If ever there was a sham...this is it!

Cong 'loses' Valpoi seat

Nominee withdraws; party to rally behind Vishwajeet
HERALD CORRESPONDENT
VALPOI, MAY 18 — The imbroglio over the Congress candidate in Valpoi
constituency ended in a sham, when its "weak" candidate Laxman
Sanvordekar withdrew his nomination on Friday, paving the way for
Independent candidate Vishwajeet Rane to extract full support from the
Congress.

While Sanvordekar was unavailable for comment on his decision to leave
the Congress without an official candidate in Valpoi constituency — a
situation similar in Taleigao constituency — close sources disclosed
that Sanvordekar — a forest contractor from Melauli-Nagargao who was
not involved in politics even at the panchayat level — had realised
that he was a weak candidate in the fray.
"Moreover, he was not popular in Valpoi constituency and had almost no
chance of winning the elections," the source said.
"In fact, Sanvordekar was surprised to know that he was given the
Congress ticket in the first place. He merely signed the form after
some Congress leaders had told him to do so," the source added.
Accompanied by Congress Observer Ramesh Shetye, Sanvordekar was the
last candidate to file his nomination in Valpoi constituency -- a mere
10 minutes before the end of accepting nominations forms.
And, Sanvordekar was also the last candidate to withdraw his
nomination on Friday.
Such was the lacklustre Congress campaign in Valpoi that supporters
even prevented Sanvordekar from speaking to the press, both, while
filing his nomination and while withdrawing it. Moreover, Sanvordekar
did not campaign even after filing his nomination.
Sanvordekar's decision to pull out from the fray did not come as a
surprise in Valpoi, as he was considered a "dummy" candidate right
from the start, after strong contender Bandu Dessai decided to refuse
the Congress ticket.
Reacting to the withdrawal of its candidate in Valpoi, party spokesman
and Rajya Sabha MP Shantaram Naik said that AICC General Secretary
Margaret Alva would look into the matter and take an appropriate
decision.
Party observers who are deputed here by the AICC were shocked to hear the news.
Meanwhile, Vishwajeet Rane said that he would continue to work for the
Congress party's candidates in Poriem, Pale, Bicholim, and Mayem.

BEST BET
By Valmiki Faleiro

This election, it is imperative we vote the "best-in-the-fray" candidate,
whatever his or her
political party affiliation, or no party affiliation. But just how does one
decide who is ‘best’?
I had promised to share how I would decide that for myself. Here goes.

Our corrupted electoral process has spawned a new breed of ‘election
entrepreneurs’ ...
non-serious Independents who file nominations, not with a hope of saving their
deposit,
but to make money. More the aspirants, greater the chances of voter error, with
a longer
list of buttons on one or more EVMs. Serious party nominees therefore will, as
in PWD
tenders, ‘compromise’ and pay them to withdraw. Those failing to fetch the
right price,
however, will feature on the EVM/s. Knock off all such ‘entrepreneurs’ from
your list of
contestants, to start with.

My test of the ‘best’ is a simple seven-step process of elimination. If any
candidate/s gets
a "Yes" to Question No.1 below, strike him/them off the list. Go to Q2. Strike
off all those
who test positive, i.e. answer "Yes." Proceed to Q3, and likewise, until you
are left with
just one candidate -- which would probably happen even before you’ve reached
Step Six.
In the event you’re left with more than one name, select the one who best
answers Q7.
That is your wo/man!

1. COMMUNAL? Is s/he easily swayed by caste and creed? Like the filter at Q2,
remember this is a political ‘branding’ tool, so do not assume every
Congressman is
corrupt and every BJPwallah communal. Go by the individual candidate’s known
credentials. Goa is a small place and everyone knows everyone else. If in
doubt, find out
-- from those around you who’re aware and objective.

