The link between prosperous Saligaon and ruined Daujim
in coastal sandy Goa might seem tenuous, but
historically, an ancient statue holds the two
together.

On November 25, 1873, the statue of Mae de Deus was
ceremoniously brought from Daujim, Old Goa to Saligao,
by a ferry across Mandovi river to Betim, then over
the hills of Pilerne, in a decorated bullock-cart into
Saligao.

It was a moment of triumph for the people of Saligao,
who rejoiced that they had acquired the miraculous
statue of Mae de Deus and to whom the brand new Church
of Saligao was to be dedicated. It was brought
notwithstanding the opposition and the resentment of
other villages and even the higher Portuguese
authorities who had set their hearts and hands on
taking possession of this ancient prized statue.

Annual Procession

With a brass band in attendance and to a 21-gun
salute, the statue was welcomed into Saligao. It was
kept in the Chapel of Sonarbhat from where it was
carried with devotion and ceremony to the newly
constructed Church of Saligao. That was on November
26, 1873. The ceremony was graced by the
Governor-General and high dignitaries of the State of
Goa and the Church and the mass of people from the
neighbouring villages and beyond.

On November 25, every year, after the Mass at the
Chapel of Sonarbhat, a miniature statue of Mae de Deus
is carried in a candlelight procession to the church,
and the following day is commemorated as the day of
consecration of the Church of Saligao.

Daujim, once an affluent suburb of the old city of
Goa, today wears a look of desolation. The crumbling
masonry, among the scattered and some tall stone-built
pedestals, is a sad reminder of the last faded glory.

Glorious Link

Lost heritage but not forgotten, Daujim lives on in
the hearts of the Saligaokars. The late Prof Patrcino
D’Souza and Alfred D’Cruz in their book entitled
“Saligao - Focus on a Picturesque Goan Village” have
beautifully expressed the Saligao-Daujim link: “In
Saligao, Daujim is a living memory, a golden link, the
beautiful image of our Patroness Mae de Deus binds the
two villages in an indissoluble union”.

According to Rev Denis L. Cottineau Klogeuem, who
wrote an account of his observations during his stay
in Goa, in the first quarter of the 19th Century,
Daujim was one of the two suburbs of the city of Old
Goa.

The church and convent of Madre de Deus was situated
in Upper Daujim.  It was built in 1959, by the first
Archbishop of Goa, Dom Gaspal de leao-Pereira, and was
so named after him.  Fr Minguel Vaz notes that 'the
inhabitants of Daujim, most of whom were converted to
Christianity, built the church with their own hands'.

The convent of Madre de Deus was later handed over to
the Reformed branch of the Franciscans who were also
called 'Calpuchos'.  Over the years Daujim declined
and decayed, after it was abandoned due to an epidemic
that brought death, fear and the exodus of its
residents.  Demolished in 1873, all that remained was
only the statue of Mae de Deus.  Daujim today stands
in silence with only a memory of the bygone era of
vain and the misplaced opulence of Portuguese
Fidalgos, now cast in the dustbin of history.

Ever been really stuck on how to remove a stain,
revive limp lettuce or dry up a pimple? Read on to
find out how you can do all of these and more with
things you already have in the house.


Stain Removal

• Since the dirt rings in collars are oil stains,
shampoo for oily hair will remove them. Rub it into
the fabric before washing the garment

• Remove ink spots from clothing by squeezing
toothpaste on the spot. Scrub and rinse thoroughly

• A thick paste made from baking soda and water will
remove perspiration stains from clothing. It will also
remove urine stains from car seats

• Lemon juice and salt rubbed into a paste, will
remove rust stains from clothing

• Cotton dipped in alcohol will clean dirty
photographs

• Salad oil will remove tar from your feet.


Health Tips

• Eat lots of yoghurt while taking antibiotics to
prevent diarrhoea

• Toothpaste dabbed onto a pimple will dry it out

• Dolomite tablets will relieve the symptoms of
heartburn

• In an emergency, shampoo can be used in the place of
shaving cream.


Kitchen Tips

• Soak limp lettuce leaves and carrots in ice water
for an hour. They will become crisper

• A hairdryer can be used to defrost a freezer
quickly. Keep the drier at least 20 cm away from the
freezer compartment

• Fill a scorched pan halfway with water and 50 grams
of baking soda. Boil for 10 minutes and the burnt food
will loosen and float to the top

• If you don't have a corkscrew, drive two nails into
the cork to be removed (not too near to the edge). Lay
a large nail horizontally between them and use the
large nail to turn

• Hard, refrigerated butter will soften in the
microwave in 30 seconds on the defrost setting

• When dropping dough from a spoon into a pan, wet the
spoon in milk and the dough will not stick to the
spoon.


General

• Mothproof clothing by wrapping them in newspapers.
Moths apparently dislike the taste of printer's ink

• If you have poured too much washing powder into the
machine, sprinkle salt into the water to settle the
soap suds

• Put candles in the freezer before using them. They
will last much longer

• Dig your nails into a bar of soap before doing dirty
work. This will prevent dirt from getting under them

• Wipe your shoelaces with a wet cloth after tying
them. They will stay tied all day

• Scrub out a 'sour' baby's bottle with a mixture of
toothpaste and water

• Tie a pair of scissors and sell-o-tape to a nail in
the kitchen. There is nothing worse than trying to
wrap a present in a hurry and not being able to lay
your hands on any of these

• Keep a bag of toys in the car so that there is
always amusement at hand for young children

• Thread a needle with ease by dipping the end of the
thread into colourless nail polish beforehand

• Loosen a rusted bolt by applying a cloth soaked in a
carbonated soda to the rusted bolt for several
minutes.

Appending to what Eddie Verdes wrote on 06Apr, 
whereinhe rightly questions the sources who will
compensate the priests who have been wrongly
implicated, or who have done so much good to society,
as brought out in the following letter to the editor
of Navhind times Goa, last week, by a non-christian
(which is most often overlooked)

IT HURTS me to read about the murder of priest Fr
Eusebio Ferrao. I have high respect for priests and
nuns for the love they shower on people specially the
poor. I was born to a drunkard father who never gave
us a decent living and as a result my mother, who was
suffering from tuberculosis, had to work to bring us
up. When the parish priest of the place where we were
living came to know about our broken house, TB mother
and a drunkard father he felt deeply touched and gave
us both moral and financial support. He would
personally ride a cycle with a small bag of rice,
coconut and money and give it to us. He would tell our
Catholic neigbhours to help us. He had a nice smile on
his face and would hold us on his lap when he visited
us. We were quite small at that time but the love he
has given us will be remembered. Even though this
priest went to another place the people continued to
help us. It wrong to murder somebody and more so a
priest who is a person of God.

Last Howl from the Cross

On the eve of Holy Week, on April 6, by a most curious
coincidence, a Crucifixion painting by the
internationally acclaimed Goan artist – Francis Newton
Souza (1924-2002) will go under the hammer at
Bonham’s, New Bond Street, London. The expected price
is a whooping Rs 2.33 crore.

