological research area. It was a pity to see smoke
coming out from the burnt trunks of the trees which had given me
considerable comfort, joy and knowledge.  Since almost all the above
ground litter was burnt, I knew from observations that the subterranean
termites would voraciously attack the living trees. Imagine this
happening in a place which is at present conducting a refresher course
in environmental science for college teachers. With every passing day
the fire incidents are increasing and we are losing habitats, the
vegetation and wild life at a rapid rate. Some fire resistant species
would regenerate but that would be their last swan song before these
also fall prey to axes.  Hundreds of research projects may get
completed. Thousands of degrees may get awarded. But there is no trick
to get back th

Panaji, Feb 12: Property worth Rs 5 lakh gutted when a major fire
engulfed the kitchen room meant for labourers at Baiguinim in Old Goa
early this morning.  Twenty-five fire fighters with the help of four
water tenders, drawn from different areas ,struggled for three long
hours to douse the raging flames in a 80-odd meter long room meant for
labourers of the factory.

The cause of fire was believed to be due to short circuit in the kitchen
room. Consequently, a Liquefied Petroleum Gas cylinder burst and made
the rescue operation difficult. But the Goa Fire and Emergency Services
personnel managed to save property worth Rs 25 lakh due to timely
intervention.  The sources informed that firemen alongwith a fire tender
reached the spot but could not control the blaze. Thereafter, they
invited fire tenders from Panaji, Old Goa and Ponda.  The fire-fighting
process was carried out under the direct supervision of director of Goa
Fire and Emergency Services, Dr P K John. The fire personnel said that
the cause of fire was still to be ascertained and further investigation
was in progress.

PANAJI: If you've planned a weekend on a north Goa beach, the tour guide
will probably lead you to Siolim House, a heritage hotel which is quite
unlike a hotel.  There is no reception, liveried waiters,
air-conditioning or piped music. Yet, when Kate Moss visited Goa a
couple of years ago, she put up there. So what is it about Goa's
restored old manors that attract celebrities and commoners alike?

"We are no competition to star hotels. What we offer is an earthy
charm," says Varun Sood, who bought Siolim House, a 300-year-old manor
which was home to the governor of Macau in 1996.

Secluded and antiquated, the manors provide privacy, quaint charm and an
aristocratic feel - an alternative to the monotony of standard star
hotel fare. Realising their commercial potential, inheritors of the
properties and a few entrepreneurs have converted them into heritage
hotels for the discerning tourist.

"Of its 22 originally habitable rooms, there are only seven. But that
doesn't take away the charm," says Sood, who also bought the Solar Souto
Maior in Old Goa, a manor built in 1585. It belonged to the Souto Maior
family, of Spanish royal descent, who arrived in Goa in the 16th
century.
In Ribandar, near Old Goa, is Solar dos Colacos, the residence of the
Colacos, a noble family. Built between 1745 and 1824, the baroque
mansion once had British and German charter tourists as visitors. Its
east wing has a ballroom and a minstrel gallery. A piece of furniture in
the mansion has a carved sideboard depicting scenes from the Ramayana.
"This is the only piece of furniture pointing to the Hindu origins of
the Colacos," says Tony 
Bothelo, a relative of the Colacos who lives in Ribandar.

"The USP of the house is that it faces the Mandovi, which flows past Old
Goa, Ribandar and Panaji. There used to be a floating platform across
the house for passengers to disembark from canoes," says Bothelo, who
has revived the tradition. Today, tourists arrive by boat to dine at the
Solar dos Colacos.

Says Maria de Lourdes Figueiredo de Albuquerque, part owner of a huge
Loutolim mansion facing vast green rice fields, "I live in Lisbon and
routinely come down here for visits. I converted my portion of the
mansion into a five-room hotel." Maria inherited about 40 per cent of
the huge Figueiredo Mansion.

Maria has made optimum use of the mansion's artifacts to attract
visitors. "I offer visitors guided porcelain tours. There is a lot of
furniture from Macau, chandeliers from France, glassware from Belgium
and Chinaware." To that, she added four leather chairs that she brought
from Portugal. Maria cooks Portuguese food for guests.

The trend of converting old mansions into hotels started much before.
Claudio Menezes Braganza, who spends six months a year in Brazil, threw
open his 16th century mansion a little over two decades ago. 

With a built-up area of 3,600 square metres, it is practically a museum
of Indo-Portuguese heritage. The mansion has a ballroom, a library with
5,000 books and 24 balconies. "Among its charms," says Braganza, "are
Carrara marble from Italy and chandeliers from Belgium."

Feb. 20, 2006 issue - One of the most obvious differences between Asia's
two giants, China and India, has long been the state of their
infrastructure. 
Whereas Beijing has laid thousands of kilometers of gleaming road and
spread 
futuristic airports across the country, visitors to India are still
greeted by airport terminals that look held together by glue and string.
Last week nearly 22,000 union workers went on strike to protest the
government's decision to renovate New Delhi and Mumbai airports through
partnerships with foreign companies, fearing they would lose their jobs
and benefits. Civil Aviation Minister Praful Patel remained unmoved and,
after three days of chaos, outlasted the strikers. 

