I read, nearly daily, problems of Foreigners, (when I say foreigners I mean
non Indians,) who have purchased  property in Goa that are being victimised
as they are spoiling the Goans opportunities of purchasing property
themselves, or they are buying property illegally etc etc.
I feel that it is time that the truth the whole truth and nothing but the
truth came out. Behind every foreigner wanting to buy property in Goa, their
is at least 3 to 4 Goans participating in the deal, being an Advocate, CA,
the seller and a Agent.
In UK if a CA or an Advocate, give information contradictory to the law,
these people would be struck off and not allowed to practice. In addition
they could be sued by the client to retrieve all cost back which were lost
due to their incorrect information. If you applied that here, I am sure your
problems would disappear over night.
The government should not look for scape goats, it should look at the
problem at hand, deal with each case individually and depending on the way
the property was bought and by what means, they should take appropriate
action with all concerned.
Many non Indian visiting Goa, do so, because they love Goa, they enjoy
joining in with the cultures and people of Goa, unfortunately their is
always a few that spoil it for others. I ask the government to deal with
unwanted miscreants as the law of the land dictates, however, support the
people who have been miss led and taken for a ride with a just manner.

Every summer this Joe Vaz character performs an annual
exercise of verbal abuse against me on Goanet. This
time around he has ostensibly taken precious time off
from his busy schedule to write a total of 5 trashy
posts with the sole purpose of abusing me. Neither
Selma nor I had directly provoked him in any way, nor
written anything that would make him feel personally
offended or threatened. There was absolutely no need
for him to exercise his right to self-defense and
abuse another human being. But once again he chose to
do exactly that. 

I ask myself, why would any man do such a thing?

Margao.

 I feel great joy to reminisce about my childhood in Goa, which dates back 
 to
 over 75 years. I am a thoroughbred `Goenkar' as both my parents hailed 
 from
 the same village, Carmona, with the prefix no bairro Fondo as we are
 supposed to have come from Ponda, so were called Fondos, thank God,
 not Bondos.  I recall some venerable old men in my bairro were
 nicknamed Porob (which I found out later came from the surname Parab)
 hence one was Porob-Bostiao and another was Porob-JokinI'm not
 joking

 I was the 4th of 9 children and even my birth in Bombay seemed a problem, 
 as
 my mother became very ill and I was bundled off to Goa, to my grande-mae
 Sapiensbai (in Latin, the wise one), to be brought up by her from age 6
 months up to 3 years. I was taught prayers in Konkani, picked up abuses in
 Portuguese, healthy eating and proper toilet habits (including not jumping 
 up
 imagining every piggy would bite my little bottom). Most mornings, granny 
 took
 me, with both my legs astride her hips, to church, my job being to carry
 her baankin, which on arrival I would thump the beats of the hymns, to 
 the
 amazement of the Maestri, who predicted I would be a good musician; 
 which
 proved prophetic, as for over 60 years I sang with choirs in Bombay, Goa,
 Kuwait, including the St. Xavier's Choir, the Bombay Madrigals, Goencho 
 Nad,
 etc.

 By the age of two, I turned out to be a Tiny-Terrorist, as I would chase 
 newly
 born chickens, grab one, which led to their sad demise, resulting in being
 locked up in the Loz, where San Pedro would come to take me to 
 Hellnow I
 wonder if he'd changed places with Satan.

 My wise grande-mae must have been a paramedic, because when I twisted my 
 frail
 ankle, she applied the deek of the Banyan tree onto a piece of paper and
 stuck it on my ankle, which got cured, more out of fear-psychosis than any
 curative powers.  Bathing those few days was a pleasure as one leg had to 
 be
 kept up, to dry for a week. Joy and pain were interspersed for me, when my 
 pet
 goat who gave me my daily nourishment of milk, delivered 2 cuddlesome 
 kids;
 but sad was the day when a month later, a tall bearded, turbaned, thug 
 took
 the two kids, telling me he would make them big and return them to me; I
 waited and cried and cried and waited, in vain; they must be the size of
 elephants now.  A slight touch of consolation came my way, when there 
 appeared
 an addition to my family, of a tiny posgen named Pidu, who my granny 
 told,
 would be my playmate and carry my bag when I would go to Bombay.  Rusting 
 away
 in the Loz was a very old tricycle (probably my granduncle's) which had 
 no
 leather on the seat and no rubber tyres, hence my tricycling around the 
 house,
 meant more beating, as I left deep furrows on the cowdung floor, which was
 more agony when the specialist came with fresh dung to re-do the floor.