The macabre painting is of a crucified Christ drawn in
1963. Souza’s images of Christ retain a dual streak.
On the one hand, the thick bounding lines, the frontal
images, and the stiff demeanor are iconic, on the
other hand, these are harshly, even malevolently
subverted without any redeeming features. The humanity
in the figures is totally eclipsed by a seething,
writhing violence.

The sharp razor-like teeth, inhuman eyes and slashing,
stabbing lines that constitute the body of Christ
evoke a sense of revulsion rather than piety. He wears
a crown of thorns, His ghoulish face with fang-like
teeth create a sinister apparition. His androgynous
slackers seem caught out of time.

During this phase, he found metaphors for violence
that he experienced in his personal life, the fall of
mankind and the entrapment of the human spirit. He was
a serious man, who was not taken seriously in India.
His themes were a dark look at life, which he forced
us to confront.

He died in Bombay and Fr Joe D’Abreo was requested to
conduct the last rites at Sewri. When I briefed Fr Joe
about the man he was about to be buried, Fr Joe was
amazed and said he was privileged to partake in this
burial.

And yet people are willing to pay 2.33 crores for his
painting and invariably the purchaser will not be a
Christian!

But Souza and his paintings have that effect on
people. Twenty years ago, in 1985, when I was
interviewing Souza for an article for the EXAMINER, he
warned me that the Catholic Weekly would never put him
in print. But he hadn’t reckoned with the broadminded
attitude of Msgr Benny Aguiar, the then editor, who
splashed my article in the weekly, much to Souza’s
amusement.

Souza’s ability to transfer his erotic-religious
feelings into a mutual discipline of expressionist
drawing and pigment handling, brought him
international acclaim by the 1950s. He lived in
Crawford Market with his mother, “in whose womb he had
started painting even before he was born,” – was his
favourite phrase while introducing himself.

He left India in July 1949 after the police raided his
studio in search of obscene paintings. St Xavier’s
expelled him because he was suspected of doing obscene
graffiti in the toilet. He had not done it, but when
he went to inspect it, he found the drawing so poor
that he improved upon it!

He was our family friend, and some time ago when
Cardinal Pimenta was with us in Khandala, I reminded
him that I had three friends listed in the
International Who’s Who. J R D Tata, F N Souza, and
the Cardinal, who continues to be listed in this
ultimate compendium.

Souza’s Pieta, Original Sin, Last Supper (1959), Death
of the Pope (1962), Christ (1986) and numerous other
Christian paintings all reflect his Judeo-Christian
concept which he put down to his strong
Portuguese-Christianity of Christ – Christ bleeding,
the crown, the flogging which made him very guilty as
a student and so he used to confess to the priest.

He met his first wife, also a Goan- Marie Figuerado
when she bought his painting – the Ave Maria for Rs.
48. Many of his early paintings like the Cathedral
Altar, reflected the mystic power and splendor of the
Indian Catholic Churches in Goa.

The Crucifixion has been a fixation with painters down
the ages. This passionate storytelling had invited
immense creativity and the results have bombarded the
art world. Christ’s death asks us to search out
narratives and, through them, to question what we know
and what we imagine.

This week dealers in London and all over the world
will be bidding for another Christ fixation, clamoring
to put this painting on their walls and collectors
will be writing huge cheques to snap this painting up.

After a hiatus, singer Remo Fernandes is back to
recording Bollywood songs.

Whether it's the title track from Jalwa or Huma Huma
or the Pyaar Toh Hona Hi Tha number, Remo Fenandes'
songs have always had that extra zing that have made
them chartbusters.

After staying away from Bollywood to explore other
forms of music the singer was in town recently to
record another number...

You were in Mumbai recording for a Bollywood film...

Yes, I recorded a song called Jump in the air for
music director Pritam. I love his Dhoom machale, and
was very happy to work with him. 

Why don't you sing more often for Hindi films?

I took a sabbatical from Bollywood and Pop, because I
recorded and released two very serious albums called
India Beyond and Symphonic Chants.

Now that I've got those off my chest, I'm about to
release my new Pop album Muchacha Latina, and I've
also started recording the odd Bollywood song.

You've done some English songs, Goan folk music,
Bollywood numbers, music for the soul. What really is
your forte? 

I love it all. Music is music, and different music
caters to our different moods and personality traits.
Life would be very boring if we had just one type of
music all the time...

As a composer what inspires you most?

It can be anything a beautiful woman, nature, an
incident, an injustice... anything, which makes me
feel strongly about a topic or issue.

What's the real Remo like?

Ah, if we knew our real selves, we'd all attain
nirvana! I'm still searching... 

 But at a more realistic level, I think I'd describe
myself as rather quiet, introverted, moody, hard
working, and in many ways, a loner even though I know
that what I come across as on stage is just the
opposite of all this.

That's the wonderful thing about being a performer we
get to express the duality in our personalities, the
alter ego, which we all have, but which remains
subdued in most of us.

Ameesha has no time stroll on the beach in Goa, yet
she is enjoying her shoot

Goa is beautiful and I can stay here all my life,”
says Ameesha Patel who is shooting for Reema Kagti's
Honeymoon Travels Pvt Ltd. “We all are having a blast
here, and even before you ask, I am not fighting with
any of my co-actors on the sets.” Ameesha Patel will
be staying In Goa for a month. “It is tiring to shoot
day and night, but Reema is such a fantastic director
that she never lets us feel the stress. She always
gives us the space which an actor expects from a
director,” she says.

Since this is for the first time Ameesha is working
with a woman director, does she feel any difference in
the approach? “Yes, she understands a woman's
psychology well. Even before we could speak she would
understand. That's the fun of working with a woman
director. There are so many women in the cast too,”
she smiles. So are the heroes feeling outnumbered?
“Not at all, everyone is enjoying themselves. It's not
that we women are tyrants on the sets. In fact we were
having such a good time on and off the sets that at
times Zoya Akhtar (executive producer) feels that we
are here for a picnic,” she says.

Despite the good times Ameesha has not got any time to
stroll on the beach. “Now that's the last thing we get
to do here. We are shooting round the clock and when
Reema calls for pack up, we crash.”

The conversation turns to recent reports in media that
Ameesha had a 'cat fight' with Priyanka Chopra during
the outdoor in Wales for Dharmesh Darshan's Aap Ke
Khatir.

 “I don't know why people love salacious gossip,” she
says. “Priyanka was staying in a different hotel from
day one because she was expecting some of her family
friends and guests. Why would she have any problem
with me? We barely have scenes together and whatever
interactions we've had, have been extremely cordial.”

Ameesha is waiting eagerly for the release of her film
Ankahee. “I hope people don't write that I had a cat
fight with Esha Deol now,” she laughs. “She is a nice
girl and we never had any issues. I am fond of Hemaji
and Esha is like family to us.”

Ameesha plays the role of a gharelu bahu in the film
for the first time. “Yes, it is true that I am playing
a very soft and sweet traditional wife in this film. I
would give credit to Vikram (Bhatt) for exploring my
talent as an actor. He portrays women characters so
well.”

Her last release Teesri Aankh was a complete wash out.
Does such failure bother her?

