Just to play the devil's advocate for a moment (speculating to the hilt!), I'd like to say that we are probably NOT being logical or sensible enough, at least not in a COLLECTIVE sense. Think about it. When did Goans really begin to give a damn about Dabolim's potential as a civilian facility? Mid-80s? After CHOGM and the charters? Or mid-90s after KRC? What were they thinking from the mid-60s till then? Sleeping like the hare in the fable? Meanwhile our friends in the Navy had sized up Vasco/Dabolim before "liberation" and gained control soon after. They probably got IA to quickly start flights for the sake of their own and other govenment folks' travels including with families and parted with a few acres for a civil enclave terminal for the purpose. In the interim, Goans contented themselves with tortuous train and bus travel to Mumbai and other places. In the 70s when wide bodied jets appeared on the scene in India , the runway at Dabolim may have been expanded to accommodate these civilian aircraft. It would have increased from 6000 feet at the start to 7000 and odd. Later it would have reached the present length of about 10,000 fee similar to Mumbai and Delhi's. This extravagant length is is really not needed for naval VTOL/STOL purposes but what the heck. No one can do anything if its use for training is tied to an aircraft carrier anchored in Vasco! Since this carrier is getting obsolete and the Sea Harriers are crashing at regular intervals depleting the squadron, they go in for another vessel with a complement of aircraft for which India is the launch customer! These war machines will hold the fort for the foreseeable future. And the cycle wll repeat. There's also a back up in the form of the Union Cabinet resolution of March 2000 which decrees the closure of the civilian enclave once Mopa is ready whenever that happens. Just a matter of time. But they are in it for the long haul, right? We woke up to the reality only a few mnths ago! In the meantime they can blow hot and cold about Seabird's air station and nobody will be the wiser. Once Dabolim is in Navy hands completely then they will go full steam ahead with the Seabird air station. Oh, a civil enclave at Dabolim may continue even after Mopa goes live but it will be for defence and VVIP use only. This is the plan for Begumpet in Hyderabad. And may hold true in Bangalore HAL too. Aam admi can take a hike to Shamshahabad, Devenahalli and Mopa! To cut a long story short, it seems to me that the Navy is using sub-surface logic in full measure while employing the shield of "holy cow" to maximum effect against our own futile attempts to reason things out. We dont seem to be able to discuss our own viewpoints on the subject leave alone converge on a stand against the Navy's/military's clear obduracy. And btw, in the U.S. there is a periodical process called Base Review and Closure (BRAC) which makes detailed assessments of a base's military value and its economic importance (as a base) to its host site to make suitable adjustments. One was completed fairly recently I think. Here however the military seems completely impervious to the explosive growth in civil aviation and low cost air travel and is paralysed like a deer caught in headlights about how to cope in an agile and enlightened way.

Soni said she had also met Finance Minister P Chidambaram seeking an "infrastructure status" for her ministry. "I have met the finance minister and I talked about granting tourism sector the status of infrastructure industry. They are looking into it," she said that adding, "the ministry has also given a proposal asking for increased budgetary allocation." Asked about various new initiatives taken by the ministry, she said apart from creating a special tourist circuit of national monuments and illuminating them, the ministry was also contemplating to launch a campaign to overcome the "negatives" like sex tourism or drug tourism. Soni, in her first press conference as culture and tourism minister, said the government was exploring cheaper options to overcome the shortage of hotel rooms in the country. With an eye on the expected surge in demand before the 2010 Commonwealth Games, Soni said she would be emphasising on budget hotels, paying guest accommodations and service apartments. Soni said she has already asked the DDA to locate sites for such projects, which would be auctioned in a transparent manner. Saint Valentines Day has become increasingly popular in India in recent years, a trend led by retailers who do healthy business selling heart-shaped balloons and fluffy teddy bears. But the growing popularity of the day has also sparked protests, which have sometimes turned violent. Elsewhere in Nagpur, police arrested rowdy activists of the Vishwa Hindu Parishad and Bajrang Dal who whisked away couples from parks. These activists were forcibly whisking people and so we have arrested them under section 68 and 69,said Sanjeev Kumar Singhal, Deputy Commissioner of Police, Nagpur. In Indore, effigies were burnt to protest against the celebrations. On Monday, dozens of sword-wielding activists used loudspeakers in Bhopal to ask couples to stay indoors on Tuesday. On Sunday, in Mumbai, activists of the Shiv Sena, vandalised a gift shop and set fire to bundles of cards in a warning to shop owners and young lovers, a police official said. Groups like the Bajrang Dal and Shiv Sena are part of a growing tribe of cultural vigilantes opposed to what they see as increasing mimicry