indicate that Mr. Arun Sinha, the editor of  Navhind Times, a Dempo 
Publication,  is being questioned on two counts.  One- Promotion of 
child labour and Two- Molestation case. It is 
believed that the child involved is a 11 year old female  domestic engaged 
by Mr. Sinha, a Mishra from Bihar,  who is also being interogated. Official 
news, whether it is a frame-up or authentic is awaited.

that it's reasonably clear that the attack is the work of terrorists. PM
will leave the G8 meeting and rush to London to assess the situation and
then fly back to resume the G8 summit. He further added that this attack
has come when people are meeting to solve the problems in Africa.

The whole of London has come to a standstill.  The scenes are from total
shock to total horror.

The authorities are not sure which terrorist groups are behind the
attacks and advised public not to travel.

Internal memo leaked, state swings into action

PANJIM, MARCH 22 -- Releasing evidence, the Congress today charged the
Manohar Parrikar government of 'misusing' the police machinery for political
gains and demanded its dismissal.

GPCC president, Luizinho Faleiro, said the party would be writing to the
Governor and the President, demanding the dismissal of the State government.

Mr Faleiro released a copy of a 'memo' issued by an assistant sub-inspector
of the Mapusa CID Centre, V K Yeram, which urged his subordinates to collect
intelligence of political developments and activities of specific
politicians, including Congress MLAs Dayanand Narvekar and Jitendra
Deshprabhu and former Mandrem MLA, Ramakant Khalap.

The March 4 'memo' was issued by ASI Yeram to his subordinates, Head
Constables Ganesh Talavnekar and P P Parab, who covered the beat in Mandrem,
Aldona and Dhargal constituencies.

It also asked sub-ordinate personnel to mark activities of non-BJP political
parties, including the Congress, MGP, Janata Dal, Kruti Nagrik Samiti and
the activities of villagers of Mopa.

"The police in Goa has been reduced to a `gestapo' for the use of Goa's
Hitler who goes by the name of Chief Minister, Manohar Parrikar," the GPCC
chief said, adding that this was only the tip of the iceberg.

"It is fascism of the worst kind," Mr Faleiro said, and repeated the charge
that the government was also clandestinely resorting to the tapping of
Opposition politicians' telephones.

Mr Faleiro claimed that Mr Parrikar has reached a point of desperation
because realisation has dawned that the doom of his party candidates in the
Lok Sabha elections will jolt his government as it will make his allies
nervous.

He said, the Congress condemns this "shameful act" of keeping surveillance
on political opponents which is against all democratic norms.

"Mr Parrikar is trying to take undue advantage of his position as CM of
Goa," Mr Faleiro said, adding that diligent officers were being terrorised
to toe the line.

Congress party spokesman, Jitendra Deshprabhu, who was also present at the
press conference, meanwhile, said no amount of autocractic behaviour of Mr
Parrikar and his government would cow down Opposition MLAs and leaders.

"In these elections, we will challenge this government and expose its
despotic ways. We along with our allies will ensure the defeat of the BJP,"
Mr Deshprabhu said.

PANJIM,  MARCH 22 -- The police department swung into action  and suspended
assistant sub-inspector V K Yeram hours after the Congress protested against
a `memo' issued by him to keep surveillance of political activities of
certain Congress politicians.

Director  General  of Police, Seva Dass, also announced  a  probe into the
entire episode which will be conducted by Deputy Inspector General of
Police, Muktesh Chander.

Mr  Seva  Dass told a press conference here that  ASI  Yeram  had
"obviously" exceeded his powers in issuing the memo.

"No  such memos are issued at the CID centre level.  Instructions if any are
issued by the CID Special Branch from its centre at the headquarters," Mr
Dass said.

He  said,  it was the routine task of the CID special  branch  to collect
all information on political activities that could have bearing on the
law-and-order situation.

"We  have  to  submit a report in this  regard  to  the  Election Commission
on a daily basis," Mr Dass said, adding however that there was no question
of selectively reporting activities of only certain political parties.

Meanwhile,  the chief minister it is learnt on being informed  by his
informers (official and unofficial ones) about the expose made by the
Congress, summoned top police officers for a damage control exercise soon
after the Congress' press conference was over.

Senior  officials attached to the CID Crime branch were asked  to report to
the headquarters immediately from Dona Paula where the office is located for
the last six months.

There  was  a  flurry  of activity and  the  chief  minister  was closeted
with his `advisors' and police officers in a bid to wriggle out of the
situation.

In  the first step, the ASI Yeram allegedly became  a  scapegoat.  Perhaps,
realising that this move was not very convincing, the chief minister himself
addressed a press conference at 9.30 pm.

