The email below is one of the stupidest recently on Goanet. There ought to be a 
special category
reserved for dumb emails and the email below tops the list. If people don't 
have anything
intelligent to say about an issue, valuable bandwidth should not be wasted. 
Even as humour it
fails miserably and reads like a veiled attempt to further discriminate against 
marginalized
groups while trying to be funny.

NRI Voting: The dilemma of rights

A beginning has been made and though the final outcome
remains unknown, the voice of the NRI community is
already being heard beyond the ballot boxes.
The voices of the NRI community in the Gulf States are
yet to find a place in the Indian electoral process
that is uncomfortable with the uncertainty of the
consequences such a step might have in determining the
course of governance in India.
The issue has long been side stepped with a measured
caution and empty assurances from politicians, mainly
citing procedural difficulties in implementing a
mechanism for NRIs to participate in the electoral
process.
However, there is an estimated 20 million NRIs spread
across the world of which almost 4 million resides in
the Gulf States alone. Many of them have been
industriously investing in commercial establishments,
hospitals and residential complexes, contributing
positively to a growing economy. It is estimated that
every year the state of Kerala alone receives almost
Rs 24,000 crores in repatriation with the NRIs in the
Gulf region on the whole contributing an estimated $6
billion worth of remittance to the India exchequer.
Prime Minister Manmohan Singh has now categorically
pointed out that Gulf Indians have a "convincing
political basis" in demanding voting rights and that
the government would be taking appropriate measures in
this regard at the earliest. He further elaborated
"Most of them have immediate families back in India
and have thus a vital stake in local governance,
including the issue of who would represent them in the
state assembly or the national parliament."
Will the Indian government finally grant voting right
to Gulf's NRIs?
Gulf NRI demands have also found support in the Kerala
chief minister Oommen Chandy, who feels that: "Being
Indian nationals, these NRIs should be allowed to
exercise their franchise. NRls in the Gulf region have
contributed significantly to the economy of Kerala and
there is a pressing need to recognize their
contribution." He has further recommended to the
Centre to make sure that the voters' list includes all
the names of Indian passport holders in the Gulf
region.
The government to demonstrate its sincerity on the
issue soon followed up the pledge with a Cabinet note
being drafted with the final decision on the matter
being the responsibility of the Union Cabinet.
What seems to be a simple issue on the surface in
which the "right to vote" is a constitutional right of
every citizen, at the same time is a privilege that
must be exercised with responsibility and a clear
understanding of the Indian political system.
Therefore, while Indians living outside the country
and holding an Indian passport are certainly entitled
to be allowed the right to vote in elections
ethically, the Indian constitution does not evidently
have a provision to implement it in practice.
The constitution under Section 20(8) (d) read with
Section 20(3) of the RP Act, 1950 states that NRI
citizens who are employed under the Government of
India are qualified to be registered as voters.
However, according to the Constitution of India,
Section 19, of the Representation of Peoples Act,
1950, clearly points out that "only a person who is
ordinarily
resident in a constituency is entitled to be
registered in the electoral roll of that
constituency." So, the first step to consider in NRI
voting is the amendment of the law by the parliament
without which any initiative would not have value or
credibility.
The seeds of corruption have also long been allowed to
erode through the sanctity of the electoral process,
therefore making it difficult to imagine a transparent
mechanism in which NRIs will be allowed to be an
effective part of the electoral process.
There is a certain amount of political idealism in
demanding voting rights for NRI with the belief that
it will somehow make the Indian government more
accountable and change things for the better. It
certainly is a possibility but a somehow distant
optimism given the existent realities of Indian
politics and law.
There is also a certain amount of risk in conducting
India's state assembly or national elections in the
Gulf region, where the perception of Indians is that
of a hardworking and generally a peaceful community
posing almost negligible threat to the Government. But
granting the opportunity to participate in local and
national elections in India could radically change
that perception as political divisions creep in and
Indian political parties wrestle to make an
impression. The situation will be made further
unstable by the fact that politics in India is not
issue based but fueled by class, caste and religion.
While in India, this is seen as part of the political
process, in a foreign land it is sure to be
scrutinized as a threat and will in some way disturb
the unity and attitudes of the expatriate community.