of the West, especially by teenagers. Such groups have in the past stopped the screening of controversial films dealing with homosexuality and the plight of widows forced into prostitution, saying they denigrated Indias ancient traditions. Mr Saldhana was disqalified last year for supporting the BJP government headed by Manohar Parrikar in defiance of the party whip under the 8th Schedule of the Constitution. The court has allowed Mr Saldanha to attend the sessions of the House without the right to speak or vote till the petition is disposed. BJP opposes inclusion of Kamat's men in voters list BY HERALD REPORTER MARGAO, FEB 13 - The Margao unit of the BJP on Monday filed a list before the Salcete Mamlatdar citing objections to the inclusion of 50 names in the electoral list, including that of the PA and security guards of Power Minister Digambar Kamat. The party lodged the objections after petitioning before the Chief Electoral Officer last month alleging gross irregularities in the enumeration process to favour the Power Minister. In the list filed today, the party has pointed out that the name of Power Minister's PA Prakash Velip figures in the electoral list of Margao, adding that Velip's name figures in the electoral list of Quepem constituency. Similarly, the BJP has objected to the names of the two security guards of the Power Minister. Objections were also lodged to the inclusion of name of Kamat's daughter, who is married in Panjim, besides the Minister's close friend from Cuncolim. Sources in the Mamlatdar office disclosed that the parties to the dispute would be given a hearing on the matter. Fundacao's proposal to govt on renovations of heritage buildings NT Staff Reporter Panaji Feb 13: Fundacao Oriente today presented a proposal to the Governor, Mr S C Jamir expressing its willingness to assist the government agencies in renovations of heritage buildings in the state, which would in turn, largely benefit the local tourism industry. The president of the administrative council of the Fundacao Oriente, Lisbon, Dr Carlos Monjardino, presently in Goa, met the Governor and appraised him about the proposal. The delegate of Fundacao Oriente in India, Dr Sergio Mascarenhas e Almeida was also present during the meeting. The Governor was also briefed about the ongoing activities of Fundacao Oriente in the state and the country, including Monte Music Festival, works in visual arts and theatre, scholarships, awards for excellence in Portuguese language and sports. Later addressing a press conference, Dr Monjardino said that Fundacao Oriente has also given an indication about renovating the old Secretariat building, once the state cabinet moves to its new premises in Porvorim. "The government has been briefed as to what is to be done regarding the renovation," he said, adding that there is a possibility of converting the historical edifice into a museum, depending on the will and desire of the government. The government thinks that Fundacao Oriente can preserve historically important things and we are in the process of listing the priorities, he observed, pointing out that the Portugal-based cultural, philanthropic and social organisation could also help the government to formulate a master-plan about the renovation works. Mr Monjardino further informed that Fundacao Oriente is in possession of a collection of 40-odd original works of the celebrated Goan painter, Trinidad and his daughter, Angela and an adequate place would be identified in Goa to display them. "One of the main conditions of the Trinidad Trust, while handing over the collection of paintings to Fundacao Oriente was to find a suitable place in the state to exhibit them," he said, adding that Trinidad who died in 1930, initially lived in Mumbai and then shifted to US. The collection of paintings is presently is Portugal and is in extremely good condition, he added. The Fundacao Oriente chief also mentioned that Portugal can play an important role in some projects of the European Union as related to India, such as garbage disposal. One of the future plans of Fundacao Oriente consists of holding football matches of the Sporting Club of Portugal in India, on the occasion of the 100th anniversary of the club, he said, adding, "Let's see how we can do it." Fundacao Oriente is also taking an initiative in supporting a Portugal-based hotel establishment having chain of restaurants to open its outlets in India, offering delicious Portuguese recipes, Dr Monjardino said. Replying to a question, he said that Fundacao Oriente has been giving out annual scholarships in various areas including renovation, for the beneficiaries to go to Portugal in order to acquire expertise in these respective fields. "If needed, we can also hold workshops and classes here, to disseminate knowledge about special type of renovations," he assured. Answering yet another question, Dr Monjardino said that the activities of Fundacao Oriente are spread all over India, and at present being carried out in Goa, Kerala, Karnataka, Maharashtra, Delhi and also Daman as well as Diu where Portuguese classes are being conducted. Dr Monjardino will be meeting the officials of the central government, in New Delhi, later this week and discussing with them the situation in East Timor and Macau, both former Portuguese colonies, where Fundacao Oriente is still active. The rush to set up special economic zones is being led by the information technology and IT-enabled services sector. Of the 117 