 At 3, I was taken to Bombay to do my schooling, but came back twice a year 
 for
 the May and October vacations.  May was the month of mangoes and Litanies.

 Mangoes remind me of a trip I made with my dad to Margao, where he bought 
 100
 Malcurads, with a bonus of 5 more thrown in, all for Rs.5/- only; the 
 present
 generation should note, they will not get half a mango for that price. 
 The
 Litanies I attended at the bairro cross, taught me hymns I can never 
 forget,
 like Deus  Adjutorum nostrum..., Hos signum crucis: and the grand
 finale Exultemus con alegria.  Years later I had the thrill of singing 
 all
 these, in Florida, at a friend's place, where many Goans assembled and 
 could
 not contain their joy on hearing them after ages.

 The October vacations meant devouring bangdas by the basketful, prepared 
 in
 the most delicious way; in fact, the entire menu in Goa was different; we 
 had
 black sweet tea, with kankon bangle-bread; poyees, canjee with water 
 pickle,
 thick red streaked Goa rice, sandnas, koiloroes, filoz and the best
 being aatoiloly koddi which tasted best when licked directly from
 the kundlem.  Each vacation in Goa meant chasing dragon flies 
 (birmotis);
 swimming in the toyem and posenk for small fish; whipping

Conselho de Desportos headed by Major Faustino Duarte. The league was called
the First Division. There was no Super League. The first League champion of

Come-on now, will'ya?  What is a nice guy like you doing with a pick-axe,
going dig-dig at the impeccable super-hero reputation of our dear own
Sanjith?

With great difficulty and by wearing out his tongue at licking arses of
VIPs,  Sanjith has managed to move into a posh locality in the vicinity of
Mariott Hotel. You do not like the modus operandi?

You must understand that  when one puts one's full time effort into licking
arses of superiors, one gets patted at one's back.  These pats are
misunderstood by the owner of the licking tongue as pats to congratulate him
for a job well done.  Little do they understand that these pats are to
encourage the licking tongue owner to drive the tongue even deeper for a
better result.

But our dear Sanjith is not like that, for sure. I don't think he licks
arses. On the contrary I think he sucks them.   :-))

Half-brained  popinjay you say??  Don't you think 'Hare-brained popinjay'
would be better suited??  :-))

No! I am one who do not like you saying these nasty things about our

 Today's column might not please some. Truth often hurts. Let's check out
 Sanjith Rodrigues and his 'Chaka-Chak' calibre. I admit I did not know
Sanjith
 personally. The little good I knew of him was from his close friend who
 doubled as my friend. The little bad I got to know of him was from
first-hand
 experience.

 I must tell that story, to explain how I arrived at the conclusion that
this
 middle-level Government official, much celebrated in the local media, is a
 half-brained popinjay.

 I had applied for a LRC Sanad. After due procedure, which included reports
 from Town  Country Planning Dept., Mamlatdar and Land Survey Dept., the
Dy.
 Collector (Sanjith's predecessor) approved the file and ordered payment of
the
 prescribed fees. These were paid. All that remained was for the Dy.
Collector
 to have the Sanad typed, sign, and issue it.

 Sanads are co-signed by the applicant before two attesting witnesses
(being a
 contract between the State and the applicant.) In the course of business,
I
 had obtained some two dozen Sanads. I knew from experience that once the
Sanad
 was ready, the Dy. Collector's office, by letter, asked the applicant to
come
 forth with the witnesses.