13 year old boy has been arrested on charge of having unnatural sex with a 10

INGO Withdraws suit Against Gomantak Times:

Vaxim Divar led by Russel 
Rodrigues scored two impressive wins in the First UAE Indian Expat Football 
League organized by Gulf International Promotions Dubai at the Dubai Club for 
Special Sports.
The league is sponsored by Gulf 
Eternit Industries and co-sponsored by Pehla, Firstnet, Al Awael, Lipton, 
Masafi, Nike, Sun & Sand Sports, Al Rawabi and Tiffany.
 
Divar began the night with a hard 
fought wing over a youthful St Anthony side defeating them by one goal to nil. 
Captain Russel Rodrigues scored the all-important goal in the seventeenth minute 
after receiving a good through ball from Colin D’Cruz. The St Anthony lads 
played their hearts out and held on to the game until the opportunist strike 
from Russell. Russel D’Souza of Divar received a yellow card for rough play. 
Sandy Fernandes, Darryl Rasquinha and Austin Rodrigues did a good job for the St 
Anthony team but had to go home empty handed.  Divars second game proved to be easier 
than expected defeating Almoe by two goals to nil. The game began on a fast pace 
with the Almoe lads taking the initiative in the first ten minutes with Suresh 
Pereira, Evano Fernandes and Sheldon Buthelo raiding the Divar defence who held 
out with able defending by Ashok S and Randell Pereira. There after the Divar 
lads took over with Russell Rodrigues and Colin D’Cruz controlling play. It was 
no surprise when Ashok opened the scoring for the Divar lads with a well taken 
goal. The teams changed ends with Divar leading one nil. In the second half a 
good through ball by D’Souza saw Randell Pereira putting the finishing touches 
for his teams second goal. With these two victories Divar jump into second spot 
in the sixteen-team table while St Anthony are in thirteenth place and Almoe 
remain in fifth position.
 
Varca FC led by Franky Baretto 
opened their game night with a two goal victory over a determined Dragon All 
Starz. The game began on a slow pace but the tempo picked up with the Varca lads 
making several inroads into the All Starz area. Varca main striker Shane Thomas 
was at his best when he latched on to a Franky Barretto pass to open the scoring 
for a one nil lead at half time. In the second half Dragon All Starz tried to 
fight back with Melvyn Chandy, Sunil Chandran an Arif Abdul Azeez making some 
good moves. They failed however to find the net. Varca sealed the match on a 
counter attack when Nishanth Fernandes put Franky Baretto through who made no 
mistake with only the keeper between him and the goal. Varca emerged two nil 
winners and are in eighth position. Dragon All Starz are in fifteenth place. SFX 
Old Goa who are normally a strong contender have so far disappointed the crowds 
this time. They languish at bottom of the table and continued to remain there 
after being beaten by a rejuvenated Emirates Flight Catering team by one goal to 
nil. Inacio Fernandes, Thomas Dias and Sebyton Colaco played well for the 
Catering team with the latter scoring the only goal of the match. Peter 
Fernandes, Henry Carvalho and Augustin tried their best to get back into the 
game for the Old Goa team but had to accept defeat at the end. Emirates Flight 
Catering moved up two places into fourth position. Phoenix Loutolim led by 
Marques held a young Zuari team to goalless draw. Both teams played fast 
attacking soccer with Savio Cardozo, Oswald Fernandes and Joaquim Figuerado 
outstanding for Zuari while Renato Fernandes, Moses D’Silva and Lucas Fernandes 
did their bit for the Loutolim side. Loutolim remain in tenth position  while Zuari climb to twelfth place. 
Table toppers Siolim United continued to dominate the league with a facile one 
nil victory over a strong Copy Corner Sporting Tea. Both the teams went all out 
in attack from the word go with Copy Corner taking the advantage in the first 
half. Manoj Ganesh, Basheer K and Dileep were in top form but could not convert 
their superiority into goals. The Siolim lads came into the game slowly and 
wrested the initiative when striker Sriram Vernekar put the ball into the net 
after playing with Geraldo who also had a good game. John Fernandes, John 
Sequeira, Geraldo and Peter Fernandes stood strong in the Siolim defence to deny 
the Copy Corner lads of a clear sight at goal.  Siolim continue to lead the sixteen team 
table while Copy Corner are in sixth place. Zyco Dubai led by Aboobaker were in 
top form and played some skillful soccer to hold a young Zuari team to a one all 
draw. This was Zuaris second draw of the night and although they did all they 
could to score were held back by a stubborn Zyco defence of Riyas k, and Abdul 
Saleem. Zuari did however manage to latch on to a rare defensive lapse and 
scored a goal off the run off play through Lynton D’Souza. Zyco came back 
strongly in the second half and their persistence paid off when Biju out ran the 
Zuari defence to score the equalizer much to the relief of

