Just to play the devil's advocate for a moment (speculating to the hilt!),
I'd like to say that we are probably  NOT being  logical or sensible enough,
at least not in a COLLECTIVE sense.

Think about it. When did Goans really begin to give a damn about Dabolim's
potential as a civilian facility? Mid-80s? After CHOGM  and the charters? Or
mid-90s after KRC? What were they thinking from the mid-60s till then?
Sleeping like the hare in the fable?

Meanwhile our friends in the Navy had sized up Vasco/Dabolim before
"liberation" and gained control soon after. They probably got IA to quickly
start flights for the sake of their own and other govenment folks' travels
including with families and parted with a few acres for a civil enclave
terminal for the purpose. In the interim, Goans contented themselves with
tortuous train and bus travel to Mumbai and other places.

In the 70s when wide bodied jets appeared on the scene in India , the runway
at Dabolim may have been expanded to accommodate these civilian aircraft. It
would have increased from 6000 feet at the start to 7000 and odd. Later it
would have reached the present length of about 10,000 fee similar to Mumbai
and Delhi's. This extravagant length is is really not needed for naval
VTOL/STOL purposes but what the heck. No one can do anything if its use for
training is tied to an aircraft carrier anchored in Vasco!

Since this carrier is getting obsolete and the Sea Harriers are crashing at
regular intervals depleting the squadron, they go in for another vessel
with a complement of  aircraft for which India is the launch customer! These
war machines will hold the fort for the foreseeable future. And the cycle
wll repeat.

There's also a back up in the form of the Union Cabinet resolution of March
2000 which decrees the closure of the civilian enclave once Mopa is ready
whenever that happens. Just a matter of time. But they are in it for the
long haul, right? We woke up to the reality only a few mnths ago! In the
meantime they can blow hot and cold about Seabird's air station and nobody
will be the wiser. Once Dabolim is in Navy hands completely then they will
go full steam ahead with the Seabird air station.

 Oh, a civil enclave at Dabolim may continue even after Mopa goes live but
it will be for defence and VVIP use only. This is the plan for Begumpet in
Hyderabad. And may hold true in Bangalore HAL too. Aam admi can take a hike
to Shamshahabad, Devenahalli and Mopa!

To cut a long story short, it seems to me that the Navy is using sub-surface
logic in full measure while employing the shield of "holy cow" to maximum
effect against our own futile attempts to reason things out. We dont seem to
be able to discuss our own viewpoints on the subject leave alone converge on
a stand against the Navy's/military's clear obduracy.

And btw, in the U.S. there is a periodical process called Base Review and
Closure (BRAC)   which makes detailed assessments of a base's military value
and its economic importance (as a base) to its host site to make suitable
adjustments. One was completed fairly recently I think. Here however the
military seems completely impervious to the explosive growth in civil
aviation and low cost air travel and is paralysed like a deer caught in
headlights about how to cope in an agile and enlightened way.

The government is contemplating giving visa on arrival to people from
16 countries including, Australia, New Zealand and France.

The proposal, prepared by a group of ministers, was awaiting clearance
from the ministry of home affairs, Tourism and Culture Minister Ambika
Soni told reporters in New delhi on Monday.

Asked about the "security concerns" expressed by the home ministry
over the proposal, Soni said there could be other ways in which the
proposal could be implemented like electronic visa or long-term visa.

She added that the tourism ministry would act as a facilitator for
public-private partnership to increase international and domestic
tourism.

Soni said she had also met Finance Minister P Chidambaram seeking an
"infrastructure status" for her ministry.

"I have met the finance minister and I talked about granting tourism
sector the status of infrastructure industry. They are looking into
it," she said that adding, "the ministry has also given a proposal
asking for increased budgetary allocation."

Asked about various new initiatives taken by the ministry, she said
apart from creating a special tourist circuit of national monuments
and illuminating them, the ministry was also contemplating to launch a
campaign to overcome the "negatives" like sex tourism or drug tourism.

Soni, in her first press conference as culture and tourism minister,
said the government was exploring cheaper options to overcome the
shortage of hotel rooms in the country.

With an eye on the expected surge in demand before the 2010
Commonwealth Games, Soni said she would be emphasising on budget
hotels, paying guest accommodations and service apartments.
Soni said she has already asked the DDA to locate sites for such
projects, which would be auctioned in a transparent manner.

The Goa BJP today organised a protest rally here today demanding the
ouster of the Congress-led coalition government in the state headed by
Mr Pratapsinh Rane for its alleged ''failures on all fronts''.

Party workers blocked the one-km-long Mandovi bridge that leads to the
new Assembly complex at Porvorim, disrupting traffic on the
Panaji-Mumbai highway for about three hours.

Party leaders, including former Chief Minister Manohar Parrikar,
sought reinstallation of a BJP government in the state.

Holding placards denouncing the government, the party workers went in
a procession from Azad Maidan to the Kadamba inter-state bus terminal
in the afternoon. The processionists included several women party
workers.

Most of the BJP legislators, Mr Shripad Naik, MP, and State unit party
president Rajendra Arlekar addressed the rally.

The blockade caused much suffering to the public whose woes were
compounded with armed riot police blocking traffic rom the Assembly
complex side. Hundreds of people, with loads on their heads, were seen
walking down the bridge on either side to reach their destinations,
and hundreds of vehicles were left stranded.

Goa is nearing the spring season and the cashew trees are in full bloom all 
over the State. Kazkars are busy participating in pavnneo (auctions) in 
villages in order to take over the hills for new cashew crop.