proposals approved by the Centre so far, over a third (44) are from such companies. The list includes some top names in the business like TCS and Wipro and also a host of lesser known players like the Gurgaon-based Pioneer Profin and the Bangalore-based Cessna Garden Pvt Ltd. Together, the 44 proposals entail an investment of Rs 16,000 crore for over 8,230 acres of land, from the Rangareddy district in Andhra Pradesh to Moradabad in Uttar Pradesh. The total acreage envisaged under the 117 approved SEZs is a whopping 225,901 acres. Putting up a project in an SEZ fetches a company a host of fiscal benefits like 100 per cent tax exemption under Section 10A of the Income Tax Act, duty free imports, extension of tax benefits under Section 80 IA and external commercial borrowings without any maturity restriction. IT and ITES companies also seem to have taken a special liking for the National Capital Region with 11 zones choosing to be located in this area. Chennai has attracted 10, Bangalore and Pune five each and Kolkota four. These zones also propose to provide employment in very large numbers. Shyamaraju & Company's plans to set up a 74-acre zone at a cost of Rs 1,566 crore in Kundalahalli village near Bangalore, for instance, promises to give direct and indirect employment to no less than 97,600 persons. Compare this with a leading drug maker's proposed pharmaceuticals and biotech unit spread over a 40-acre zone at a cost of Rs 152 crore, which will give employment to "200 people over five years". The final number could be higher as multi-product SEZs approved by the government are bound to have a number of IT and ITES units. Investment worth Rs 47,000 crore has been committed to 73 multi-product SEZs.

The South Goa district authorities have come out with a novel idea to keep a track on violation of coastal regulation zone regulations - by way of videography of the coastal belt. Towards this end, Collector J B Singh has submitted a proposal to the government to videograph the entire coastal belt along South Goa. The reason being that there's no proper check on the mushrooming of constructions, especially in the CRZ area, with various authorities passing the buck on each other. The decision to undertake videography was taken at a meeting of revenue officials wherein SDM Suresh Pilarnekar suggested that the Salcete belt be videographed in view of increasing number of constructions. With the suggestion evoking positive response from the officials, the district collector decided to videograph the district's entire coastal belt. What prompted the Margao SDM to suggest videography is the plain fact that a whole lot of constructions have surfaced along Salcete's coastal belt in both CRZ and private areas. In some cases, a survey by the talathis has brought to light the fact that some of these constructions have received licences from the Directorate of Tourism. Moreover, it has come to the fore that many of these constructions along the coastal belt have been expanded beyond the permissible limits. Immediately after the meeting, Alva got into her gear to bring both the Power Minister Digambar Kamat and Vijay Sardessai's factions under one banner and establish Congress rule over the body. Herald understands that the AICC observer immediately contacted Sardessai seeking his views on the possible return of the dissident group and his stand over the possible Congress rule. Sardessai is learnt to have told Alva that as long as he is in the Congress, he would work towards strengthening the party and made it quite clear that his four Councillors are more interested in ward development than power. In the 20-member body, the BJP has eight Councillors, while the Kamat and Sardessai factions in the Congress share four Councillors each. A tie-up between the Kamat and Sardessai factions and the three-member dissident group ought to have ensured Congress rule, but disagreement over the choice of the candidate for the post of Chairperson forced the dissident group to seek the support of the BJP. When contacted, Chairperson Piedade Norohna confirmed having met the AICC observer, but said that things will become clear after the Carnival festivities. Sources said that Piedade along with her group are willing to return to the Congress provided she continues in office for some time. "We haven't given our proposal to the Congress. May be after the Carnival we would discuss the matter threadbare", she maintained. Incidentally, this is the first time that the Chairperson has admitted having met a top Congress functionary. Where the city ends, the village begins Trends show increasing population concentration in existing urban centres RAMESH RAMANATHAN Tuesday, February 14, 2006 at hours IST I spent three days in Goa last week, attending an urban conference. While there is visible evidence that Goa-being a smaller state, and at the higher end of all development indicators-has different challenges from many other parts of the country, it also holds many lessons for what our future local challenges could be. The drive from the airport to the beautiful seaside resort took us past Panjim, the state capital, through Calangute to Candolim. The entire route was a fairly continuous stretch of development, with good roads, restaurants and services spotting the drive-in many ways, substantially urbanised. However, the political jurisdictions were invisible to us in that short 40-minute drive: we passed through two municipalities, one city corporation, and 