Kleptocracy (sometimes Cleptocracy) (root: Klepto+cracy = rule by thieves) 
is a pejorative, informal term for a government so corrupt that no pretense 
of honesty remains. In a kleptocracy the mechanisms of government are 
devoted to taxing the public at large, or using their control of government 
processes in order to amass substantial personal fortunes for the rulers 
and their cronies (collectively, kleptocrats), or to keep said rulers in 
power through redistribution schemes. Kleptocrats typically use money 
laundering and/or anonymous banking to protect and conceal their personal 
illegal gains.

Kleptocracies are by and large dictatorships or some other form of 
autocratic government, since democracy makes outright thievery for direct 
personal gain more difficult to sustain long term and still remain in 
power. States that operate consistently at the higher end of the 
kleptocratic scale tend to be politically and socially unstable, while 
being stably kleptocratic.

The economies of kleptocracies tend to perform badly, as the systematic 
corruption engendered by kleptocratic governance means that the economy is 
subordinated to the interests of the kleptocrats. Distributive states that 
derive their wealth from the extraction of natural resources (eg. diamonds 
and oil in a few prominent cases) can be particularly prone to kleptocracy, 
as the kleptocrats simply tax the Ricardian rent. Redistristributive 
economies that derive their wealth through taxation have a natural 
limitation on how far they can extend the kleptocratic policies on their 
population without destabilizing their government. Redistributive economies 
often display their kleptoctatic tendencies through using taxes collected 
from the general public to curry favor with their particular constituency 
and may be targeted on particular swing undecided voters in order to buy 
favor with other peoples money. These tax funded programs often come with 
known detrimental effects to the wider economy besides the obvious effect 
on the budget.

The creation of a kleptocracy typically results in many years of general 
hardship and suffering for the vast majority of citizens as civil society 
and the rule of law distintegrates. In addition, kleptocrats routinely 
ignore economic and social problems in their quest to amass ever more 
wealth and power. As kleptocrats do not attempt to build or maintain 
functioning states, or even maintain large security forces for fear of 
coups d'état, kleptocracies are generally incompetent in the face of social 
crises, and often collapse into prolonged civil war and anarchy.

It is observed that Goanet is rampant with unsavory diatribes, personal 
attacks and put-downs which tend to vitiate the quality of debates and deflect 
the focus from the real issues. If Goanet's post circle can be compared in 
hyperbole to the Knights of the Round Table we have way too many Modreds and 
not enough Lancelots and Galahads.

Dear Sir,

One of our Priests here in Pune wanted to know if there is any software
available for translating documents from Portuguese to
English.(Fr.Marian - the parish priest from Immaculate Conception Church
- City Church).

Would you have any idea about this ?

Is there any way, we could possibly read the contents of the document

This is a valid concern, but this problem can and is
being dealt with in the US by the checks and balances

To my teachers, with love.

Education, like charity, begins at home. So it was in my case. The 
relationship between my father and me was more of a 'guru-shishya' parmapara 
than that of a child awed and constantly corrected by the parent. His life, 
words and works are what have shaped my life more than anything else. I salute 
him this week in which we also celebrate Teacher's Day in India. I also 
salute my teachers in school and University. It is not everyone who is blessed 
with teachers like Pandurang M.Naik, known simply as Guruji by the thousands 
of students he taught, Theresa D'Souza, Ivan Rocha, Edwin Saldanha, Shrikant 
Hegde, Fr. Vivian Lobo, Fr. Theo de Sales, James Fernandes, Queenie Saldanha, 
Fr. Nicolau Pereira, Dr. K.R.Melanta and Dr. Lamon Brown. Surely, I have had 
many more good teachers, but these are the ones who have influenced my life 
the most.

From the student's point of view, it is not so important as to how well a 
teacher teaches as how much one learns from the teacher. Whether it is in the 
examination at the end of the term or during the many tests during one's life, 
what the teacher has taught is not as critical as what one has imbibed from 
the teaching and the teacher's life. That teacher is best who creates the 
proper environment for learning to take place. Teaching is not the continuous 
process of life, learning is!