NEWSWEEK's Ron Moreau spoke to the stylish 49-year-old Patel about what
the victory means for reform in India. 

MOREAU: Were the strikes a serious setback to airport privatization? 

PATEL: Not at all. The process has moved forward. The airport employees
did pro-test, but I think by and large the majority of workers did
report to duty.  Therefore the airports functioned normally, and we have
been able to complete the process [of privatization]. And the workers
have accepted it. 

Do you fear that similar strikes and pro-tests will break out when other
airport-privatization contracts are announced, for example in Kolkata,
where workers also staged protests? 

We are committed to upgrading infrastructure. Therefore we are not just
looking at two airports. We have identified 35 other airports that are
going to be upgraded to global standards in public-private partnerships
on the nonaeronautical side. We already have Mumbai, Delhi, Hyderabad
and Bangalore, with [the last] two coming up as greenfield airports. On
Kolkata and Chennai we have yet to decide the way forward. 

How much will the government be spending in the next five years on
airports and other major infrastructure projects? 

It will spend in the next five years at least $30 billion on
infrastructure. 
Airports alone will account for $5 billion. 

Will the left continue to be a serious drag on all of India's crucial
infrastructure- modernization plans? 

In the case of the airports, we have demonstrated for the first time
that we mean serious business. And we have taken the process forward.
For our government it is the first serious big-ticket step forward in
infrastructure.  In terms of aviation we have achieved a remarkable
thing, because Mumbai and Delhi count for more than 50 percent of our
total international and domestic traffic. And if we can do these two
immediately, and also Bangalore and Hyderabad, which count for another
15 percent, we will have a fair amount of our airport infrastructure
completed in this phase one.

So the outcome of the recent strikes is avictory for the government? 

You can interpret it that way. It's the first major step forward for the
infrastructure development of the government. 

Why can't India move as quickly ahead on infrastructure development as
China? 

We have the strength of democracy. We have to factor in different shades
of opinion. In China the government decides, and it's done. That's all.
They don't have to factor in process or the various checks and balances,
like we do. We are accountable to Parliament, government institutions,
the media and stakeholders.  I'm not saying that China is heaven. But
this is the first major commitment of the government to make
infrastructure happen. 

Is China overbuilding? 

You hit the nail on the head. In the case of airports, roads or
whatever, they have built a huge overcapacity, hoping that the demand
will follow. In India what we have done in aviation is that we have
created a demand, and now the infrastructure is forced to follow. So the
pressure is there on every front to build infrastructure as quickly as
possible. We could have planned better in the past, but having lost that
opportunity we have to make up for the lost time.

What are the consequences for India if the infrastructure modernization
does happen as quickly as it should? 

Speaking of airports, it will. There's a punishing schedule that has
been mandated. We have penalties and guarantees, so we should be able to
complete Mumbai and Delhi by March of 2010. That's important, for we
need to demonstrate to everyone in the world and to our own people that

reconnaissance aircraft and spy drones detected, tracked and
photographed a spanking new Chinese destroyer and a tanker traversing
through the Indian Ocean region this weekend. 

Sources said the newly-commissioned Sovremenny class destroyer, built
for the People's Liberation Army (Navy) at Russia's St Petersburg-based
North Shipyard, was "picked up" as soon as it entered the Arabian Sea
from the Red Sea. 

A Tupolev-142M long-range maritime patrol aircraft, flying from the Goa
naval airbase, spotted the Chinese destroyer and the accompanying tanker
off Yemen's Socotra Island, located east of the Gulf of Aden, almost
2,300 km away from the Indian mainland. "The TU-142M, with its
long-range cameras, photographed the destroyer carrying out underway
replenishment or refueling from the tanker," said sources.

Once the Chinese warships were pinpointed, the Navy kept them under
constant surveillance throughout their passage in the Indian Ocean on
way to South China Sea. Apart from TU-142Ms, Ilyushin-38s and Israeli
Searcher and Heron UAVs (unmanned aerial vehicles) were deployed to keep
track of the two ships. 

This, incidentally, is the second time in recent months that the Navy
has caught the Chinese on the high seas. In December, a TU-142M had
photographed two new Chinese submarines near the Cape of Good Hope.  PLA
Navy had ordered eight Kilo class submarines and two Sovremenny class
destroyers, armed with improved versions of the Moskit supersonic
sea-skimming missiles, from Russia in 2002 at a cost of around $3.5
billion. The destroyer, tracked by the Navy, was handed over to China on
December 28. The 2.5-million-strong PLA - more than double the Indian
forces - has got a two-digit hike in its budget, year after year, since
the 1990s.

