Ah Ha! At last people are waking up to the fact that there is something
seriously wrong and need to be addressed in Moira! The above named are
all fine journalists and of high credibility in their field, although the
latter two
could be termed as slightly biased in favour of the aggressors. My opinion
is
influenced by the fact that Herald ran an article on April 3, 2006 without
visiting the site to ascertain the truth of the matter that was given
ready-made
to them. This was not only biased but also poor journalism, but then Vijay
D'Souza didn't write the article. Joaquim Fernandes ran a piece on Matthew
Mendes in the December 9, 2002 issue of the Navhind Times which would
disqualify him for jury duty, but he is a man known for his integrity.

Jonathan D'Cruz of Ascension Catholic School won the Computer
Science Merit Award at the Florida State Science Fair for his project
"Using the Tools of Artificial Intelligence To Forecast Stock Prices"

He also won the US Navy Science Award from the Office of Naval
Research.

It was a busy week for Jonathan - Later in the week he joined his
Ascension teammate Jacob Heidel on the Cocoa Beach Hurricanes
U-14 Team in the Amateur Athletic Union (AAU) YBOA State Level
Basketball Tournament in Jacksonville.

Jonathan quipped, "Playing the stock market for a competitive
science fair project is just like playing basketball - You have to
deal with the aggressive Technical Analysts,the cerebral Rational Analysts 
and the
defensive Fundamental Analysts in the stock market - they are making all 
kinds
of moves all the time and Artificial Intelligence helps keep them in
check. Just like in basketball...where we have to deal with the
forwards, the center and the guards and our intense point guard training
helps keep them in check...AAU basketball was a lot different and definitely
more competitive than inter-school basketball back home. I think our
Cocoa Beach High School freshman basketball team got a head start
for the Fall season this Summer. I felt proud to be a member of the award-
winning Brevard Schools' contingent at the Florida State Science Fair and 
this
really pumped me up when I played for the Cocoa Beach Hurricanes in
the State-Level AAU YBOA Basketball Tournament later in the same week"

Both Jonathan and Jacob will join the International Baccalaureate
program at Cocoa Beach Jr/Sr High School next year.

And just aswell.
As far as I am concerned,  I have observed that in Goa, the authorities like
the GSPCB (Polution Control Board) apply the same set of rules and
regulations to small fries like Manuel Caldeira  etc. and mega units like
Meta Strips, Steel Rolling Mills, Pig Iron Plants etc.

THIS IS A DO OR DIE SITUATION, especially when people at Ministerial level
lend a  single ear on preferential basis to cause more problems where there
are none. Laws are yet to be written that can be followed by all. Presently,
laws are written on individual basis.

Ground Transportation in Goa.

The safety standard of our buses in Goa has much to be desired.  Passenger 
confort and safety is not existent and all the local buses have no fans for 
ventilation or aircondition. The wheels are normally mis-aligned and 
unbalanced and the seats very uncomfortable.  Overloading of the buses is 
free issue and normally police control is non existent.
Our learned politicians spend more time in arranging for morchas and bundhs 
for and against the proposed new airport but how many of the general public 
travel by air regularly.  Buses are our normal mode of transport and I feel 
that the Alemao brothers, khalap and others should concentrate for now at 
least in the interest of public safety to improve the quality and safety of 
the private and Kadamba buses.

After reading several representations and listening to a few folks, I have 
decided that better sense should prevail and I should refrain from getting 
involved in the Moira  imbroglio. After all I remind myself that I am not  an  
expert on pollution and noise levels and only , "fools rush in where angels 
fear to tread".
   
  My sense is that what is going on there is essentially a neighborhood 
issue.  I regret that somehow it has been aired on this forum. The folks 
impacted by whatever is going on should resolve the issue among themselves and 
not air their dirty linen on this forum.  That's my view.fling your 
brickbats, I dont care.

AVC Kuwait wins CRC 9 a side Trophy

Seasoned campaigners AVC-Kuwait sponsored by shipping giants Kuwait
Transcontinental Shipping Company Kuwait won the prestigious CRC 9 a side
football tournament organized by CRC Kuwait held on the famous Soor Grounds
on 21st April 2006 under the auspices of KIFF. In the finals AVC-Kuwait beat
Curtorcares United in the tie breaker to lift the prestigious Trophy which
eluded them for quite sometime. In the semifinals held on the same day
Curtorcares United blanked United Friends 3-0 whereas AVC Kuwait trounced
Bombay Boys 3-1. 