The late Alfred Rose has given us such a variety of songs that I don’t think 
there is any subject he did not touch upon.  In the following lyrics, he 
talks about Goenchi Fenni and how a European Company in a Gulf country was 
worried that the Fenni might take over other brands.  In fact, I was in 
Bahrain in the mid 1970’s when Me. Gray Mackenzie & Co. Ltd in Manama 
imported Cashew and Palm Fenni.  Although in those days we were allowed to 
bring in as many as one dozen bottles of the Fenni, the moment Goans came to 
know that Fenni had arrived at Gray Mackenzie, they rushed to the store and 
bought as many bottles as they could carry in a bag.  Obviously, the stuff 
was sold out within a week!  No wonder, it became a matter of concern to the 
company and they stopped import of the Fenni with immediate effect.  Thus, 
Goenchi Fenny created history in Bahrain!

Hardline Hindu groups held loud protests against Valentines Day
celebrations on Tuesday across India saying its was a foreign festival
that corrupted traditional values.

In Varanasi, activists of the Shiv Sena took to the streets along with
priests to conduct marriages of whosoever seen indulging in indecent
activities.

Cards were burnt and anti-Valentine-celebration slogans were raised to
voice the protests.

Its celebrated in western countries and we do not support it. We are
roaming the streets around with priests who will conduct marriages of
whoever is found indulging in any indecent acts, said Gulshan Kapoor,
a Shiv Sena activist.

Saint Valentines Day has become increasingly popular in India in
recent years, a trend led by retailers who do healthy business selling
heart-shaped balloons and fluffy teddy bears.

But the growing popularity of the day has also sparked protests, which
have sometimes turned violent.

Elsewhere in Nagpur, police arrested rowdy activists of the Vishwa
Hindu Parishad and Bajrang Dal who whisked away couples from parks.

These activists were forcibly whisking people and so we have arrested
them under section 68 and 69,said Sanjeev Kumar Singhal, Deputy
Commissioner of Police, Nagpur.

In Indore, effigies were burnt to protest against the celebrations.

On Monday, dozens of sword-wielding activists used loudspeakers in
Bhopal to ask couples to stay indoors on Tuesday.

On Sunday, in Mumbai, activists of the Shiv Sena, vandalised a gift
shop and set fire to bundles of cards in a warning to shop owners and
young lovers, a police official said.

Groups like the Bajrang Dal and Shiv Sena are part of a growing tribe
of cultural vigilantes opposed to what they see as increasing mimicry
of the West, especially by teenagers.

Such groups have in the past stopped the screening of controversial
films dealing with homosexuality and the plight of widows forced into
prostitution, saying they denigrated Indias ancient traditions. (ANI)

HC Refuses To Entertain Disqualified MLA's Plea For Salary

A two-member Goa bench of the Bombay High Court today rejected a
petition by the UGDP legislator Mathanhy Saldanha who had urged the
court to direct assembly Speaker Francisco Sardinha to pay his salaries
and allowances that had been stopped following his disqualification as a
legislator.

The bench comprised justices R M S Khandeparkar and N A Britto.
Another petition, challenging the Speaker's order disqualifying the
legislator, is pending in the court.

Mr Saldhana was disqalified last year for supporting the BJP government
headed by Manohar Parrikar in defiance of the party whip under the 8th
Schedule of the Constitution.

The court has allowed Mr Saldanha to attend the sessions of the House
without the right to speak or vote till the petition is disposed.

recognised as such in the Official Language Act 1987.

Therefore any distortion of these facts by ex MLAs
politicians out of power or aspiring to come to power
that the Marathi protogonists will create a further
turmoil is only a false canard a MYTH NOT A REALITY
and intended to polarise the Goans, and should not be
paid heed to in the current movement for recognition
of UNITY IN LANGUAGE DIVERSITY OF SCRIPT

Meanwhile as the script issue in favour of Roman
script for Konknni besides Devanagari and Kannada in
Karnataka is slowly but surely being pursued to the
logical conclusion since the SCRIPT movement was
revived in June 2005  several writers in various
local dailies and weeklies have been advocating that
the issue be SETTLED ACROSS THE TABLE.

MARGAO, FEB 13 - The Margao unit of the BJP on Monday filed a list
before the Salcete Mamlatdar citing objections to the inclusion of 50
names in the electoral list, including that of the PA and security
guards of Power Minister Digambar Kamat.

The party lodged the objections after petitioning before the Chief
Electoral Officer last month alleging gross irregularities in the
enumeration process to favour the Power Minister.  In the list filed
today, the party has pointed out that the name of Power Minister's PA
Prakash Velip figures in the electoral list of Margao, adding that
Velip's name figures in the electoral list of Quepem constituency.

Similarly, the BJP has objected to the names of the two security guards
of the Power Minister. Objections were also lodged to the inclusion of
name of Kamat's daughter, who is married in Panjim, besides the
Minister's close friend from Cuncolim.

Sources in the Mamlatdar office disclosed that the parties to the
dispute would be given a hearing on the matter.

Meanwhile, sources said that the Mamlatdar's office is calling parties
for a personal hearing even in cases where a petition is made for
rectify spelling mistake in the names.

