SANGUEM, MARCH 10 - Fed up with chicken, mutton or pork? Visit some of
the restaurants in Sanguem taluka and feast yourself to the meat of wild
boars, deer, wildcats, yaks and rabbits.

While poachers have been making merry in the forests of Sanguem taluka,
authorities promptly deny any such activity in the taluka.
Speak to locals and they will readily disclose the places of poaching
activities, price-list for the different kind of wild meat and the
restaurants that serve these dishes.

While the meat of wild boars, deer, wildcats, yaks and rabbits are
easily available, wild boar meat however commands the most demand and is
sold at Rs 150 per kg, while deer, rabbit and wildcat meat is sold at
about Rs 100 per kg. Yak meat has little demand and is priced at about
Rs 75 per kg.

Residents informed that while poaching is rampant in the remote forest
areas of Neturlim, Bhati, Kalay, Villiena, Kumbhari, Molem, Collem,
Rivona, Tudov, Verlem, Salgini and Wadem, officials of the forest
department have been silent spectators to the annihilation of wildlife.
A resident of Kumbhari told Herald that poachers had recently killed a
wild boar and the meat was sold in no time in the village.
According to sources, a group of poachers regularly hunt along
Goa-Karnataka border via Kumbhari in Sanguem, specially on Sundays and
holidays. 

"The group stays overnight in the thick forest and returns to the
village only after killing their prized animal. Everybody in the village
knows about it," informed a villager.
While poachers earlier used handmade bombs to kill animals, illegal arms
borrowed from family members and friends are slowly replacing them.

Moreover, wild meat is brazenly served at a restaurant in a remote area
of Sanguem town. Regular visitors to the restaurant have confirmed that
wild meat xacuti is available almost everyday, for about Rs 100 a plate.
But not all customers have the privilege of consuming wild meat at the
restaurant. "Wild meat is only sold to genuine customers who are
personally known to the restaurant owner or the stewards. The menu does
not make any mention of the wild meat and unknown customers are never
informed of the prized dishes," said a source.
When contacted, Deputy Conservator for Forest Mr Bidi denied poaching
activities in the State. 
"At every meeting with the Range Forest Officials, the issue of poaching
is discussed and there has been no report from any Range Forest official
of any poaching activity in his jurisdiction," claimed Mr Bidi.

Dear Friend,

The Ministry of Overseas Indian Affairs, Government of India has introduced 
a Scholarship Programme for Diaspora Children (SPDC) for the children of 
PIOs)/NRIs to pursue undergraduate programmes for Professional and General 
courses in Higher and Technical Institutions in India. The Educational 
Consultants India Limited (Ed.CIL), a Government of India Enterprise, has 
been designated as the Nodal Agency for implementation of the SPDC. 
Assistance on merit basis is provided to the children of Diaspora (Persons 
of Indian Origin {(PIOs) and Non-Resident Indians (NRIs)} under the SPDC for 
the academic year 2007-2008.

Under this Scheme, 100 admission-cum-scholarships shall be offered for 
Undergraduate courses in Engineering/Technology, Humanities/Liberal Arts, 
Commerce, Management, Journalism, Hotel Management, Agriculture/Animal 
Husbandry, Science, etc to partially fund the tuition fees.

The scholarships will be offered on merit on the basis of a Common Written 
Examination to be held in Kuwait on Sunday, May 6, 2007.  A detailed booklet 
prepared by Ed.CIL covering the guidelines, application forms and other 
details regarding the programme is attached. (Contact details of Educational

The broad guidelines of the SPDC are as follows:

i)   Children of Overseas Indians from 39 countries (list attached) covering 
Africa, Asia, Gulf and the Caribbean will be covered under the SPDC Scheme;

ii)  Minimum age limit is 17 years and maximum age limit is 21 years as on 
October 1, 2007. Children of NRIs studying abroad for a minimum of 5 years 
with XI and XII schooling abroad will be covered under the SPDC scheme;

iii) The scholarship will be a partial scholarship to fund the tuition fees 
for the course concerned;

iv)  Eligibility for scholarships will be based on the basis of qualifying 
marks of 60% in Class XII and score in the entrance test to be managed by 
EDCIL.  Candidates who have scored 60% aggregate marks in their XIIth grade 
will be eligible to appear in the entrance test. Students who are appearing 
for XIIth grade examination this year will also be eligible to appear in the 
test, but their selection will be confirmed subject to their fulfilling the 
eligibility criteria of 60% marks in XII;

v)   The proposed entrance test will be of objective type of two hour 
duration comprising English language proficiency, Reasoning 
Ability/Quantitative Abilities and General Awareness.  The examination will 
be conducted in Kuwait by the Embassy. The general standard of the 
examination will be that of 12th Standard of Indian educational system.

vi)  Original Application Form (Hard copies only), complete in all respects 
are to be submitted to the Project Manager (MOIA), Educational Consultants 
India Limited, Ed.CIL House 18-A, Sector 16-A, NOIDA-201301 (India) latest 
by 23rd March 2007.

vii) The last date for receiving the original application form in Ed.CIL is 
March 23, 2007;

GOA GOVERNMENT GIVES LOLLYPOP TO TIATRISTS

In a section of the local press the news has been published saying that the 
government has decided to set up a Tiatr Academy for the overall development 
of Tiatr and to name the main Ac auditorium of the Ravindra Bhavan at Margao 
after Pai Tiatrist Joao Agostinho Fernandes. Romi Lipiechi chollvoll (RLC) 
welcomes this decision. However this lollypop gift of the government just 
before the election for tiatrists and Roman script supporters will not 
satisfy RLC till its one and only one demand is met, namely to give Equal 
Status to Roman script in the Language Act of Goa 1987.

