It is easy to critic the Maior of Panjim, but does he
have control over the bharatis coming into our city in
droves? On the other hand the Maior can not be
compared to the stalwarts such as Simoes or Branco, he
does not have the qualifications nor back ground to be

"GOA  IN  LISBON - A PERMANENT DIALOGUE"

CLP/ Instituto Camões-Goa, will be displaying a collection of 40 pictures 
related to different elements of Goan cultural presence in Lisbon. Portugal 
and India today are two developed and modern nations involved in a permanent 
cultural dialogue. Their advantages include their geographical position, 
natural endowments and the economic and social environment as well as a 
historical past enriched by common social and cultural experiences. This 
collection of photos provides a kind of a trip through different sites that 
show how Goa is present in Lisbon not only in the names of the streets or 
restaurants but also in statues and buildings.

All photos exhibited were taken or obtained in collaboration with Dr. 
Adelino Rodrigues da Costa, the exhibition being organized by José Miguel 
Ribeiro Lume.

All students, members of CLP/IC and interested public are invited to visit 
the exhibition that will be held at the premises of the Centro de Língua 
Portuguesa/ Instituto Camões in Panaji (AGVA HOUSE, Dr. Dada Vaidya Rd.) 
from 28th. of September to 4th. of October. For further information, please

envolvidas num diálogo cultural permanente. Gozam de vantagens inerentes à 
sua situação geográfica e ambiente económico-social tal como de um passado 
histórico enriquecido por experiências sócio-culturais comuns. Esta colecção 
de fotografias possibilita uma viagem por diferentes locais que mostram como 
Goa está presente em Lisboa não só através dos nomes das ruas ou 
restaurantes como também em estátuas ou edifícios.

Todas as fotografias expostas foram tiradas ou obtidas em colaboração com o 
Senhor Dr. Adelino Rodrigues da Costa, sendo a exposição montada e

Karunakaran had asked if Lord Ram was a civil engineer
and when he was involved in the construction of that
bridge?

exit a RamSetu or not... As per records exist Rsam
Setu referances can be trace to atlest 2000 years
back..

Previously same thing was said about Dwaraka... but

Giving Hindus a "minority psychosis", in a land of 600
million Hindus? Come off it! Who are we kidding? This
is nothing more than a political disco in India, where
flashing crystal bulbs of communalism make politicians

All it will take for evil to triumph in India, is for
the bell of its middle-class to stay silent in the

Comment:
Pl do not confuse Karunakaran with M K Karunanidhi. Karunakaran is the former 
chief minister of Kerala.Karunanidhi is the Chief Minister of Tamil Nadu and 
the one who has been ridiculing the BJP and its beliefs.

Incidentally, the Sethusamudran Project was initiated by the BJP while in power 
at the centre, with the DMK as its ally. Several BJP ministers held the Water 
transport portfolio from time to time kike Arun Jaitly, VP Goyal, Shatrughan 
Sinha. All the alignments were approved by them. The project kickstarted under 
the present UPA government. (refer Outlook latest issue for more details). This 
protest by the BJP is hollow and hypocritic, just as the Ayodhya one. Having no 
political agenda or vision for the country, they are always looking for 
emotional issues. However, I personally, do not see much gain for them as for 
one the project is at sea and not visible to most people unlike Ayofhaya where 
people could visit the disputed site. Secondly, and more importantly, the BJP 
benefits when it creates an imaginary enemy. In Ayodhaya it was the Muslims. 
Here, there is no potential enemy. My guess is that like all their earlier 
protests after losing power, this too will fizzle out in!
  an anti climax.

I have always said, not to myself, not privately,  but publicly,  that the
entire Christianity of 2006 years and going strong will lose its anchor and
sail away to be broken over the historical rocks if modern science can prove
(through carbon dating or whatever) that the body of Jesus Christ was buried
somewhere and not what we Christians strongly believe. If there should be no
'EASTER', there will be  no 'Christianity' as a religion which is built
probably against the basic wishes of Jesus Christ Himself.  Perhaps, if
science does come up with the proof some million years hence, no doubt there
will be 'Fatwas' galore to kill modern science???.