“Hits and flops are two sides of the same coin. I
don't take success and failure seriously; trust me
it's not worth it. I just concentrate on my work and
leave the rest to destiny. No one can guarantee a hit,
so why get anxious knowing that their is no remedy,”
she says.

It's almost a year since she spoke to her parents.
Does she miss them? “I think I have moved on in life.
I would not like to comment on this any more. I have
realised that one should learn to keep quiet.”

Goan artist Subodh Kerkar has an interesting take on
seafaring

Messing about in boats is something that almost every
Goan loves to do. However not everyone can take it to
artistic heights, which is precisely what Subodh
Kerkar has done with his latest exhibition at the
Jehangir Art Gallery, with his exhibition Oceanic.
This not his first showing in Mumbai either, in 2005
Kerkar created an elaborate natural installation at
Priyadarshini Park that stretched over halfakilometre
by the sea where he used innovative lighting, mussel
shells and sand-dunes to take 'walking by the
seashore' to another level. The self-taught artist who
quit his career in the medical field 18 years back has
been spending a lot of time in old boat sheds,
sourcing material for his show. I have also used old
boat made from choir and cashew strap…in Goa wooden
boats are slowly being replaced with fibre glass ones
so it wasn't difficult to get my raw material… Earlier
I use to see boats in a realistic way but for this
exhibition it's just the idea of the boat that has
come into play, says Kerkar.

This is also the first time the artist is doing
sculptures that are not site specific and can be
housed within the gallery. The boats take on a
sculptural form and I have used glass sheeting lit
from inside, give the effect of water, says the
artist.

A nature lover Kerkar's exhibition is replete with sly
digs at the packaged lifestyle that city slickers
live. I have a special rack with bottled ocean sea
water and it's called bottled oceans- a parody on
packaging. There are also 15 to 20 paintings with
these installations. In its entirety the show
celebrates the organic and critiques the
manufactured, sums up Kerkar.
 
Show starts today at the auditorium hall, Jehangir Art
Gallery and is on till 29 March.

[Goanet] Intimidating a minority

Adivasis.  The groundwork for communilisation
continues unabated.

The violence against the Muslim community has been
unleashed in fits and starts after the case of burning
of the train (Sabarmati) or a family (Bane family) in
Gujarat and Mumbai respectively.  And other incidents
as well.  These 'incidents' are used to browbeat the
entire Muslim community.

In the case of Christians,the violence is chronic, of
low intensity but sustained.  The anti-Christian
violence is more prevalent in BJP ruled states or in
states ruled by its allies.  Even other states are not
safe for the Christian community.  While the major
anti-Muslim sentiment was whipped up through
demolition of the Babri Masjid to make way for the Ram
temple, the anti-christian campaign is generated with
a focus on building temples of the forgotten Hindu
gods and goddesses in places where missionaries are
active.  The Shabri Temple in Dangs district in South
Gujarat is a case in point.  The overall aim is to
browbeat the minorities into ghettoisation,
intimidation and isolation, aware that the
anti-minority violence results in polarisation of
communities yielding to electoral gains for the BJP.

The Visible Divide

Undoubtedly, the Muslims and Christians are on the
chopping block of Hindutva politics.  The hatred for
Christian priests amongst the Adivasis is intense. 
When a fact finding team had visited the Dangs
recently to investigate the Shabri Kumbh mela and some
were talking to the Adivasis in one corner, the word
spread that a team of 'Christian Fathers' had come
from Ahmedabad.  One of the Adivasi volunteers blocked
the road and shouted that he would not allow the team
to go till Swami Aseemanand gavepermission. 
Either he or the team would survive in the
confontration.  It was indeed scary. Once Swami
Aseemanand's volunteers came and checked the team's
antecedents, they were 'permitted' to go.

Today the polarisation in the Adivasi camps is very
intense and the RSS has every reason to celebrate as a
large chunk of Adivasis have started yielding to the
threat of 'Gharvapasi' programme, a bath in a hot
spring or their feet being washed by VHP leaders,
indicating their return to Hinduism.  Also, threats
are subtly being issued to others that if they do not
put on the saffron flags,or do not take the holy dip,
or do not eat the 'Prasad' given, dire consequences
will follow.

The success of indoctrination has been so phenomenal
that the RSS agenda is painted on the bodies of the
starving, naked, semi-clad Adivasi children, who have
been taught to shout ;Jai Shri Ram!' slogan with
gusto.

One thing that strikes the visitor in the remote areas
in Gujarat and Orissa is the abysmal poverty and the
problem of the land rights.  But what better way to
feed these illiterate and poor Adivasis than with the
opium of religion, so that Sangh Parivar supporters,
the traders, contractors, and land grabbers can have
their cake and eat it too.

Thus, it is indeed time to focus on the perennial
problems confronting the Adivasis: roti, kapda aur
makan and bring these issues centre-stage,especially
in the social,economic and political discourse of the
country !

Christian Council condemns States#8217; religious
intolerence

It would seem that to be a Christian is in itself an
offence in this country today. An American evangelist
was yesterday prevented from preaching to a Christian
gathering in Kerala by the police, because he has come
on a tourist/business visa and the same has been
widely reported in the National Dailies (Hindustan
Times, Asian Age and others) all over the country
today. A couple of months ago in Mumbai too, a group
of U.S. nationals who were conducting a Bible study to
a group of Christians were mercilessly beaten by
communal goons and were thereafter deported on similar
grounds.

It may be noted that in Washington D.C. and that too
outside the White House, Indian followers and devotees
of Swami Vivekanand and other Swamis freely give out
religious literature to spread their beliefs. It is
quite absurd that India, the largest democracy in the
world and a signatory of the 1948 UN Charter on the
Universal Declaration of Human Rights is deliberately
violating fundamental Human Rights of others, yet
paradoxically the overseas headquarters of the RSS in
New York and California are taking full advantage of
the liberties enshrined in the Constitutions of the
western world which have their very foundations in the
Christian faith.

When a person visits any country as a tourist, he is
free to attend the places of worship of his or her
choice and participate in the religious rites
according to the demands of the faith. It is just
absurd to think of an Indian visiting the U.S being
attacked for visiting a place of worship or
proclaiming his faith and being deported subsequently.
Such a shameful act is unacceptable in a civilised
society such as ours especially when globalisation
demands interdependence and reciprocity.

It is no secret that numerous visitors from the
Western nations including the U.S. come on tourist
visas flocking temples like ISKCON in Mumbai and
Rajneesh Ashram in Pune and it is a common sight in
Mumbai when many of these foreign nationals who are
devotees of ISKCON are found propagating and selling
religious books and cassettes at railway stations, bus
stands and various public places.

The All India Christian Council begs a clarification
from the government as to why is this discrimination
violating the provisions of Article 25 of our
Constitution and accepted Universal Human Rights
Conventions, only practised against the followers of
Christ?

It is quite a disturbing fact that the world#8217;s
largest democracy is consciously apeing the religious
intolerance practised in certain countries of the
Middle East which has been the cause of religious
fundamentalism and terrorism endangering world peace.

People throng Carmelite convent to meet nun with
stigmata

Hundreds of people flocked to the Carmelite convent in
Pondicherry, January 17, seeking the blessings of
Sister Therese Margaret said to have suffered the Holy
Stigmata.