12 gram panchayats-our hotel itself was located in a panchayat. While this may seem like a trivial issue, it has significant implications for many day-to-day decisions: the delivery and maintenance of the road network that links these towns and villages, the local public transport system, the water supply and sanitation service, garbage management, the environmental concerns arising out of the tourism industry, and so on. Detailed questioning revealed that these were indeed difficult questions that they were grappling with. These challenges are not being faced in Goa alone-they are already being felt in all our large metros, and are beginning to ripple across the smaller cities and towns as well. The Master Plan for Greater Bangalore, for instance, comprises 1,500 sq.km., of which Bangalore City Corporation is only 250 sq.km. Eight small municipalities comprise another 250 sq.km, while 1,000 sq.km. is made of 70 gram panchayats -the forthcoming Devanahalli International Airport is in a panchayat. The administrative and governance challenges are enormous: establishing transport systems, projecting and planning housing needs across different sections of society, ensuring environmental protection, identifying and enabling economic clusters, and so on. Many of these challenges are arising out of urbanisation, which is slicing up our local jurisdictional map like a birthday cake being slashed by a boisterous three-year-old. These are examples of regional coordination challenges-issues that are clearly beyond the boundaries of a specific local government, but are not large enough to be elevated to the state government. Hence, responses to these challenges require an intermediary level of decision-making, one that respects the role of local governments, and yet brings them together at a larger level. These challenges are not uniquely Indian-they are present in most countries in the world, with governments establishing different regional structures based on their constitutional provisions. While there are variations in the specific formulas being used-the regional structure in Toronto is different from that of London, which is again different from Tokyo-the common element is that there are formal systems that cluster multiple local governments, rural and urban, within a common regional footprint. So, how is India addressing the regional challenge? The scorecard is mixed: the good news is that the 74th Constitutional Amendment passed in 1992 envisaged the creation of exactly such regional platforms: a Metropolitan Planning Committee (MPC) in any area having a population greater than one million, and a district planning committee (DPC) for the smaller pockets. These committees were meant to be responsible for, among other things, the preparation of a development plan having regard to "matters of common interest between the Municipalities and the Panchayats including coordinated spatial planning of the area, sharing of water and other physical and natural resource, integrated development of infrastructure and environmental conservation". The bad news is that, more than a decade after the passage of the amendment, only one state has created an MPC: West Bengal, for Kolkata; and this too is not fully functional. Mumbai was forced to create an MPC by the courts, but this has never been operationalised. Almost 10 years after this amendment was passed, the National Commission to Review the Working of the Constitution (NCRCW) had this to say about the extent of the regional problems: "The B.E.S.T which is part of the BMC for instance, however, competent it may be, cannot do much about public transport in Mumbai if the Ministry of Railways handling the suburban system does not subscribe to a common plan. The Government of India's Ministry of Environment or Maharashtra's State Pollution Control Board cannot do much to mitigate pollution without BMC's active collaboration. All this hullaballoo about the traditional Muslim greeting. Has anyone bothered to translate what this Arabic greeting means in English ? Someone once told me that it translates literally into "Peace of the Lord be unto you !" I cannot vouch for the translation, but I am sure it is something close to that. Catholics use this phrase often during Mass. In the old days it was "Dominus Vobiscum" in Latin. Why all the fuss about this greeting ? The mother Veena, hailing from Kerala, and her eldest son have died, while the other son, admitted to the Intensive Care Unit of Goa Medical College hospital, is in a critical condition, Superintendent of Police (north) D K Sawant said. He said the condition of the daughters Ashwini (15) and Amrita (12) was, however, stable and they were undergoing treatment at the Medical College Hospital and a private hospital respectively. Police suspect family problems to be the cause for the extreme step. The husband of the woman, Vasudev, is in Ernakulam and the family came to Goa on Monday, he said. "The incident occurred in early hours and was brought to the notice of the police by the people who went for a morning stroll on Miramar beach," Sawant said. "The 10-year-old girl is talking in Malayalam and police have rushed with a translator to track down their native address," Sawant said. At the sametime,in yet another bold step, the authorities were installing video conferencing equipment in the judicial lok-ups, Mapusa sub-jail, Sada and district courts of Panaji and Margao to facilitate conduct of trials through video conferencing.