BTW, my faith in what I believe is solidly anchored within my being. Even if
I be shown irrefutable proof to the contrary, I shall always go on believing
what I have always believed. It is in this same understanding that I
denounced the hype created in Goa by Churchill Alemao over Dan Brown's Da
Vincy Code. It is a pity that a lot of Goa's intellectuals breathed into
Churchill's superficial and empty fire to build it up and have therefore
weakened themselves as rational believers in solidly grounded faith.

No doubt Churchill did it as a publicity stunt. To my understanding, a
potato, however elegantly it is dressed, will always remain a potato to the
core. In this reference, I wanted to put out a press statement 2 days ago to
say that Goa Su-Raj Party stronly recomends to the Election Commission of
India that it should recover the entire South Goa Parliamentary by-poll
expenses from Chruchill Alemao for creating a vacancy for his daughter at
public cost. Or, alternatively, the expenses should be recovered from the
Congress Party should Churchill be re-admitted to the Congress. But cold
water was put on my enthusiasm by my well intensioned colleagues in the
Party saying that ' we should not pre-empt'.  Let Churchill  be re-admitted
in the Congress and then we shall give it out. Fine !

But to my great surprise, an entire editorial of today's (27/9/07) marathi
'NAVPRABHA' has been devoted to this line of thought. And naturally, I, as
the spokesperson of the Party,  feel cheated.

Genesh Festival went with cracking celebration
peacefull. We should congragulate Police of Hyderabad,
Pune, Barods, Mumbai, Belgaoum and many other small
town. There were stray incident at Bambolim when
Ganesh Idol damaged and Shivaparthi Murti and Nandi
were smashed was by miscrents. Nothing was stolen from
the place. Hindu people should be praised for keeping

DUBAI — Jonathan D’Souza came in the second half and
struck three goals to help CAC Cansaulim to a crushing
a 5-0 victory over Nuvem Al Seer in their Group D
match of the 4th All Goa inter-village football
tournament at the Iranian Club stadium yesterday.


Remedios Rodrigues & Remedios Furtado were the scorer

Cansaulim took the early initiative forcing the first
corner of the match in the first minute. Nuven keeper
Hermito was in fine form to divert a shot for
Cansaulim’s second corner of the match in the 4th
minute. Simon Andrade missed an easy chance after
Renfert Philip had failed to clear a pass.

But the most glaring miss of the day was by Remedios
Rodrigues in the 10th minute after beating a defender
and Hermito. With an open goal, Rodrigues went wide on
the right as he struggled to control the ball hitting
into the side netting. Hermito came to  his side’s
rescue a few minutes later as he tipped Cruz Dias’
free-kick over the bar.

Remedios Rodrigues, however, opened the scoring for
Cansaulim when he finished off  a move by Remedios
Furtado from just five metres. But Rodrigues was
booked by the referee for his wild celebrations and
for removing his shirt.

Jonathan D’Souza, who was named man of the match,
struck three goals in succession for a 4-0 lead before
Furtado sealed the scores with the fifth.

Bonnie of Nuvem (who is also in the orgainzing
committee) got the second yellow card & marching
orders for abusing the referee. The spectators  booed
Bonnie for his behavior on the field. what a shame!
for orgainzing committee.

In other match of the day, St. Anthony’s Siolim and
St. Anthony’s Pernem split the points in a 1-1 draw.
Jonathan Mendes scored for Siolim while Peter Carvalho
fired the equaliser. Renato Fernandes was the man of
the match.

balchao, xacuti in its myriad forms, is a gourmet’s delight. In the vegetarian
section, there are the fresh flavours of cabbage, peas, cauliflower fougath and
spice-laced vegetable stews called ‘caldine’. Dessert included the famous
bebinca, a wickedly addictive blend made from layer upon layer of coconut
pancakes, the dodol (rice flour, coconut milk, jaggery and cashew nuts) and the

Goa's Commonwealth Under 18 Girls Champion
Bhakti Kulkarni (ELO 2112) beat Tamil Nadu's 11th seeded
S. Harini (ELO 2087) to establish a clear one point lead
in the Eighth round of the National Junior Girls
Championship being played at Nagpur today. Bhakti,
not given a chance by too many of the pundits at the
start of the tournament, had participated in
the event primarily for experience. This performance,
especially her wins in the last two rounds against
S. Harini and P. Sivasankari (ELO 2101) has
surprised all the chess faithful and perhaps Bhakti herself.