2. CORRUPT? It is not necessary that one be a MLA or minister to be corrupt. I
know one
aspirant, a ‘new’ face who never ‘lost’ an election -- because he never
contested one! --
and made his millions simply by staying close to one or the other top
politician in power,
dumping each benefactor the day he lost power. Check the candidate’s
antecedents.

3. "WINNABLE?" The word reeks of cash. Check how he made his money.
Legitimately? Legally? Moneybags who minted crores thieving mineral ore and
from such
sundry swindles are party nominees. They are the biggest danger to Goa’s
polity. Once
elected, they’ll increase and multiply their wealth, and use it to subvert
future elections --
as is already happening, perhaps not so irrevocably. Now’s the time to nip the
malaise...
tomorrow, when we are outnumbered by purchasable migrants, will be too late.

4. SENIOR? Strike off any MLA who’s been in office 15 years or more. If 15+
years are
insufficient for a man to develop himself, his family and his constituency --
usually in that
order -- he’s downright incompetent. Says Bosco D’Mello, Toronto, "This
politics-for-life
motto of Indian politicians is more like having their hands in somebody else's
pockets all
their lives. With 5-year terms, I believe all in public office, from Panch to
MP, should be
restricted to two terms -- a rookie term and a graduating term. With an educated
populace, politicians who have served themselves with a life-sentence in
politics are a
deterring force to younger individuals interested in politics."

5. PARTY HOPPER? You know I’m not on party regulars at Goa’s nightspots who
sleep
by day. I am on those marvels who by day sleep with the party on whose ticket
they were
elected and by night are in bed with another party, rocking governments. Goa’s
record at
floor crossing has been *the* most notorious in this nation of Aya-Rams,
Gaya-Rams.
Knock off all defectors ... even the nation’s revised Anti-Defection law will
not prevent
them from rocking you, me and Goa both by night and day.

6. CAREER POLITICO? Does he have an independent career, profession or business
--
a regular source of income for himself and his family? If he does not, strike
out without
further thought. This is a career politician, out to make a business of
politics.

7. COMPETENT/EDUCATED/SOCIAL-MINDED? How does s/he measure on these
counts? You’ll notice I accord the least priority to what should have
ordinarily been the
highest priority: competence. That’s because, this election, the other
parameters have a
greater bearing on Goa’s future. At this crucial, almost crossroads, stage in
her modern
history, Goa could do with lesser competence but with the urgent need to keep
out
destroyers -- who, if reelected, will finish within five years the little that
is left...

It is imperative we vote with our heads, not with our hearts. Look not at party
labels, but
ferret out the ‘best bet’ from the available lot in your constituency. (ENDS)

Dear Friends,

We write this letter to request you to sign a petition to the Governor of
Gujarat condemning the recent events at the Maharaja Sayajirao University of
Baroda. A group of people with affiliations to Hindu supremacist groups
barged into the Fine Arts campus, disrupted the examination and abused and
threatened students and faculty members. A student was arrested for
offending religious sentiments, and the Dean of the Faculty was suspended.
Such attempts to stifle by force the rights to free speech and expression of
individuals, and to impose on society in general the narrow perceptions of
certain sections regarding what is permissible and what is not, constitute a
serious threat to political, intellectual, and artistic freedoms in India.
These attacks are especially worrisome since it points to a nexus between
members of the Hindu nationalist BJP, who carried out the attack, the
police, and the top levels of the University administration including its
Vice Chancellor Manoj Soni.

The petition is available at http://www.petitiononline.com/MSUAUTO/

The details of the incident are as follows. On 9th May 2007, students of the
Fine Arts Faculty had put up their installations around the Faculty campus
as part of their annual internal examination/display. The Fine Arts Faculty
is one of the best-known institutions within the M. S. University. The
Faculty has also nurtured many renowned artists and it is here that the
famous Baroda School of Art developed.