[Goanet] THE UNENDING QUEUES FOR JUSTICE

The wheels of justice cannot be allowed to churn so
slowly. The figure of pending cases across India is
mind boggling.

In Mumbai alone, since 1990 there are one lakh divorce
cases pending. With the dance bar girls all geared to
rock and roll, the matrimonial blues can only deepen.

And then we have the steadily rising rape and murder
cases that shows no sign of respite. To top it we have
Abu Salem who continues to confuse and pre-occupy the
investigating and prosecution machinery. His trial
seems to be a trail of nightmare. Was it worth
extraditing him in the first place? Only time will
tell.

[Goanet] UCU Awards and organizing of one act Konkani play competitions in Kuwait

United Club of Utorda (UCU) is a cultural organization
formed in Kuwait in 2001 with the aims and objectives
to explore and encourage hidden talents of budding
Konkani artistes, singer, lyricists, play-writers and
directors. Having been motivated by excellent response
from Konkani speaking fraternity in Kuwait, UCU
presented its first Konkani One Act Play Competition
in Kuwait in February 2002. 

This contest served as a springboard for
experimentation to present One Act Plays with varied
thematic significance. The One Act Play Competition
soon became an annual feature from 2002 to 2005.
During these years the Konkani loving audience lauded
the efforts of UCU in organizing such pioneering
contests in the interest and for the benefit of young
talents in their respective areas of artistic value.

This year too, UCU will present its fifth One Act Play
competition on Friday May 12, 2006 at Hawally A/C
Audirorium at 3:30 pm. It need hardly be emphasized
that to present One Act Play Competitions one needs
dedication and devotion to the cause and UCU has been
highly successful in this respect as judged by the
following Award Winners from 2002 to 2005.

The general secretary of the Goa state committee of the All India
Trade Union Congress (AITUC), Mr Christopher Fonseca said
that the organisation would launch a struggle to ensure that workers
unions are recognised by the managements, besides fighting for
establishment of a system wherein workers receive equal pay for
equal work and are regularised in their jobs.

Mr Fonseca, addressing a press conference, before the May Day
celebrations, said that the unjust treatment meted out to the workers
is also visible in the state, ranging from the starred hotels to small
companies. "This year, the main International Workers Day event
will be held near the Mapusa taxi stand, on May 1," Mr Fonseca
informed, adding that the event will begin with a public meeting,
followed by a peaceful rally of workers along the periphery
of the town.

Speaking further, Mr Fonseca said that the situation of workers is
pathetic in Goa. "One of the main examples is that of the 300-odd
badli workmen working with Kadamba Transport Corporation
for past 4 to 5 years and drawing a meagre salary, with no facilities
of overtime, etc," he observed. He also lamented that workers unions
which are legitimate bodies under the Constitution have their rights
trampled upon by the employers by not recognising the existence
of unions.

Mr Fonseca also opposed the concept of setting up of Special
Economic Zones (SEZs) in the country. "The 148 SEZs, presently
existing in the country are build to create cozy, comfortable and
cushy environment for the employers so that they are free from
implementing the labour laws as enacted by the Parliament,"
he remarked, adding that laws such as those concerning the
maternity leave, insurance and workmen's compensation are
suspended from operation in the SEZs.

"The recent two judgments of the Supreme Court, one allowing
the government to abolish any post without alternative placement
and the other ruling that the daily wage workers do not have any
right to claim regularisation cannot be accepted by the people and
as a result of such judgments, the resentment amongst the working
people is bound to escalate," Mr Fonseca said.

The AITUC state general secretary also lauded the courage
displayed by the forth estate in Philippines and Nepal, of recent,
against the censorship imposed on it.