CM to request EC  to conduct probe

PANJIM,  MARCH  22  -- Chief Minister,  Manohar  Parrikar,  while reacting
to the Congress charge of misusing the police machinery said he will request
the Election Commission to conduct an independent inquiry into the Mapusa
CID Centre episode to find out if there was a conspiracy to defame his
government.

Addressing  a  press conference late tonight, Mr  Parrikar  said: "The
concerned Assistant Sub-Inspector concerned does not even know English. How
can he have issued such a memo in English?"

NEW DELHI: Iraqi President Saddam Hussein has been offered asylum by India,
informed sources said on Tuesday. 

According to the peace formula brokered by France, which is vehemently
opposed to the current war waged by the US to topple the Iraqi ruler,
Saddam will have step down first. As a second step he will have to leave
for India within 48 hours and stop the hostilities. In return, he will be
allowed to retain all his personal wealth deposited in foreign banks. He
will also get a one-time payment running into millions of dollars, the
source said.

Saddam, unconfirmed reports said, has accepted the offer, but wants to make
sure the US doesn't play spoilsport.

Sources said French President Jacques Chirac is in contact with the Iraqi
president. The peace moves, surprisingly, did not have the blessings of the
US. But now with a concrete peace proposal being put forward by France, the
US will find it difficult to carry on with the war.

In Delhi, the external affair ministry declined to comment on the sudden
developments.

However, sources in the PMO have said that suitable locations to house
Saddam Hussein are being shortlisted. Some of the options are Simla, Goa
and Kumarakom. 

A final decision on the location will be taken later after the US gives its
clearance to the peace plans, sources said

Planes Collide on Runway

Two planes collided on a runway at Manchester Airport today while taxiing to 
take off.

The tail of a Boeing 737 with 79 passengers on board clipped the wing of an 
Excel Airways 767 with 255 passengers on board, a spokeswoman for the 
airport said.

Both aircraft were on the ground preparing to depart on runway two at 
4.27pm.

There were no reported casualties, the spokeswoman said.
Emergency services were scrambled and passengers from both planes were 
evacuated.

Air Accident Investigation Branch officials are at the scene.
Excel Airways flight XLA 340 was departing to Goa. The other plane - bmibaby 
flight WW3007 - was on its way to Belfast International.

"All passengers have been taken off the planes by the steps and bussed out 
to a lounge," the spokeswoman added.

There was no disruption to any other services.

India is not known to provide save haven to any tyrants whereas France is

Explosives found in a rescued foreign vessel off Goa coast

Panaji, July 29 (UNI) Customs authorities have detected about 300 tonnes of
armaments besides huge quantity of explosives and a variety of military hardware
in a Jakarta-bound foreign vessel that was saved from sinking off Mormugao Port
in Goa two days back.

The vessel MV Eugenia from Yugoslavia was rescued in a joint operation by the
Port Trust, Navy and Coast Guard after receiving an SOS from the ship which had
reportedly developed a technical snag when a transformer tilted in the rough 
seas.

Customs inspection of the ship revealed that the consignments were bound for
Indonesia and Bangladesh while the carriers were holding all supportive valid
documents.

Deputy inspector general of police Ujjwal Mishra told UNI that the state police
has been informed about the presence of a foreign vessel with arms and
ammunition and was likely to sail off to Jakarta anytime now.

The ship had left Mumbai port with some transformers consignment from L&T in
Mumbai and sailed through the rough sea when it developed the snag off Mormugao
Port, authorities said.

Meanwhile, Indian Navy, in collaboration with the Coast Guard, intensified their
surveillance on the high seas to locate a mysterious ship carrying arms
following some intelligence reports.

The Naval authorities said the surveillance yielded nothing substantial so far
but the vigil is continued as a precautionary measure.

Sattari burning: Angry villagers kill youth, injure policemen despite
firing in air 

Dec 28 – Irate crowd went berserk today at Guleli, Sattari killing one
and seriously injuring over 30 policemen including senior police offers.

The people were expressing their anger over the pollution created by
number of stone crushers operating in their village by Krishnarao Rane.
Today villagers ran out of patience and attacked Krishnarao Rane’s son
Prithviraj Rane (35) with rods and stones killing him on the spot.

However, when the police team led by SP D K Sawant went to the scene to
arrest the culprits, the mob attacked them with stones forcing the
police to fire in the air. Thirty police constables including one lady
police constable, SP Sawant, DySP Tari, PI Monsarrate were badly injured
in the stone pelting. All were admitted in GMC. Some locals also injured
in the incident.