An external Sister from Thanjavur Carmel in Tamil
Nadu, Sister Margaret was on a private visit to the
Pondy monastery at the request of the local Carmelite
nuns.

Sister Rosy, as she is popularly known, first suffered
the passions of Jesus on Good Friday last year, it is
said. She bled in the head from the agony of the crown
of thorns, on the shoulders due the cross and the
agony of the thongs on her back and in the palms and
feet. Since then, she experienced the sufferings from
Thursday night till Saturday.

Starting with swelling of the palms with bursting
pain, the blood gushed out or oozed from the palms and
feet on Friday during Mass or prayer time. On Sunday
morning she was her normal self with no sign of
suffering except for a scar where she bled.

The Church and the Carmelite authorities are silent on
the matter. Some are even sceptical about the whole
episode. The bleeding signs appeared last on November
26 last year. However, the passions on the head,
shoulders, back, palms and feet are said to continue
but with no outward sign. The bloodstains in her
clothes are said to smell sweet.

During her suffering, the Carmelite nun has had many
visions of the Lord talking with Mother Mary and to
her. Once the Lord asked Sister Rosy whether she
preferred internal or exterior stigmata.

She is said to have preferred internal passion.
Another time, Mother Mary cleaned dry the blood from
her wounds when a nun helping her left for community
prayer. “It is just shade of my sufferings,” Jesus
seems to have confided to Sister Rosy.

Sister Theresa is keen on meeting priests and nuns and
motivating them to living up to their vocational vows.
She is claimed to have pointed out the failings of
individual priests and nuns.

For the lay people her message is – read the Bible
daily, pray using the words of the Bible, frequent the
Holy Mass, receive Communion and say the family
prayer. People come to her seeking counselling, prayer
and healing.

Sister Therese Margaret is aged around 40 years and
wears a big smile while blessing the people. This SAR
News correspondent saw a number of priests and nuns
among the people waiting to meet with the Carmelite
nun.

Church bells that chime Jana Gana Mana on Republic Day

If you hear bells chiming the Indian National Anthem
at dawn on Republic Day, January 26, you are close to
the Holy Name Cathedral at Guruwar Peth sharing a
110-year-old tradition.

The carillon bells fill the midnight air with hymns
and songs on Christmas Eve, Easter and New Year.

The tradition of playing the bells has been passed
down from one generation to the other, ever since the
tower was installed in 1898.

The alloy bells produce a note in the octave-range.
The four-feet high bell weighs a staggering one tonne
while the two-feet high one weighs 300 kg.

They are part of an intricate mechanism of wheels and
pulleys, but the mechanism failed long ago.

Since then the ringers have always sat on the platform
next to the bells — on the fifth floor of the tower —
and played them. Originally the ropes reached the
ground floor from where the bells were comfortably
played.

John Teller and Company in England moulded these
unique bells. The Cathedral has requested them to
maintain these bells and revive their mechanism.

Holy Name Cathedral is a protected Heritage monument
built on a two-acre campus at the initiative of Bishop
of Bombay in 1877.

The famous bell tower at Guruwar Peth is one among
seven similar towers in the world — Karachi, New
Zealand, Melbourne in Australia, Cape Town, St.
Peter’s Cathedral in London and Oxford Shrine in
England (Cowsley Village).

Dear Eric

A simplistic view is that any project will generate
jobs and be good for the local economy/people. But one
has to dig deep.

The Mopa Airport specifically, is being opposed for
reasons such as being close to Maharashtra border and
hence will be more beneficial to that state than Goa. 
Also the alleged land purchases around Mopa by
politicians to cash on, along with the location at one
end (instead of a centralised location), the
exhorbitant cost of a greenfield project vis-a-vis
upgrading existing ones etc etc are issues which have
been touted umpteen times on this debate.

of its completion on May 15 this year may be the
closest depiction of his actual persona that may be
known to the contemporary artists. One can see the
fervor of the faith in his expressive eyes. Far more
astounding was his act of bringing the suppressed and
oppressed Paravas — the Tamil pearl fishermen near
Kanyakumari (Cape Camorin) under the fold of
Christianity. Perhaps that was the first Asian example
of the Jesuit liberation theology in action way back
in 16th century.

The saint needs to be credited with the use of the
gospel as a tool of social liberation, bringing new
hope to the downtrodden people, the victims of the
caste system. Today the descendants of many of these
communities are well educated and have made
significant contributions to the society under the
influence of Jesuits. When he left Lisbon on April 7,
1541, Francis Xavier had absolutely no knowledge of
Islam, Hinduism, Buddhism or Shintoism. To him, Asia
was full of so called infidels — the “moors” and the
“pagans”. Unlike the Jesuit and Franciscan
missionaries who followed him and attempted to learn
the local languages, Francis Xavier who arrived in Goa
on May 5, 1542, just 32 years after its conquest by
Albuquerque had no interest in local languages,
religions and cultures. Most of the criticism against
him does not take this fact into account. We can not
ask questions to history. On the contrary, we need to
explore his secular appeal in Asia — from Goa to
Japan. Why so many non-Christians are drawn to the
“Goencho saib”? What is the magic? Why the poorest of
the poor from Belgaum to Vasai take a pilgrimage year
after year to Old Goa? The saint’s spirit did not die
at Sancian on December 3, 1552.

The society of Jesus which Francis Xavier had
co-founded with Pierre, Ignatius, Simon, Jaime,
Alphonso and Nicolas in Paris in 1534 became a giant
force of spiritual, social, political and cultural
transformation in the world. The Jesuits have carried
forward the mission of Francis Xavier. Today there is
a different kind of inquisition against the whole
humanity in the form of religious fundamentalism,
fanaticism and global terrorism. Such times demand
mankind’s unity and social harmony. May the spirit of
“Goencho saib” inspire all those who work in achieving
these beautiful goals.

Fairness cream..!

And now there’s a fairness cream for men! And before
you rush of to chemist’s to buy one or are already
using the one for women, here’s a story:

His thumb softly rubbed the twisted flesh on my cheek.
The plastic surgeon, a good fifteen years my senior,
was a very attractive man. “Hmmm,” he said quietly.
“Are you a model?”

Is this a joke? Is he kidding? I asked myself, and I
searched his handsome face for signs of mockery. No
way would anyone ever confuse me with a fashion model.
I was ugly. My mother casually referred to my sister
as her pretty child. Anyone could see I was homely.
After all, I had the scar to prove it.

The accident happened in fourth grade, when a
neighbour boy picked up a hunk of concrete and heaved
the mass through the side of my face. An emergency
room doctor stitched together the shreds of skin,
pulling cat-gut through the tattered outside of my
face and then suturing the shards of flesh inside my
mouth. For the rest of the year, a huge bandage from
cheekbone to jaw covered the raised angry welt.

A few weeks after the accident, an eye exam revealed I
was nearsighted. So above the ungainly bandage sat a
big, thick pair of glasses. “Well,” sighed my father
that evening, “you’ll always be pretty to me,” and he
hesitated, “even if you aren’t to the rest of the
world.”

