While Sanvordekar was unavailable for comment on his decision to leave the Congress without an official candidate in Valpoi constituency — a situation similar in Taleigao constituency — close sources disclosed that Sanvordekar — a forest contractor from Melauli-Nagargao who was not involved in politics even at the panchayat level — had realised that he was a weak candidate in the fray. "Moreover, he was not popular in Valpoi constituency and had almost no chance of winning the elections," the source said. "In fact, Sanvordekar was surprised to know that he was given the Congress ticket in the first place. He merely signed the form after some Congress leaders had told him to do so," the source added. Accompanied by Congress Observer Ramesh Shetye, Sanvordekar was the last candidate to file his nomination in Valpoi constituency -- a mere 10 minutes before the end of accepting nominations forms. And, Sanvordekar was also the last candidate to withdraw his nomination on Friday. Such was the lacklustre Congress campaign in Valpoi that supporters even prevented Sanvordekar from speaking to the press, both, while filing his nomination and while withdrawing it. Moreover, Sanvordekar did not campaign even after filing his nomination. Sanvordekar's decision to pull out from the fray did not come as a surprise in Valpoi, as he was considered a "dummy" candidate right from the start, after strong contender Bandu Dessai decided to refuse the Congress ticket. Reacting to the withdrawal of its candidate in Valpoi, party spokesman and Rajya Sabha MP Shantaram Naik said that AICC General Secretary Margaret Alva would look into the matter and take an appropriate decision. Party observers who are deputed here by the AICC were shocked to hear the news. But just how does one decide who is ‘best’? I had promised to share how I would decide that for myself. Here goes. Our corrupted electoral process has spawned a new breed of ‘election entrepreneurs’ ... non-serious Independents who file nominations, not with a hope of saving their deposit, but to make money. More the aspirants, greater the chances of voter error, with a longer list of buttons on one or more EVMs. Serious party nominees therefore will, as in PWD tenders, ‘compromise’ and pay them to withdraw. Those failing to fetch the right price, however, will feature on the EVM/s. Knock off all such ‘entrepreneurs’ from your list of contestants, to start with. My test of the ‘best’ is a simple seven-step process of elimination. If any candidate/s gets a "Yes" to Question No.1 below, strike him/them off the list. Go to Q2. Strike off all those who test positive, i.e. answer "Yes." Proceed to Q3, and likewise, until you are left with just one candidate -- which would probably happen even before you’ve reached Step Six. In the event you’re left with more than one name, select the one who best answers Q7. That is your wo/man! 1. COMMUNAL? Is s/he easily swayed by caste and creed? Like the filter at Q2, remember this is a political ‘branding’ tool, so do not assume every Congressman is corrupt and every BJPwallah communal. Go by the individual candidate’s known credentials. Goa is a small place and everyone knows everyone else. If in doubt, find out -- from those around you who’re aware and objective. 2. CORRUPT? It is not necessary that one be a MLA or minister to be corrupt. I know one aspirant, a ‘new’ face who never ‘lost’ an election -- because he never contested one! -- and made his millions simply by staying close to one or the other top politician in power, dumping each benefactor the day he lost power. Check the candidate’s antecedents. 3. "WINNABLE?" The word reeks of cash. Check how he made his money. Legitimately? Legally? Moneybags who minted crores thieving mineral ore and from such sundry swindles are party nominees. They are the biggest danger to Goa’s polity. Once elected, they’ll increase and multiply their wealth, and use it to subvert future elections -- as is already happening, perhaps not so irrevocably. Now’s the time to nip the malaise... tomorrow, when we are outnumbered by purchasable migrants, will be too late. 4. SENIOR? Strike off any MLA who’s been in office 15 years or more. If 15+ years are insufficient for a man to develop himself, his family and his constituency -- usually in that order -- he’s downright incompetent. Says Bosco D’Mello, Toronto, "This politics-for-life motto of Indian politicians is more like having their hands in somebody else's pockets all their lives. With 5-year terms, I believe all in public office, from Panch to MP, should be restricted to two terms -- a rookie term and a graduating term. With an educated populace, politicians who have served themselves with a life-sentence in politics are a deterring force to younger individuals interested in politics." 5. PARTY HOPPER? You know I’m not on party regulars at Goa’s nightspots who sleep by day. I am on those marvels who by day sleep with the party on whose ticket they were elected and by night are in bed with another party, rocking governments. Goa’s record at floor crossing has been *the* most notorious in this nation of Aya-Rams, Gaya-Rams. Knock off all defectors ... even the nation’s revised Anti-Defection law will not prevent them from rocking you, me and Goa both by night and day. 6. CAREER POLITICO? Does he have an independent career, profession or business -- a regular source of income for himself and his family? If he does not, strike out without further thought. This is a career politician, out to make a business of politics. 7. COMPETENT/EDUCATED/SOCIAL-MINDED? How does s/he measure on these counts? You’ll notice I accord the least priority to what should have ordinarily been the highest priority: competence. That’s because, this election, the other parameters have a greater bearing on Goa’s future. At this crucial, almost crossroads, stage in her modern history, Goa could do with lesser competence but with the urgent need to keep out destroyers -- who, if reelected, will finish within five years the little that is left... A group of people with affiliations to Hindu supremacist groups barged into the Fine Arts campus, disrupted the examination and abused and threatened students and faculty members. A student was arrested for offending religious sentiments, and the Dean of the Faculty was suspended. Such attempts to stifle by force the rights to free speech and expression of individuals, and to impose on society in general the narrow perceptions of certain sections regarding what is permissible and what is not, constitute a serious threat to political, intellectual, and artistic freedoms in India. These attacks are especially worrisome since it points to a nexus