 Even months after the payment, I did not receive such a letter. Enquiries
 revealed that the dealing hand was either too busy, or on leave, or had
been
 deputed for revision of electoral rolls, in rotation. The matter lingered.
 Meanwhile, Sanad fees were raised by the Parrikar government and Sanjith
 Rodrigues was posted as Dy. Collector, Margao. As the file just didn't
move, I
 called on Sanjith, the mutual friend in tow.

 It was transparent from word go that the young man was trying to impress
me,
 little realizing that I had several senior IAS and IPS officer friends,
 incomparable to Sanjith in maturity or wisdom. (Right to an Addl. Special
 Secretary in the Union Home Ministry, who was SP in Panjim in the
mid-'70s.)
 Cops produced some pavement dwellers picked up the night before. In the
 discharge of his magisterial duties, Sanjith acted like a medieval despot,
 orally ordering the police to deport the poor souls. Sanjith succeeded in
 impressing me, but in the opposite direction than intended.

 I explained my matter. Sanjith came up with an amazing reply, I will
issue
 the Sanad provided you pay the fees at the current rate. The differential
was
 close to a lakh. I explained that what he was saying actually meant he was
 reneging on Government's implicit commitment, when it accepted fees at the
 then prevailing rates from me. Then you should have taken the Sanad when
you
 paid, he said. I said that that had not happened because his office had
 failed to prepare the Sanad and send me the customary letter. I'm not a
Post
 Office to send letters, was his dumbfounding reply. I told him I would
have
 to pay under protest and take legal action. Do as you wish, but since I'm
 signing the Sanad today, I will sign only if you pay at today's rates, he
 said.

 I realized I was up against a stubborn jackass. I paid under protest, got
the
 Sanad, served a legal notice on the Government to refund the money
forthwith,
 failing which I'd claim it with interest and damages. My advocate's notice
was
 referred by another dumbo Dy. Collector in the District Collector's office
not
 to the Government advocate but to the 'illegal constructions cell'!

 The court case filed against the State somehow came to the notice of the
Chief
 Minister, Manohar Parrikar. He referred the matter to the Revenue and Law
 Secretaries. Both clearly opined that Government had exposed its butt for
me
 to spank.

We fully agree with the views expressed hereinunder  by Cip (UK).

It is the Advocates and the CAs that needs to be suspended rather than
penalising people for purchasing  properties wrongfully. No one can
purschase a property without going through an Advocate, or at least most do
not.

In our guesstimate if this thumb-rule is made applicable to all land deals
in Goa, we thing that Goa will have to start at least another dozen law
colleges in the near future if we are not  to face acute shortage of
Advocates and Lawyers. Ditto with CAs perhaps  :-))

For those interested, this background is from Domnic Fernandes'
antique bookshelf (scheduled to be part of his shortly-due book too):

Closer home, the first Indo-Portuguese issues of paper
currency were the 'rupia' denominated notes, put into
circulation around 1883. These were issued in denominations
of 5, 10, 20, 50, 100 and 500 rupia.

In 1906, the Banco Nacional Ultramarino, as the Portuguese
overseas bank was called, was entrusted with the
responsibility of issuing paper money in India for the
Portuguese-held territories.

New denominations of four tangas, eight tangas, one rupia and
two-and-half rupia were introduced in 1917. The monetary
system in vogue in Goa consisted of the reis, the tanga and
the rupia, with one rupia consisting of 16 tangas.

In 1959 though, the denominational unit was changed from
rupia to escudos, with one escudo consisting of 100 cent
avos. New notes with the denominations of 30, 60, 100, 300,
600 and 1000 escudos were introduced. These remained in
circulation until Goa's liberation in 1961, when they were
replaced by the Indian currency.

[Goanet] Science as a religion

Once again, to compare Religion and Science is to compare apples and oranges.  
So it is those who engage in this comparison (or a debate between the two) who 
have the big problem - and not Religion nor Science.  Would one compare 
(debate) which is better biology or mathematics? Or the sense of smell and the 
sense of hearing?  Are not both invisible stimuli needed for one's total well 
being?