The tradition actually began in Rome with a festival on the eve of Feb 15, the day, which began the Feast of Lupercalia. At the festival, Roman girls name were put into a jar and then drawn by young Roman men to decide who would be their date for the continuing festival the next day. Sometimes the dates would turn into partnerships that would turn into marriage. However, the Claudius II was the ruler of Rome at this time and was unpopular due to the bloody wars he fought. Many men ultimately did not sign up to fight because they didn't want to leave their wives and children to fight, so in retaliation, Claudius II banned the festival and marriages. Most of the Romans disagreed with this decree. However, a priest by the name of St. Valentine began to perform marriages secretly. In a secret, quiet, candlelit room, just St. Valentine and the couple would participate in a marriage ceremony. To his detriment though, St. Valentine was discovered on night by a guard while performing the marriage ceremony, and was thrown into jail where he was sentenced to death. Many young people, including the daughter of a guard, would visit St. Valentine while he was in jail to lift his spirits. St. Valentine was eventually killed but before he died he wrote the guard's daughter a letter thanking her for her frequent visits. He signed the letter, "Love from your Valentine." Cruise terminal at Aguada bay on govt agenda BY HERALD REPORTER PANJIM, FEB 13 - The Goa government has plans to put up a cruise terminal at Aguada bay to boost cruise tourism and would also formulate a 'blue print' for bringing about e-governance in the State through public-private partnership. This is among the various developmental works - which are either underway or proposed to be taken up in Goa - enlisted by Governor S C Jamir during his customary address to the Goa Assembly on the opening day of the five-day winter session. He said the cruise terminal proposed at Aguada bay with private participation would cater to the large cruise vessels offering a draft of 7 metres. In his 30 minutes speech, the governor said the Planning Commission during the mid-term appraisal has taken cognizance of the fact that Goa has achieved 80 per cent of the expected resource generation in the first four years of the 10th Five-Year Plan. Goa is ahead of the monitorable targets in the areas of health, education and gender equality and is nearer to the Millennium Development Goals, the Governor said. The government has also proposed to provide broadband connectivity in every village by laying optical fibre cable. The government is in the process of finalising the "Universal Mediclaim" scheme. The government, he said, has arrested the trend of declining budgetary support to the Goa University. An additional allocation of Rs 4 crore has been made during the financial year. Concerned at the rising accident rate, the government is conducting various road safety programmes including special refresher training courses for mining drivers. The Goa Police have now found sufficient evidence to deport this infamous German national after he stole media attention for his "undesirable activities" in the State. Highly placed source in the police department have confirmed that Ingo Grill has been served a notice under section 3/2 C of the Deportation of Foreigners Act, which gives the government powers to deport a foreign national who is undesirable. It has been learnt that a Russian national has already been deported and a deportation notice has been served on Ingo Grill and his wife. Police sources claimed that they maintained a watch on the activities of over 200 foreigners in the State and are likely to issue deportation notices to well over 30 foreigners, most of whom have been staying in Goa for several months. The foreigners identified for deportation had been visiting Goa frequently and as they were indulging in "undesirable activities" were seen fit by the State police to be sent back to their respective countries and the exercise had been carried out through the home department. Meanwhile, this could also lead to the process of banning the foreigners from obtaining a fresh visa to re-enter the country through Indian missions aboard. The police are also collecting vital information on some foreigners who are suspected to be involved in financial crimes and drug peddling or any other illegal activities. It has also been learnt that the State police are in the process of forwarding the case history of the "undesired" foreigners to the Indian mission in their respective countries in an effort to put a stop the issue of fresh visas to them. Sources claimed that there are over 200 foreigners on business visas from foreign countries engaged in business activities in Goa, apart from foreigners coming on the tourist visas and still trying their hand on local business, most of whom are operating along the coastal belt. Sources informed Herald that most of the foreigners who are on a watch for deportation are based in North Goa. Meanwhile, the State police had issued a circular to all police stations asking to furnish information pertaining to foreigners' business activities and verification of their passport and visas. The information available from the foreigners' branch of the Goa police revealed that the foreigners on business visas are mainly Britons, Greeks, Dutch, Germans, Israelis, Italians