Apart from China's missile arsenal, ranging from the 8,000-km range
ICBMs like "Dong Feng-31" to short range ballistic missiles like "M-9"
and "M-11", there is also concern at the rapid pace at which the PLA
Navy is growing. 
The only maritime force in Asia with submarine-launched ballistic
missile (SLBM) capability, China is configuring its naval force levels
around two aircraft carrier groups, with several new inductions ranging
from nuclear-powered "Type 093" attack submarines to stealth frigates. 

The Indian Navy, in contrast, still has some gaps in its operational
capabilities, with the lack of nuclear submarines or SLBM capability
just being the most glaring.  Despite this feat, even reconnaissance
capabilities are limited. The Navy has only eight ageing TU-142Ms and
three upgraded IL-38s, apart from a small fleet of Dornier-228s and
UAVs.

To make up this deficiency, the Navy recently floated a tender to
acquire eight modern long-range maritime patrol aircraft. The contenders
for this contract include the IL-38s, the American P-3C Orions and the
still underdevelopment Boeing P-8A MMA aircraft, among others.

This to our mind has eliminated a lot of prospective
candidates who may have preferred to apply.

This matter was raised by our NGO with the Deputy
Director India Tourism at Panaji and he agreed to have
the advertisement re-corrected and re-inserted. The
matter was also brought to the notice of the Director
of Tourism /the Secretary Tourism Government of Goa
and they too agreed to have the matter attended to and
disposed of favourably.

Our letters dated 20/1/2006 on the subject addressed
to ex Union Minister for Tourism Ms Renuka Chowdhury
refers.

It is now seen that instead of re-inserting the said
advertisement the list of thirty five candidates have
been shortlisted for the entrance test.

Of these there are three non graduates, also included.
This is a clear violation and further aggravating the
situation.

District ,with jurisdiction, at present, over the
entire South Goa Parliamentary Constituency therefore
request your kind intervention in the matter to ensure
that the entire process is withdrawn and freshly

Meanwhile there is also a demand that training for
STATE AND LOCAL LEVEL GUIDES SHOULD ALSO BE HELD
SIMULTANEOUSLY AS the last such training course was
helde in 1984 by the Department of Tourism Government
of Goa.  This will also benefit a large number of
locals from Goa and weed out the unscrupulous elements
that have been doing harm to the hospitality industry.

It may please be noted that the Goa Tourist Trade Act
1982 which necessitates registration of service
providers is followed more in violation than as a
rule.

Hi Kevin
I did see the Shroud in Turin fairly recent. Out of sheer curiosity I spent 
at least half an hour peering at it from close, from several angles. 
Fortunately, there were few other people around at the time and viewing was 
not unduly obstructed as I had expected.


There is so much written about the Shroud for believers and non believers. I 
am highly sceptical about such relics but will respect the beliefs of 
others.


Because of the current winter Olympics, the lovely city of Turin will be 
full and no doubt, the Shroud will attract many visitors.

Solve the Script issue with Dialogue

Since Liberation, Goa has seen a number of historic events taking place. The Opinion Poll of 1967 kept Goan identity distinct, the Language agitation resulted in the adoption of Konkani as Official Language and  Goa gained Statehood in 1987. Goans fought shoulder to shoulder for all these issues, irrespective of religion and caste. We are now entering another historic period, when the Konkani Script Divide takes centerstage and demands to be solved. 

 Over a year, the script issue has blown up into a full scale confrontation. This issue should have been tackled early by leaders of both camps coming together for serious debates and solutions. Both camp leaders became hardliners and succumbed to insulting each other with acrimonious exchanges through the press. The irritating itch turned into a reddened sore and is now a festering wound which threatens to turn cancerous. Our leaders failed us at the moment when statesmanship and mutual understanding was required. 

As the script issue gets further aggravated, Goan society will get polarised on communal lines and mistrust will rise between Hindus and Christians. There are also a large number of Christian Goans who support the Devnagiri script which include members of the clergy, artistes and educationists. Thus further tension will rise within the Christian community. Christians who favor Roman script will mistrust the ‘Catholics for Devnagiri’ . We could then have four groups in Goa, with various combinations of Hindu, Christian, Devnagiri and Roman ! Add caste to the simmering cauldron and even more problems arise. No dialogues are being initiated and no peacemaking is being accepted. Liberal views are scorned at. The attitude in both camps is similar to George Bush’s axiom: if you are not with us, you are part of them! 

It is the Christian community that faces the greatest threat of  discord within itself, if  the clergy, artistes, educationists and others fall prey to the script issue. The benevolent harmony between Goan Hindus and Christians that has always been taken for granted will weaken with growing hostility and resentment. The frustrations of all these groups will eventually be expressed through rioting on the streets of Goa. On that day, the potent power of the Konkani people which saved Goa during the Opinion Poll and Language agitation will turn upon its own people with disastrous consequences. By then even if the script issue is resolved, the harm done to the communal harmony of Goa will be irreparable. 