S. Harini is an extremely experienced player
(having played in the National Women's 'A') and
had the advantage of playing with the White pieces.
She had beaten Bhakti in the National Women's 'B'
in 2006 and although Bhakti had reversed the score in
the National 'A' later in the same year, this encounter was expected to be
closely fought. The expectations were rightly justified and
what decidedly turned the match in Bhakti's favour was the
superior opening preparation imparted to her by
her Coach - Dronacharya awardee Raghunandan Gokhale.
She played a new line from the Ruy Lopez which she had
never employed before and this caught her opponent
offguard. Harini could not cope with the surprise and
eventually resigned after an enthralling middlegame.
Bhakti next plays P. Uthra (ELO 2060) of Tamil Nadu in the
ninth round later today.

On the second board, the game between top seeded Asian Junior Champion
WIM Mary Ann Gomes (ELO 2274) of West Bengal
and highly rated Padmini Rout (ELO 2246) of Orissa
ended peacefully in a draw. This means that Bhakti with 7.5 points has a 
clear lead
of one point over her nearest rival. However, with three rounds to go, 
anything
is possible and Goa's wondergirl Bhakti will be aiming
to finish in the top 3 and book herself a spot in the
World Junior Championships to be played in Ankara, Turkey
in August, 2008.

BICHOLIM SEPT 27: The Bicholim police today seized liquor worth Rs 7
lahk at Mulgao Bicholim transported illegally to the neighbouring
state of Karnataka and arrested four persons.


According to the Bicholim police the action was taken in the morning
after the tip-off from the Karnataka Excise department that a truck is
carrying illegal liquor from Goa to Karnataka. The Bicholim police
intercepted the truck (TN- 45-M-6327) at Shirodwadi Mulgao. The police
seized about 600 boxes of liquor worth Rs seven lakh.

Speaking to media persons Bicholim PI, Braz Menezes said that the
truck might have been loaded either at Ponda or Panjim and was plying
towards Patradevi. "They might have changed the route after knowing
about the police who were on their lookout and so came to Bicholim"
Menezes said.

Those who were arrested include P Yaganna Reddy , Ravikumar
Venkataraman both from Andhra Pradesh; Raju Madhu Raj and Ravi Shankar
from Tamil Nadu. The four were arrested under section 465, 471, 418,
420 IPC and were remanded to five days police custody.

Meanwhile, police suspect a huge racket of illegal liquor trade in the
area and are further investigating the case in this direction.

Delhi, Sept 27 (UNI) Over 150 railway safety experts, both from India and
abroad, will share their experiences and expertise at the International Railway
Safety Conference (IRSC) in Goa -- the first time in India -- to be held during
October 1-5.



To be hosted by Indian Railways and Konkan Railway Corporation Ltd, the 
conference
will provide a platform to the railway safety practitioners and other experts
to exchange global experiences and best practices on ''Emerging Dimensions for
Railway Safety''. 



Minister of State for Railways R.Velu will inaugurate the conference, to be
attended by representatives from around 20 countries, including the US, Canada,
Australia, Japan, France,
Germany and the UK. 



Mr V N Mathur, Member Traffic, Railway Board will also be present among others
at the inaugural function on October one. 



International Railway Safety Conference is an annual event attended by railway
safety managers, safety regulators and accident investigating agencies from all
over the world. 



It provides a platform to the delegates from various international railway
systems to exchange ideas and information on the current safety issues faced by
them. 



The first IRSC was hosted by East Japan Railway in 1990 in Tokyo,
Japan and since then, this
has been held every year by some railway or the other but it is for the first
time that it is being held in India.




Indian Railways' sustained efforts in the recent past have resulted in more
than 50 per cent reduction in consequential train accidents which have come
down from 0.65 accidents per million train kilometers in 2001-02 to 0.23 in 
2006-07. 



''This conference offers immense opportunities to the world railway systems to
help formulate future possibilities,'' a ministry official said today. 



Thirty-one technical papers will be presented during the conference to
specifically dwell upon subjects like 'Integration of Safety Management in
Development Planning', 'Impact of Safety Enhancement Systems and Diagnostic
Technologies on Human Performance', 'Emerging Trends on Mitigation of Third
Party Hazard' and 'Trends and Practices of Safety Regulation and Accident
Investigation'.