Mr Fonseca commended the decision of the Chief Minister,
Mr Pratapsingh Rane and his government to declare May 1 as a

The Archbishop of Goa and Daman, Fr Filipe Neri Ferrao in his
May Day message has expressed keen desire that, this year, the
priests, religious and parish council members take extra care to
see that the parish pastoral plans adopt norms to give due facilities
to all those (workers) who are employed by parishes and other
religious institutions and associations.

In a message he said:"The various centres and institutions of
our Church also employ workers. Giving them a proper remuneration
conveys to everyone our genuine concern for them. Let us be of good
example in this area."

"On the occasion of the feast of St Joseph the Worker, let talks,
discussions and other suitable programmes be organised. Human
dignity must be protected by all means in any type of work. In doing,
this, we shall be spreading Christ's Kingdom of Equality and Justice."

"The Church celebrates the feast of St Joseph, the Worker, on the
first of May each year. This day is also observed as Workers' Day
throughout the world. Saint Joseph, indeed, stands before everyone
as a symbol of the dignity of labour."

Pope Leo the XIII brought out 'Rerum Novarum' in 1891, 115 years
ago. He wrote this memorable encyclical after deeply reflecting on the
problems faced by workers. The core message of this Document is
that the Church, the Government and the Workers should build a
healthy relationship among themselves so as to unitedly come to build
a New Society. Much later, expressing a loving concern for all workers,
the Vatican Council II made it clear that the church is a friend of
labourers. From then on, with increased vigour, the Church has always
kept herself zealously alert to the problems of workers.

The message reads:"Modern society is built on machine-power. All
commercial and business enterprises thrive on technology. People's
crave for material goods increases in proportion to their buying
power. Unfortunately, this manifest wealth of a few has perhaps
created an impression that humankind on the whole has developed.
The truth is that the same strategies used in the past by capitalists
to crush workers are being used today by countries advanced in
technology and by multi-nationals to oppress developing countries
and their workers. And so, the ever-widening gap between the
poor and the rich."

The Archbishop: "Labour laws in our country are applicable only
to 8 per cent of the labour force and no mention is ever-made
of the 92 per cent unorganised work-force. Contract labour laws
in force serve only to further oppress the workers. A large number
of workers are given a `break,' after working for a few months.
They have no job security. The government schemes/plans for
the unorganised labourers have hardly taken off. Those in governance
show very little interest in solving the problems of the labour force.
A genuine development of the workers can therefore be achieved
only when the enacted laws address the rights and needs of all kinds
of workers."

He further said, "In a few months, it will be election time in Goa.
And there will be showers of promises. Very little, however, will be
heard of problems related to workers. In fact, benefits in the areas
of education and health have been curtailed as an austerity measure,
thus adding up to the woes of the workers.

Slogans are shouted that 80 per cent of the jobs in factories will be
given to Goans, but the working place situation is quite different.
All should therefore raise their voice to get the prevailing contract
labour law rejected and the labourers should work unitedly to
claim and obtain their rights."

Implications of the Virdi Irrigation Project

Last week the Chief Ministers of Maharashtra and Goa took a
momentous decision on the Virdi Minor Irrigation Scheme (VMIS),
which falls within the revenue area of Maharashtra. The earthen dam
would be constructed on Haltar Nallah -- an interstate tributary
of the Mahadayi River. From what has been selectively revealed
so far, Goa has shown interest in joining this scheme provided the
height of the proposed earthen dam is raised by a minimum of five
metres and the excess water, thus available from the live storage
of the Virdi reservoir is transferred to the Anjuna Dam's reservoir.

The Anjuna project partly meets the irrigation and drinking water
needs of Sattari and Bicholim. There are some interesting implications
of the Goa government's sudden interest in the VMIS.

Earlier, there was an apprehension that the VMIS would be detrimental
to the flow of the Volvonta River -- an important tributary in the
Mandovi River complex. The Volvonta River enters Goa at Shiroli.
This river has four tributaries -- namely Costi, Kalavade, Cudne and
Dicholi. After traversing a course of 21 kilometres, it meets the
Mandovi at Sarmanos -- an important ore loading point for barges.