The fundamentalist forces which thrive on communal discord must be keenly watching in glee as this unhappy situation unfolds in Goa. Within a year, the situation could become so tense that any further vandalism of religious structures or any other inter-religious problem could ignite stray incidents of violence between hotheaded members of both communities. This could lead to rioting between both the already polarized camps and become a huge law and order problem. The fundamentalist efforts to turn Goa into a communal battleground will have borne their first wretched fruit. The people of Goa must maintain calm, must look at the issues facing them objectively and must demand that leaders from both camps sit together and solve the problems. Irritated egos, vested interests and stubborn behaviour must be kept aside. We must rise to the occasion today and amicably solve our differences as quickly as possible, else the coming days will be remembered  as the darkest events in the history of Konkani and Goa.    

It was heartening that a few wellwishers under the banner of Konkani Yuva Manch initiated a symposium in January, bringing together the members of the Parishad, and the Devnagiri, Roman, Kannada script protagonists, through representations of more than a dozen institutions. Views were expressed openly and differences were cordially discussed. The urgent need of the hour is such all-party debates which promote mutual understanding. The hardliners in both camps will surely oppose or ignore such efforts at dialogue, but the more liberal  leaders from all camps must get together and reach an understanding as quickly as possible. The process of unification and standardization always conflicts with the desire to preserve age-old traditions. This process has to be sensitively handled and it is absolutely necessary to have all the concerned communities together, harmoniously working out solutions.

Gauns has complimented Vishwajeet Rane for taking Opposition Leader
Manohar Parrikar head-on for making baseless allegations against the
Congress.
He said the action taken by Vishwajeet has shown how Parrikar allegedly
indulges in insinuations with false propaganda.  To bring a bad name to
the Chief Minister Pratapsing Rane as well as his son, Parrikar has
stooped to a low level by making false allegations against them, Gauns
alleged. The reason, he said, is obvious adding that BJP leaders are
feeling frustrated without power.

Gauns alleged that for long, Parrikar has been running tirades against
Congress leaders and trying to misguide people with false and concocted
information.  He pointed out that when he was the chief minister,
Parrikar had to withdraw allegations made and even had to apologise to
the judiciary and the press whose voice he allegedly tried to muzzle.
This was for the simple reason that his allegations were baseless and
fictitious only meant to damage one's reputation, NGDCC chief alleged
further.

Goa Governor S C Jamir will address the first Legislative Assembly
session of 2006 beginning here tomorrow as the Opposition prepares to
put the Congress-led coalition government on the mat.  Some bills
besides the Business Advisory Committee's report are likely to be placed
before the five-day long session which also discusse the Governor's
address for three days, according to the legislature secretariat sources
here today.  

The main Opposition BJP is determined on sending its message that the
Pratapsinh Rane government, which will soon complete one year in office,
is "inefficient and ineffective in all fronts".  The House would be
adjourned immediately after the Governor completes his address. The
details of the bills to be placed were not available.  In the 40-member
House, the Congress has 18 members, supported by Nationalist Congress
Party (2), Maharashtrawadi Gomantak Party (1) and Independent Filipe
Neri Rodrigues, who was recently reinducted into the Cabinet, while BJP
has 17 MLAs, supported by the lone UGDP member and former minister
Mathanhy Saldanha.  Three of the MLAs - Rajendra Arlekar, Dayanand
Mandrekar, both BJP and Mr Saldanha were stripped off their right to
either vote or speak in the House as per a High Court directive.
Meanwhile, the BJP has planned to organise a massive 'chalo assembly'
procession on Tuesday to protest against what it termed "miserable
failure of the Congress-led Pratapsingh Rane's coalition government in
all fronts".  "We intend to reach the assembly complex at Porvorim to
register our protest, resisting all police hurdles, if necessary,"
declared Mr Arlekar, who is also BJP State unit President.  He said the
party had not yet decided whether to boycott the Governor's address.
The five-day session is going to be "ineffective" with the first day
going for Governor's address and the last day for private members. "What
business the Government could transact in the remaining three days in
between?" he questioned.

Speaker Francisco Sardinha has warned he would act tough if any of the
members violated rules and behaved irresponsibly during the session. He,
however, sought cooperation of all for smooth conduct of the House.  As
a precaution, the North Goa District Collector had promulgated
prohibitory orders effective from tomorrow under Section 144 of CrPC
banning asssembly of five or more people within 300 metres radius of the
Assembly premises besides carrying of arms, lathis and holding of

Do we really want the State to be deciding by fiat what the culture of
Goa is? Isn't it already determined by the multiciplity of cultural
practices and wide range of products that pass the 'test of the market'?
Governments, politicians and bureaucrats in Goa have shown their
complete inability to create a wholistic picture of the diversity of the
region, and either try to present one face for ideological reasons (e.g.
Manohar Parrikar) or the touristic saleability angle (Fanquito Martins'
carnivalesque floats at the Rajpath in New Delhi). I think we should not
ask for a cure that would be worse than the disease! --FN

[Goanet] ROMAN SCRIPT AMENDMENT 2(C) to OLA 1987 THIS SESSION?