That afternoon, Vadodara-based BJP leader Niraj Jain (accused for the 2002
Gujarat carnage by Concerned Citizens Tribunal - Gujarat), stormed into the
Faculty premises, accompanied by local police and some accomplices. They
manhandled Chandramohan, a final year MA student (and recipient of the
Gujarat Lalit Kala Academy Award, 2005-06) who had put up some graphic
prints. They accused him of offending their religious sentiments, saying
that he had portrayed the goddess Durga in an obscene way. Dr. Shivji
Panikkar, the Dean in charge, was also threatened with dire consequences by
Niraj Jain and his cohorts.

Subsequently, Chandramohan was arrested and charged under sections 153A,
114, and 295 of the Indian Penal Code for "promoting enmity between
different groups on grounds of religion, race etc, committing acts
prejudicial to the harmony of the public”. His examination works – which had
been put up only for the sole purpose of the final examinationwere
apparently "offensive" to public religious sentiments.
Since no citizen can be charged with Section 153 without the sanction of the
State or Central government, and since in this case no sanction was sought,
this was in effect an illegal detention.

The police also refused to register a complaint against Niraj Jain when
students, teachers and other organizations like PUCL approached them.

On May 10, at Chandramohan's bail hearing, alongwith the VHP and BJP crowds,
at least 40 priests from the Methodist Church had also joined the cacophony
of voices against Chandra Mohan.

In the meantime, the University authorities not only refused to support the
students and the staff but insisted that Professor Shivaji Panikkar, Dean in
charge of the Faculty (as well as author and editor of Saptamatrka Worship
and Sculptures, 1997; Twentieth-Century Indian Sculpture, 2002; Towards a
New Art History: Studies in Indian Art, 2003 among others), apologize to the
BJP.

On the next day, May 11, the students and staff, denied any other form of
protest, put up an exhibition focusing on the long history of erotic imagery
in both Indian and Western art. In response, the Deputy Registrar issued a
verbal request, followed by a written order, that the exhibition be closed
down. Dr. Panikkar refused to comply as it was a decision by the students
and this was their way of lodging a peaceful protest. Later in the day, the
Pro Vice Chancellor, along with some members of the Syndicate arrived at the
Faculty and locked up the exhibition. The same night, at 10 p.m. a
suspension order was pasted on the door of Dr. Panikkar's residence. He has
been suspended for three months, not only from Deanship, but also as the
Head of the Art History Department. No reasons were given for the
suspension.

Chandra Mohan was released on 14th May 2007. The suspension order against
Dr. Panikkar continues, and fearing attacks and arrest, he has been forced
to go underground.

Over the last few days, art historians, critics, activists, artists and art
lovers have launched a nation-wide protest against the Gujarat government's
latest act of fascism. On 14 th May 2007, over 1000 artists from all over

[Goanet] Margao incidents: What Goa Doot had to say

This is a rough and ready translation of the stuff that appeared in Goa
Doot on 10/5/2007. This is the BJP-Bajrang Dal's very
own newspaper. The report below is totally sickening -- repeated
references to 'minority community' youth as the assailants, Muslim
youth, etc. There are also large dollops of inflammatory fantasy -- see
the end where they talk of Muslim youth gathering at the Margao police
station with the intention of firing bullets at it. Right at the end is
a statement about protecting 'the holy land of Sri Damodar', clearly
pitching the whole issue as a religious war.

Those who have been only exposed to the English language press in Goa
probably think that the Margao incidents have received universal
condemnation. But this is how the pot is being stirred by a section of
the press.

Can't such cases be taken to the Press Council? This kind of
reporting should certainly attract provisions of Section 181A and B of
the IPC -- which, incidentally, Manohar Parrikar used to repeatedly
threaten to invoke against anybody who dared to talk about the sins of
the Sangh Parivar in spreading communal discord.

Riot-like situation in Margao

Tension over eve teasing * 2 arrested at Verna, 3 absconding

Margao, 9 May, Correspondent

A young woman's brother who objected to the teasing of his sister was
the subject of a murderous attack by five Muslim youth. In a furious
reaction to this, thousands of citizens observed a spontaneous bandh and
held a dharna outside the police station demanding arrest of the accused
youths. Till late evening, the situation in the city was tense but under
control. According to late information, a call has been given for a
bandh tomorrow (Thursday) and there is a possibility of normal life
being affected.