The sudden change in the state government's position must have come
due to the pressure from the Karnataka government, which is keen
to transfer the water from the upper catchments of the Mahadayi.
The Karnataka government has consistently failed to understand
that being a lower riparian state, with deep tidal estuaries, limiting
the freshwater availability, Goa was not in a position to create a
number of storages in the Western Ghats before the ongoing
medium irrigation projects -- Anjuna and Selaulim could be
completed.

The Karnataka government should have understood the reasons
why the ministry of forests and environment had earlier refused
permission to the Mandovi irrigation project at Sonal, Sattari.
Similar objections could have been raised to the Karnataka
government's projects of building a series of dams on the Kalsa
and Haltar Nallahs.

The timber and quarrying lobby in Khanapur district is notorious
for the ecological degradation in these areas. For them the
construction of dams would come as a boon. However, the
objections raised by the Goa government for the interbasin
transfer of water from the interstate Mahadayi Basin to the
Malaprabha Basin have stalled Karnataka's ambitious projects.

Goa has surface water resources of 8500 Million Cubic Metres
(MCM). Except Harmal, Mandrem, Baga, Sal, Saleri, Talpona
which are negligible rivers for Goa's water resource planning
-- all other rivers have their sources in the Western Ghat watersheds
either in Maharashtra or Karnataka. This has made Goa an
extremely vulnerable state when bigger states draw ambitious plans
to create large storages close to the sources of the rivers flowing
into Goa.

The Tillari project was a dream of the ex-chief minister, Dayanand
Bandodkar. Its original cost has now escalated from Rs Ten crore
to more than Rs One thousand crore. If the Goa government were to
spend Rs One hundred crore (which it owes this year to Maharashtra
for the Tillari project) for boosting traditional water harvesting systems
in Pernem at each village panchayat level by systematic micro watershed
development projects -- by now the whole taluka would have turned
into a horticultural paradise. But the state government has decided
to continue its' unrealistic agreement with Maharashtra on the
Tillari project. Even before its' completion now there would be another
commitment -- for VMIS.

As I personally know the special officer, who is a former chief engineer
of the water resources department, Mr S D Sayanak, I am sure that he
must have done his homework correctly and given our Chief Minister
the best of technical advice. The VMIS is a test case for Goa. It is a
classic move on the interstate chessboard. The VMIS would come up
on the Haltar Nallah, which falls in a high rainfall area. The catchment
area is about 33 square kilometres. Maharashtra shares 20 and
Karnataka 13. The catchment is estimated to be 124 MCM. But only
93 MCM of water is available for storage.

Maharashtra is entitled for 52 MCM and Karnataka 41 MCM.
The VMIS would use 15 MCM of water. The earthen dam would be
238 meters long and 40 meters high. The main spillway would be
80 meters long. The right canal would extend for 11 kilometres and
would create a command area of 1320 hectares benefiting five villages.
The estimated cost is Rs 44 crore.

Funny as it may sound, I had a good laugh at the e-mail which George has
denounced.

Goorge has not got the right vibrations of the email nor the mental state of
the
author. It is called frustration. Reservations must be looked upon as a
simple way of establishing vote-banks.

I have always admired our finance minister Chidambaram. He has been
televised
as suscribing to resevations in higher educational institutions. And he says
that the quality of education cannot and will not suffer. That seats must be
increased. How very honourable.

At this juncture let me relate the story of some years ago of the
Madras IIT. It seems that a parliamentary commission was set up to
investigate why more student do not clear the entrance tests in IITs. When
this commission members were intervewing  the IIT director , and when he was
asked the above question, he replied saying that the lower educational
institutions should be upgraded to a higher standard if more students must
clear the IIT entrance exams. When a member of the commission queried as to
why
the standard of the IIT entrance tests cannot be lowered so that more
students
can pass, the director laughed and said it was impossible. Before one could
say jack robbins, this member of the commission caught hold of the tie of
the director and roughed him up.

I fully endorse Kapil Sibal's derision of the reservation policy of Arjun
Singh, his own cabinet colleague. At best Arun Singh should be roughed-up
like the director of Madras
IIT was.

The best policy is to do away with reservations. If the fathers of the
Indian Constitution had given just 10 years to eradicate castes in the
country, what went wrong???  Not the Vote-Banking system??