Panaji Feb 13: Fundacao Oriente today presented a proposal to the
Governor, Mr S C Jamir expressing its willingness to assist the
government agencies in renovations of heritage buildings in the state,
which would in turn, largely benefit the local tourism industry.  The
president of the administrative council of the Fundacao Oriente, Lisbon,
Dr Carlos Monjardino, presently in Goa, met the Governor and appraised
him about the proposal. The delegate of Fundacao Oriente in India, Dr
Sergio Mascarenhas e Almeida was also present during the meeting.  The
Governor was also briefed about the ongoing activities of Fundacao
Oriente in the state and the country, including Monte Music Festival,
works in visual arts and theatre, scholarships, awards for excellence in
Portuguese language and sports.

Later addressing a press conference, Dr Monjardino said that Fundacao
Oriente has also given an indication about renovating the old
Secretariat building, once the state cabinet moves to its new premises
in Porvorim.  "The government has been briefed as to what is to be done
regarding the renovation," he said, adding that there is a possibility
of converting the historical edifice into a museum, depending on the
will and desire of the government.  The government thinks that Fundacao
Oriente can preserve historically important things and we are in the
process of listing the priorities, he observed, pointing out that the
Portugal-based cultural, philanthropic and social organisation could
also help the government to formulate a master-plan about the renovation
works.

Mr Monjardino further informed that Fundacao Oriente is in possession of
a collection of 40-odd original works of the celebrated Goan painter,
Trinidad and his daughter, Angela and an adequate place would be
identified in Goa to display them.  "One of the main conditions of the
Trinidad Trust, while handing over the collection of paintings to
Fundacao Oriente was to find a suitable place in the state to exhibit
them," he said, adding that Trinidad who died in 1930, initially lived
in Mumbai and then shifted to US.  The collection of paintings is
presently is Portugal and is in extremely good condition, he added.  The
Fundacao Oriente chief also mentioned that Portugal can play an
important role in some projects of the European Union as related to
India, such as garbage disposal.  One of the future plans of Fundacao
Oriente consists of holding football matches of the Sporting Club of
Portugal in India, on the occasion of the 100th anniversary of the club,
he said, adding, "Let's see how we can do it." Fundacao Oriente is also
taking an initiative in supporting a Portugal-based hotel establishment
having chain of restaurants to open its outlets in India, offering
delicious Portuguese recipes, Dr Monjardino said.

Replying to a question, he said that Fundacao Oriente has been giving
out annual scholarships in various areas including renovation, for the
beneficiaries to go to Portugal in order to acquire expertise in these
respective fields.  "If needed, we can also hold workshops and classes
here, to disseminate knowledge about special type of renovations," he
assured.
Answering yet another question, Dr Monjardino said that the activities
of Fundacao Oriente are spread all over India, and at present being
carried out in Goa, Kerala, Karnataka, Maharashtra, Delhi and also Daman
as well as Diu where Portuguese classes are being conducted.  Dr
Monjardino will be meeting the officials of the central government, in
New Delhi, later this week and discussing with them the situation in
East Timor and Macau, both former Portuguese colonies, where Fundacao
Oriente is still active.  An annual report of Fundacao Oriente presented
on the occasion has outlined completion of its 79 activities in India
during 2006, including setting up of the Orient Museum and Cultural
Centre.

Of the 117 proposals approved by the Centre so far, 44 are from IT firms.

The rush to set up special economic zones is being led by the information
technology and IT-enabled services sector. Of the 117 proposals approved by
the Centre so far, over a third (44) are from such companies.

The list includes some top names in the business like TCS and Wipro and also
a host of lesser known players like the Gurgaon-based Pioneer Profin and the
Bangalore-based Cessna Garden Pvt Ltd.

Together, the 44 proposals entail an investment of Rs 16,000 crore for over
8,230 acres of land, from the Rangareddy district in Andhra Pradesh to
Moradabad in Uttar Pradesh. The total acreage envisaged under the 117
approved SEZs is a whopping 225,901 acres.

Putting up a project in an SEZ fetches a company a host of fiscal benefits
like 100 per cent tax exemption under Section 10A of the Income Tax Act,
duty free imports, extension of tax benefits under Section 80 IA and
external commercial borrowings without any maturity restriction.

IT and ITES companies also seem to have taken a special liking for the
National Capital Region with 11 zones choosing to be located in this area.
Chennai has attracted 10, Bangalore and Pune five each and Kolkota four.

These zones also propose to provide employment in very large numbers.
Shyamaraju & Company's plans to set up a 74-acre zone at a cost of Rs 1,566
crore in Kundalahalli village near Bangalore, for instance, promises to give
direct and indirect employment to no less than 97,600 persons.

Compare this with a leading drug maker's proposed pharmaceuticals and
biotech unit spread over a 40-acre zone at a cost of Rs 152 crore, which
will give employment to "200 people over five years".

The final number could be higher as multi-product SEZs approved by the
government are bound to have a number of IT and ITES units. Investment worth
Rs 47,000 crore has been committed to 73 multi-product SEZs.

MARGAO, FEB 13 - This might seem strange, but true. The South Goa
district authorities have come out with a novel idea to keep a track on
violation of coastal regulation zone regulations - by way of videography
of the coastal belt.

Towards this end, Collector J B Singh has submitted a proposal to the
government to videograph the entire coastal belt along South Goa. The
reason being that there's no proper check on the mushrooming of
constructions, especially in the CRZ area, with various authorities
passing the buck on each other.

The decision to undertake videography was taken at a meeting of revenue
officials wherein SDM Suresh Pilarnekar suggested that the Salcete belt
be videographed in view of increasing number of constructions.  With the
suggestion evoking positive response from the officials, the district
collector decided to videograph the district's entire coastal belt.
What prompted the Margao SDM to suggest videography is the plain fact
that a whole lot of constructions have surfaced along Salcete's coastal
belt in both CRZ and private areas.