and Norwegians. Besides, there are 2,414 registered foreigners staying in Goa for a period of over six months and some of them have also maintained bank accounts illegally. LDPE is the material for the now infamous plastic bag. In Goa it seems to have irked the authorities were a ban is about to close its activities. The carrier bag can be bad for the environment if not disposed off since it does not allow mutter earth to breathe even though a claim for degradation is there. But take the case of a place such as Hong Kong that consumes nearly 30 tonnes of LDPE per day. The government does not encourage the use of it although it is part of the citzens day to day life. Besides there are various disposals means to handle the pollution menance. Wa about Goa do we have the infrastructure to dispose of the bags? Can a bin or a tipper trash survive a day without being stolen? Therefore why was the carrier bag introduced to Goa? Is it part of the 'liberation' 'progress'? You can say that again, Boss! Note that he is probably referring only to the 'direct' that too operating cost of such training. Capital cost is probably nil or completely depreciated. When was the last time the IAF built a spanking new base from scratch (like the Navy is doing at Karwar)? What about the 'indirect' cost of the training? Prime among these is the opportunity cost of throttling economic activity at the civil enclaves at the bases where the training is imparted. Business travel and tourism are the areas impacted and to these the social cost of curtailing visits to friends and relatives must also be added. There are at least 15 IAF bases with civil enclaves including such economically crucial ones like Hyderabad, Agra and Pune. Bangalore (HAL) and Dabolim (Navy) are two other military bases where training and the like are done. To get around the constraints posed by training at bases with civil enclaves, the civil aviation ministry has mandated that greenfield airports should be built at some considerable distance (for 'security' reasons). Such new airports tend to be extravagant ones (in a vain bid to become 'world class') and are built at much greater cost than necessary. Who bears the resulting high fares charged by airlines operating from such airports? The common man. The old throttling problem in a new form. Then there is the requirement that the old civil enclave should be shut down (to revert completely to the military). This raises the spectre of dislocation and disruption of economic activity (supply chains, livelihoods etc) at the old location for the sake of a couple of military squadrons. For its part, the new location requires new access roads, new property development, new human resources development for business etc. No doubt this is good for economic development but what about the cost? And to what end? The top brass needs to seriously think about such fall-outs of their activities and make the adjustments called for without being asked.

If I can see my residence and see two parked vans in front of it via google-earth (I suppose this is a static image), I see no reason why Indian defence cannot invest in some high-quality streaming digital photography from its own eye-in-the-sky stationed directly above the subcontinent - would save fuel over the years, methinks - and might be able to "snoop" into China if it so desires, I'm sure, without "violating" its airspace. Goa has "ceded" Anjediva to the Navy, and as goodwill, it ought to build its own purpose-built airstrips on SeaBird for training and surveillance, and relinquish its hold on Dabolim. No, the reason is not democracy that has slowed down Indian development - it is controls (in car manufacturing at one time, the maximum production that was allowed, if I am not mistaken, was 12,000 cars a year!) and the ubiquitous red tape. For any new business to take off in Inida, it requires going through layers of bureaucratic forms and not forgetting the "oil" that one has to pay to get things moving. The argument against the Navy at Dabolim, is not an argument against the Navy in Goa, hence the phrase "for those who keep insisting that the Navy has no *strategic* role to play from Goa" is a red herring and straw man. Additionally, the Navy's refusal to let a few worshippers at a Church once a year on a Feast day, brings the Navy's supposed defense of freedom and democracy into question. Exactly whose freedom and democracy is it defending if citizens cannot exercise their constitutional rights? Is this what is termed spreading the manure around? Where are all the Ponjekars of cyber Goa? They do not seem to raise their voice at their elected representative pushing this "need / largess". Or perhaps they may like the manure, now that it is their backyard. On the other hand, any school, temple or church or charitable organization could get their hand on the 2.25 crores. They should volunteer to maintain the gardens. Under a grand plan various sections of the gardens could be handed over (along with the money) to different organizations. Ms Jain said about 120 participants, including officials from 17 Postal Circles from all over India, will be seen in action. Some of the Postal Circles participating in the event are Bihar, Delhi, Andhra Pradesh, Assam, Kerala, Madhya Pradesh, Karnataka, Rajasthan, Maharastra, Orissa, Punjab, Tamil Nadu, UP and West Bengal.
