Goa police arrest two men in priest murder case

Panaji/Nagpur: Two persons were today arrested at Nagpur for their
alleged involvement in the murder of a Catholic priest in south Goa,
police said.
The accused - Amit Shukla and Manish Dubey - were arrested by a team of
Goa police officials in Nagpur and the duo would be brought to Goa soon,
Superintendent of Police (south) Shekhar Prabhudesai said.

They have confessed to the crime and the motive can be ascertained only
after interrogating them, he said.

Nagpur city Zonal Deputy Commissioner Prabhat Kumar said the duo had a
transport business in Madgaon.

Fr Eusebio Ferrao was found murdered at his official residence on
Saturday morning. Police suspected the involvement of two youths, who
had dinner with the priest a few hours before the murder.

Goa police team went to Uttar Karnataka and later to Nagpur in search of
the accused, senior police officials said.

 Panjim, Mar 21: The Goa police achieved a major breakthrough in Fr Eusebio
Ferrao (60) murder case by arresting 2 assailants at Nagpur in Maharashtra
on Tuesday March 21 morning.

 The arrested have been identified as Amit Shukla and Manish Dube, hailing
from Uttar Pradesh. The police sources said that they will be brought to Goa
by this evening.

 As reported earlier, Fr Eusebio Ferrao of St Francis Church in Macasana in
South Goa was found murdered in the early hours of the morning on Saturday,
March 18, in the presbytery of the church.

 With the arrest of two persons of Uttar Pradesh origin, the apprehensions
expressed earlier that Fr Ferrao might have been murdered by three friends
of North India have come true.  It was known that these 3 friends had a
dinner with Fr Eusebio on Friday March 17 night but were missing from the
place on Saturday morning when Fr Eusebio was found murdered.

 More details are awaited by evening.

DGP appoints public grievances officers

The Director General of Police, Mr Umesh Kumar Katna has designated
public grievances officers in North and South Goa besides one at police
headquarters, Panaji.
Mr Sharad Agarwal (SP, North) will take care of aggrieved citizens in
North Goa, Mr D P Verma (SP South) in South Goa and Mr A K Gawas
(SP) at police headquarters, Panaji.
In a press note issued here stated that any member of the public who
had approached any police station or unit of the Goa police department,
and is aggrieved by the response or affected by the action or inaction in
delivering of services, has been asked to approach these officers on
every Tuesday from 10 a.m. to 1 p.m.
The members of general public are also urged to use complaint boxes
installed at the police headquarters, offices of SP, North (Porvorim),
SP, South (Margao), sub-divisional police officers at Panaji, Porvorim,
Mapusa, Bicholim, Ponda, Margao, Vasco and Quepem.
Mr Agarwal will attend to public grievances at Porvorim between
10 a.m. and 1 p.m. on every Tuesday. Public may even contact
the SP on phone number — 2416100.
Mr D P Verma will attend to public grievances on every Tuesday
between 10 a.m and 1 p.m. The SP can be contacted on phone
number — 2732218.
Mr A K Gawas will attend to public grievances in Panaji at the
Goa Police Headquarters between 10 a.m. and 1 p.m. every Tuesday.
He may even be contacted on phone number — 2428124.

Police seek help of Interpol in rape probe

Two days after the Laamani girl was allegedly raped at Sernabatim,
the Colva police has sought help and assistance from Interpol
seeking details about the antecedents of the Italian national
arrested for the offence.
Sources disclosed that the Colva police has written to the PI,
Crime branch to write to the Director, Interpol to seek the
antecedents of the accused foreign national. The request to the
Interpol is apparently made to ascertain whether the accused
Italian national had any past history of offences against children.
The 53-year old Italian national was arrested by Colva police
on Saturday after the 10-year old Laamani girl complained of
rape and unnatural sex by the accused. Meanwhile, the Colva
police have begun interrogating the persons in Colva and
Sernabatim, who had let their accommodation on rent for the
Italian national for the last 10 years.
So far, we have interrogated around four persons in the last
two days, disclosed Colva PSI Jivba Dalvi. He says that
information suggests that the Italian national had frequently
changed his place of residence around Colva-Sernabatim belt
in the last 10 years. Colva police said the Italian national is
being interrogated on various aspects of last week ghastly
crime against the minor girl. Presently he is in police custody.

Someone wisely said, Failure is something we can avoid by saying nothing,
doing nothing and being nothing  and may I add that silence on our part
will embolden these demi-Gods to act as asuras.  I guess we have to assert
ourselves and be pro-active in terms of putting our protests across and
that can be achieved if the media and ofcourse the police heirarchy are
flooded with letters from likeminded citizens voicing their protests rather
than cursing the administration within the 4 walls and in the markets.

I believe that all of us want to reach out and help to fight injustice.  If
push come to shove, I would come down from my cozy nook and high horse on
to the street and I am sure the like-minded citizens will join me and other
social activists in solidarity.   Our objective is to strengthen, synergise
and compliment our thoughts and protests graciously, so that together we
can curtail/stop all this bullying and justice meted out.

In the meantime, I appeal to those who hold the reins of power to desist
from misusing their power to victimize innocent citizens.