Today's events in the city evoked memories of last year's Curchorem
riots. Furious citizens of Margao targeted some shops in the Gandhi
Market, and one began to wonder if Curchorem was going to be repeated
here, but the New Market Traders' Association managed to get control
over the situation in time.

After Rajesh Cuncolienkar reprimanded youths who were eve-teasing his
sister, five Muslim youths from Rumdamol, Davorlim and other places
attacked Rajesh with iron rods, soda bottles and knives, and, leaving
him covered with blood, fled in an Indica car. Due to this, the entire
trader class in the market was enraged. They took a morcha to the police
station demanding arrest of the assailants. The shops in the Margao were
kept closed after 12 o'clock. As soon as this news spread in Margao, all
people in Margao, without bothering about the severe heat, gathered near
Pimpalkatta. To express their strong protest over this incident, in the
evening thousands of people took out a morcha to the police station
shouting slogans and condemning politicians. And they expressed their
strong determination not to leave the police station until they were
arrested. DySP Umesh Gaonkar gave an assurance that they would be
arrested by tonight. After that the crowd gathered near Pimpalkatta,
awaiting the arrest.

15 days ago in Gogol Housing Board Colony, five Muslim youths had
attacked a youth named Pillai. This incident was repeated today in broad
daylight and in front of all the shopkeepers. Madgaonkars condemned this
in strong words. Rajesh Sitaram Cuncoliemkar has a masala shop in the
market, and right next to it is his sister's readymade garments shop.
For the last four days Afzal, a salesman in Gandhi market and resident
of Rumdamol, had been teasing the sister. Frightened, she narrated this
to Rajesh, who immediately decided to ask Afzal about this. This morning
at 10 o'clock when he came here again and started pestering the sister,
Rajesh confronted him and they had a verbal argument. Afzal abused him
in unprintable terms -- unable to bear this, Rajesh slapped him. After
that Afzal went away and after half an hour five youths including came
there and immediately attacked Rajesh with rots, bottles and knives.
They threw chilli powder in his eyes. They made a knife attack on him
from the backand smashed bottles on both his arms. He was also wounded
This attack caused some wounds on the fingers of the assailant. Leaving
him in that state they fled in an Indica car.

The sister and others raised a hue and cry and gathered the traders in
the market. The president of the Traders' Association, Vinod Shirodkar
immediately informed DySP Umesh Gaonkar about the incident and also gave
him the number of the Indica car. He also took Rajesh to the hospital.

The police sent the number of the car to all police stations and asked
for the car to be stopped. The Traffic Police Interceptor car was near
Verna -- it blocked

Dear Chacha,
Can I call you Chacha (anglophiles like using
pet-names), perhaps you should do some factfinding
before you let rip (pardon the uncultured expression,
but given your state of flatulence) on Goanet. To help
you along, I post the relevant link to that Goddess of
Truth, Wikepedia:
http://en.wikipedia.org/wiki/Philistines
which states, among other things:

"British writers of the 19th century and very early
20th century sometimes referred to the Arabs of
Palestine as "Philistines". This was apparently not
due to a belief in a strong connection with the
ancient Philistines, but merely reflects the former
convention that "Philistine" simply denotes "native of
Palestine".

Now Chacha, no apology is needed. Other people have
made the same mistake but it time you will realise
that I carefully double-check my facts before I write.

2) You write, "about Islam, the very rigidity is its
strength". Really? I wonder why you chose the word
"rigid" which has a very negative connotation.
Incidentally, the word Philistine, which you are so
fond of using is no longer used in polite company.
This is a quaint little word coined by Anglos and
anglophiles (the very ones you detest), to describe
Palestinians and hence as an extension by their own
logic uncultured people.