In the ninth round of the National Junior
Girls Chess Championship being played 
at Nagpur, Bhakti Kulkarni (ELO 2112) fought back from
a dead lost position to win her game against
fancied P. Uthra (ELO 2060) of Tamil Nadu to take a 1.5 point
lead with two rounds to go in the event.

Uthra had obviously prepared well for this game as she
gained superiority right from the opening itself
and won a pawn. However, Goa's Commonwealth
Under 18 Girls Champion Bhakti was given a lifeline
through sheer Divine Intervention when her opponent
grabbed another pawn and opened a file for her rook.
Bhakti counterattacked and in the ensuing time scramble
held her nerves to win the crucial encounter.

Bhakti on 8.5 points has the sole lead and is followed
by two time National Junior Champion WIM Elect
Soumya Swaminathan (ELO 2178) and Asian Junior Girls Champion
WIM Mary Ann Gomes (ELO 2274) who are on 7 points each.
Bhakti needs just half a point from her remaining two games to
win the Championship. She next plays reigning Champion
Soumya in the 10th round to try and seal her victory in the event.

Even the worst case scenario sees Bhakti finishing no worse than
third and she has thus ensured her place in both the National Junior
team and the World and Asian Junior events next year. Coach
Raghunandan Gokhale, India's first Dronacharya awardee in chess,
has expressed confidence that Bhakti will get the half point
and emerge victorious in the Championship!

  Floriano responded a bit sarcastically to the idea of a revolution in Goa 
being put forward by a poster on this forum.  
   
  But sarcasm is welcome when the alternative is to panic, accept & take 
whatever is told you, lay down & be trodden upon by those who want your land, 
not to know WHAT to do when you see your country being humiliated by outsiders 
is one thing but to simply pooh pooh someone's ideal is not on.  
   
  I was a bit tough on the proposer of the idea to start a little revolution 
but it was done in for the good of the poster, he was not taking some aspects 
of his revolution to right all the wrongs of Goa & was over-enthusiastic.  
   
  But a bit of sarcasm here & there does put some spice into the argument & I 
accept this, however when you take it down to street level, remember how close 
to home some of the Goan ideals have deteriorated over the past decade!
   
  The total lack of control of internal immigration in some quarters of Goa has 
reached unacceptable levels. WHY does Goa need so many Villas & swimming pools 
for the tourists' 2nd homes?  If its legal & proper immigration, ie retirement 
or working in Goa, that is one thing but some parts are European enclaves!  
   
  Old, young & vunerable people are afraid to out even in daylight in some 
places, not so much because of the Europeans (Goans have got used to Europeans, 
Portuguese & English etc for hundreds of years) but we have heard some horror 
stories, including a warning from another poster about the disgusting state of 
some streets and areas where tourists are being warned not to thread (and so 
the tourist will go elsewhere, leaving the garbage & its inhabitants to revel 
in it). Downgrading Goa yet again.
   
  Prices of property may be going up in some areas, but I know many places 
where not even Goans want to live, its a no-go area in some places already!  
Other places are way above any Goan can afford, unless he or she is rich.
   
  Dont panic, its not all over yet!  This forum, and others springing up all 
over the place are doing so to ensure more Goans & friends of Goans are able to 
contribute something, if not financially, then their expertise in how to get 
something done about the plight of corruption, filth, religious rivalry, 
political in-balance, authority figures are being ousted here and there, named 
and shamed (eventually we hope to be removed from their posts, permanently 
prohibited to enter politics again), name & shame the baddies. but with PROOF!!.
   
  Please, DO  moan & groan, rant & rave about the what bothers YOU and YOUR 
family, then speak up in GROUPS (always best done in groups, not individually, 
as you can imagine, I dont have to tell you why), but dont give up the chance 
to do something about it.  
   
  No guillotines are necessary, most often than not, the pen IS  mighter than 
the sword, the spoken & written word can cut down any criminal, be it in a 
judicial court or out on the street, it all depends on WHO says it, WHY it is 
said and the WAY it is said, and in front of WHOM, but always with PROOF!.  
   
  Dont despair & escape to cold comfort, talk to your friends & relatives, 
speak to neigbours who are concerned about the goings on within YOUR home & 
work area & come onto this forum for advice from those in the know, get 
listened to by the doers on this forum, after all its IS all about YOUR Goa, 
OUR Goa, its not just about your neighbourhood, in the short, medium AND long 
term its all about preservation of what is, what Goa is.  There is no other 
place like it in the whole of India.  
   