In some cases, a survey by the talathis has brought to light the fact
that some of these constructions have received licences from the
Directorate of Tourism. Moreover, it has come to the fore that many of
these constructions along the coastal belt have been expanded beyond the
permissible limits.
In the meantime, the SDM has written a letter to the Director of Tourism
to provide details of licences issued to business establishments for
small trades along the coastal belt.

MARGAO, FEB 13 - Ties between the ruling Margao Municipal coalition
group comprising of the three-member Congress dissidents and the BJP has
again come under strain with the Chairperson Piedade Noronha calling on
AICC Observer, Margaret Alva on Sunday in what is widely seen as a move
to pave way for the return of the dissidents back into the party fold.
Immediately after the meeting, Alva got into her gear to bring both the
Power Minister Digambar Kamat and Vijay Sardessai's factions under one
banner and establish Congress rule over the body.  Herald understands
that the AICC observer immediately contacted Sardessai seeking his views
on the possible return of the dissident group and his stand over the
possible Congress rule.
Sardessai is learnt to have told Alva that as long as he is in the
Congress, he would work towards strengthening the party and made it
quite clear that his four Councillors are more interested in ward
development than power.

In the 20-member body, the BJP has eight Councillors, while the Kamat
and Sardessai factions in the Congress share four Councillors each.  A
tie-up between the Kamat and Sardessai factions and the three-member
dissident group ought to have ensured Congress rule, but disagreement
over the choice of the candidate for the post of Chairperson forced the
dissident group to seek the support of the BJP.  When contacted,
Chairperson Piedade Norohna confirmed having met the AICC observer, but
said that things will become clear after the Carnival festivities.
Sources said that Piedade along with her group are willing to return to
the Congress provided she continues in office for some time. "We haven't
given our proposal to the Congress. May be after the Carnival we would
discuss the matter threadbare", she maintained.  

Incidentally, this is the first time that the Chairperson has admitted
having met a top Congress functionary. Sources said the BJP is keenly
watching the developments and many did not rule out any counter moves
from the saffron party to keep the Congress at bay.

I spent three days in Goa last week, attending an urban conference.
While there is visible evidence that Goa-being a smaller state, and at
the higher end of all development indicators-has different challenges
from many other parts of the country, it also holds many lessons for
what our future local challenges could be.  The drive from the airport
to the beautiful seaside resort took us past Panjim, the state capital,
through Calangute to Candolim. The entire route was a fairly continuous
stretch of development, with good roads, restaurants and services
spotting the drive-in many ways, substantially urbanised. 

However, the political jurisdictions were invisible to us in that short
40-minute drive: we passed through two municipalities, one city
corporation, and 12 gram panchayats-our hotel itself was located in a
panchayat. While this may seem like a trivial issue, it has significant
implications for many day-to-day decisions: the delivery and maintenance
of the road network that links these towns and villages, the local
public transport system, the water supply and sanitation service,
garbage management, the environmental concerns arising out of the
tourism industry, and so on.  Detailed questioning revealed that these
were indeed difficult questions that they were grappling with. These
challenges are not being faced in Goa alone-they are already being felt
in all our large metros, and are beginning to ripple across the smaller
cities and towns as well. The Master Plan for Greater Bangalore, for
instance, comprises 1,500 sq.km., of which Bangalore City Corporation is
only 250 sq.km. Eight small municipalities comprise another 250 sq.km,
while 1,000 sq.km. is made of 70 gram panchayats -the forthcoming
Devanahalli International Airport is in a panchayat. 

The administrative and governance challenges are enormous: 
establishing transport systems, projecting and planning housing needs
across different sections of society, ensuring environmental protection,
identifying and enabling economic clusters, and so on.  Many of these
challenges are arising out of urbanisation, which is slicing up our
local jurisdictional map like a birthday cake being slashed by a
boisterous three-year-old.  These are examples of regional coordination
challenges-issues that are clearly beyond the boundaries of a specific
local government, but are not large enough to be elevated to the state
government.  Hence, responses to these challenges require an
intermediary level of decision-making, one that respects the role of
local governments, and yet brings them together at a larger level.
These challenges are not uniquely Indian-they are present in most
countries in the world, with governments establishing different regional
structures based on their constitutional provisions. While there are
variations in the specific formulas being used-the regional structure in
Toronto is different from that of London, which is again different from
Tokyo-the common element is that there are formal systems that cluster
multiple local governments, rural and urban, within a common regional
footprint.  So, how is India addressing the regional challenge? The
scorecard is mixed: the good news is that the 74th Constitutional
Amendment passed in 1992 envisaged the creation of exactly such regional
platforms: a Metropolitan Planning Committee (MPC) in any area having a
population greater than one million, and a district planning committee
(DPC) for the smaller pockets. These committees were meant to be
responsible for, among other things, the preparation of a development
plan having regard to "matters of common interest between the
Municipalities and the Panchayats including coordinated spatial planning
of the area, sharing of water and other physical and natural resource,
integrated development of infrastructure and environmental
conservation".  The bad news is that, more than a decade after the
passage of the amendment, only one state has created an MPC: West
Bengal, for Kolkata; and this too is not fully functional. Mumbai was
forced to create an MPC by the courts, but this has never been
operationalised. Almost 10 years after this amendment was passed, the
National Commission to Review the Working of the Constitution (NCRCW)
had this to say about the extent of the regional problems: 

"The B.E.S.T which is part of the BMC for instance, however, competent
it may be, cannot do much about public transport in Mumbai if the
Ministry of Railways handling the suburban system does not subscribe to
a common plan. The Government of India's Ministry of Environment or
Maharashtra's State Pollution Control Board cannot do much to mitigate
pollution without BMC's active collaboration. Above all, the maintenance
of the infrastructure to keep the mighty economic machine of Mumbai
going is a task

I suggest that the Indian Navy let All n Sundry know as it is i.e.