My greatest 'guru' outside home is Edwin Saldanha. He taught us art 
[or 'drawing' as it was known when I was in school] and I must admit that, in 
spite of his best efforts, I still have not learnt to draw. I did 
learn 'colouring' and how to use contrasts and harmony of colours. This is 
useful in my professions of landscaping and publication. His greatest 
contribution to my life is the introduction to Boy Scouts and the constant 
goading to excel. He was never my 'Scout Master' in school. This role was 
played by Shrikant Hegde to perfection. Mr. Hegde and I learnt how to tie the 
standard scouting knots from the book because he did not want his student to 
look like a fool at the training camp held a few days after I was 'invested' 
as a Boy Scout in school. With Hegde as my Scout Master, Fredrico de Ataide as 
the trainer and Edwin Saldanha as the pace setter, I had the distinction of 
being the first Boy Scout from Goa to receive the President's Medal from the 
President of India. Remove Edwin Saldanha from this stage of my life and I 
might have been just another mediocre student with poor self esteem and then 
employed in some nondescript job.

A teacher who has shaped the lives of many students, including me, in St. 
Britto High School is Ivan Rocha. He picked up boys and trained them for 
General Knowledge Quiz, elocution and debates. He invested his time in many 
generations of students. He would dip into his pockets to buy us snacks and 
tea, for growing-up boys are forever hungry. Quite a few of us have ventured 
into journalism, and are doing well in it, because of him. Team work, 
delegation of roles, quick thinking, the art of repartee all come from such 
events. We are richer for the experience and the guidance of teachers like 
these. They gave us the better perspective of life.

The difference between a rich person and a poor person is often determined by 
the person's perspective of life. A friend of mine forwarded this illustrative 
story to me just a few days back.

One day a wealthy man took his adolescent son on a trip to the country with 
the express purpose of showing him how poor people live. They spent a couple 
of days and nights on the farm of what would be considered a very poor family. 
On their return from their trip, the father asked his son, How was the trip? 
The son replied, It was great, Dad. Did you see how poor people live? the 
father asked. Oh yes, said the son. So, tell me, what you learnt from the 
trip? asked the father.
 
The son answered, I saw that while we have only one dog and they had four. We 
have a pool that reaches to the middle of our garden and they have a creek 
that has no end. We have imported lanterns in our garden and they have the 
stars at night. Our patio reaches to the front yard and they have the whole 
horizon. We have a small plot of land around our house and they have fields 
that go beyond our sight. We have servants who serve us, but they serve 
others. We buy our food, but they grow theirs. We have walls around our 
property to protect us;

[With apologies to those Goanetters who may be absolutely bored of this 
issue by now. Hopefully this will be my last post on this topic, so please 
bear with me!]

Sorry I took longer to reply to your post than intended. Out of curiosity, I 
got reading the full texts of many of Hitler's speeches and these took ages. 
They definitely confirm my contention that Hitler was a Catholic, 
irrespective of the general consensus that, he was a monster and an 
extremely obnoxious character responsible for WW2 and the murder of 
millions.

1. Although you did not explain why you found my original statement about 
Hitler as a Catholic to be a source of humour, you have basically agreed 
with me that Hitler was a Catholic. You called him a cultural Catholic. 
This is fine by me. Thank you. I had of course gone beyond your description. 
From the historical evidence-- his declared belief in God, Jesus and 
Catholicism is very clear even though we can never truly know, as with 
anybody else, what exactly he believed within his Catholic faith. I am 
however
well satisfied that he was misguided in his faith, just as Osama bin Laden 
is, with regard to his stated devotion to Islam. While some Goanetters are 
happy to refer to Bin Laden as an Islamo Fascist, I am in absolute agreement 
with Aristo that Hitler was a Catholic Fascist and in good company with 
other WW2  Catholic Fascists like Franco (helped greatly by Hitler in the 
Spanish Civil War), and Mussolini.

So now, let's look at some differences in our interpretations about Hitler 
the Catholic! Conjectures and refutations, as in science, are the very stuff 
of the historical process. And as knowledge is provisional because it is 
continuously evolving and changing, (as distinct from useful and necessary, 
'Western' formulaic working facts like 2+2=4)  there is always room for much 
re-examination of  facts and interpretations to be able to have a fruitful 
discussion on any topic.

But before we do this, I'd like to clarify a misunderstanding from my 
earlier statement on Goanet (but not linked to you) that, all knowledge is 
provisional. This has been seemingly provocative to at least one 
particularly vociferous poster on Goanet. That all knowledge is provisional 
does not mean that it is not possible to arrive at a consensus about aspects 
of what is true and not true. Nor is there an acceptance that everything is 
relative, nor that consensual truth is provisional, or that historians 
merely re-define facts. Historians and all people in the knowledge industry, 
re-examine data continuously, not re-define it, except exceptionally. The 
recent example of Pluto, or about the contested view about who actually won 
in Lebanon, notwithstanding the cover page of the recent Economist that, 
Hizbullah did, illustrates my point about provisionality at any historical 
time. Above all, it is difficult to be dogmatic about most things outside 
the realm of belief. Healthy scepticism and criticality are most valued in 
our over-arching knowledge industry today. I therefore hope this provides 
some clarification to at least one poster who has been inclined to be rather 
over-reliant on commonsense instead of being better read and informed as I 
believe you definitely are!