  You can name Kerala & a dozen other places no doubt but compare like for like 
& there is no other place like Goa, no matter who you are, once you have 
breathed in Goa, the air is never as fresh anywhere else.  Is it?
   
  Some streets, well quite a few streets actually maybe its best to just hold 
your breath, but a good clean up will bring back the ozone!  Dont need guns or 
guillotines for that, just common sense & judicial help, but if you permit 
other areas to be done over, then it wont be long before it encroaches upon 
your own doorstep.
   
  Stop the seeds of destruction from cementing over the sea shore line, your 
paddy fields being filled & more houses being built for the rich outsiders, or 
a new housing complex for the Europeans to buy up & raise the price of housing 
beyond your grasp, certainly how will your sons & daughters, and in many cases 
your extended families ever be able to afford to live in a house again?

the self righteous drivel of Gadgil. By his own
admission this person is a marxist. Marxism has
destroyed entire countries and caused untold misery to
millions. When it comes to killings and genocides
these marxists are light years ahead of any other
organization in modern times. As an economic doctrine
Marxism has been long consigned to the dungheap of
history.

This ideology of hate only survives amongst
discontented poor and uneducated people. It is

While i would be wasting the valuable time and energy of readers and
contributors to this forum by engaging in a war of words with individual
critics of my central theme,I felt ( after a considerable amount of thought
and discussion with my colleagues ) that I need to clarify a few points in
response to the posting by Mr Floriano Lobo.
I can undertand Floriano-Bab's pessimism and the vitriolic tone to his
posting. I was in Goa at the time of the last assembly elections and have
witnessed at close quarters the virtual
helplessness good persons like him have encountered in the electoral process
( i would strongly advise goanet readers to go to the Goa Su-Raj website and
read Floriano-Bab's post election ramblings where he presents a vivid and
stark picture of the actual scenario faced by a candidate,however decent a
human being he is, who does not have money and muscle power to combat the
uncontrollably corrupt and well entrenched system in Goa )
Specifically,in response to your comments,Floriano-Bab,
1) The greatest revolutions witnessed in history have not involved
guillotines or bombsthey have involved  like thinking good people
getting together for a good cause
2) If you read my my initial posting, you will note that I do not believe in
creating a pseudo feel good factor in Goa with technological leaps in terms
of fancy mobiles /broadband from pernem to canacona etc or for that matter
poltical stunts to capture vote banks by repairing temples and
churchesour first priority should be to provide a basic
infrastructure in terms of water,electricity,health ,education,transport etc
to every corner of Goa.

A week is a long time in politics and the Ram Setu
controversy may soon die down. But even as it fades
away politically, it may linger intellectually.

Everyone is agreed that the battle is between
scientific attitude and faith. As Francis Bacon argued
nearly 500 years ago, the scientific spirit requires
that we accept nothing as true unless it can be
verified by experiment. Karl Popper goes on to say
that the purpose of scientific enquiry is to disprove
a hypothesis, not buttress it. As Thomas Kuhn has
explained, science re-writes its textbooks all the
time.

In stark contrast, religious texts are sacred; they
are unalterable. Science holds a hypothesis untrue if
it does not satisfy even one out a hundred conditions.
For the faithful, belief is sanctified even if it
comes true only once in a thousand times.

In modern times, the proposition that science will
replace faith has become an attractive one. Much that
was a mystery earlier has now been rationalised
through scientific discoveries. Inevitably, many more
mysteries of the present will also get explained in
years to come. But science has its limitations. For
example, it can theorise how the universe began with a
Big Bang, but not explain what agency caused it.
Scientific theories are also fickle. Five years ago,
hormone replacement therapy was the cure-all idea for
older women. Now, it is anathema. Science propagates
knowledge; it does not necessarily confirm wisdom.
That is why stories about mad scientists remain a
recurrent theme in cinema!

There is no scientific proof that God exists; neither
is there any proof that God does not exist. The same
holds good in the case of Ram too; there is no proof
that he existed; neither is there any scientific proof
that he did not exist. That is where ¡¥rational¡¦
scientists drift outside the scientific path. They
make assertions about matters of faith, forgetting
their own principles. They can say, at the most, there
is no proof that Ram was a real person. They cannot
proceed further and assert that Ram was not a real
person.