1:  Forget Dabolim or Anjediva, Goa is the "spoils of war". We an do as we 
please with it. What will you Goans do to us?  OR


2: Dabolim is strategically important to the defence of India. We know it is 
a civilian airport. Let us come to some suitable understanding  where the 
Indian Navy will provide this, in return for the use of Dabolim, and Goa's 
civilian airport can go ahead with this.  AND


3.  OK, there is a church at Anjediv. You guys need it for a few days a year

Pakistan are morons. They don't learn.


Think about it.  Are conflicts always necessary ...or are they often 
provoked?  Is there Big Money in Arms procurement? Is there Feni in Goa?

HAVE YOU ever imagined going out for Valentine's Day on a cruise liner?
And then spending a week on Lakshdaweep islands?  The big tour operators
in the city had, in fact, started offering tailor-made tour packages for
newly-married couples during the busy marriage season which coincides
favourably with the Valentine's Day on February 14.  About 40 young
Lucknowites who tied the knot early this month in the city are availing
themselves of the two-night-three days-and-four-nights-five-days cruise
packages being offered by city's tour operators to spend their
Valentine's Day on board a cruise liner on the high seas off  Mumbai.
An interesting aspect of the dream of newly married couples also
includes their curiosity to find out where their cabins were located in
a liner as most tour operators have an entire layout of a liner shown on
demand in their offices which makes it easy to pinpoint the exact area
where the couples could get their cabins booked for the honeymoon.  In
any conventional passenger liner, the cabins in the lower decks
experience high vibrations which are not the case with cruise liners
which are designed to make the ride much more smoother on the high seas.
This is also the reason why tourists don't mind staying in lower cabins.


The typical domestic cruise circuit for those couples not owning a
passport is the Mumbai-Goa-Mumbai and Mumbai-Lakshadweep-Mumbai. And the
most preferred  accommodation for couples from the city on the cruise
liner had been found to be the affordable window cabin which is the
lowest on a liner being 10-ft above waters while providing an exotic
view of the sea, says

Another 15 couples among newly-married couples from the city who are
passport holders are already on honeymoon trips to south-east Asian
tourist circuit comprising Malaysia, Singapore and Thailand. These
couples are not part of cruise packages in the south-east Asian circuit.
The rich couples from the city still prefer to spend their honeymoon in
Switzerland, he said.
"We tailor tour packages for couples or families as per their budget in
the city.

There are many conducted tour packages, which do not suit every traveler
in the city. The popular destinations among Lucknowites remain Malaysia,
Singapore, Thailand and also Mauritius," S K Saxena, Manager, Travel
Corporation of India (TCI), Lucknow adds.

All this hullaballoo about the traditional Muslim greeting.  Has anyone bothered to translate what this Arabic greeting means in English ?  Someone once told me that it translates literally into        "Peace of the Lord be unto you !"     I cannot vouch for the translation, but I am sure it is something close to that.  Catholics use this phrase often during Mass.  In the old days it was   "Dominus Vobiscum" in Latin.  Why all the fuss about this greeting ?     May the Peace of the Lord come upon all of you and quit your beefin about insignificant matters !  A-Salaam Aleikum !   Allah uh Akbar (God is great) !  I say this with the greatest respect for all religions and for all beliefs.       Shenzi

Panaji: A woman and her elder son died while another son and two
daughters were hospitalised after they drank poison in a joint suicide
bid on Miramar beach early Wednesday, police said.  The mother Veena,
hailing from Kerala, and her eldest son have died, while the other son,
admitted to the Intensive Care Unit of Goa Medical College hospital, is
in a critical condition, Superintendent of Police (north) D K Sawant
said. 

He said the condition of the daughters Ashwini (15) and Amrita (12) was,
however, stable and they were undergoing treatment at the Medical
College Hospital and a private hospital respectively.  Police suspect
family problems to be the cause for the extreme step. 

The husband of the woman, Vasudev, is in Ernakulam and the family came
to Goa on Monday, he said.  "The incident occurred in early hours and
was brought to the notice of the police by the people who went for a
morning stroll on Miramar beach," Sawant said.  "The 10-year-old girl is
talking in Malayalam and police have rushed with a translator to track
down their native address," Sawant said.  Goa police would contact their
counterpart in Kerala for further probe, he added.

Panaji, Feb 14: The city's residents on Tuesday rose to the scary
morning on Valentine's Day when a couple died, another couple was
critically admitted to Goa Medical college and a 10-year-girl admitted
to a private hospital.

In a mass suicide bid, two tourist couples from Kerala along with a
10-year-old girl tried to commit suicide at Miramar beach.

"A couple - man and a woman - succumbed to death at Goa Medical College,
while another couple was admitted to intensive care unit (ICU). A
10-year-old girl who was found accompanying them is being treated at a
private hospital in Panaji," stated superintendent of pollice (north) D
K Sawant.
"The tragic Incident occurred during wee hours. It was brought to the
notice of the police later by the people who went for morning stroll on
Miramar beach," informed police officials.