RE: The very language, English, that we use is "Anglos and Anglophiles", in
the ultimate analysis, isn't it?
I think that You talk without knowing your English! There is a difference
between a thinker and a wishful thinker. You wish it were like how you posit
it. For Palestinians have nothing to do with the word Philistines.
Philistines are people who lift a culture lock, stock, barrel without
assimilating or growing into the culture. They wear a culture like a thin
sheet of parchment, skin deep and shallow and showy.

Hi Reboni

To use an overused phrase, I really feel your pain and was embarrassed by
the racy article about apartments for £10,000. The corruption in Goa is
making life very difficult for those permanently resident in Goa even though
most accept that there can and should be orderly and consensual development
in Goa. What you describe is truly a tragedy unfolding right in front of our
eyes.

Reboni Saha wrote

Objection: Irresponsible article

I refer to 'The exotic beach paradise where apartments cost only
£10,000' may 16th - article under the homes section.
You talk of Goa as an object.
Having been part of a huge movement to stem the mayhem that the
Government sought to bring with its ill conceived and corrupt
'Regional Plan for Goa', I am very disturbed reading articles like
yours. It is because of much hype ( articles talking of how 'hip' Goa
is ) that we have had to battle the floods of developers that have
burst into Goa, bribing the Government, attempting to set up ugly
concrete blocks in forests and mangrove areas, completely insensitive
to environment and lifestyle. They have even sought to regularize
development on the protected beaches where the endangered Olive Ridley
turtles breed...

The debate over creationism v/s evolution, is not
contingent on evolution being a plausible theory (for
which by the way there is plenty of evidence) but
rather on creationism being an untenable one.

Science has a built-in self-correcting mechanism based
on peer reviews and re-evaluation of hypotesis when
more evidence comes into play. Religion is not held to
such stringent standards, which is fine if one is in
the business of hypotheses pertaining to the soul.
However theories and ideology pertaining to the
creation and evolution of the world, the psychology of
the human mind, the ailments of the human body, the
judicial system and politics are best left to their
respective disciplines. Religion should take the moral
leadership and acknowledge that it simply does not
have any authority on these subjects. That would be
the most ethical and honest thing to do.

I have to wonder why India always comes up with
lopsided solutions to its problems. Is there some
genius that sits in a babudom bureaucratic office that
comes up with these glorious solutions? If the rate of
foetocide is appalling ban ultra-sound technicians
from revealing gender, if HIV is spreading, make a
pre-marital HIV test mandatory. Always ensure that you
place a band-aid on the problem rather than treat it
effectively.

First of all it is highly unethical to stop anyone
from taking up foreign employment. Just because this
section of society to too weak to protest the decision
taken, the government will ensure that it gets away
with it. What if a report reveals tomorrow that all
accountants exported to the Gulf are harshly treated
(as indeed they are). Will they too be stopped from
taking up postings in the Gulf? No, because the C/As
of India will organise themselves and create havoc.

Secondly, this move will stop a substantial number of
people from earning a legitimate livelihood. For every
one maid that is mistreated and trafficked, there are
ten that are earning a respectable and legitimate
living under decent conditions. Many of these are
employed by Indians themselves living abroad.

Thirdly, let me assure the Indian government that if
emigration of maids is disallowed tomorrow, the
trafficking will continue under some other guise. The
occupation on the visa application will simply show
secretary or receptionist. So, a large section of
society will be denied a living while no gains will be
made in their attempt to halt sex trafficking.

The real solution to this is (a) with the number of
Indians that work in the Gulf, it is incumbent on the
Indian government to exercise its power and ensure
that passports cannot be withheld by the employer (a
horrendous violation in Gulf countries) and must
remain the sole property of its original custodian.
(b) There must be visible, effective and numerous
outreach programmes run by the Indian government, in
the Gulf countries, open to members of its community
who are in trouble and seeking protection from such
unscrupulous employers. This is the only tangible way
they will be able to help and reach out to maids and
any employee that is being harassed in the Gulf.