Right. Thanks. In a culture that values beauty, an
ugly girl is an outcast. My looks caused me no end of
pain. I sat in my room and sobbed every time my family
watched a beauty pageant or a “talent” search show.

Eventually I decided that if I couldn’t be pretty, I
would at least be well-groomed. Over the course of
years, I learned to style my hair, wear contact lenses
and apply make-up. Watching what worked for other
women, I learned to dress myself to best advantage.
And now, I was engaged to be married. The scar,
shrunken and faded with age, stood between me and a
new life. “Of course, I’m not a model,” I told the
doctor with a small amount of indignation.

The plastic surgeon crossed his arms over his chest
and looked at me appraisingly. “Then why are you
concerned about this scar? If there is no professional
reason to have it removed, what brought you here
today?”

His voice was low and soft. “Let me tell you what I
see. I see a beautiful woman. Not a perfect woman, but
a beautiful woman. Lauren Hutton has a gap between her
front teeth. Elizabeth Taylor has a tiny, tiny scar on
her forehead, every person has an imperfection, and
that imperfection makes their beauty more remarkable
because it makes them human.”

He pushed back the stool and stood up. “I won’t touch
it. Don’t let anyone fool with your face. You are
delightful just the way you are. Beauty really does
come from within. Believe me.” Then he left. I turned
to the face in the mirror. He was right. Somehow over
the years, that ugly child had become a beautiful
woman. Since that day in his office, I have been told
many times by people of both sexes that “ I am
beautiful”.  And, I know I am. When I changed how I
saw myself, others were forced to change how they saw
me. The doctor didn’t remove the scar on my face; he
removed the scar in my heart..!

The installation of a statue in bronze in Bandra,
Mumbai is the tribute India is paying to the great
Goan scientist, Dr Norman Francis Lewis.

Dr Norman Lewis, the grandson of Dr Daniel Lewis of
Parra, reigned supreme at St Stanislaus, Bandra, where
he did his schooling.  After his B.Sc. (Tech), he
joined Bhabha Atomic Research Centre in 1962.  The
central government deputed him to Oregon State
University (USA), for his Masters.  His path-breaking
thesis, discovering 'Micrococcus Radiophilus' - the
most radiation-resistant bacillus known to man, earned
him his doctorate.  A pioneer of the food irridation
programme, which was instrumental in saving the
country millions of dollars worth of foodgrains, Dr
Lewis was also part of the team which developed the
vaccine against the dreaded Salmonella.  At BARC, he
headed several departments like micrbiology, food
technology and enzyme engineering.

At the invitation of United Nations bodies like the
FAO, IAEA and the UNO itself, Dr Lewis represented
India at several international conferences and
symposia from 1974 at Seattle, Munich, Manila, Tokyo,
California, Las Vegas, Denver and San Diego.  His
achievements earned him a place in prestigious
publications like 'Who's Who in the world' (1982),
'Who's Who in the Commonwealth', International Book of
Honour', 'Men of Achievement', 'Dictionary of
International Biographies' and 'Profiles of Eminent
Goans'.

Dr Norman Lewis was tipped for the Nobel Prize for his
discovery of the vaccine against cholera, when the
untimely death in 1985 of this great servant, robbed
the country of this rare honour.

His wife, Ms Pramila nee Fernandes from Betalbatim,
who studied at Carmel College in Goa, teaches at
Mumbai's Sacred Heart High School, Santacruz, and
despite being traumatised with widowhood very soon
after marriage, has done a remarkable job in carrying
forward her husband's vision of academic excellence
with their daughter, Rosanne pursuing her postgraduate
degree in Statistics at Mumbai University and their
son, Newton, seeking a degree in Computer Engineering
at the University of Arkansas.  She also works with
the Lewis Family Trust.

In recognition of the services of this celebrated son
of India, BMC had in 1994 named the road in front of
the Lewis family residence in Santacruz as Dr Norman F
Lewis Chowk.

Eleven years later, and in his 20th death anniversary
year, a grateful country is honouring him with a
statue at the Norman Francis Grounds, a sports haven
for the public that the Lewis Family Trust maintains
in Bandra.  All permissions for the installation of
the statue have been granted and have been passed in
the BMC House.  The Collector (BSD Mumbai) has granted
the permission for the erection of the statue.  All
police clearances have been obtained and finally the
GAD Mantralaya has given their consent to install the
statue of Dr Norman Francis Lewis.

No more Mass for mixed marriages?

This short note is in response to the recent
inaccurate and misleading article written by Ms
Lajwanti D’Souza in the Mid Day issue of November 9,
2005 entitled “No more mass for mixed marriages”.

First of all it needs to be clarified that the
Church’s legislation on mixed marriages and disparity
of cult marriages has not changed since the Apostolic
letter Matrimonia mixta of Pope Paul VI came into
effect on October 1, 1970. There has been no recent
directive from Rome or from the Archbishop of Bombay
in the matter.

Secondly, it must be noted that when a marriage takes
place between a Catholic and a non-Catholic in the
Catholic Church, it could either be a mixed marriage
or a disparity of cult marriage. A mixed marriage,
which is also known as a mixed religion marriage, is,
in the strict sense, one that is contracted between a
Catholic and a baptised non-Catholic. A disparity of
cult marriage is one that is contracted between a
Catholic and an unbaptised person.

It has been the practice in the Catholic Church to
celebrate mixed marriages and disparity of cult
marriages either before or after the celebration of
the Mass but not within Mass. One may ask:why not
within Mass?'

In order to answer this question, the concept of
Christian marriage needs to be explained.  Marriage
has been described in the Code of Canon Law as a
covenant.  This marriage covenant between a man and a
woman has been raised by Christ the Lord to the
dignity of a Sacrament when it is celebrated between
baptised persons.  This affirms the traditional belief
of the Catholic Church that marriage is one of the
seven sacraments.  The term covenant links Christian
marriage to the covenant between God and His chosen
people in the Old Testament, and to St Paul's allusion
to the Church as the spouse of Christ.

Now, a marriage held between a Catholic and an
unbaptised person, after obtaining dispensation from
the impediment of disparity of cult, is a valid
natural marriage, but it is not a Sacrament.  It does
not fully reflect the covenant between God and His
chosen people or the relationship between Christ and
the Church, as a marriage between two Christians does.
 One must also bear in mind that the unbaptised would
not be capable of receiving any Sacrament without
first being baptised.  Of course, such a marriage
would become a Sacrament if the unbaptised party were
later to receive baptism, since only marriage between
two baptised persons is a Sacrament.

Although a marriage between a Catholic and a baptised
non-Catholic is a Sacrament, the fact that a  baptised
non-Catholic is not in full communion with the
Catholic Church poses a deterrent to allowing its
celebration unconditionally within the liturgy of the
Mass.  However the Church envisages the possibility of
celebrating such a marriage within Mass, if the
circumstances justify it according to the local
Ordinary's judgement, while respecting the
prescription of general law with regard to Eucharistic
communion.

I suppose that the above information will suffice, for
the time being, to explain why disparity of cult
marriages and mixed marriages are not held with Mass
and to clear the doubts created in the minds of people
by an unfortunate report which has unnecessarily
created a storm in a teacup.