All the five persons are from Kerala and police are yet to locate their
address. "The 10-year-old girl is talking in Malayalam and police have
rushed with a translator to track down their native address," Sawant
said.
The condition of a female admitted in ICU at Goa Medical college is
reported to be improving while male remains critical, he said.

Panaji, Feb 13 (UNI) Governor S C Jamir has promised to formulate a
detailed blue print for bringing about e-governance through a suitable
Public-Private Partnership to improve delivery of public services to

In his address to the first session of the year of the Goa Assembly
today amid a 'silent walkout' by the Oposition BJP, Mr Jamir said the
government had also proposed to provide people with broadband
connectivity through optical fibre cable network in all villages besides
setting up an information technology park. 

Under the Information security education and awareness programme
initiated by the Centre, he said, the State government had appointed 25
new faculty members in the College of Engineering at Farmagudi which was
identified as the participating institution under the project from Goa.

installing video conferencing equipment in the judicial lok-ups, Mapusa
sub-jail, Sada and district courts of Panaji and Margao to facilitate

The history of Valentine's Day dates back as early as the fourth century
B.C. in the Roman Empire. The holiday was originally set aside to honor
Juno, the queen of the god's and goddesses and the goddess of marriage.
However, today, Feb. 14 is better known as the day we celebrate St.
Valentine.  The tradition actually began in Rome with a festival on the
eve of Feb 15, the day, which began the Feast of Lupercalia. At the
festival, Roman girls name were put into a jar and then drawn by young
Roman men to decide who would be their date for the continuing festival
the next day. Sometimes the dates would turn into partnerships that
would turn into marriage.  However, the Claudius II was the ruler of
Rome at this time and was unpopular due to the bloody wars he fought.
Many men ultimately did not sign up to fight because they didn't want to
leave their wives and children to fight, so in retaliation, Claudius II
banned the festival and marriages.  Most of the Romans disagreed with
this decree. However, a priest by the name of St. Valentine began to
perform marriages secretly. In a secret, quiet, candlelit room, just St.
Valentine and the couple would participate in a marriage ceremony. To
his detriment though, St. Valentine was discovered on night by a guard
while performing the marriage ceremony, and was thrown into jail where
he was sentenced to death.

Many young people, including the daughter of a guard, would visit St.
Valentine while he was in jail to lift his spirits. St. Valentine was
eventually killed but before he died he wrote the guard's daughter a
letter thanking her for her frequent visits. He signed the letter, "Love
from your Valentine." Since then, St. Valentine has become known as the
"patron saint of lovers", and people all over the world observe the
holiday as time to remind themselves of love and friendship.

Now the most common gifts for girls are generally cards, candy and
flowers. If you have a little extra change in your pocket, you can take
a girl to a nice dinner or maybe do something special and out of the
ordinary, like cook dinner and dessert.

However, guys are impossible to buy for; they never know what they want.

The CPI-led All India Trade Union Congress (AITUC) today threatened to
intensify its agitation if the state government failed to accede to its
18-point charter of demands inclding regularisation of 1800 PWD contract
labourers by next month.  The AITUC, earlier, submitted a seven-page
memorandum to chief minister Pratapsinh Rane listing their demands.  It
had also taken out a rally led by its general secretary Christopher
Fonseca and secretary Rajiv Mangeshkar from Kadamaba Transport
Corporation to the old secretariat that culminated in a meeting.
Revival of Goa Antibiotic and Pharmaceutical Limited in Penjim,
introduction of a new eco-friendly and labour-intensive industrial
policy to attract durable investments, provision of at least 70 per cent
jobs to locals in hotel industry, and raising of minimum daily wages to
Rs 175, are some of the demands put forth by the AITUC.

The AITUC, in a resolution, condemned the "repression let loose by the
Government on Saleli villagers in South Goa's Sattari Taluka since
December 2005".

Stone-quarrying and crushing operations in the village have destroyed
the productive fields and polluted the ground water, besides causing
injury to humans and cattle, the AITUC said.

a)DABOLIM TO KARACHI is the shortest NAVIGABLE, repeat
NAVIGABLE distance.
b)Dabolim to Karachi is the most direct and shortest
distance for launch of TORPEDOES/UNDERWATER MISSILES,
whether for ATTACK or DEFENCE.
c) After occeanographic surveys it has been decided
that underwater formations afford "sonographic
muffling, and deception" characteristics than
available at Seabird, Karwar. Masking of sonar
signatures for DEFENCE AND ATTACK.
d)A paradigm shift in defence perceptions ,not unlike
paradigm shifts in earlier siting considerations of
NUCLEAR INSTALLATIONS across the world. The earlier
considerations determined siting of nuclear facilities
deep within the territories of a Nation. New doctrinal
concepts favour siting of nuclear installations close
to own borders such that in event of attack,WIND
direction, WATER currents would carry nuclear fallouts
to adversary country.(eg Kahuta in Pakistan etc etc

e)The neccessity to deter attack against STRATEGIC
NATIONAL ASSETS like the INSTITUTE OF OCCEANOGRAPHY,

terminal at Aguada bay to boost cruise tourism and would also formulate
a 'blue print' for bringing about e-governance in the State through
public-private partnership.

This is among the various developmental works - which are either
underway or proposed to be taken up in Goa - enlisted by Governor S C
Jamir during his customary address to the Goa Assembly on the opening
day of the five-day winter session.