Wonder if such businessmen can think so much of Goa and Goans where and why
they were hiding for the last 5 years , they did not be politicians to help
Goenkars if they have a lot of money , they can and should have helped
Goenkars without contesting.

The Chief election commissioner should clearly define the role of religous

Orlando,
I am not too sure if man has evolved from primates or
if that is the direction man is going. However, I am
quite convinced that angels have morphed from fairies.
Fairies being male angels.

Since we are on this subject, if anyone is interested,
I can prove that the earth is the centre of the
universe. And yes, don't ask unless you are prepared
to be shocked!

The above post has got to be simply an extended flame
bait. It is hard to imagine anybody would seriously
cite a creationist lawyer's opinion and his own
home-baked beliefs as an argument against an
established scientific principle, a biological fact
that is supported by overwhelming evidence.

As far as human evolution is concerned, one of the
most compelling pieces of recent evidence in favor of
the descent of humans from the common ancestor of
non-human primates, namely chimpanzees and bonobos, is
the 98% structural similarity of DNA between the three
species of primates.

What is Phillip Johnson's abstract legal argument
against that physical evidence?

Cheers,

[Goanet] Pune... and the Right to Information

Recently, I attended an amazing seminar on the Right to Information
Act at Pune. Amazing because the people there were so well informed,
so obviously committed, and working with a whole lot of simplicity
(not like some of the other plushly-funded campaigns I have come
across by people who believe they are campaigning for a cause).

Permit me to share some of my writings and lessons learnt from there,
as it might be of interest and relevance to those who want to take the
idea forward in Goa or elsewhere. As is increasingly becoming clear,
two years after it was enacted... the Right to Information Act (2005)
is a rather powerful law. How it shapes up, of course, depends on what
we makes on it. And, in this battle, information is key. But,
information, if it is not used properly, is pretty useless, as a
colleague was arguing the other day

So, here goes:

* Plug loopholes, RTI campaigners demand
Making payments easier while applying for information, lack of
nameplates of responsible officers outside government departments,
poor training for government staff, high security making secretariats
inaccessible, and incorporating NGOs by offering them funds, were
among the other issues raised.

It seems that Rev Fr. Concessao D' Silva, has not heard the

Dear Goanetters:
The underpinnings of our linguistic Tower of Babel reflect the kaleidoscope
of Goa's enchanting diversity. As you know, an intriguing, yet delightfful
hybrid patois has evolved through our Goan History's vicissitudes. The
essence of its charm is the reconciling detente, nay harmony, this lingua
franca has cultivated among various subethnic and social groups in our
beloved Goa. This unique endemic socially and culturally accepted
communications phenomenon is dramatized with hearty drollery in the quaint
anecdote (source unknown) related below :

NAKA MHAKA OSLO JOB!!!

And then there was our good ole Goan Gabru who met his friend Santan at the
tinto one evening..

"Arre, Gabru, Boro morre! Where u men, no sign so long... You were trying
for job no, at the Taj. What happened?"

"Arre, Santan... Kitem Sangonk... I no want such job!"

"Kiteak re? Kith zallem?"said Santan.

"I am good swimmer. I would be fantastic lifeguard for sure. I went for
interview at the Taj. Thinga ek Baill ani ek Dadhlo.. Borim english
mattalim.. I good speaking english you know. They ask me 'Who I' I say - I
am Gabriel Joao Leitao from Fortavaddo Nerul. I want to be lifeguard. They
say show your feet.. I showed my feet. Then mhaka sangttam show me your
knees... I am thinking why for they want to see my Dhomppram but anyways I

"Then what?" said Santan.

"Then, Sheeh Saiba, Loz dissta sangonk! That lady she tell me 'Show me your
testimonials'. Testi.. Anka testi mhuntath thi kiteac pollounc zai ? I no