The first Assembly session of the Goa legislative
Assembly for this year begins tommorrow. The session
attains significance and importance owing to the fact
that following the last session ended 31st August 2005
a political storm was created as a result of the
controversial Town & Country Planning ordinance of
29th September, 2005 and the inclusion of the revenue
villages in the PDA's dated 27.9.2005 by none other
than the Deputy Speaker Ms Victoria Fernandes MLA
Santa Cruz, which in itself was a record of sorts. 
Her making a mention of the ordinance to the President
of India during his visit to the State also raised
eyebrows but that would not deter the lone women
legislator who proved to be a MAN in the assembly.
Both issues have been resolved and the ordinance will
eventually lapse as per directives of the High Command
through the political advisor to the AICC and Congress
President Mr Ahmed Patel to the CM of Goa following
her summons to New Delhi by the High Command alongwith
this writer.
 
In the meanwhile this writer learnt that the revived
CBI office in Altinho Panaji Goa (ex CM Manohar
Parrikar had wound up this office during his tenure
)are  yet to be handed over the IFFI 2004
investigations as per latest reports.

The constitution of the committee to review the 900
applications (as confirmed discreetly from that office
by this writer) recieved for the Draft Regional Plan
2001 may  find mention during this session.

Besides that there are over 400 starred and unstarred
questions raised for the five day session.

In all probability following the Governors address on
the first day of the session the Opposition may
boycott the session as per reports recieved by this
writer.

There are about five bills slated thus far to do with
the Corporation of City of Panaji Departmemt of Power
and an interesting Bill by the Pernem MLA Mr Jeetendra
Deshprabhu to prevent and check the menance of Ragging
in educational institutions in Goa.

According to information just recieved the sensitive 
amendment to the Official Language Act section 2(c) is
also likely to be considered now that the meeting at
Azad Maidan in Goa and Karnataka has already stirred
the hornets nest.  It is  left to the MLA's like 
Francisco D’Souza, Mapusa  or Mathany Saldhana,
Cortalim (subjudice) from the Opposition benches to
either table the amendment bill to embarrass the
ruling coalition INC NCP MGP Independent or raise the
issue as a private members bill or at zero hours to
ascertain  the mind of the ruling coalition on the
issue.  Alternatively the MLAs viz Agnelo Fernandes,
Calangute Aleixo Sequeira, Loutolim Giovanni Karl Vaz,
 Mormugao Victoria R. Fernandes St. Cruz  Francisco
Silveira, St. Andre could table the amendment for the
ruling dispensation.  A welcome move of the whole
revival of the agitation 19 years that the Deputy
Chief Minister Dr Wilfred A De Souza MLA Saligao of
the Nationalist Congress Party and the coalition
partner has publicly stated that he alongwith his
other party MLA would support the amendment if tabled
in the house at this session.

Incidentally there is no word yet from other senior
leaders of the Congress like Mr Dayanad Narvekar Mr
Francisco Sardinha of the post 1970 batch of elected
representatives or the post 1980 batch of elected
representatives viz  Mr Luizinho Faleiro (apparently

being intended to meet the statutory requirement of
holding the next session within six months.  Another
budget session for VOTE OF ACCOUNT will be held in the
last week of March, 2006.

staff now operating from the old Secretariat Building.
The inauguration was expected to be held on Republic

failure to permit the customary feast and ruin of one

Dear Mr Valmiki,
I congratulate you for writing this eye opening
article.
I hope & do pray that our well known corrupt selfish
politicians open their eyes and live by examples of
our former Goan politicians who saved our beloved Goa
& its identity.
I remember very well the day of counting the votes. It
is shame for every Goan to accept the statue of late
D. Bandodkar at the Secretariat, Panaji who tried his
level best to sell Goa to Maharashtra, without even
thinking that would be no more CM of Goa or
Maharashtra. His statue should never be there. This
place is for no other than Dr. Jack Sequeira. Also, we
must demand and ensure to have Goa Opinion Poll Day as
Pubic Holiday in Goa so that the younger generation
know how Goan identity is preserved and at the same
time this will serve as a reminder to shameless
Politicians like Mr. Khalap & his associates who are
still working against the interest of Goa. Education
Department must ensure that one lesson on Opinion Poll
to be included in the Primary as well as Secondary
Education Syllabi

Yep, you may be right, yet you may not be so right. 
Unfortunately.  

I know of at least one social scientist who was sick
and near death, and he'd suddenly "discovered" his
Catholic religion. Now that he is well again and life
is cool, he and his family have forsaken religion once
again. 

Science, unfortunately, does not teach morals.  
Religion tries to, but not always succeeds. Ethics and
laws are easily flouted and can be got be around or
are not always applicable due to peculiar situations,
which have led to the age-old saying "the law is an
ass".