The finals was rather subdued as AVC-Kuwait who were the favorites after
having scored 14 goals in three matches in the run up to the finals were
lethargic and missed their usual flair. Curtorcares United lifted their game
and almost scored with Melvin missing an easy sitter from a rare defensive
lapse by AVC's stubborn defense line. Veteran and experienced goalkeeper
Alvaro Dias manning the AVC goal after along time made sure nothing goes
past him during the normal time. Towards the end of the second half Edwin of
AVC sent a scorcher which hit Victor on the goal line and bounced back in
play and Curtacares heaved a sigh of relief as it was sure goal with Olavo
on the wrong end.

In the tiebreaker the tiring AVC's stalwart Alvaro Dias made way for
acrobatic Jose in the goal who effected a splendid save and send AVC's fans
into raptures. The game was played in a very friendly nature by both the
teams. It may be noted that out of 7 tournaments held in this season under
the auspices of Kuwait Indian Football Federation Kuwait, AVC- Kuwait have
entered 5 finals and stepped the podium 3 times. Goalkeeper of AVC-Kuwait
Alvaro Dias was adjudged the man of the finals. The Chief Guest for the
finals was Mr. Manuel D'costa, the President of KIFF. The tournament on the
whole was very well organized.

Congratulations to AVC-Kuwait for the achievement and all the best in
future.

  At another time, but in connection with the same thread, Gilbert has assumed

the author? 
   
  In another line, he pointed to "Ribeiros" as being among those who dump on 
other Goans. As one of a number of Ribeiros who share that name, I criticise 
people when I feel criticism is warranted; I do not go out of my way to 
criticise Goans because they are Goans. However, I feel it would be quite 
unfair, when someone deserves to be criticised, to withhold that criticism 
just because he happens to be a Goan. Gilbert Lawrence and Victor Rangel-
Ribeiro should be judged by the things they say or write or do, and the fact 
that they are Goans should not be allowed to stand in the way.

[Goanet] Noise Pollution in Moira once again!

Today the Novo Portugal area of Moira was shaken awake from their afternoon
siesta by a loud burst of noise. It brought everybody at 'ground zero'
running to their windows to see who or what  was responsible for this
sacrilegious activity in the fiefdom of the "Moira Mafia".

To villagers who have taken to creeping silently in this area in order to
avoid the wrath of the Mendes' and their cronies, it was a revelation to see
Manuel Caldeira, grinning from ear to ear, standing in the debris of half a
bag full of crackers that he had set off.

He was celebrating and telling all and sundry that he had just received the
NOC from the Goa State Pollution Control Board. Despite all the lies and
complaints engineered by the "Moira Mafia" and their cronies, the Maciels,
Lobos, Sequeiras and the "good" sisters from Mangalore.

When Manuel Caldeira went in the morning to collect the NOC, he was informed
by the Member Secretary of GSPCB that there was one more complaint against
him, this time about the water in his well being polluted. A last ditch
attempt by the "Moira Mafia" to sabotage the issuance of the NOC to
Caldeira.

MS: "Mr. Caldeira, we have received yet another complant from your
neighbours. They say your well water is polluted and a danger to them".

MC: "If my well water is polluted in what way is it a danger to them? You
are welcome to my house and I will serve you coffee made from the same well
water. I
drink this well water everyday".

MS: "What? You drink this water? You don't use the Government supplied
water?"

MC: "I have no Government supply. The PWD personnel disconnected the water
pipeline more than a month ago. They even took away the water meter without
   even intimating me. All this because of my neighbour's complaint that
I was using Govt. water for my unit. I hardly use any water for the unit and
if needed I
   have the well water.

MS: "How is this possible?"

MC: "Everything is possible in Goa. When I confronted the Assistant
Engineer, in Mapusa, he admitted it was done because he received a
Confidential Memo right
from the very top! This group of few neighbours even tried to
pollute my well water through connivance with a staff member of the Primary
Health Service,
without knowledge of his superiors!

MS: "Anyway, I will have to take a sample of your well water".