One scientific basic is: One cannot prove negative facts. In this case, No 
soul  No After-Life ... Absence of God  etc.  And the positive / 
opposite can only be proven by circumstantial evidence.  The worst that atheist 
say about God is, the abuses in organized religions (during some ancient period 
of their long history).  They say little about the above three, which is really 
where true atheists (like true believers) should concentrate.  Or else both 
groups are just petoita murre with some on their silly, who is better? 
discussion.

When I visited California, among many, I met an immigrant Croatian physician 
who is retired.  Croatians (unlike Serbians) are Roman Catholic.  Among other 
social things we talked about, was his past time. It was his atheism! The 
doctor daily spent an hour in atheistic meditation, and a few more hours 
reading on the subject, e-mailing other like minded individuals, etc.  

I told him my limited contact with atheists. I asked him why atheists hate 
their former religion?  He responded that these individuals were just confused 
and not true atheists.  He did get his sons (non-practicing Catholics) recently 
married in the Catholic Church.  Who am I question him about this? Perhaps he 
and his sons may find his Croatian roots, after their walk in the wilderness, 
while enjoying and thanking God for all the wonderful things around.

So my conversation with this doctor was fruitful, because he told me what he 
DID. And I respected him for his ACTIONS.  He did not demagogue what others did 
or are doing.

PS: Let me take this opportunity to return the compliment to Marlon on his 
statement (which Cornel selected below), Obvious that scientists as 
individuals will make errors based on their incorrect interpretation of the 
facts or simply because of the lack of a complete set of data.  This is just 
brilliant.  It should make all true / honest scientists bend on their knees and 
say, Bogos Saiba.  I do not know what the pseudo-scientist would do. Perhaps 
blame God for their human shortcomings.:=))

science is open to falsification. 

Religious belief by its nature is not, as it is based on faith and not amenable 
to empirical testing. By way of interest, my students generally had no trouble 
debating whether there was empirical evidence for the existence of God 

Science can never be a religion nor does it aspire towards such an end.

Panaji: New regulations recently brought in by the Portuguese
government will shut the doors on many in Goa who have queued
up for years to acquire a Portuguese passport.

Official correspondence sent to applicants through the
Portuguese Consulate in Goa and made available to this
newspaper says Portuguese passports will henceforth be issued
only to those who hold a Portuguese identity card or an old
Portuguese passport issued by the erstwhile Portuguese regime
in Goa.

Diplomatic sources in New Delhi said though the new rules
were not legally valid, they were being implemented under
pressure from the European Union to make it extremely
difficult for Indians to apply.

Under Portuguese law, those born in Goa, Daman and Diu
(former Portuguese enclaves) before December 19, 1961 (when
the Liberation took place), are entitled to Portuguese
nationality.

Until now, all it required was an officially authenticated
photocopy of the original birth certificate to apply.

A senior Congress leader who did not wish to be identified
has described the new regulations as racially biased and
aimed at keeping coloured people from taking up jobs in EU
countries.

Portugal's move comes ironically at a time when the country
has been liberally issuing passports to the Macau Chinese.

Portugal handed Macau back to China on December 20, 1999, 442
years after it took over the tiny enclave. It had held on to
Goa for 451 years.

If they go unchallenged, the new rules framed by Portugal's
Conservatoria dos Registos Centrais (Central Registry Office)
will quash the hopes of thousands of applicants from Goa,
Daman and Diu.

Officials said 12,000 applications for nationality were being
processed through the Goa consular office alone. An equal
number are in queue to initiate the process.

It is no secret that thousands of Indians (many not of Goan
origin) have used the Portuguese passport as a route to
menial jobs in England, Germany, France and Belgium.

Diplomatic sources, however, hold Portugal's central registry
responsible for the corruption and inefficiency in the
system.

MARGAO, SEPT 9 — South Goa MP Churchill Alemao appears
set to take on the Congress-led  government in the
State on a host of issues as he has called a
convention of party workers from South Goa later this
month and made it quite clear that the people will
decide his political future — whether he should
continue with the Congress or quit the party.