Letter sent to Mid Day

We had sent a letter regarding the article in Mid Day
on Disparity of Cult/Mixed Marriages correcting the
misinformation contained therein. The writer of the
article replied stating that she had received the

created. The headline is given by another department
and not the writer so it is difficult to know what the
article one has written has been titled under.” -

We are thankful to Mid Day for reproducing the summary
of the letter in their issue dated November 12, 2005.
However, we are reproducing the entire letter for the
benefit of our readers.

“With reference to the article “No more Mass for Mixed
Marriages” which appeared in the Mid Day dated
09/11/2005, I would appreciate if you could issue the
following clarifications, as there has been some
misunderstanding of what I explained to you over the
phone and the caption of the article is misleading.

The official position of the Church is as follows:

The Church does not deny Mass to those marriages that
take place between a baptised and a non baptised
person - (Disparity of cult) or Mixed Marriages. Such
marriages, after obtaining the due dispensation from
the Church, are recognised as valid. The nuptial
celebration or blessing, however, does not take place
within the context of the Mass but is celebrated
before or after the Mass. The reason for this is
because a marriage between a baptised and a
non-baptised person is not a Sacrament according to
the Catholic teaching on Sacraments. There are seven
Sacraments in the Church. One has to receive the
Sacrament of Baptism which is the Sacrament of
initiation, before we receive the other Sacraments.
This is the rule that applies here. Besides, in the
Sacrament of Marriage, the marriage partners
themselves administer the Sacrament to one another. It
therefore naturally follows that as one of the couple
is not baptised, the Sacrament cannot be administered.
Consequently, this is also the reason why the nuptial
celebration does not take place within the context of
the Holy Mass which gives meaning, purpose,
inspiration and strength to the other Sacraments. Only
a Sacrament is celebrated within the context of a Mass
which is the source and summit of Christian life.

This is the teaching of the Universal Church for the
celebration of such marriages and is not introduced by
any new decree recently. The fact that when such a
marriage is about to take place and the Catholic party
is informed about this procedure and the need to
implement it, perhaps because he/she is facing the
issue personally for the first time, and has not
adverted to this custom which was practised in other
cases, he/she misunderstands it and often jumps to
mistaken conclusions. There is no new decree or change
in the law of the Church regarding such marriages. The
fact that there have been several such marriages
before and no hue and cry has been made is evidence
enough to believe that this is a misunderstanding in
the particular issue that has been currently raised
and reported to you.”

PANJIM, NOV 1— Looking at her one would hardly expect
her to be such a calm personality, let alone surviving
for six years solely on a wafer-thin piece of
yeast-the Host or Eucharist, but it is indeed true. A
devout Catholic, blessed with ‘special grace’ by
Mother Mary,  Elizabeth Olive Dawson, an Irish
resident of England has been touring the world,
imparting the special message of Our Lady to
believers, giving her own example as a symbol of faith
and continued devotion. She is not even a nun, but a
layperson. 

Six years ago, something miraculous happened that
changed her life
Speaking to a packed audience of avid churchgoers at
St. John the Baptist Church, Pilerne, she spoke about
how she too used to receive communion like any
ordinary believer, seldom believing that the host she
received was actually Jesus. That was until she
discovered that she could subsist on the Host alone,
and nothing else was necessary. She has been chosen as
a missionary to spread the message of love, hope and
faith to believers around the world and to make them
see the importance of prayer, penance, petition and
attending Mass, as well as other facets of being a
good Catholic like reading holy books, saying the
rosary, wearing the scapular and holding the priest in
reverence as a true messenger of God. It is a sad fact
that people queue up to see their favorite personality
but nobody queues up to see the greatest personality,
Jesus by attending Mass regularly. She said that many
people pray but don’t really have faith in their
prayers, but miracles do take place. She spoke of many
miracles herself. There is another lady like her in
the USA who has also been given this ‘special grace’
to live solely on the Eucharist. Mother Mary has been
appearing in Dublin since 1989 to various visionaries
like  Dawson to communicate her message to her
followers.
Not one for publicity, she vehemently declined
photographs or interviews, claiming that “The
missionary is not important, it is the message which
is important”. Her message to believers is to have
faith and believe in the Eucharist, that the bread and
 wine actually turns into the body and blood of Christ
during Mass and that to receive Jesus is the greatest
blessing. Unity among believers and all people was
also very important to live a fulfilling life. She
mentioned that to save one’s soul attending Mass and
making one’s whole life a prayer was important and if
one prays for grace in any situation, divine
intervention will come to your aid at once. She also
stressed on the importance of the Salve Regina or the 
Hail Holy Queen.
Thus, grace is a gift from God given to all believers
if they are faithful in devotion.
Since her arrival in Goa on October 23, Dawson has
addressed several gatherings in Vasco, Margao, Panjim
and rural Goa. The proprietors of Sea View Cottages
through the  courtesy ofFather Pires of Baga 
sponsored her stay.

Allan Durante was not born under Scorpio.  He was born
to build one.  And what a car it turned out to be. 
The Scorpio has placed Mahindras on the international

automotive sector, faced unbelievable problems, got
the best out of his team of workers and changed the

and leading a dedicated team of workers, Allan went
global amd M  M is firmly placed right up there with
products like Commander, Bolero and the proud Scorpio.

Allan is a role model for the youth of our community,
many of whom are in the sunshine, because of him.  He

will know.  I certainly do.  I believe that marriages

to succeed and never giving up.

Hi

I am agreed to Mr. Santosh what he had mentioned about our goans, they 
simply bark like a dog which is no use at all. I am a goan and live in 
goa, but born in Bombay. I did not give-up of talking our mother tongue, 
though i was born and stayed in bombay for sever years. Some of our people 
(sorry to say) goans who stay out of goa, who settle in other parts of the 
world says they don't know konkani. Because of such people our konkani is 
going out of our hand. Even some  people if they knows also they will say we 
cant talk konkani, these people feel shame to talk. In my opinion these people 
have no right to say they are goans, nor they can sent any mail to goanet 
regarding konkani, i hate such people.

Take an exemple of the other states people from India, like malayali even 
if they settled in other parts of the world they will never feel shame to 
talk in malayalam, but goans are not the same. We are proud, we are 
selfish even some actors they sing in konkani songs, when you met them 
they will talk with you in english. If anyone think he/she is a goan must 
know to respect our mother tongue first, then only you can be proud of 
yourself as a goan.

If anyone get hurt from my mail, then that shows he/she deserve it. I 
don't want to, but i am sorry to write these few lines.

Know your Constitution, Mr Jaitley

The BJP has got it wrong. The Bihar Assembly was
dissolved, writes Kapil Sibal, to prevent a
constitutional farce.

Our constitutional culture is completely alien to the
BJP. ‘‘Constitutional propriety’’ is not a phrase that
is part of its vocabulary. Intolerance, arrogance,
using expletives against high constitutional
authorities and political adversaries, unabashedly
protecting a chief minister accused of high crimes are
the BJP’s attributes.