MC: "You are welcome. This will not be the first samples to be taken. The
Health Officer also received similar complaints. The last time he took
samples of all the
 neighbours except mine since he said he knew my well water was
fine. In fact the chief complainant, Sister Udaya of the Convent next door
was reluctant to
 give a sample of her well water since she feared it was polluted by
their neighbour's pigs! Lovely example of the kettle calling the pot black!"

MS and MC have a hearty laugh together, the latter collects his NOC and
heads for Moira after purchasing a bagful of crackers.

"WE SHALL MAKE POWDER OF OUR ENEMIES!"

Mangalore, Apr 26: There's almost a month ahead. Still there is lot of
time to plan your schedule. But, mind you, put the date on your digital
diaries or mark it on the wall calendars today.

For this is going to be something unique to happen in the Middle East.
The 'Mango Madness Show', A entertainment show for Mangalorean and Goans
, will be held in the Ballroom of Marco Polo Hotel in Deira, Dubai on
May 25, 2006.=20

The proceeds of the festival will benefit the Child Relief and You
(CRY), an Indian foundation for children, the authentication of which,
if found necessary, can be had from Susan Varghese, senior manager,

And one does not necessarily have to hail from Mangalore or Goa to be
part of this festival. Being mad enough for mangoes is just the basic
requirement!

Entry is limited to 300-400 guests. Not that there are only these many

entry is being limited. It is only the early birds who will grab the
seats.

There will be live entertainment and authentic Goan and Mangalorean

team. She says they would be able to accomplish this task only with

already has the experience of having organized a couple of such events,

Hi Gabe,

I welcome all Goans and Indians to review and study "Holy Warrior". 
This will directly and indirectly support the author and her work.
I hope ALL Goans can support the cause and issue surfaced by Edna Fernandes.
Or else the issue becomes a 'topic d jour' and a one week 'flash in the pan' in 
Goan cyber space.
And the holy warriors can regroup for another day and another fight, while the 
rest of us are socializing.

One simple way to show our solidarity and pay our respects to Edna is to honor 
her.  
Have her as chief guest at Goan functions in England (her home) and elsewhere.
The WGD should certainly consider honoring her work at its 2006 celebrations.
Or are we just content to argue about her book reviews? 
Certainly we can revel by doing "Review of the Review by the Reviewer" to a 
shamba tune.:=))
And then lament about the next wave of fanaticism to hit Goa or India?

Hi Fred,

In Australia, every town /city is divided into zones; residential, 
commercial and industrial. The Industrial zones are never allowed or mixed 
up with Residential zones, and or the commercial ones.


Some commercial activity of a non disturbing type is allowed in a 
residential zone; like say a' Hair Salon'. Even here the business owner has 
to comply with all other criteria pertaining to the business, and also has 
to create at least two/ three parking spaces within his own property; so as 
not to crowd out the normal parking spots on the roadside.


Activities like vehicle mechanics and the likes of ceramics shops etc, can 
only be permitted in an Industrial Zone, far apart from a residential 
zone.and that too after an EPA clearance and must comply with other rules 
and criteria pertaining, at all times; these are subject to regular 
inspection by the authority overseeing, and also on a complaint; God help 
anyone for non compliance! the person is sure enough to be rejected 
outright, or to loose the license, subject to democratic process.


I would say that Goa and India must learn to introduce this type if zoning; 
and follow it to the letter; that way every one benefits.

Elisabeth,

NRI is a Non Resident Indian, that is a person holding an Indian Passport 
and Citizenship, residing outside India. And in case of NRIs in gulf and 
other like countries these NRIs are not even PR that is they are not 
permanent Residents in the countries where they are working as expatriates. 
Hence they are for all purposes Indians working abroad and come 'HOME to 
India. As such they should have the 'Right of Vote' in their respective 
constituencies back home. Not knowing about certain things like u say is no 
criteria for 'No Vote'. It is the persons inherent right to vote, 
irrespective of other perceived qualities.


This reminds me of what Nehru said in response to a query from a Time 
Correspondent, at the time of Goa's Liberation/Invasion/ Annexation! When 
the said journo said to Nehru: "most Goans he met in Bombay were not in 
favour of Nehru's impending action". To which Nehru replied:"Most Goans in 
Bombay are cooks and butlers". Do these poeple not have the right to decide 
or vote (n this case)

just because they are cooks and butlers?? I hope U see the analogy.