By fulfilling the secondary demands of Roman script supporters the Goa Govt. 
is trying to divert the attention of the public from the primary demand and 
wants to gain sympathy from the public. Government is fully aware that 
during the forthcoming elections tiatrists will campaign against it and will 
support those candidates who will promise Equal Status to Roman script. To 
prevent tiatrists' determined move and to divide them the government is 
trying to bluff them with pre-election gifts. This is the conspiracy of the 
Vichar Vibhag of the Congress Party. Roman script supporters should not fall 
prey to these gimmicks of the government.

Since the present government has failed to give justice to Roman script for 
the last five years, it will become one of the main issues during the 
forthcoming elections. RLC will actively support those candidates (except 
the present Ministers and all MLAs) who give in writing in their election 
manifesto that they would amend the Official Language Act to give the Equal 
Status to Konknni in Roman script. Government is of the people and for the 
people. Hence no government in Goa could afford to ignore the genuine 
aspiration and long pending demand of Roman script supporters. RLC is 
determined to fight till their sole and primary demand is fulfilled.

Dear Philip,

Newsweek this week had their lead story as "The
problem with India". It seems that for now atleast
India has to put its "emerging superpower" status on
hold. India has not adequately invested in
infrastructure since 1960, and is a couple of decades
behind china in this respect. Its crumbling
infrastructure is putting a severe strain on
development. Companies are wary about committing to
investment in India, given power and water shortages,
lack of proper roads, airports and the complete lack
of political spine to address any of these issues in
the determined manner that is needed. 

If India does not make the required investment in
infrastructure and assuming the very best scenario
that it will catch up with China within two decades,
its new-found emergence could very easily fade away,
with countries such as even Vietnam posing strong
competition.

Your issue by issue detail of Parrikar's hypocrisy, inaction,
powerlessness and greed cannot be understood by someone who has the
brains of a parrot.

Parrots are good only for repetitive statements. When they learn a new
word or about a new subject, that is what they will repeat ad nauseam,
doctorates or not.

My African Grey will put on a kashti if you show him how. He will
squawk Parrikar, Parrikar till he is hoarse once you teach him that
name. He will swing about his cage while he is upside down and last
but not least he one day shouted Nortel, Nortel following which that
company once more admitted to an accounting error causing it's stock
to plunge. If that is not good stock forecasting, I don't know what
is.

'Cajel' my African Grey, so named due to his passion for that liquor,
can swear like a sailor when the occasion demands it. All of which
reminds me of someone I know.

Goa villagers say no to Intl cricket stadium

THIVIM (GOA): While entire India is getting ready for cricket World Cup
fever, Thivim village with 10,000 to 11,000 people, 12 kms away from
here, is fighting the proposed international cricket stadium, which they
say 'will eat into their livelihood.'

The Rs60 crore-40,000-capacity international cricket stadium planned in
their village has been a bone of contention as land acquired for the
purpose is cultivable farmland.

The Goa Cricket Association, with land acquired from state government,
will be constructing this huge project.

"We don't want to part with our land for the purpose of cricket stadium.
It's a farmland where we take paddy crop every monsoons. Now with
Tillari irrigation project getting materialised, we will be able to take
three crops a year," stated Vasanti Vaingankar.

Vaingankar along with 80 other farmers are resisting 1.3 lakh square
metres land acquisition which comprises 60,000 square metres of
agricultural, 43,000 square metres of private forest and 20,000 square
metres of orchard land.

Thivim residents, gathered under banner of Save Thivim Front, are also
objecting to the cutting of private forest land which houses rare
variety of birds and few wild animals.

"Early morning, peacocks are seen here. Few foreigners often visit to
click their pictures. If you are disturbing the forest, they will be
homeless," Ladislaus Fernandes, another local, said.

The villagers are also questioning utility of this project. "Goa will
get an international cricket match once in two years... Why do we
require this project which will be turned into a white elephant,"
questioned another local.

The Goa Cricket Association (GCA), however, played down the entire
controversy stating that the villagers are agitating to get extra
compensation.

"The land acquisition proceedings are over a year back. We are starting
the construction work in first week of April," Goa Cricket Association
president Dayanand Narvekar, who is also vice president of Board of
Cricket Control of India (BCCI) and a minister in state cabinet, said.

Pointing out the site plan, Narvekar, who represented Thivim
constituency during his last tenure, said Forest Act allows
diversification of forest and whatever trees that need to be cut would
be replanted.

"Every state has cricket stadium of their own.. Why can't Goa have?," he
questioned.

The cricket stadium project would be jointly sponsored by BCCI and GCA
with former chipping in with Rs25 crore subsidy for the project,
Narvekar said.

Goa Bachao Abhiyan should issue a statement saying that people should
not get confused due to the name of the Save Goa Democratic Party, and
that Goa Bachao Abhiyan has nothing to do with this as with any other
political party.

It's quite a smart move to name the new party SGDP, especially as the
catch pharse 'Save Goa' is now on everybody's lips. But GBA should
reiterate its statement of equal indifference to all parties in the
forthcoming elections, else somebody else will be doing mischief on the
basis of the hard work of GBA and the goodwill earned by it.