2. To reiterate, I had said that:
a) Hitler was born and nurtured a Catholic, b) is on record in his own words 
and the words of his close associates that he was a Catholic, c) practised 
every public aspect of Catholicism such as church attendance, taking the 
sacraments, and faithfully paying his dues (taxes) to the Catholic Church, 
d) was never excommunicated, e) had a productive working relationship with 
the Vatican, minimally, through a Concordant, f) instituted  the Double 
Cross used in the Church which constituted the Swastika superimposed on the 
Crucifix, g) that there is a huge quantity of photographic evidence to 
confirm much of the above.

All such empirical evidence does make it much easier to 'prove' that Hitler 
was a Catholic rather than to 'prove' that he was not a Catholic which 
clearly requires an appeal to untestable faith issues.

3. In turn, whilst stating that Hitler was a cultural Catholic, you said 
that the word Christian meant different things in different parts of the 
world and illustrated this with reference to America, England, India and 
Lebanon. I do not dispute this at all. However, all my claims about Hitler

The monsoons in Goa are a delight to behold and an excellent opportunity for 
photography. With a view to promoting this art form together with the monsoon 
season in Goa, GoaPhotogs is organizing the first annual ‘Goa Monsoon Photo 
Marathon’ - a day that promises to be filled with fun and exciting photography.

A photography marathon brings together the elements of a marathon – pace, 
stamina and a gritty determination - along with the creative aspects of a 
photography competition. Participants are required to be at their creative 
peak in the face of limited time at hand, battling the elements, heavy traffic 
and their own physical exertions in the 9-hour event. 

Categories:

There will be the following three categories:

Colour Film 

Black  White Film 

Digital 

How it Works:

The competition will run over a continuous period of 9 hours from 8am to 5pm. 
Those opting for the film category will bring one 35 mm film roll. Those 
opting for digital category will have to use one memory card (no internal 
camera memory will be permitted).

During this period, participants will be given one theme every 3 hours making 
up a total of 3 themes over the entire day. Participants will have to shoot 
and submit one image for each theme. Since a photo marathon is a test of 
stamina and skill, sticking to timing is very important. 3 hours are allotted 
for each theme. Those arriving later than the stipulated 3 hours for each 
theme will be disqualified for the theme for which they arrived late.

At the end of the day film participants will submit their roll containing 
images shot during the day to the organisers at the venue. The rolls will be 
processed by GoaPhotogs. Those shooting digital will have to download 3 images 
for each of the three themes announced during the day onto the computers 
provided at the venue. A time of 3 minutes will be allotted to each 
participant for this purpose. No manipulation etc will be permitted on the 
downloaded images.

During the time the rolls are being processed, we will have a group evening 
out at Ernesto's (Club Vasco da Gama, Panjim). Here the images shot in 
digital format will be projected for viewing by the entire group.

Later in the day, on receipt of the processed rolls, participants shooting 
film will be permitted to choose their three best shots to be submitted for 
judging.

Exhibition:

An exhibition of the best photographs will be held, the venue and dates of 
which will be announced.

There was nothing moronic in my comments, whether
oxy or not:-))

I had made it quite clear that I was referring to
people who become citizens of another country - thus
ostensibly emigrating - out of convenience, while
fully intending to return to their country of origin -
thus temporary.  No one uses the term guest worker
for such people.

I know dozens of Indians that fit this description
most of whom return to India after they retire.  These
folks, by definition, do not have the same commitment
and loyalty to the country and the fabric of the
society they have emigrated to as the irrevocable
immigrant like myself.  

I can assure you that your presumptious assumption
that my comments were about about you are unfounded. I
had no one in particular in mind.  However, you have
indirectly made my point when you describe the
transient nature of guest workers.

The last time I checked the term guest worker was
not being applied immigrants, as guest workers are, by
definition, citizens of another country.  They may or
may not want to emigrate eventually, and are here
simply as guests, to work.

Well said, Arnold. I've been meaning to say just this for sometime now.
Have been a silent spectator to many a spat on GoaNet.. and often reaches
sickening heights. Also sad, because there's so much of talent and great brains
floating around- which makes me wonder if we really need to go on and on-arguing
ourselves silly, when we could put ourselves to better use. I used to hear of 
the
infamous Goan trait of pulling the other down--this forum teems with examples 
that
prove just this, if not more.
But I must admit, that GoaNet has, somewhere, got under my skin. Some of the
posters do have a terrific sense of humour. Some others turn out funny, quite
unintentionally!