He said the cruise terminal proposed at Aguada bay with private
participation would cater to the large cruise vessels offering a draft
of 7 metres.

In his 30 minutes speech, the governor said the Planning Commission
during the mid-term appraisal has taken cognizance of the fact that Goa
has achieved 80 per cent of the expected resource generation in the
first four years of the 10th Five-Year Plan. Goa is ahead of the
monitorable targets in the areas of health, education and gender
equality and is nearer to the Millennium Development Goals, the Governor
said.  The government has also proposed to provide broadband
connectivity in every village by laying optical fibre cable.  The
government is in the process of finalising the "Universal Mediclaim"
scheme.

The government, he said, has arrested the trend of declining budgetary
support to the Goa University. An additional allocation of Rs 4 crore
has been made during the financial year. 

Concerned at the rising accident rate, the government is conducting
various road safety programmes including special refresher training
courses for mining drivers.

Convention Centre, Institute of Hotel Management, Monorail, Mopa
airport, North-South Expressway, augmentation of regional water supply,
schemes to boost horticulture, fisheries, khadi industry, poultry,
eco-tourism, etc were the other highlights of Jamir's speech.

CALANGUTE, FEB 13 - Ingo Grill is in news once again. The Goa Police
have now found sufficient evidence to deport this infamous German
national after he stole media attention for his "undesirable activities"
in the State. 
Highly placed source in the police department have confirmed that Ingo
Grill has been served a notice under section 3/2 C of the Deportation of
Foreigners Act, which gives the government powers to deport a foreign
national who is undesirable.  

It has been learnt that a Russian national has already been deported and
a deportation notice has been served on Ingo Grill and his wife.  Police
sources claimed that they maintained a watch on the activities of over
200 foreigners in the State and are likely to issue deportation notices
to well over 30 foreigners, most of whom have been staying in Goa for
several months.

The foreigners identified for deportation had been visiting Goa
frequently and as they were indulging in "undesirable activities" were
seen fit by the State police to be sent back to their respective
countries and the exercise had been carried out through the home
department.  Meanwhile, this could also lead to the process of banning
the foreigners from obtaining a fresh visa to re-enter the country
through Indian missions aboard.
The police are also collecting vital information on some foreigners who
are suspected to be involved in financial crimes and drug peddling or
any other illegal activities.

It has also been learnt that the State police are in the process of
forwarding the case history of the "undesired" foreigners to the Indian
mission in their respective countries in an effort to put a stop the
issue of fresh visas to them.

Sources claimed that there are over 200 foreigners on business visas
from foreign countries engaged in business activities in Goa, apart from
foreigners coming on the tourist visas and still trying their hand on
local business, most of whom are operating along the coastal belt.
Sources informed Herald that most of the foreigners who are on a watch
for deportation are based in North Goa. 

Meanwhile, the State police had issued a circular to all police stations
asking to furnish information pertaining to foreigners' business
activities and verification of their passport and visas.  The
information available from the foreigners' branch of the Goa police
revealed that the foreigners on business visas are mainly Britons,
Greeks, Dutch, Germans, Israelis, Italians and Norwegians.  Besides,
there are 2,414 registered foreigners staying in Goa for a period of
over six months and some of them have also maintained bank accounts
illegally. The foreigners on business visas having bank accounts need to
compulsorily have a Reserve Bank of India's clearance.

Wake up, Bernardo.  History has moved on, unlike the
brown Portuguese, who are left with only their futile
dreams of turning back the clock.  I wonder how the
Portuguese "produced" Goa?  Isn't it a historical fact
that they acquired it by force and refused to leave
long after the colonial era was declared dead by the
rest of the civilized world?  Do you look to the UN
only when it suits you?  As I have said before, those
without the physical resources to reverse the
movements of history must move on.  So it is with the
Portuguese, and so it is with the Indios.  Anything
else is simply futile fantasy.

LDPE is the material for the now infamous plastic bag.


In Goa it seems to have irked the authorities were a
ban is about to close its activities. The carrier bag
can be bad for the environment if not disposed off
since it does not allow mutter earth to breathe even
though a claim for degradation is there. But take the
case of a place such as Hong Kong that consumes nearly
30 tonnes of LDPE per day. The government does not
encourage the use of it although it is part of the
citzens day to day life. Besides there are various
disposals means to handle the pollution menance. 

Wa about Goa do we have the infrastructure to dispose
of the bags? Can a bin or a tipper trash survive a day
without being stolen? Therefore why was the carrier
bag introduced to Goa? Is it part of the 'liberation'
'progress'? 

The case of the LDPE is just an other story (Goa)of
the bull on the cart, a bull behind the cart can lock
horns and push and find its way.

Note that he is probably referring only to the 'direct' that too operating
cost of such training. Capital cost is probably nil or completely
depreciated. When was the last time the IAF built a spanking new base from
scratch (like the Navy is doing at Karwar)?

What about the 'indirect' cost of the training?

Prime among these is the opportunity cost of throttling economic activity at
the civil enclaves at the bases where the training is imparted. Business
travel and tourism are the areas impacted and to these the social cost of
curtailing visits to friends and relatives must also be added. There are at
least 15 IAF bases with civil enclaves including such economically crucial
ones like Hyderabad, Agra and Pune. Bangalore (HAL) and Dabolim (Navy) are
two other military bases where training and the like are done.