The MP also announced his decision to contest the
Assembly polls, but left it to the people to decide
where and on which party to contest, saying “the
people are my real source of strength and not the
political parties”.
“The government has failed to scrap the Mopa airport
or the Expressway highway and has not met the demand
for Konkani in Roman script or implemented the Public
Distribution scheme. The workers meeting will advised
me on the next course of action”, an unhappy Alemao
told a press conference today.
Apparently isolated in the Congress party circles in
recent times, Alemao said he does not care for leaders
when he banks on the common man for support. “Certain
Congress leaders are jealous of my rise in politics.
They are trying to checkmate me at every level, but
has failed”, he said, when asked why he suddenly
stands isolated in the Congress party.
Alemao said the Congress workers convention on
September 23 at Margao will apprise the workers on the
government’s performance on several areas, but
refrained from blaming Chief Minister Pratapsing Rane
for the situation. “Rane is being pressurised by
vested people in the government”, he claimed.
Asked whether he has the authority to convene a
workers convention, Alemao shot back “no one can stop
me from calling such a convention”. When pointed out
that the Congress may deny him the Assembly ticket
since he is an MP, Alemao shot back “I do not depend
on parties to contest election. The people will decide
my ticket and my future”.
Asked to react to reports that he is only bidding time
to quit the Congress and float a party, Alemao said “I
am not saying that I am leaving the party, But, this
question again will be decided by the people”.

I do sincerely appreciate your good intentions in recommending whole
grain fiber to Bardezkars in particular and Goans in general but as
usual perhaps you have not thought of the consequences.

What if one day your wish to put to death by crucifixtion, the
criminal element of Goans, comes true. What if they want the famous
Majorda sourdough bread with the equally famous zesty and spicy
Salcette sorpotel not to speak of the infamous cold fish, as their
last meal.

Since you also recommend that such cruicfixtions should be well
attended by the general populace, can one imagine the foaming and
frothing that may not be just confined to the oral orifice, being
splattered on the first row of the watching crowd.

No, no. We must allow the crucified only Bardez pao and less spicy viands.

Dear all, this is another example of how distorted news can be published in
Goa.

This news article can only have one goal: To confuse even more those who are
already confused.

I believe the writer is refering to the process of acquiring Portuguese
citizenship. Not Portuguese passport. But like so many other people, the
writer
probably does not know the difference hence this poorly written article
which
serves no purpose other than confusing those who are already confused. 

The requirement for presenting an old ID document issued by the Portuguese
authorities before 1961 exists since at least 2004. It is not a new
requirement. It is old news. At least 2 and half years old and it is meant
to eliminate fraud since the presentation of a birth certificate alone
cannot actually prove that you are who you claim to be. And as we all know,
Indians from all over India have been using false birth certificates to
impersonate eligible people. The old ID requirement reduces the possibility
of fraud in the documents submitted. 

About the Portuguese ID card being required for issuing a passport, this was
always the case. Portuguese citizens are first issued an ID Card (Bilhete de
Identidade) and only after can be issued a passport. Again this is not new.
It has always been like
This for many many years. Acquiring a passport is different from acquiring
citizenship. Our Goans refuse to understand this, hence the confusion
generated.

The writer compares the case of Goans with Macau born Portuguese citizens
and the comparison is completely innapropriate and reveals that the confused
author does not know what he is talking about. It would have been better if
he had left Macau out of this. 

The Portuguese government issues Portuguese passports to citizens of
Portugal only.
You need to be eligible for Citizenship first before being issued a
passport.
According to Portuguese Nationality Law, persons born in Macau before
November
20, 1981 (date of the China-Portugal agreement on the handover of Macau)
regardless of the parents' nationalities remain Portuguese citizens. Remain
Portuguese! They do not re-acquire Portuguese citizenship but remain
Portuguese.
Those born in Macau after November 20, 1981 are Portuguese citizens only and
only if either parent has Portuguese citizenship. So, it is not right to
imply that Portugal has been liberally issuing passports to the Macau
Chinese. This is wrong and it is misleading!

Above is not very clear..

The new requirement providing 'óld passport or Id Card' was there more than 2 
years ago. Even
the agents would not accept fresh applications without it.
The abv docs were not neccessarily required from the applicants but it could be 
also from
their parents or grand parents who were born in Goa before 1961.