Installing governments by instigating mass defection
and then shredding crocodile tears: that is the stuff
the NDA is made of. Laloo Prasad Yadav may have lost
the Bihar Assembly election, but his loss cannot be
read to be a victory for the BJP-JD(U). Ninety-two
seats out of the 243, if my arithmetic is any good,
does not constitute a majority.

Everyone knows why a government could not be formed in
Bihar. Ram Vilas Paswan, having fought the election on
an anti-Laloo platform, was unwilling to back the
RJD-Congress combine. He was equally unwilling to
support the NDA. On his part, Nitish Kumar never
staked a claim.

What went on in Bihar was not ‘‘political churning’’,
as Arun Jaitley puts it (‘‘Read your Constitution, Dr
Singh’’, May 27). It was the worst form of horse
trading. Luring legislators by offering ministerial
berths, transporting them in the middle of the night
to faraway places — and we know some LJP legislators
were whisked away to Jharkhand — are not acts of
innocence that escape the public eye.

The BJP would have us believe the LJP legislators had
a sudden change of heart and the act of being
persuaded had nothing to do with any offer of
gratification. Even the most hardened BJP supporters
will not buy that argument.

What was happening in Bihar at the behest of the BJP
and others was in fact a ‘‘constitutional
monstrosity’’. The foundation of the so called
realignment of political forces was horse trading. The
decision to dissolve the Bihar Assembly was taken to
prevent a constitutional farce.

The BJP has forgotten Gujarat in the aftermath of
Godhra. I am touched by the recent statement of one of
its leaders that what happened in Gujarat after Godhra
ought never to have happened. I wonder why this
statement was made in 2005 and not contemporaneously.

In fact, after the election in Gujarat in 2002, these
very leaders justified the massacres in public, saying
Narendra Modi had won a majority, and his position had
been vindicated.

Also, what happened in Uttar Pradesh in 1997 has been
conveniently forgotten. When Mayawati’s BSP withdrew
support, Kesri Nath Tripathi came to the rescue of
Kalyan Singh’s government by recognising a split of 17
MLAs to form the Janatantrik BSP. He knew fully well
that for a legitimate split from the BSP’s 67 MLAs,
the magic number was 23. Tripathi evolved the concept
of a ‘‘continuing split’’, unknown in constitutional
law. He went to the extent of saying 23 BSP MLAs met
him and expressed their desire to split, but that
there was a misunderstanding and only 17 split. And
his arithmetic got quite convoluted when he said:
‘‘Seventeen out of 23 is more than the required
number.’’

Why did Atal Behari Vajpayee then not go on
hunger-strike outside the Uttar Pradesh Assembly?
Perhaps the Constitution was not of any relevance for
the BJP when it came to retaining power.

Remember the ‘‘comatose’’ governor of Gujarat in 1996?
Yet the assembly was convened under orders of the
governor for a trial of strength. Could a governor in
coma have signed orders?

As far as Jharkhand is concerned, recent events shown
on celluloid have proved beyond doubt it was the BJP
that sabotaged the constitutional process. It is now
clear five independent MLAs were lured to ensure a
majority for the BJP. Perhaps this was a
‘‘legitimate’’ constitutional sin. In Goa, we have
seen 14 governments in 15 years. I don’t wish to
repeat the murky events in which the BJP willingly
participated to subvert the formation of a government.

The BJP might do well to remember how V.C. Pandey in
March 2000 invited Nitish Kumar to form the government
in Bihar despite Laloo being in a majority. In
February 1999, the Rabri Devi government was illegally
dismissed, based on a procured report on the law and
order situation. The government was reinstated after
President’s rule failed to get parliamentary approval.

L.K. Advani had said as early as in May 1998 that he
favoured political appointments to the post of
governor. That’s how RSS pracharaks were installed as
governors. That’s the BJP’s understanding of the
Constitution and its spirit.

The criticism that Manmohan Singh included ‘‘tainted’’
ministers in his Cabinet again does not carry much
weight. The seniormost leaders of the BJP were
prosecuted for crimes under the Indian Penal Code. At

government electricity duty (approx 100/-) tax on sale
of electricity (50/-)

Of course the density of consumption (which reduces
fixed cost) is very high, compared to Goa.

MARGAO, FEB 12 : -—The United Goans Democratic Party
has termed the performance of its lone MLA, Matanhy
Saldanha as Minister and MLA as “lackluster” and
“without any merits” and demanded an answer for his
failure to perform the task for which he was elected.
“Merely rendering service or claiming that he is a
jumping frog or a weather cock will not absolve him of
his prime responsibility to the constituency,” UGDP
secretary general Anacleto Viegas maintained. “Matanhy
speaks in a tone of self-righteousness and claims
purity of his virtues. We, in the party cannot applaud
his stance,” he said, adding “all the nuns, priests,
doctors, fisher folks and ordinary citizens who voted
for Matanhy do not have sellable consciences. It is
not Matanhy `sellability’ which is at stake, but the
perceptions and aspirations of thousands who voted for
him that matters.” Saying that it’s the common man who
decides the fate of Matanhy and will decide it once
again at the elections, Viegas observed “may be the
conscience of Matanhy pays him at present, but will
not hold good at election time as it is the people who
vote for their aspirations and needs.” Admitting that
the UGDP decided to support the BJP in the wake of the
hung Assembly, Viegas, however, said that politics is
not dead, decadent or stagnating system of government.
“Time exposed the fallacy of the party choice when the
BJP let loose a reign of concealed agenda. The upper
castes grabbed the prime posts. The police was being
saffronised. Government vacancies went to the majority
community in a major way. The VCD sought to divide the
people on communal lines and ingrain in the youth a
sense of hatred for the minorities,” he said, adding
the UGDP would not sub-serve nor be a mute spectator
to the totalitarian ways of the BJP government. Viegas
further said “all this was happening while our
minister — conscience keeper of all Goans — slumbered
in the comforts of his air-condition chamber. Nothing
could prick his conscience as it was the holiest of
all — simply not purchasable.” The UGDP secretary
general further said the party did not receive any
assistance from the conscience keeper or the BJP to
grow during the last three years. “Except for a few
crumbs from the BJP dinner table, neither the BJP nor
Matanhy rendered any assistance in the growth of the
party,” he maintained. Saying that the party would
never ask Matanhy to sell himself, he demanded an
explanation why he has jumped into the UGDP bandwagon
after the minister’s numerous attempts to win
elections failed from the GLP platform. He alleged
that Matanhy hideously accepted the ministerial berth
sans nod from the party. Charging that Matanhy has
forgotten that he was elected on account of the Meta
Strips agitation, Viegas said “what Matanhy has done
is withdraw a few cases and give a clean chit to the
factory without consulting the activists.”.

[Goanet]Social audit of the IFFI, 2004

As part of the democratic system of government we 
have created a statutory authority called the
comptroller and Auditor General of India (CAG) to
audit the accounts of all government departments and
to make recommendations for corrections. The reports
of the CAG are required to be placed before Parliament
or on the table of the respective Legislative
Assemblies and have to be debated by the House. These
reports are meant to inform the public about how the
government has performed during the previous
(financial) year. Unfortunately, the Governments have
managed to circumvent the recommendations made by the
CAG. There are innumerable instances where scathing
indictments made by the Comptroller and Auditor
General against a particular government have simply
been ignored and no action has been taken on the
recommendations made. It is high time, therefore, that
the citizens galvanized themselves into action and
made a public audit of the performance of their
government.