According to the statement of Uday Bhembro a hard core Konknni Nagrivadi and 
die hard anti-Romivadi, regarding the demand for equal status for Romi 
Konkani on par with Nagri Konknni,
“WILL ONLY CREATE BAD BLOOD AND HELP PRO-MARATHI ELEMENTS FISH IN TROUBLED 
WATERS. THE ISSUES COULD HAVE BEEN SORTED OUT ACROSS THE TABLE."  As far as 
I am concerned, I have no trust anymore on Uday Bhembro, he is no more to be 
trusted and he and his clique in Nagrivadis should be treated as enemies of 
Romivadis and that of Christians.  Because of imposition of Nagri Konknni on 
us, we Christians are made to suffer and made to accept as second class 
Goans.  There was a time I used to respect Uday Bhemro as real genuine, 
trustworthy and a real  SECULAR MAN but now I have lost all my faith in him. 
 He is no more secular, if he is secular then he should support the 
minority Christians.  He frightens us saying “because of the dispute between 
Romivadis and Nagrivadis, Marathivadis will take advantage”.  What 
advantage?  When did Marathivadis support us?  We Romivadis flourished and 
promoted Konkani by making it as the language of God.  Nagrivadis still keep 
MARATHI as the language of their Gods and Goddesses.  We Christians 
flourished and developed Konkani as our cultural language by using and 
popularising it thru our Tiatros, Mandos, Dulpods, Dekhnis etc. while 
Nagrivadis still use it in their Nattoks and other cultural activities which 
are performed in Marathi which is foreign to Goa like Portuguese.  Dalgado 
Academy, social activists and journalist Godfrey Gonsalves should not stop 
in their moves till Uday and others succumb to our requests.  Let us be 
forceful in our demands and conviction.  Nagrivadis are leaning more towards 
Marathi in the name of Nagri Konknni.  They want Konknni only to enjoy the 
benefits such as Sahitya Academy Awards and financial doles in lakhs of 
rupees from the Government in the form of grants.  Some of them are in fact 
living on this.  The Sahitya Academy Awards are like joke for me.  Once 
Gurunath Kelekar while I was his Kuwait correspondent of Novem Goem Daily 
told me “Anton, you write a book on Foot-ball and I will give you Sahitya 
Academy Award”.  When I asked him “how is it possible?”  He replied saying 
“it is my look out”.  Then I realised how only a few influential people are 
distributing these awards within their own circle as if it is their fathers’ 
property.  Rawindra Kelekar then was an influential man in awarding these 
awards.  Then I came to know the joke of awarding these prizes and made up 
my mind to dissociate myself from this nonsense awards which are nothing but 
a big joke and it will remain a joke only till it is gifted on silver 
platter to Nagrivadis only.


Nagrivadis will never easily give cooperation to Romivadis.  They feel they 
are superior and others like us Romivadis inferior.  But I can tell them 
that the best of literary work of Romi writers namely of Marian Vaz & 
Damaciano Caridade are not read by them.  Besides these two, I am sure 
Nagrivadis have not seen any of the best writings and books written by 
gigantic Romi Writers.  They are only harping on Shennoy Goembab because he 
is a Hindu Nagrivadi?  I am sure Nagrivadis will not give due credit for the 
good work done by the Christians.  We should not be afraid of the hoax of 
Marathivadis in the name of creating disunity amongst us.  Disunity amongst 
us has already been created by Nagrivadis headed by Uday Bhembro and others. 
 It is better to surface this disunity now then later on when it is going 
to be too late.  In every Goan movement we the Christians only are made to 
sacrifice and suffer like Konkani martyrs and when the time of benefits come 
only the Hindus take chance as if we are the second class citizens.  
Recently there was meeting in Goa on “Opinion Poll”.  Shantaram Naik said 
that we must erect a monument indicating the symbol of Two Leaves and 
somebody said Nehru was the hero of Opinion Poll.  I ask now, where is the 
name of Dr. Jack de Sequeira gone?  Why not the monument of Dr. Sequeira?  
Is it because Dr. Sequeira is a Christian?  And why Nehru should be 
considered as the hero of Opinion Poll when Nehru himself internally wanted 
Goa’s merger with Maharastra to please the Congress lobby from Maharastra 
headed by Y. B. Chavan and V.P. Naik?  We Christians are not communal for 
this reason we allowed so much of rope for Nagrivadis. Now it is our turn to 
raise our voice and be assertive of our rights.  In this bargain the Goa 
Church and its leadership must come out openly in support of our demands for 
the equal rights demand for Romi Konkani.  In the dispute between Romi and 
Nagri Konknni, if Nagrivadis are allowed to win. the losses are of 
Christians and as leaders of Christian community Goa Church should lend its 
support for our demand before we suffer in our lossess.  Our Church cannot 
remain now as silent spectator when

that  GOA  India's tiniest 25th State is the
"PEARL OF THE ORIENT" is a fulcrum point of races,
religions &  cultures of East & West over the
centuries, that have provided Goa a multihued &
distinctive lifestyle QUITE DIFFERENT from the rest of
India.   This they say is reflected  in  its folk
dances viz; Talgadi, Goph, Tonya Mel, Mando, Kunbi
dance, Virabhadra, Hanpeth, Gauda zagor, Ranmalem,
Fugdi, Ghode Modni, Lamp Dance, Musal Dance, Romat or
Mell, Dulpods, Morulem,Dhangar Dance, Sanjoao, Dekhni
and Zemado. (it fights shy out of ignorance?  of

architectural splendours of its  ---CHURCHES AND OLD
HOUSES --- ( 1510 - 1961)

Knowing full well that it is this fusion of culture
over 451 years (Goa (Ilhas-Tiswadi)conquered
25.11.1510 -Velhas Conquistas & 1763 onwards- Novas
Conquistas upto 19.12.1961 Liberation?) that  give
Goans a personality of having communal tolerance
towards one and all ---unheard of in the rest of the
country.