If an applicant is say 15 then (1960) now would be 61 or say just 10 then. now 
would be 56
Any applicants in this age group? may be a handful (e.g retired seamen etc)
No such applicants will have such Id Docs unless they travelled to Bombay with 
their parents
etc before 1961 and if they have kept/saved that Docs. (before 1961, such doc 
were required
even to go the Bombay and Karwar I suppose, as it was part of India and Goa 
being part of
Portugal) Don't know if children were also required such docs while travelling 
with their
parents.

Also, under the Portuguese law, not only those who are born before Dec 19, 1961 
are entiltled
to apply portuguese Passport but also those who are born after 1961  entitled 
to portuguese
citizenship if they could prove that their parents or grand parents were born 
in Goa 1961.

Firstly thank you very much for your wonderful konkani songs. I enjoy 
listening to each and every single konkani song that you have sent to me

also send if you have songs from C. Alvares (duets - C. Alvares was the King 
of Duets), Remo Fernandes, S. Lemos (good moral songs), etc.

On Friday at St. Josephs church Wembley there was a Konkani Mass presided by 
Fr. Britto and two other priests. I was surprised to see that the church was
almost full with konkani speaking people from Wembley London.

I remember the feast being celebrated in Bandra Bombay from Sunday to Sunday 
for one whole week with throngs with people coming there from all over Bombay.

  One of the oldest expatriate clubs in Bahrain is hoping that members 
will help them find a new home. The Young Goans Club (YGC)  have 
been homeless since suffering a sharp decline in membership.
   
  Officials are now hoping to revive interest in the club, which was in the 
past amongst the most active social establishments in Bahrain.
  It is our hope to bring back the YGC to the way it was years ago, said 
club president Andrew Fernandes.
  The YGC for years served as a 'home away from home' for many Goans in the 
country.
  It offered sporting events, other than the popular social events.
  The YGC has been without a premises since it was forced to vacate from its 
Hoora location, near the Omar Khayam Hotel, following an order issued by the 
then Labour and Social Affairs Ministry in March 2004.
   
  The club received many complaints from neighbours, who strongly objected to 
the selling of alcohol at the bar inside. 
  The YGC also ran up a debt of up to BD7,000 in 2004, but officials today 
assure that it is now in the clear.
  Formed in 1952, the YGC is one of the oldest expatriate clubs in the country 
and has in the past been at the forefront of several charitable, cultural and 
sporting activities. 
  The Hoora premises was the club's second. 
  It was asked to shift from its earlier location in the Shaikh Abdulla Road, 
in the suq area, in February 2003, after spending 50 years there.
  Neighbours had also complained then, saying that the club was located too 
close to a mosque, which has regular religious processions.
  The YGC had more than 1,000 members at one time, said Mr Fernandes. The 
membership is now down to 120 members.
  Despite being homeless, the club is organising social events - many of which 
help raise funds for local charities.
   
  The YGC's Bandra Fair has been moved from September 8 to September 22.
  It will be held at the Baan Saeng Thai Auditorium, in Adliya.
  The programme features traditional game stalls, food stalls, live bands, 
dance competitions, fancy dress competitions, a DJ and the Tapori Contest, or 
the underworld don contest.
  Food and sweets are being especially flown in from Mumbai for the occasion.
  Entrance is free for all members of the Indian Community Clubs and invited 
guests. For more details contact the club General Secretary Mr. Francis

[Goanet] In Memoriam: Dr. Alvaro de Loyola Furtado

We commemorate this year the twentyfifth death anniversary of an illustrious 
son of Goa, Dr. Alvaro de Loyola Furtado. He passed away on August 21, 1982. 
Dr. Loyola Furtado was a leader of the United Goans Party and a senior member 
of the first Legislative Assembly of Goa Daman and Diu. He was an outstanding 
parliamentarian. His learned interventions and impeccable dignity and decorum 
are recalled to this day. 