Today's interview on NDTV of the Maharashtra Chief Minister Vilasrao Desmukh
by Karan Thapar of BBCs Hardtalk fame was devastating for Desmukh. He was
made a laughing stalk on the Vidharba farmer's suicide deaths and Thane
district's child malnutrition deaths. There was no holding back for Karan
here. It was a real roughing up that Desmukh got. He should be ashamed of
himself. A chief minister must not go unprepared to face Karan Thapar.

Likewise Karan should interview Arjun  Singh. I am sure he will get what he
deserves in a long time.

The best policy to wind-up reservations - WHICH MUST BE WOULD UP ONCE AND
FOR ALL is:
1. Revamp the primary/secondary school systems to part knowledge rather than
make the students cram stupid lessons which are forgotten in no time..
2. Give financial boost to the OBC/ST/SC and other backward classes to give
them equal opportunity. i.e subsidise the bright brains.
3. Judge all on equal footing without lowering any standards. Rather the
standards should be raised from time to time.
4. Select the OBC/SC/ST candidates first to give credence to their lower
social standing. ( strike out the money angle in selection)

Just like helping the farmers to save them from committing suicide, help the
OBC/ST/SCs what have you to  better facilities in lower education with all
those thousands of crores that are going down the drains  and you certainly
do not need RESERVATIONS

All said and done, I fully appreciate the humour in which the email in
question has been written. I congratulate the author. And George must read
the email  again after observing what I have said above.

Whether you are against or for reservations, here is an (MILLENIA) OLD ANGLE :

I think we should abolish reservations in all fields of endeavour. I completely 
support the PM and all the politicians for promoting this. 

Let us start with reservations in the dehumanising jobs -- e.g. scavanging, 
cleaning the roads, prostituting of womenfolk in squalid red-light quarters 
etc. It is wholly unfair that this be preserved for only one section of 
society. In all fairness of things, some of these 'posts' need also to be 
'opened up' to the self-appointed elites within our society. Only then could we 
expect people to be more sensitive to how dehumanising these activities really 
area. All those who are against reservations, should come out and stand up for 
their right to take on such jobs.

Secondly, we need to fight against reservations in certain professions, such as 
leather-work and shoe-making. If this caste-based reservations is continued, 
then how can our Gaitondes make it internationally to the global shoe grade, at 
a time when there's money in leather? This is most unfair. 

Next, let us also fight against reservations that allow deprived sections of 
society a fair entry point (and let us also pretend that there are 
'reservations' in exams). Never mind that, on the other hand, we have shown our 
eagerness to allow these 'inefficient' OBCs and SC/STs to win medals for the 
nation in international competitive and sporting events, or even die -- again 
on a 'reserved' quota, which we can't afford to abolish -- in the greater glory 
of communal conflict that seeks to take India back to the sixteenth century.

Further, though we are against reservations, we reserve the right to pretend 
that nine-tenths of the Indian population is inefficient, uncapable, and inept. 
We reserve the right to ignore the cover story in the OUTLOOK magazine, which 
cited cases of candidates who entered via reserved seats and went on to make 
brilliant academic careers for themselves. 

We also reserve the right to pretend that all those who get entry to 
tightly-controlled access points through reservations are actually allowed to 
pass exams through reservations. And, of course, we reserve the right to 
pretend that the Indian bureaucracy, business class, academia and all other 
major levers of power are *not* functioning like one huge reserved quota for a 
very tiny, birth-defined 'elite' whose superior brainpower has however not 
ameliorated the harsh conditions of life for the average citizen of this 
country.

Let's continue raving against reservations, and yet maintain one of the most 
inflexible system of 'reservations' in the planet. 

Long live the good breed of politicans like the author of the article below...

Let's start the reservation with our cricket team. 
We should have 10 percent reservation for Muslims, 30
percent for OBC, SC/ST, etc.

Cricket rules should be modified accordingly.
The boundary circle should be reduced for an SC/ST
player. The four hit by an OBC player should be
considered as a six and a six hit by a OBC player
should be counted as 8 runs. An OBC player scoring 60
runs should be declared as a century.

We should influence ICC and make rules so that the
pace bowlers like Shoaib Akhtar should not bowl fast
balls to our OBC player. Bowlers should bowl maximum
speed of 80 kilometer per hour to an OBC player. Any
delivery above this  speed should be made illegal.