Here's what Herman told me in a 2003-04 interview:

During the 1994 World Cup soccer tournament, I met a Goan on one of the
soccer channel. I forget his name, I think it was it was Peter D'Souza. But
he had a couple of Goan friends online, and I used to make them come to the
Goan channel on IRC. Once we had a group of about three of us used to talk
quite a lot. The girl whom he knew was the daughter of the former Indian
high commissioner to Kenya, Placido D'Souza, Maria D'Souza.

The wrong guy getting executed despite all the precautions:

One of the students (a married man with family) who was studying with us in 
the Non-Degreed Professional English Language Program in 1984, was suddenly 
absent for about two weeks, which meant he would be dropped from the program 
due to excessive absences.  When we issued the Final Drop Notice, we were 
informed by his Department that he was behind the bars charged with murder.  
In those days, capital punishment was applied immediately after one was 
convicted.  The authorities passed the sentence for the man to be beheaded 
on a Friday.  While the man was praying in his cell and preparing himself 
for the beheading on the next day, a security officer entered the cell and 
informed him that he was free to go home, as they had caught the real 
murderer who had confessed to the murder.  The man fainted at the news; he 
was freed the next morning, which otherwise would have been his last day on 
this planet.  As a special case, he was reinstated in the program which is 
when he told us the whole story.  He was thankful to God for giving him a 
new life.

Months ago, I had indicated my serious unease about your public up-side-down 
crucifixion (computer spelling) and harvesting of organs strategy for 
murderers in Goa. Now that this issue has come up again, there were several 
points I had made, and for now, want to re-state just two of them:  a) Your 
proposal would require a change in the law in India as far as I can tell but 
my hunch is that this would be most unlikely; b) Notwithstanding the 
existence of capital punishment in India, imagine the disgust of the outside 
world with Goa going back to barbaric times with your gruesome public 
execution model. Public executions as in Saudi Arabia are viewed with great 
repugnance. Do you want Goa's favourable image abroad to be so tarnished?

So that there is no doubt about my own position on state sanctioned murder, 
when executions take place, I want to re-state that I am totally opposed to 
the death penalty as is the case in the European Union. There are many 
reasons and mine are very much like Aristo's, but one that worries me a lot 
is the risk of the wrong guy getting executed despite all the precautions 
taken. Mistakes like this have happened and will continue to happen among 
humans.

How dare they demote planet Pluto, and make children cry?

'Dada!', wailed six year old Desmond as I came in from work last Thursday, 
'Dada, Pluto is no longer a planet!'. 'Wht?!', I exclaimed as my wife 
briefly explained, over Desmond's sobbing, what they had just seen on TV. 
My younger son, Fabian, started crying too, not quite understanding what 
had transpired but in sympathy with his brother, and ashen faced father. I 
sat down and slowly shock turned to grief and then anger. How dare they do 
this? Quickly I verified the facts on the Internet. The International 
Astronomical Union (IAU) has 8,858 members of which around 2,700 attended 
the 26th General Assembly at Prague last week of which only 424 remained on 
the last day and out of these only about 300 voted for Pluto to be demoted. 
Just 300 astronomers decided on the fate of a planet that has fascinated so 
many generations over so many decades? Bah!

Some trivia first, to whet your appetite. Pluto is an alternate name for 
Hades, the Greek god of the underworld. The planet was discovered in 1930 
by Clyde Tombaugh, but its existence and exact location had been predicted 
20 years earlier by an astronomer in India, Venkatesh Ketakar. An eleven 
year old schoolgirl, Venetia Phair, suggested the name Pluto which was 
accepted by the astronomical community at the time. They obviously had more 
scientists with heart then, compared to the current heartless bunch of 300 
uncultured astronomers.

One of the conditions laid down by the IAU, in their new definition of what 
constitutes a planet, is that, It must have cleared the neighbourhood 
around its orbit. I like that! Here we can't clear a few settlers in our 
properties, with this dastardly Mundkar Tenancy Act, and you want a planet 
to clear its orbit of billions of miles. Get real pal!

Desmond had spent an entire day, when he was barely five years old, 
memorizing the nine planet names and their sequence. My Very Educated 
Mother Just Served Us Nine Pizzas has to be now re-learnt as Margaret 
Visits Every Monday And Just Stays Until Noon, or for adults, My Very Eager 
Mistress Just Showed Up Naked.