I met him barely two months before his demise. He had then spoken to me on the 
need to introduce some amendments to certain pieces of Central legislation 
which, he felt, were defectively drafted and I had to admit that there was 
much substance in his studied arguments. He asked me to take up the matter in 
Parliament. This was typical of the man. His concern was the concerns of the 
people. Not once, in the decade and half of our acquaintance, did I ever find 
him seeking personal advancement. His integrity and total involvement in the 
welfare of the community could never be questioned. He was the epithome of the 
gentleman – politician. 

Dr. Loyola Furtado left behind a plethora of scholarly writtings. His two 
major publications relate to issues that continue to besiege us. In  O 
Direito na Propriedade Rustica das Comunidades Aldeanas he dealt with the 
status and problems of our Comunidades. The Report of the Goa Land Reforms 
Commission (1963) states that some centuries ago, long before Goa came 
successively under the domination of Hindu, Muslim and Portuguese rule, a 
large number of families from across the Western Ghats abandoned their 
original homesteads on account of war, epidemic or famine and settled in Goa. 
They formed themselves into cooperative associations governed by heads of 
family who were known as gaunkars. These gaunkars reclaimed and brought under 
cultivation marshy and other village waste lands. The foundation of the 
Comunidade (or gaunkari, its original name) is based on collective ownership 
of land by a group of villagers. From the total produce a certain portion was 
earmarked for village welfare. The Government share in the produce was kept 
aside. The balance was distributed among the members as dividend (jono in 
Portuguese).

Over a period of time, the Comunidades lost their original characteristics and 
declined into mere societies of rights holders (gaunkars) who are members only 
by accident of birth. The non-gaunkars who came subsequently and also 
contributed to the development of the village have no say in the Comunidade. 
The jono is paid to the descendants of the gaunkar even when they no longer 
reside in the village, are not concerned with the working of the Comunidade, 
nor render any service to it or to the village. It is estimated that at 
present over fifty percent gaunkars reside outside the jurisdiction of the 
Comunidade from which they take jono. Furthermore, the right of membership 
does not extend to the women in the family. The Comunidades have ceased to be 
collective farming societies. The village development activities once the 
preserve of gaunkaris, are now entrusted to the gram panchayat. 

The opinion as to how our Communidades should be reformed differs. Dr. Alvaro 
de Loyola Furtado wanted the autonomy of the Communidades to be fully restored 
and that Government should cease to interfere in their administration. Dr. H. 
D. Halarnakar, who has done extensive research on the subject, recommends that 
the Comunidades should be reorganized as agricultural cooperative societies. 
Whilst experts might differ as to the solution, there is agreement as to the 
need to review the Comunidades system so that they may truly fulfill the 
objectives that justify their existence.

In Os primordios do jornalism em Goa e no resto da India, Dr. Loyola Furtado 
recalls the saga of the Konkani language. The offensive of the maratha troops 
led by Sambhaji on Santo Estevao, Salcete and Bardez almost put an end to the 
Portuguese rule in Goa. But for the sudden arrival of the mogul army which 
attacked the maratha territories elsewhere and impelled Sambhaji to return and 
abandon Goa, the history of this land would have been quite different, says 
Dr. Loyola Furtado.

To prevent further challenge to the Portuguese Estado da India, the Viceroy 
D. Francisco de Tavora, conceived a two pronged strategy - transfer the

languages so that a linguistic barrier was created to separate Goa from the 
rest of India. In this frame of mind the Viceroy issued the decree (alvara) of 
June 27, 1684. The purpose of the decree was to eliminate the local languages 
from Goa and to replace them with Portuguese. The decree required that within 
three years Goans should abandon the use of local languages and take to the 
use of Portuguese. The decree was ratified by a royal decree dated March 17,

Prior to Mario Goveia joining Goanet, you used to lord over
goanet and even hound members out (Alfred Tavares will 
attest to it)

It will take time to sink in your mind that (as Gilbert
Lawrence has adverted in a previous post) there is another
Goan more smarter than you.

Its refreshing to note that its pay back time now and is
confirmed by the whining that you have resorted to lately
which was unthinkable a year ago.

Joe Vaz has given a couple of examples from the archives
about your abusive posts but you continue your tirade 
against him perhaps believing in the adage:  Go on throwing
mud, even if it does not stick, the stain will remain.