But the shocking discovery and confirmed by a senior
Minister of the Goa Government is that --- the
Government of Goa till today ---NIETHER HAS A CULTURAL
POLICY NOR A  TOURISM POLICY to reflect the above
ground reality which its profess propogates but does
not put into practice.

Even its LANGUAGE ACT  has benefitted only 3% of the
majority Community viz upper castes conversant with
the devanagari script.
 
This view was also shared by a top bureaucrat of the
Government of Goa who had an informal interaction with
this writer at Kala Academy at the Akhil Bharatiya
Konknni Sammelan on the 12 th February. 2006  

He also expressed surprise that the Western Music
Department of the Kala Academy appeared to have no
interest in promoting the fusion music to promote the
Mando Dulpods or the Vira  dances etc which infact
reflected the true face of Goa in rest of the world. 

Atleast he could vouch  convincingly that domestic
tourists mostly in the metropolitan cities of India
know Goa  for this  fusion culture and therefore GOA
became  a MUST VISIT destination in their itenary of
tours undertaken. (This is not to confuse with the
narcotic drugs oriented PARTY ZONES at destinations in
North Goa he added)

Even the Official language Act was against the
interests of 28% population of Goa in a sense that the
Konkani in Roman script was not given recognition nor
grants --- but MERE ASSITANCE -- as doles ---
depending on the "noises made" -- by the Government.

How also expressed surprise on how the State could
advertise "private old ancestral  houses"  and
"Churches / Chapels " coming under the Archdiocese of
Goa & Daman without paying them a pittance.  This is
crass chicanery he added and blamed the Government for
playing second fiddle to the dictates of the vicious
tourism lobby. 

Another bureaucrat admitted that today it was left to
the Government viz;
a) Chief Minister of Goa Mr Pratapsing Raoji Rane as
Head of the Kala Academy, and holding the portfolio of
the Official Languages as well, 
b) Deputy Chief Minister of Goa Dr Wilfred A De Souza
&
c) Minister for Art and Culture Mr Digamber Kamat to
decide on funds allocation utilisation by way of
GRANTS SUBSIDY for  promotion of ART CULTURE
TOURISM & OFFICIAL LANGUAGES.

To set right this anamoly which will wipe of the image
of Goans in the immediate future with its demographic
composition changing rapidly ( 4.15 lacs non Goans at
last count ) It is therefore necessary that

a) those performing the East & West fusion dances
music folklore should demand that the Government of
Goa enact a CULTURAL TOURISM POLICY for the STATE OF
GOA AND ALSO SET RIGHT THE LANGUAGE ACT TO INCLUDE
DIVERSITY OF SCRIPTS;

b) all (i) owners of private houses and (ii)
Chancellor of Archdiocese of Goa & Daman & Diocese
Commission for Sacred Art & Heritage viz churches
chapels and other religious institutions   which
are liberally featured for promotion of tourism OR
other cultural programmes of the State Canaval etc on
their websites brochures (WITHOUT PRIOR PERMISSION OF
THESE OWNERS / AUTHORITIES ) SHOULD immediately serve
notices to the Directors of the various departments
concerned to
i)stop forwith publication of such literature
photographs etc until "due permission" is obtained
from them;
ii) on granting permission they should simultaneously 
 demand grants for maintainance or any other purpose
in return for using their houses churches for
advertisements
c) all the cultural clubs social organisations
institutions which promote the East West fusion art in
song dance or any other form and music should demand
immediate formulation

12 injured in road mishap at Tivim 
NT News Service 

Mapusa Feb 11: Twelve people were injured, including a lady who was
seriously injured, in an early morning collision between a tipper truck
and a mini-bus at Canca, Tivim today.According to Mapusa police, the
accident occurred at 7.30 a.m. when the tipper truck proceeding from
Mapusa to Pirna, overtook a scooter and rammed into the mini-bus coming
from the opposite direction and proceeding from Ibrampur to Mapusa.
Police gave the name of the seriously injured lady as 30-year old Ms
Kusum Gopal Gawas from Ibrampur, Pernem.  She remains admitted to the
Asilo hospital, Mapusa, while the remaining 11 persons who received
simple injuries have been discharged after treatment.

The Mapusa police arrested the truck driver, Shivram Garad from
Halarna-Pernem but he later secured bail. The Mapusa havaldar, Mr Ramesh
Kalangutkar is investigating the case.