The scientists claim that Pluto is nothing but Rocks  Ice. Hello? That's a 
nice name for a beach bar but what exactly is Antarctica then if not the 
same? Shall we just brush Antarctica off from our Seven Continents? Why 
ever not? Why stop there? Who needs Seven Sacraments? Nobody goes for 
Confession these days anyway? Drop it. Six Sacraments are quite sufficient. 
Do we really need Five Pandavas? Nakula and Sahadeva are practically twins 
- at least their fathers were. Four Pandavas will suffice. Did you say 
Seven Deadly Sins? Pride, Envy, Gluttony, Lust, Anger, Greed, Sloth. But 
Gluttony is the same as Greed. Six Sins are enough for our children. And I 
could as easily whittle down the Twelve Steps of Alcoholic Anonymous to 
just Eight basic ones. Or take the Seven Vows or Saptapadi of a Hindu 
wedding. Step One and Step Three both refer to livelihood and wealth 
creation. Step Five, about having children, is not politically correct when 
career couples decide not to become parents. Five Steps in fact are all 
that are needed. Who says the rainbow has seven colours? There are actually 
three primary (blue, yellow, red) and three complementary (orange, violet 
and green) colours. Somebody arbitrarily inserted an indigo and we live 
with it. Why can't we similarly just live with Pluto as a full fledged planet?

The spacecraft 'New Horizons' which lifted off from Cape Canaveral, 
Florida, in January of 2006 will reach Pluto in July of 2015. And if they 
find more than Rocks  Ice there will Pluto be reinstated as a planet 
again? Can't we just wait another nine years to decide on our beloved ninth 
planet? Just the saving on re-printing of school text books and classroom 
charts worldwide will be in the billions of dollars.

Keep in mind that the Greek God Pluto was named from the Latin 'ploutos' 
which means wealth. It was from the belief that the underworld was the 
source of wealth from the ground. What if they find Pluto can be mined for 
mega tons of reactor-grade plutonium (what else!) that could serve 
humankind's energy needs for the next million years? Just see how fast they 
will reinstate Pluto's planetary status, and of course claim it as another

How do you describe your identity- how has it
evolved/changed in your journey from India (or one of
Indian origin) into the global village?

PG: I lived in the UK for 19 years and carry a British
passport, and though I have now also lived in
Switzerland for nearly 11 years, I am still deeply
Indian.

Scores of Indians have lived in other countries, but
when do you think the Indian Diaspora came to the
attention of people?

PG: As far as I can work out, as the Diaspora from the
seventies, though I remember conversations with
friends while I was a teenager about how many Indians
were living in South Africa and the UK and other
countries. What brought the phenomenon firmly to
attention in scholarly circles was the word diaspora
being applied not only to Jewish people (as was
traditional), but also then to the Armenians in
scholarly literature from the sixties, and finally by
us to ourselves.

How do you perceive the Indian Diaspora - in your
region and globally. How has it evolved?

PG: Hasn't really changed much: still very divided by
language and caste and religion, and so leaving out
all Indians who do not feel comfortable identifying
themselves in this way (in other words all
regionalists and casteists and religionists find their
own groups but genuine Indians often do not find
all-India groups with which to identify.)

What influence, has the region you live in, had on
your life and how have you and the Indian community
where you live impacted your society? What do you
consider is your greatest contribution?

PG: We have profited as a family from the outstanding
courtesy of the Swiss people and their lack of racism,
though of course the country has, like most European
countries, the negative of thorough complacency and
bureaucracy. What we have learnt most is the value of
thinking in systems (they call it network thinking)
and the value of looking forward in order to organize
yourself for what is ahead whether tomorrow or for a
longer-term in the future.
What contribution have we made? Well, apart from the
usual ones that any family makes in any country as
workers and neighbours, I hope that we have helped to
at least modify some stereotypes about India and
Indians, and created a greater awareness of the
potential as well as the challenges facing our
country. In addition, we hope that we have contributed
to strengthening the links between India and
Switzerland.

Have Indians integrated well into the mainstream
society? If not, why not?

PG: Yes, I think Indians integrate well here - mainly
because in any situation it is the hosts who set the
tone, and the Swiss are very welcoming once they get
to know you (and we Indians are very adaptable - but
Switzerland requires very little adaptation except in
terms of the language and culture).

Do you think the Diaspora Indian takes part in social
and political reformations of his adopted country? And
the world? What are his strengths and weaknesses?