Several police inspectors serving over four years in a location have been
transferred as per the directives issued by the Election Commission here
on Monday.The Superintendent of Police, Mr Devendra Verma stated that
the transfers were carried out for conducting free and fair elections.He said
that the transfer order would be in force till May 16. He also directed the
transferred police officials to take charge their new postings immediately.
Transferred officials are: Mr Prabod B Shirvoikar, from Margao Town police
station to Ponda police station, Mr Kiran Podwal from Immigration Airport
to Anjuna police station, Bhanudas G Dessai from Harbour police station
to Maina Curtorim police station, Mr Ramesh Y Gaonkar from Ponda police
station to Verna police station, Mr Harishchandra V Madkaikar from Verna
police station to Harbour police station.
Mr Lawrence D'Souza from Anjuna police station to Colva police station,
Mr Dharmesh G P Angle from Traffic Cell Margao to Margao police station,
Mr Gajanan V P Dessai from Maina Curtorim police station to Porvorim police

The government also has transferred the Special Divisional Police Officers
of Mapusa, Margao and Bicholim. The Mapusa SDPO, Mr Allen De Sa has

to Bicholim while SDPO Bicholim, Mr M K Dessai to take charge of Mapusa
SDPO office, besides Assistant superintendent of police (ASP) north,
Mr Arwind Gawas comes to headquarters while the headquarters ASP,

I was in Goa when the Yeram episode broke out and talk
of police corruption was in the air.
I had a firsthand experience of police corruption when
I visited CID police office at Porvorim to get some
documentation. When I enquired if I need to pay for
the services the police officer took me out of the
office and told me that I could given him anything.
I had tribulations of paying him bribe for work that
was important to me but he could have withheld saying
I was Canadian and, hence, my request cannot be
entertained. He also paid extra attention, seemingly
because I was Canadian, to my request. I gave him
bakshish of Rs. 100.
In hindsight, I think I helped in promoting such
corruption.

Margao boy's death: constable's act was in good faith, say cops

The Additional Superintendent of Police, Mr Shekhar Prabhudesai
has clarified regarding the death of the 10-year-old boy in Margao.
He has stated that the act of the police constable and municipal staff
in bringing the boy to the police station was in good faith to reform him.
In a press note issued today he has said that it is the duty of every
citizen to realise the growing problem of helpless street children who
cultivate bad habits.
The general public should get together to find a solution to deal with
the problem of street children he said instead of casting aspersions
on the police.
Mr Prabhu Desai further said that the constable and the municipal staff
did their job by responding to the situation, however the death was a
tragedy.
He said that being a minor child it was least expected from him to jump
from the van and flee. The constable treated the child with care, he was
not secured since he was not a criminal and was escorted to the police
station to be reformed.
He has said in his press note that the Margao town police have registered
an offence under section 279 and 304(A) of IPC and the driver involved has
been arrested. He has clarified that the minors are not locked in the lockup
and in the cases where the minors are involved, NGOs are associated to
maintain transparency in investigations.
According to him everyday, a traffic constable from Margao accompanies
the traffic van provided by the municipality and assisted by MMC staff to
lift vehicles which are wrongly parked and obstructing traffic. These vehicles
are brought to the traffic cell and suitably challaned.
On March 30, Mr Saibaba M Sakali, police constable was deputed on the
said traffic van for lifting duty. At 10.50 hrs. the traffic van half full 
with lifted
vehicles i.e. around 4 vehicles reached behind municipality and noticed
one boy walking in a dazed condition on the road. As it could lead to fatal
consequences the boy was thus escorted into the traffic van to be taken
to the police station for further formalities.

On reaching near the police canteen, the boy suddenly jumped off the vehicle
and fled towards the State Bank side. Taken by surprise, the municipal staff
shouted for help to apprehend him. Just about 50 meters from the van the
fleeing boy came under the rear tyre of the garbage collecting municipal 
vehicle.

Meanwhile, Margao police today said that the body of the ten year old boy
was handed over to his family members. Police said that an inquiry is being
conducted in the case.

Gilani spotted in state
---
Amongst the thousands of tourists who are arriving in the state
for the year-end celebrations is Professor S A R Gilani, who
arrived on a private visit to the state on Sunday.
Gilani came to Goa by a Sahara Airways flight on Sunday
afternoon and his arrival was promptly noted down by the
security and police personnel posted at the airport.
Gilani, presently moving in the state in a Scorpio vehicle,
is accompanied by his Delhi based lawyer who owns
accommodation on Chorao island.
He reportedly visited friends of his advocate at Porvorim
and St. Inez yesterday.
Meanwhile it is learnt that the police are likely to meet
Gilani seeking to know the purpose and duration of his
visit here.
It maybe recalled that Gilani was the prime accused in the
terrorist attack on Parliament in Delhi in December 2001.
He was later acquitted by the Delhi High Court for lack
of evidence.

Goa Police to revive post box system soon

In a seemingly earnest effort to reach out to the people,
the Goa Police will soon revive the post box system, where
public is invited to mail their grievances and information to
the police.
The senders names will be kept secret. With a system like a
post box, anonymity is obvious. People need not worry about it,
Director General of Police Seva Dass told reporters on Tuesday.
 There are several instances, where inputs from such sources
have solved numerous crimes and aided police investigations,
he claimed. Another senior police officer informed, that complaints
dealing with police excess, corruption in the department, tip-offs etc.
In several hit and run cases, the police reach the site, after the action.
Eye-witnesses can simply scribble the car number or any other
information on a post card or any other mailing paraphernalia and
send it across to the specified PO box number, the officer informed.
He also stated, that with some luck, investigations into complaints
which have been difficult to crack like the murder cases of late, could
be revived, if relevant inputs are received by the police.
There is every chance, that some fresh lead may flow in from the
members of the public, the officer added. It may be recalled, that a
similar system involving pre-paid postal cards had been initiated
but had met with even less than limited success. Police claim,
that this time they will take adequate care to publicise the scheme.