A PIO on the other hand is a person of Indian Origin, full or half; and this 
person may or may not be an Indian Citizen; the person may be a foreign (non 
Indian) citizen either acquired thru immigration or by birth. These persons 
who are foreign citizens can never be allowed to vote etc in India. That is 
the natural law!


For all of the above, I feel that all NRI's who are not PR of foreign 
countries shoiuld be allowed to vote, in their respective constituencies in 
India.


I will bring to notice the news of the Italian Govt. from this year allowing 
Italian NRI's in Australia, not only to vote in Italian Elections but also 
to have their own Reps in both houses of the Italian Parliament. These were 
duly elected here in Australia by these NRI's and are now sitting in the 
Italian Parliament on behalf of the NRI's. I was pleasently surprised; but 
again that is true democracy in action.

The surrounding compound wall itself is weak..it has already
developed cracks...and it gave way twice while construction
was going on...have to watch it in the rains.

If they wanted to use this venue for cultural programmes
they should have made sitting arrangements on all the
three sides (inplace of the surrounding wall) with some steps.

For Pajifondkar's this was a relief..otherwise that place
was stinking n breeding mosquitoes.

I understand they have stopped Catholic wedding receptions at BPS
Club...but they allow Hindu wedding receptions. Last Dec when
I was in Asro (Pajifond), there was a Hindu wedding reception, although
they dont play loud music...but the sound of the fire works was
disturbing...

Can you help me to solve the major dilemmas of my life? When I sent out the 
pompous post below, the only response that I get from BC is the one-liner 
(below).

Now, I'm puzzled: however did BC come to the conclusion that I had anything 
remotely to do with civilisation and being civilised? 

Some more dilemmas: is it fair to post someone's personal mail to a list (as I 
now do)? Was it correct for BC to pay me such compliments only in private, 
instead of via the list? He was more on target earlier, while accusing me 
(rightly, of course) of being born in the favelas.

Your words of wisdom are much appreciated, and would surely help me understand 
these complex issues in context. And thank you for lending a shoulder for all

Regional Plan set to take shape
---
Goa's Draft Regional Plan for 2011, a vital document
which will give direction to the State on various sectors
including land use, will be taken up for approval by the
Goa Town & Country Planning Board on April 28.

The process which was initiated in 1999, has taken a long
time to take shape and suggestions and objections were
invited on the Draft Regional Plan and public hearing held
earlier this year. Nearly 400 objections and suggestions
had been received by the government.

The plan shows the projections of water, power requirements
and what measures the government need to take. Stress will
be on utilization of Madei water and upgradation of existing
water systems.

Goa's population is projected to reach 16.49 lakh in 2011.

As far as land utilization is concerned, the draft proposes
that the slopes above 15% may be put under plantation
horticulture or other forest plantation crops. Pastures may be
developed where irrigation is possible. Slopes upto 15% can be
utilised for various agricultural and other development activities.
Slopes above 20% should not be utilised for development of
settlement. This is exactly what was recommended in the 2001
regional plan but how it was violated is well-known.

The first Regional Plan for Goa for the perspective year 2001
was notified in 1988 by the Town and Country Planning Department
as per the provisions of the Goa, Daman and Diu Town & Country
Planning Act, 1974. A New Delhi-based consultant was appointed
for revision of the Regional Plan 2001.

Hi Santosh,

I am sorry I got the gender wrong, my apologies, Prof
Sakhardande was brilliant so is it surprising that the
sons are brilliant ?

My question is how do we stop this vandalism which
goes by the name of modernisation. It really broke my
heart to see those altars torn down, shiny tiles
instead of wood and pieces of altars sold,together
with Statues, chalices, vestements. Frankly I was
horrified when I saw a chalice for sale, a shiver ran
down my back.

Comment: How sweet! Now if only the rougher sex could employ this kind
of conduct, we would have no problems on this forum!

All we get is gratuitous insults and the questioning of peoples
employment status and such like drivel.

Some think  themselves kings, unfortunately the King has no clothes on!

On another matter; the Agony Aunt post seems to have been a hit. On my
part I couldn't heed to the advice given. The dog was so far gone that
the Vet and also an animal behaviourist expert, advised me to have it
euthanized. This has been done.