PG: Our strength in fitting in and adapting is,
regretfully, what makes for our unwillingness and
inablity to contribute to political and social
discussion and debates in relation to our countries of
adoption. In general, the most active among us think
at best of what is in India's interest, rather than in

One Indian, two passports: The Indian diaspora debates

Dual citizenship is a fact for certain Indians now but
Indians back home are up in arms. Is it a case of
trying to serve two masters or a boon to the country?

 On the first rung of the 21st century, the signs
of portable patriotism - a citizenship of convenience
is here. Briefly stated, a second or even a third
passport has become not just a link to a homeland but
also a glorified travel visa, a license to do
business, a stake in a second economy, an escape
hatch, even a status symbol.
 But in India as well as in the Great Indian
Diaspora, the debate continues. Both publicly and
privately, Indians are grappling with the notion of
dual citizenship. And, despite the fact that the
government of India has decided to grant dual
citizenship (Overseas Citizenship of India) to Indians
in selected countries, there is no end in sight to the
debate.
 Opponents argue the practice weakens national
identities and leads to ethnic separatism. Supporters
say it is a natural response to an increasingly
interconnected world, for greater communication and
understanding between countries - a win-win
proposition. Recently, when two media giants, the BBC
and the Indian news portal Rediff, asked their
audience if they thought granting dual citizenship to
Persons of Indian Origin would be beneficial, the
response it generated was overwhelming. It opened a
virtual Pandora's box. And in that ensuing tide of
arguments and counterarguments, the debate had to be
closed.
 To inject as many voices from the diaspora as
possible, we are quoting a number of individuals who
joined in that debate.
 Their arguments may be summarized in the
following set of opinions.
 Basically, one group believes that dual
citizenship will be a great dishonor to the true
patriots. Another group is of the view that it is the
right thing at the right time.
 As one Indo-Canadian commented, The wealth,
experience and talent of NRIs and PIO's call now be
tapped to make India a stronger economy.
 But for Gautam Sarkar, dual citizenship means,
no more standing in line in the embassies to deal
with incompetent staff. Yes hope fully no more long
lines in the airports as well, dealing with the stupid
arrogant idiots working for Indian immigration. And
for Pooja Ahluwalia it is a personal matter of
competing both in India as well as in the U.S. She
says: 1 want to fight in karate tournaments in India,
but I was not allowed. 1 am karate champion here, and
I want to defeat karate champions in India, so if I
have dual citizenship I can be the karate champion of
India and USA.
 Kamal Shroff, a psychologist, thinks it will
enrich India. I am delighted to know that we call be
dual citizens (USA  India). We call visit India and
start clinics for children to develop intellectually
by providing needed professional counseling services,
consultation to students, parents and behavior
therapies. We call undertake research projects to see
where we
 are at present and where we need to go. I hope we
can bring new perspectives to old problems.
 Sudhakar Rajapu worries, We already have lots of
problems with foreign mercenaries and terrorists. How
do we make sure such miscreants don't get dual
citizenship? Even if there were measures to check
these unwelcome people, they can always find loopholes
in our bureaucracy. Even ordinary people, why should
someone get back their Indian citizenship when he/she
opted to drop their Indian citizenship to become a
citizen of another country? I think a PIO card or
something like a green card should be enough. Even if
citizenship is given, it should be given only after a
period of 10-15 years, during which time his
contribution to India should be evaluated.
 Thus arguments are thrown back and forth in
support of as well as against dual citizenship.
 One Indian-American observed: I am a born and
bred American whose parents are of Indian origin. The
idea of dual citizenship is not just absurd, it's an
oxymoron. When you declare your allegiance to one
country, your allegiance belongs to that country
alone. You call have cultural ties to a nation. But
that is independent from your nationality.
 Another echoed a parallel view: I am an Indian
settled in the USA. I don't see any reason why India
should allow dual citizenship. When you become a

Your words will be lost on most American as executions
are part of the American way of life. George Bush got
elected partly because he sent a record number of
prisoners to the electric chair in Texas.

Once, while still in college in the south, I heard on
the radio that the police were responding to a
domestic situation not far from where I was living. A
man had gotten drunk and was using a shot gun to hold
his wife and kids hostage. On my way home I saw about
300 cars parked outside the house with the problem.
Two hot dog vendors had already set up their carts and
the crowd was shouting, Shoot the bitch.

The USA, China and S. Arabia are the world leaders in
public executions. The USA leads the world with the
largest percentage of citizens in jail.