 The just concluded, “International Film Festival of
India 2004” (IFFI) in Goa typifies the danger which
democracy faces if the government is allowed to make
decisions which are contrary to the established
procedures which have been put in place to ensure
transparency. The government decided that hosting the
film festival in Goa was good for the Goans and good
also for India. This decision was taken without any
consultations with the people of Goa. The rationale
for this decision was never made public. The
implications of this decision were not considered -
except, perhaps, that hosting an International Film
Festival would bring prestige to Goa, and would
increase the tourist traffic to this small State. 

Paedophilia, which was detected in Goa many years ago,
and which was clearly linked to the tourist inflow,
has now become epidemic and is highly organized. It is
international in its ramifications, and is facilitated
by the Internet. The vigilance of 
private citizens and of some voluntary organizations
helped to bring a few paedophiles to book; but the
extent of this anti-social activity is massive, and no
one can yet guess at its magnitude. In spite of this,
the Government, which has consistently failed to
protect the innocence of its children, has made a big
brouhaha about hosting the IFFI in Goa, as if this is
a feather in its cap. This procedure of floating
tenders for the different civil works was completely
ignored by the Government while allocating contracts
for many public works associated with the hosting of
the IFFI, with the result that many projects were
accomplished at exorbitant cost. Even worse, the
contractors were given the liberty of providing their
own specifications. The Chief Minister has promised to
make the statement of 
expenditures public, but this does not satisfy the
criteria laid out in the Government’s own procedure
for the allocation of public works. There are 
overwhelming reasons to believe that many of the
projects were completed at costs that are far above
reasonable expectations. It has been discovered that
the entire cost of the construction of the Kala
Academy did not exceed Rs 5 crore; but the cost of
renovation and refurbishment of the Academy for the
IFFI cost the public exchequer over Rs 24 crore.
Similarly, research has revealed that there are 
about 100 multiplexes all over India - all of them
built by private enterprise -, and not one of them
cost more than Rs 5 crore, whereas the multiplex
constructed by the Goa Government in Panjim for the
IFFI cost a whopping Rs 24 crore. This raises serious
questions about the manner in which the decisions were
made, and the criteria used to give the contract to a
particular company, viz. INOX. In particular, the fact
that the multiplex was built out of public funds
raises serious questions about the repeated statements
made by the government that it did not 
have the funds to clean up the storm-water drainage
canal in Panjim, or to upgrade the sewage treatment
plant in Tonca. Quite obviously, the government has
got its priorities all skewed up. This is an
indication of the topsy- turvey priorities of the
government, reminiscent of the neglect of its citizens
by the French monarchy prior to the revolution. Marie
Antoinette is reported to have told 
her advisors that if the people did not have bread to
eat, they should be asked to live on cakes. The
similarity with IFFI in Goa is striking. Since the
citizens of Panjim lack basic health facilities, the
government has made extraordinary efforts to provide
them with entertainment to distract their attention.
Entertainment becomes meaningful and acceptable only
after these primary needs are satisfied. 

It is a matter of great shame that the two prestigious
institutions of the Government of Goa, viz. the
University of Goa, and the Goa Medical College and
Hospital are in a shambles. The University is moribund
and on the

Wildwest Goa

 Yes, there is no other word to describe Goa
currently. There is no Director General of Police, no
second in command and above the unbiased agency the
Central Bureau of Investigation has been banished from
the State. Where is the law and order in the State and
who is there to enforce it. With no one in charge and
no one to oversee the law and order situation, Goa is
slowly taking on the hue of a lawless state. Yes,
another Wildwest. Policing in Goa has never been easy.
Not because of the large terrain or the people but
because of the P factor. No, not policing nor
partisans but politicians. Yes, that is the biggest
problem Goa is facing today, that its populace cannot
expect any good policing because of constant
interference by politicians. And Amod Kanth is not the
only example. He is one of the many examples that have
dotted the Goan landscape of police chiefs who have
come here and have fallen foul of the political
establishment. Numerous cases in the past have shown
that if someone tries to control the law and order
situation in the State, then he is a victim not a
victor. Yes, where is the law and order in the State.
The coastal belts have been colonised with various
nationalities controlling certain sections of Goa.
Their rule runs their and not the law of the land.
Similarly, on the road, it is the common man who is
persecuted by the law and not any visitor. Crimes
against women are on the rise, thefts are as common as
stray cattle on the street and lawlessness is slowly
becoming a common phrase which will soon be followed
by Dev Borum Korum. The need of the hour is a good law
and order machinery, officers who can uphold the law
and ensure that the common man can sleep safely in the
night. It is up to the government to ensure that this
happens and this can only happen when there are some
officers and agencies to enforce the law. And judging
by Goa’s dismal record it appears that no one is
interested in maintaining the law and order situation
in the State. The need of the hour is an introspection
as to what Goa needs – an upright honest police
officer or a situation where everyone fends for
themselves. No Goa has to wake up and realise that now
is the time to take a call as to what Goa’s future –
law or lawlessness. +

PANAJI, OCTOBER 24: Goa Governor S.C. Jamir today threatened to dissolve the 
Assembly if the BJP government in the state continues to poach on Opposition 
MLAs.

In an exclusive interview to The Indian Express, amid celebration in the 
ruling circles of completing four years in power, Jamir said: ‘‘I have strong 
opinions on political horsetrading and will not tolerate such moves and will 
then have to dissolve the house.’’

Rumours of two more Congress MLAs on the verge of resigning and contesting as 
BJP candidates in the by-elections had been fuelled by Chief Minister Manohar 
Parrikar’s statements before the media. However, the chief minister today said 
he had not spoken of two Congress MLAs willing to quit their party. He said he 
would think of it only if Congress rebels contacted him. ‘‘However, I can’t 
assure them of BJP tickets,’’ he said.

Jamir said the chief minister had been warned. ‘‘I have specifically told the 
CM not to make a mockery of democracy and had warned him that if he continues 
the unholy politics as seen in Poingunim (where a Congress MLA resigned amidst 
allegations of financial incentives provided by the ruling party), I will 
certainly dissolve the house.’’

So far, three Opposition MLAs have joined the ruling party.

Parrikar, Jamir said, had said he was unaware of the poaching. ‘‘How can the 
CM be ignorant of this?’’ Jamir said.

The legal implication of the Governor’s threat involves invoking Article 356 
of the Constitution which involves the Bommai judgment. Politically though, it 
could bring about a re-configuration in the state. ‘‘I have my ways,’’ Jamir 
said. ‘‘I have constitutional authority to ensure that horsetrading and 
mockery of democracy does not recur.’’

The Governor also rubbished doubts raised by a section of the audio-visual 
media of his continuance in Goa and his imminent transfer to Tamil Nadu, 
saying he is here to stay. Sources at Raj Bhavan confirmed to The Indian 
Express that the Governor had spoken to the Union Home Minister Shivraj patil 
and was assured of his continuance as Governor of Goa.