between members of the Hindu nationalist BJP, who carried out the attack, the police, and the top levels of the University administration including its Vice Chancellor Manoj Soni. On 9th May 2007, students of the Fine Arts Faculty had put up their installations around the Faculty campus as part of their annual internal examination/display. The Fine Arts Faculty is one of the best-known institutions within the M. S. University. The Faculty has also nurtured many renowned artists and it is here that the famous Baroda School of Art developed. That afternoon, Vadodara-based BJP leader Niraj Jain (accused for the 2002 Gujarat carnage by Concerned Citizens Tribunal - Gujarat), stormed into the Faculty premises, accompanied by local police and some accomplices. They manhandled Chandramohan, a final year MA student (and recipient of the Gujarat Lalit Kala Academy Award, 2005-06) who had put up some graphic prints. They accused him of offending their religious sentiments, saying that he had portrayed the goddess Durga in an obscene way. Dr. Shivji Panikkar, the Dean in charge, was also threatened with dire consequences by Niraj Jain and his cohorts. Subsequently, Chandramohan was arrested and charged under sections 153A, 114, and 295 of the Indian Penal Code for "promoting enmity between different groups on grounds of religion, race etc, committing acts prejudicial to the harmony of the public. His examination works which had been put up only for the sole purpose of the final examinationwere apparently "offensive" to public religious sentiments. Since no citizen can be charged with Section 153 without the sanction of the State or Central government, and since in this case no sanction was sought, this was in effect an illegal detention. The police also refused to register a complaint against Niraj Jain when students, teachers and other organizations like PUCL approached them. On May 10, at Chandramohan's bail hearing, alongwith the VHP and BJP crowds, at least 40 priests from the Methodist Church had also joined the cacophony of voices against Chandra Mohan. In the meantime, the University authorities not only refused to support the students and the staff but insisted that Professor Shivaji Panikkar, Dean in charge of the Faculty (as well as author and editor of Saptamatrka Worship and Sculptures, 1997; Twentieth-Century Indian Sculpture, 2002; Towards a New Art History: Studies in Indian Art, 2003 among others), apologize to the BJP. On the next day, May 11, the students and staff, denied any other form of protest, put up an exhibition focusing on the long history of erotic imagery in both Indian and Western art. In response, the Deputy Registrar issued a verbal request, followed by a written order, that the exhibition be closed down. Dr. Panikkar refused to comply as it was a decision by the students and this was their way of lodging a peaceful protest. Later in the day, the Pro Vice Chancellor, along with some members of the Syndicate arrived at the Faculty and locked up the exhibition. The same night, at 10 p.m. a suspension order was pasted on the door of Dr. Panikkar's residence. He has been suspended for three months, not only from Deanship, but also as the Head of the Art History Department. No reasons were given for the suspension. Chandra Mohan was released on 14th May 2007. The suspension order against Dr. Panikkar continues, and fearing attacks and arrest, he has been forced to go underground. This is the BJP-Bajrang Dal's very own newspaper. The report below is totally sickening -- repeated references to 'minority community' youth as the assailants, Muslim youth, etc. There are also large dollops of inflammatory fantasy -- see the end where they talk of Muslim youth gathering at the Margao police station with the intention of firing bullets at it. Right at the end is a statement about protecting 'the holy land of Sri Damodar', clearly pitching the whole issue as a religious war. Those who have been only exposed to the English language press in Goa probably think that the Margao incidents have received universal condemnation. But this is how the pot is being stirred by a section of the press. Can't such cases be taken to the Press Council? This kind of reporting should certainly attract provisions of Section 181A and B of the IPC -- which, incidentally, Manohar Parrikar used to repeatedly threaten to invoke against anybody who dared to talk about the sins of the Sangh Parivar in spreading communal discord. - Goa Doot, 10/5/2007 Riot-like situation in Margao Tension over eve teasing * 2 arrested at Verna, 3 absconding Margao, 9 May, Correspondent A young woman's brother who objected to the teasing of his sister was the subject of a murderous attack by five Muslim youth. In a furious reaction to this, thousands of citizens observed a spontaneous bandh and held a dharna outside the police station demanding arrest of the accused youths. Till late evening, the situation in the city was tense but under control. According to late information, a call has been given for a bandh tomorrow (Thursday) and there is a possibility of normal life being affected. Today's events in the city evoked memories of last year's Curchorem riots. Furious citizens of Margao targeted some shops in the Gandhi Market, and one began to wonder if Curchorem was going to be repeated here, but the New Market Traders' Association managed to get control over the situation in time. After Rajesh Cuncolienkar reprimanded youths who were eve-teasing his sister, five Muslim youths from Rumdamol, Davorlim and other places attacked Rajesh with iron rods, soda bottles and knives, and, leaving him covered with blood, fled in an Indica car. Due to this, the entire trader class in the market was enraged. They took a morcha to the police station demanding arrest of the assailants. The shops in the Margao were kept closed after 12 o'clock. The president of the Traders' Association, Vinod Shirodkar immediately informed DySP Umesh Gaonkar about the incident and also gave him the number of the Indica car. So, a large section of society will be denied a living while no gains will be made in their attempt to halt sex trafficking. The real solution to this is (a) with the number of Indians that work in the Gulf, it is incumbent on the Indian government to exercise its power and ensure that passports cannot be withheld by the employer (a horrendous violation in Gulf countries) and must remain the sole property of its original custodian. (b) There must be visible, effective and numerous outreach programmes run by the Indian government, in the Gulf countries, open to members of its community who are in trouble and seeking protection from such unscrupulous employers.