I keep telling prospective immigrants in Goa to keep
this in mind when choosing which country to migrate to
as some may be moving from a civilized country to a
barbaric one.

 the Social Environment (includes drug abuse), and Family Structures.
 Psychological causes mainly fall under the last 2 categories. Apart
 from this, the document completely neglects the NATURE aspects like
 genetically abnormal individuals, who are prone to commit crime as a
 result of their genetic makeup. But the word abnormal is very
 relative. What is abnormal? less than 0.5 % of the population? 1%? 5%?
 10%? For instance, are homosexuals, who have extra X chromosomes,
 abnormal?  Is this abnormality deserving of being classified as
 illegal? (FYI: I support worldwide legalisation of homosexuality and
 their rights). Another instance would be people who are more
 aggressive in NATURE, who are prone to commit violent crimes. They do
 not fall under a minority, but not all aggressive people commit
 crimes, as it ultimately comes down to the level of control over one's
 natural instincts.

 What you are referring to is a popular field in Psychology called
 Criminal Psychology or Psychological Criminology, where in the
 psychological causative factors of crime are studied, apart from other
 aspects.

 So the bottom line is that not all crimes are committed due to
 psychological dysfunctions.  Think in the case of Mandar's murder, do
 you think that all 5 accused have similar psychological dysfunctions?
 The root causes may be attributed to both - Nurture as well as Nature.
 The important thing to note is that we can work in both arena's to
 prevent crime to a limited extent.

Hi Peter
Just a quick response to your interesting observation about Brits leaving 
the UK. Firstly, re Goans settled here, there is a trickle of older persons 
leaving to join children elsewhere like Australia. Professionals are well 
able to get jobs internationally and do move if they judge they will be 
better off elsewhere. However, the inflow of new Goans is really substantial 
via the Portuguese passport route.

About ten years ago, I had lamented in an article in the Goan Association 
Newsletter that, very sadly, we might see the first example of the demise of 
a traditional Goan Association anywhere. This is because younger Goans were 
increasingly integrated into mainstream life and unavailable to revitalise 
the Goan Association. Now it is time for me to write about how my lament 
should be reconsidered with the inflow of thousands of relatively young 
vitalising Goans to the UK in recent years. That some 5000 or so (including 
kids) could turn up at a recent Goan Association event was quite incredible 
in London.

Re Brits leaving these shores, I have heard this perennially in the 44 years 
I have been here. I have always wished it were really true so that there 
would be more space for those of us on these fairly over-crowded islands. 
Historically, of course, one estimate is that some 200 million around the 
world are of UK origin and in the unlikely probability that they returned, 
the UK would sink under the weight! But seriously, in the current situation, 
a significant number who go out do return even from such sunny places like 
Australia and Spain.

Each time there has been  a change of Government, (Conservative to Labour 
and vice versa) a whole lot have expressed  determination to leave! But they 
hardly ever do on this count.

I think there are probably at least three  'forces' propelling some movement 
outwards. a) the continuation of the historic outflow previously generated 
by Empire. Many have relatives all over the world and they sometimes think 
of joining them. b) House prices have shot up so much over the years that 
the equity (some Goan homes are worth £1 million plus already) will buy 
property elsewhere very comfortably and still leave a lot of change. So, it 
may be the function of home ownership prosperity that is promoting outward 
movement. Second and even third homes (say in Goa) are not unusual 
considerations to some. c) there has always been a lack of strong national 
British identity in the UK. Being British is seemingly less strong than 
being French, German etc. This in turn may also be be attractive to many 
thousands who are dying to get here and pushing the population to 60 million 
for the first time.

The inflow is interesting too. Thousands of professional Aussies have 
settled here and contribute greatly, and so too, from South Africa. The 
expansion of the EU has drawn thousands mainly for work which is still 
relatively plentiful at present. The concern expressed re the likely inflow 
from incredibly poor Romania and Bulgaria next year, is more to do with 
expressed housing requirements and other social needs. Someone from Poland 
for example, sees his income quadruple  from an average of £5000 to £20,000 
plus, doing the same kind of work, notwithstanding the high cost of living 
here. The income for professionals is considerably greater. Such people are 
likely to earn as much as possible and then go back rather than stay 
permanently perhaps. But once roots (particularly children in schools) are 
established, it is often difficult to move back.

All in all, around August is also the silly season when news is generally 
less plentiful, (notwithstanding the Nasrallah success stories), and come 
next August, I'm sure you will have a repeat of what you have read about 
Brits escaping for better pastures. I only wish the stories were more true!

Help'  this makes all the  difference to each
individual's life...and makes our lives hell or
otherwise.