To get around the constraints posed by training at bases with civil
enclaves, the civil aviation ministry has mandated that greenfield airports
should be built at some considerable distance (for 'security' reasons). Such
new airports tend to be extravagant ones (in a vain bid to become 'world
class') and are built at much greater cost than necessary. Who bears the
resulting high fares charged by airlines operating from such airports? The
common man. The old throttling problem in a new form.

Then there is the requirement that the old civil enclave should be shut down
(to revert completely to the military). This raises the spectre of
dislocation and disruption of economic activity (supply chains, livelihoods
etc) at the old location for the sake of a couple of military squadrons. For
its part, the new location requires new access roads, new property
development, new human resources development for business etc. No doubt this
is good for economic development but what about the cost? And to what end?

The top brass needs to seriously think about such fall-outs of their
activities and make the adjustments called for without being asked.

Note that this "snooping" can also be done by
satellite imagery (of course, time-dependent if
geo-stationary satellites are not used).  

If I can see my residence and see two parked vans in
front of it via google-earth (I suppose this is a
static image), I see no reason why Indian defence
cannot invest in some high-quality streaming digital
photography from its own eye-in-the-sky stationed
directly above the subcontinent - would save fuel over
the years, methinks - and might be able to "snoop"
into China if it so desires, I'm sure, without
"violating" its airspace.  

My 5-cents worth.

They could have played that strategic role from the
SeaBird (please note the double-meaning in the project
name - SeaBird). You do not need Dabolim for that.  

Thank you very much, Navy, for taking care of the
airport 'till now, but please revert Dabolim back to
its original civilian status.  You may fly your
surveillance planes from there if and when required,
but please, no training flights.

Goa has "ceded" Anjediva to the Navy, and as goodwill,
it ought to build its own purpose-built airstrips on
SeaBird for training and surveillance, and relinquish
its hold on Dabolim.

Checks and balances? More likely cheques and what goes
in the pockets!

No, the reason is not democracy that has slowed down
Indian development - it is controls (in car
manufacturing at one time, the maximum production that
was allowed, if I am not mistaken, was 12,000 cars a
year!) and the ubiquitous red tape. 

For any new business to take off in Inida, it requires
going through layers of bureaucratic forms and not
forgetting the "oil" that one has to pay to get things
moving. 

As to being accountable to Parliament, I wonder if
anyone was.

...Unaccountably, the most intriguing episode of cerebral penetration and 
removal is not given in this otherwise admirable account. It concerns 
Francis Xavier, a tall, spare, well-born recruit to the new Society of 
Jesus, founded in 1534 by Ignatius of Loyola. Wright describes the 
circumstances of Xavier's death in 1552 on the island of Sancian, off the 
Chinese mainland, which he had reached on a ship loaded with a cargo of 
pepper and other spices. In his sacerdotal robes he was placed in a tomb 
much too small for his size (mallets were used to force him in). Many months 
later, the body was exhumed and taken to Goa where witnesses testified to, 
instead of decomposition, the "clothes entire, and the colour as that of a 
living man, and exhaling a pleasant odour". This was hailed as a miracle. 
Sainthood was bestowed. The inspiring tale uplifts Roman Catholics to this 
day.


I now introduce a sceptical note. In the 1880s a more prosaic version, based 
on documentary and scientific evidence, was published in the Quarterly 
Review and then generally ignored. It suggested that Father Xavier's 
entrails and brain had been removed on the instructions of the Portuguese 
shipowner, James Pereira, who further ordered that the corpse be stuffed 
with part of his cargo to preserve it. If true, this would explain the 
suspension of decay and the agreeable odour. Pereira's motive in faking the 
"miracle" was to retain influence at Court by claiming the protection of a 
glorified saint.

After reading the article, I tracked down, emailed and then phoned  Cal 
McCrystal who was a senior journalist on the staff of The Observer and who 
happens to live quite near to me.  I asked him for the source of his claims. 
He told me that they were:

2. William W Ireland:  The Blot upon the Brain, p. 165-188. 1843, 2nd ed. 
Edinburgh, Bell.


I was given to understand that the Church suppressed these publications.

once a year on a Feast day, brings the Navy's supposed defense of freedom and

constitutional rights?

They do not seem to raise their voice at their elected representative pushing 
this "need / largess".
Or perhaps they may like the manure, now that it is their backyard.

On the other hand, any school, temple or church or charitable organization 
could get their hand on the 2.25 crores.   They should volunteer to maintain 
the gardens.  Under a grand plan various sections of the gardens could be 
handed over (along with the money) to different organizations.  There could 
also be a friendly competition for creativity, artistic display, etc. etc.

There were two occasions when postage stamps dedicated to Ven Jose Vaz were
issued: There was a Pe. Jose Vaz stamp of  1 1/2 tanga, which was one of
five stamps of the "Vultos da India" issue (the other pictures being of  D.
Joao de Castro, S. Francisco Xavier, D. Luis de Ataide and Duarte Pacheco
Pereira) in 1948. In this stamp, however, the philatelic bureau of the
Portuguese Postal Services seems to have made a monumental mistake, as the
figure on the stamp has no resemblance to the traditional portraits of Pe.
Jose Vaz but looks like one of Pe. Antonio Vieira. Then there was an issue,
in 1951, of nine stamps all dedicated to Pe. Jose Vaz on the tercentenary of
his birth. The lower part of all these nine stamps bore the caption "India
Portuguesa", while the earlier (1948) series of "Vultos da India" bore
"Estado da India".