Panaji Feb 11: Goa University today announced its plans to adopt
restructured undergraduate BA, B Sc, B Com and BCA courses from the
forthcoming academic year, with introduction of the semester pattern,
internal assessment and skill-based courses as per the choice of the
students.  The Vice-Chancellor of the university, Prof P S Zacharias
addressing a press conference, today said that the new structure has
been recommended by a committee appointed by the university and chaired
by the president of the Principals Forum, Prof Newman Fernandes.  "The
committee after detail deliberations for nearly two-and-a-half years
with university, principals of various colleges, educationists and
experts in the field presented its report which was later approved by
the Academic Council in 2005," he said, adding that its implementation
would begin from the 2006-2007.

The salient features of the restructured undergraduate courses include
introduction of 6-month semester pattern, replacing the existing annual
examinations, Prof Zacharias said, pointing out that each semester will
be independent in syllabus and the syllabus would not be carried out to
the next semester.

Another highlight of the new system is the continuous internal
assessment (CIA) wherein every course will have an integral assessment
component having 15 to 25 per cent of the total marks, which is expected
to encourage the students to be regular in their academic work.  Yet
another introduction in the restructured courses is the credit system.

"Each course offered in a semester is assigned a certain number of
credits depending upon the quality of work required of a student. Credit
consists of listening to lectures and active participation in tutorials,
seminars, laboratory work and direct library work. Credits represent the
proper 
weightage to each course according to the amount of work desired. only
when a student passes a course, he or she will earn the credits assigned
to that course," Prof Zacharias said.  Speaking further, the
Vice-Chancellor informed that most of the countries abroad have the
credit system and it is essential that an unified credit system be
developed and accepted in India. 

"However, introduction of a credit system in Goa University would now be
very much beneficial to the visiting students from foreign countries who
may complete a semester here, earn some credits and later pursue the
next semesters in their own country, where their credit would be
recognised."
A number of skill-based courses have also been introduced for the
undergraduate students under foundation courses, in addition to the main
core subjects in the faculty. These supplementary short-term courses can
be pursued along with the degree education.

Prof Zacharias said that it is perhaps for the first time in the country
that restructuring of the undergraduate courses is taking place.
Following the model University Grants Commission guidelines which state
that the university curriculum should have three components namely,
subject knowledge, outreach programme and character and value formation,
Prof Zacharias said, the Goa University has taken the step.  The main
objectives of the restructuring are bringing quality to higher education
in order to make it internationally comparable, offering relevant and
need-based courses, inculcating in students responsibility and
self-discipline in the learning process, helping students acquire
specific skills in keeping with their area of study and making the
student evaluation more objective.
It was also informed that the new pattern would be gradually
implemented, one year at a time and the entire change would be complete
by 2009.

Replying to a question, Prof Zacharias said that he has send a proposal
to the government that marginal requirements may be needed in some of
the affiliated colleges vis-a-vis newly introduced system. "The
university would also conduct some workshops for the faculty members as
regards the new system," he informed.

The registrar of the Goa University, Dr Mohan Sangodkar was also present
on the occasion.

[Goanet] The internet: A teaching tool for Konkani?

Over the past few weeks, I've been pondering over the idea of whether or not 
the Konkani language can be taught over the internet. With the recent 
discussion brewing over whether or not Devnagri or Roman script is the best 
medium for teaching Konkani, I was just wondering if there was any interest 
in starting a internet based classroom via the use of one of the many web 
based forums available.


What made me decide to suggest the idea? Well, I have an inkling that there 
are many Non-Resident Goans who would love to learn their mother tongue but 
have not found a suitable forum to bring this idea to fruition.  I know that 
one Tim D'Mello succssfully started Konkani classes in Mississauga, Ontario, 
Canada in 2003-2004.


Whether Devnagri or Roman script is the preferred medium is not my concern. 
What is my concern is whether there is suitable interest and whether there 
are any volunteers among the many Goaneters who would invest some time 
towards this endeavour.


How would the forum be set up?

For one, there are quite a number of free online services to bring online 
communities together and setting up a forum would be relatively easy.


Second, volunteers who are fluent in the Konkani language would post basic 
tutorials concerning vocabulary, orthography and grammar.  Any questions 
that needed clarrification could be posed in the closed forum(s).


The online classes might not simply be for Non-Resident Goans but also 
Resident Goans as well.


Is this idea far-fetched? Maybe. But I know that there are alot of online 
community forums who are using these "free online forums" as a medium of 
instruction for things like graphic design and computer coding. A quick 
search about language instruction and i found a website that teaches Korean 
classes (SOURCE: http://www.learn-korean.net/index.php). A quick scan of the 
website and I found a forum explicitly set up for individuals seeking help 
with respect to the Korean Language.


So to you I ask, why not set up a similar forum Konkani?

As most are aware, there is a huge Goan Diaspora seeking to find their 
cultural roots. This idea might be one way of strengthening those cultural 
roots and bringing those individuals much closer to Goan soil.


Any thoughts or critiques concerning this idea would be welcomed.