Also we should have reservation in Olympics. In the
100 meters race, an OBC athlete should run only 80
meters.

There can be reservation in Government jobs also.
Let's recruit SC/ST and OBC pilots for aircrafts which
are carrying the ministers and politicians (that
should really help the country...)

Ensure that only SC/ST and OBC doctors do the
operations for the ministers and other politicians.
(Another way of helping the country...) 

Let's be creative and think of more ways and means to
guide INDIA forward and "help" all Indians...

Long live the good breed of politicans like ARJUN

The discovery of chamber burials, a megalithic site at Valant and at
Chikhali in Marmugao taluka of South Goa district has once again
confirmed the existence of human habitation on the west coast in Goa
since prehistoric times.Earlier to this, discovery of the late stone age
sites, microlithic tool sites as well as discovery of early stone age
handaxe had helped in building the past of Goa. There are periods of
darkness and finding of the site of chamber burial will definitely help
to make the picture clear.
Man developed economically a pastoral hunting-cum-agricultural society.
They stayed together in thatched huts nearby in neolithic and
chalcolithic period, but in chalcolithic period man was aware about the
use of metal such as copper, iron etc.  During chalcolithic period man
had made progress in material life and same is reflected in furnishing
the burial of their deceased kin.

The finding of megalithic sites in South India help us in defining its
date and its culture etc. Megalithic may be described as a monuments (in
India sepulchral) constructed with dressed or undressed stones usually
of a large size and related with some burial practices.  As stated by Mr
Dilip Chakrabarti that "it is nothing more than a burial style that
emerged in the context of the neolithic chalcolithic of the distribution
area and formed part of its cultural milieu for a long time". Generally
it is associated with iron but there is also a possibility of its
beginning in the pre-iron stage. Megaliths is nothing but the feeling,
affection, love or his attachment expressed by kin of the deceased while
furnishing the burial.  The Britishers after establishing their hold
over India took keen interest in studying the past of this great nation.
The scholars had discovered number of mesolithic sites including that of
Kerala.

The underground cave (man made) found at Chikhali and at Valant is
nothing but a chamber burials of megalithic period.  The chamber burial
cave is scooped in a soft laterite with intention to deposit funerary
remains in Kerla as stated by Dr B K Gururajrao. These caves consists of
an open cell roughly rectangular or square cut vertically down the rock
and provided with flight of steps for decent on the floor.  On one of
the vertical faces of the well is caved an extension usually a little
above the floor leading to a chamber semicircular, circular or roughly
rectangular in shape sometimes these have recessed facade. The chamber
are normally provided with bed or a bench on two are three side. Inside
the chamber on the bed the funerary on skeletal remains or funerary
pottery, iron objects were kept before sealing up the chamber entrance.

An another type of cave with hood stone and hat stone. Allied with these
rock caves but of similar form are the cave with hood stone or hat
stone, are also called a Kudaikallu in Kerla consists of a dome shaped
dressed laterite block covering an underground pit cut into the natural
laterite and provided with a stairway. This also covers an underground
burial pit containing funerary urn and other grove furnishing, unlike
rock cave there is no chamber apart from this.  Another type of chamber
burial found in Kerla is exactly similar to that of found in Marmugao
taluka, where in the chamber burial and bench or bed is provided at one
or two sides of cave to keep funerary urn and other objects.  The
chamber burial or underground cave burial found at Valant and at
Chikhali are located on the slopes of a hill. These chamber burials are
scooped in the laterite below the ground and approach to this cave is
circular pipe or well like scooped vertically down and it measures 60 cm
in diameter. The entrance or mouth of this well is closed hey keeping
dressed laterite block of 70 x 25 cm in size. After entering in it and
after crossing 1 metre laterite one decent in the cave. The cave
measures either 1.80 x 1.80 cm or 2.60 x 2.60 cm. All the four
underground caves are round in shape and measure either 1.80 or 2.60 mt
in diameter.

Funerary remains were traced in one of the cave at Chikhali when it was
accidentally discovered in 1964 while removing laterite blocks for
construction. Those remains are kept in the state museum. No any remains
are traced in other caves as those were already approached by layman
after their discovery.  One has to note the technique followed by carver
while scooping the approach of just 60 cm diameter wherein there is no
space for working, moving on bending to collect the waste material to
remove. As the scooping for the cave started by keeping 1 m laterite
untouched, so there is every possibility that at first the carver must
have scooped the pipe like approach up to the depth of minimum 2.5 metre
with intention to obtain working place to scoop for cave by keeping 1 m
laterite above untouched.