Your anti-Catholic writings are seen on the subjects but not confined to: Caste 
among Goan Catholics; Your atheistic leanings; Building of churches in Goa; 
Goan Catholic Inquisition, Hitler's Catholicism etc. Sure, the small group 
that consistently sided with you on these issues will now come to your defense. 
 If you think I am going to go through your verbatim transcripts of your past 
posts, you are dreaming.  I have better things to do. But here are my thoughts 
to your recent writings.

Your statement, I am anti-caste among Catholic Goans is along the same vein 
as your past writings on Goan caste.  As stated in my last post, and by many 
others in prior posts, caste-Catholic is an oxymoron.  And your Anti-caste 
among Catholic is a pleonasm (a redundant expression), yet a sneak attack 
(diversionary, abusive and circumstantial) on Goan Catholics and the Church. 

In your recent post on Hitler, you (rightly) soften your remarks on his faith. 
Yet, you still state, Hitler was a Catholic Fascist (see below).  For a 
bright English academic in London, and in the modern (21st century) world, is 
this right? Or to be correct, should it be, Hitler was a fascist who happened 
to be Catholic?  To those not familiar with this nuance, Is Cornel a 
Goan-Catholic English professor or is Cornel an English professor of 
Goan-Catholic origin / background? This ties in with the questions Chip is 
repeatedly asking of Santosh on another thread and he (another fellow traveler 
of yours) has elected to repeatedly duck.

You both as individuals have outstanding credentials, and I am proud of you for 
those achievements as Goans. Yet your writings, drawing the Church into the 
above topics is nothing more than naked demagoguery.  Those Goenkars not 
familiar with the nuances of this term can read the following and make their 
own judgement of my characterization of your writings and those of others.  

Sure some may not agree with me, especially those who habitually use 
demagoguery. Some use lies to demagogue and when their falsehood is exposed, 
they call it satire.  Frankly even when the demagoguery is exposed, Santosh 
refuse to apologize, though amazingly he accepts his statement as demagoguery. 
There is hope.:=)). The master demagogue - Hitler - never admitted he was a 
demagogue. Did he?:=))

I hope you and others take my comments in a positive spirit. Too many Goan 
posts are borderline or blatant demagoguery.  We use exceptional situations to 
make blanket statements.  As I have written in the past, there are exceptions 
to every rule. Yet the exception does not make the rule. Many of us expect a 
higher standard from seasoned and otherwise well-qualified and educated 
posters.

Demagogy does not require the use of lying and falsehoods.  Skilled demagogues 
often need use only special emphasis by which an uncritical listener will be 
led to draw the desired conclusion himself, seeding a belief that is 
self-reinforced rather than one based on fact or truth.

Demagogues make use of logical fallacies, though persuasion may require no use 
of logic. While it may not rely heavily upon outright lies, the use of 
half-truths, omissions, and distortions are what define demagogy — it is, in 
essence, giving bad-faith arguments for the purpose of political gain.

I am glad, over 500 people viewed the clips so far.
First one was uploaded on 21st Aug and the second one on 26th Aug.
other 4 were uploaded by end of the month.

Here it is, just in case you have misssed out..

Some tips:
Always keep the video/screen as smal as possible. It was
recorded/uploaded on a smaller screen size but Goggle by defaut brings
out on comparatively wider screen, hence qlty may be affected.

There is one clip with file xtn.MOV which may play the clip silent but
qlty is std or good. Just dicovered my Digital camera records Movies
but with no Sound.
My Digital Camcorder record movies/clips with south but with small
screen or with less resolution.

The current astronomical tempest in a tea cup over reneging of Pluto's august 
status as a planet in our solar system seems to have set our Goaneters agog 
like the Tower of Babel. Considering the hullabaloo, the world could easily 
get the impression that a Saligao star gazer or a Panjim peeper hit the 
jackpot in 1930 to first  discover this Johnny-come-lately in our solar 
system's visible ambit of planets.

Although my views may be unconventional, I commend Herman and his team of
volunteer moderators giving me this opportunity to air them and for being
able to keep this list interesting and interactive.

My wife considers herself a 'GoaNet widow' and I ranked at the bottom of
the list being only 24th, with 12 posts in August.  Fredrick is a
cyberjournalist, besides being a moderator, and so is entitled to his
prominent position but I wonder what Mario's wife considers herself ;-)

5 of the top 10 positions went to the Liberals/Democrats and 2 to the
Conservatives/Republicans (see ps. below) however, I'm sure Mario gets top
honours for total number of original keystrokes (as opposed to
forwarded/copy-pasted material) regardless of how repititive his ideas or
phrases were.  Sorry if I missed out the political leanings of others in
the top 10.