Dubai, May 2 (DPA) Forests of glass-tinted tower buildings mushroom
out of the desert in Dubai, whose colossal wealth is fuelling one of
the world's largest construction booms. But the low-paid Asian workers
suffer behind the abundance.

In order to shape the city's ambitious economic vision, armies of
Asian construction workers live and work in conditions that have been
criticised by international human rights organisations as being
tantamount to slavery.

Most unskilled workers in the UAE come from India, Pakistan and China.

Stories of poor workers sent back to their home countries without pay
after years of toiling in the Gulf have been rife for years here and
elsewhere in the region.

Labourers who do get paid have long complained about low salaries,
mistreatment and poor living conditions.

But for the past year such grievances have turned into strikes, some
of them violent.

More than 2,000 construction workers from the Al Ahmadiyah Contracting
and Trade Company here went on a rampage last week, smashing company
equipment, buses and machinery.

They wanted better wages, better living conditions and the right to
cook their own meals instead of receiving ready-made meals from
caterers which they said were not hygienic.

A worker who did not want to be named said authorities took 76 of his
co-workers into custody for taking part in the protest.

The worker said neither the company nor the authorities have said
where the men have been taken, suggesting they could be in jail or
might have been deported.

A company official told local newspapers that the men had been
"incited" to violence and threatened to replace anyone who failed to
return to work.

The source said most of the workers had returned to work Saturday to
their construction site in the luxurious Dubai Marina.

United Arab Emirates (UAE) Labour Minister Ali Bin Abdullah Al Kaabi
said worker protests have taken a dangerous turn and that the UAE will
deport any worker who violates the law.

He blamed the unrest on an organised section of workers who were
deliberately provoking fellow workers to protest.

After years of censorship, local newspapers have become bolder in
highlighting the plight of workers.

Dubai's Gulf News warned authorities Saturday that workers had
legitimate grievances that should not be swept under the carpet.

"There are many people - officials and media alike - apparently in
denial that the strikes are spontaneous and motivated by a desire to
achieve better working conditions and pay," the paper said.

Unskilled workers in the UAE, where Dubai is one of the seven
sheikhdoms that make up the oil-rich country, receive $109 and $178 a
month.

Under the law, they should work eight hours a day, with maximum two
hours overtime. But many workers complain they are forced to work up
to 14 hours daily.

A recent report by Human Rights Watch, an independent New York-based
watchdog, said that the UAE government should take immediate steps to
end the abusive practices that have helped spark recent unrest by
migrant workers in Dubai.

The report followed violent demonstrations last month at the
construction site of Burj Dubai, which will be the world's tallest
building when completed in 2008.

Construction on the landmark project was interrupted after some 2,500
Asian workers smashed cars and offices, causing damage of nearly one
million dollars.

Labourers working on a Dubai Airport expansion project also stopped
work following the rampage.

"One of the world's largest construction booms is feeding off of
workers in Dubai, but they're treated not as human beings," said the
Human Rights Watch report. They are denied rights such as freedom of
association and collective bargaining.

Migrant workers comprise nearly 90 percent of the workforce in the
private sector in the UAE.

The UAE said a new labour law and other measures were improving the
lot of immigrant workers, but newspapers are filled every day with
reports about the plight of workers, some of whom resort to suicide to
escape lives of misery and debt.

Human Rights Watch, quoting local media, said that as many as 880
deaths occurred at construction sites in 2004.

Al Kaabi said authorities were in the process of drafting a law that
would allow labourers to form trade unions and pursue collective
bargaining, both of which are currently illegal for construction
workers.

In an effort to improve the living conditions of the hundreds of
thousands of workers' housed in squalid labour camps across the UAE,
the government said it aims to build modern residential cities.

Earlier this week, one project was launched in Abu Dhabi, the UAE
capital, to provide accommodation, healthcare facilities, shopping
amenities, smart card security, waste disposal, pest control and
24-hour visa facilities to firms based in the Abu Dhabi Industrial
Zone.