The reality is that many people believe in God. The
reality is ideas of God are many and lead to fierce
fights, including mass murder. Admittedly, there is,
at any one time, far greater unanimity about
scientific ¡¥truths¡¦, but all those truths are merely
hypotheses liable to be superseded in the future.
Rationalists are right in condemning superstition as
dangerous and harmful. They overstep when they assert
science has all the answers. As of today it does not.
Nothing becomes a scientist more than humility.

But why not tolerate the dogma of scientists when no
objections are raised about religious dogma? In the
Indian context, rationalists become dangerous, because
they attack selectively. All religions survive on
myths. Rationalists would have been on more solid
ground if they had attacked myths of all religions.
Unfortunately, Indian rationalists attack only Hindu
myths. This is politically dangerous. This has, in
turn, led to a worrisome development. The attacks have
only induced orthodox Hindus to become more
irrational, rather than more rational. Tolerance of
diversity has been the hallmark of Hindu culture. What
rationalists are doing is to take advantage of that
tolerance of diversity to destroy the base of that
tolerance.

Hindu myths are liable to suffer more than those of
other religions because there are so many more of
them. Nevertheless, isolating Hindu myths alone is not
rational. One suspects that Indian rationalists have
confined themselves to attacks on Hindu myths because
Hindus are soft targets; others are not. If that is
true, rationalists are cowards. A cowardly soldier is
a danger to the army; he can lose battles. Cowardly
intellectuals are even more dangerous; they can
destroy an entire society.

Since the days of Jawaharlal Nehru, there has been no
respite from the attacks on Hindu beliefs. That itself
would not have mattered if Hinduism alone had not been
isolated for such treatment. As a result of this bias,
orthodox Hindus feel more and more threatened. In

MARGAO, SEPT 26 — Will the affairs of the proposed Tiatr Academy
be carried out in Roman script, Devnagiri or English?


This question has occupied the minds of a section of tiatrists, as the task
of putting a Constitution in place for the Tiatr Academy
has got underway with the government circulating a draft Constitution for
suggestions and objections.


Tiatrists in the know say the draft-Constitution is silent — for reasons
best known to the government — on the question of script, when it is a common
knowledge that Tiatr is written in Roman script.


Take for instance, the aims, objectives and activities of the Tiatr Academy.
The draft constitution says the Academy aims at fostering and developing Tiatr
and its dances, music, songs and literature and also promoting through them the
cultural unity of the State and the country.


Tiatrists have sought to know whether the aim to foster and develop Tiatr
and its literature would be in Roman script or any other script.  “Why is
the government silent on mentioning the words “in Roman script” after the word
literature?” asked a prominent tiatrist.


He said mentioning of the word “in the Roman script” is essential,
considering the commitment of Chief Minister Digambar Kamat and his government
to promote Roman script.


Another Tiatrist pointed out to the provision relating to the Academy’s
Member Secretary. Pointing out to the duties of the Member Secretary, wherein
he is expected to look after the office correspondence, a tiatrist maintained
that all this correspondence will necessarily be in Roman script.

A FEW YEARS BACK, NOBODY WANTED TO BECOME EVEN A PANCHAYAT MEMBER.NOW,
EVERYBODY IS FIGHTING FOR THE SEAT.THE PANCHAYATS AND MUNCIPALITIES HAVE
JOINED HANDS WITH POLITICIANS TO FORM A POWERFUL NEXUS THEREBY TAKING THE
DISEASE OF CORRUPTION AT GRASSRROT LEVEL. INFACT, THESE BODIES ARE THE MAIN
CAUSE OF DESTRUCTION OF GOA DUE TO ISSUING ILLIGAL LICENCES FOR UNCONTROLLED

PLACE.PARTLY DUE TO GREED AND IN PART DUE TO SURVIVAL DUE TO THE HIGH COST
OF LIVING IN GOA, PEOPLE AT EVERY LEVEL JUSTIFY TAKING BRIBES.I DONT HAVE
SOFT CORNER FOR BJP DUE TO THEIR COMMUNAL BIAS. BUT, THEY WERE USING IT FOR
VOTE AS THEY COULD NOT MATCH MONEY POWER OF CONGRESS AND WERE PAYING THEM IN
THEIR OWN COINS.BUT THE SITUATION IN GOA WAS HYPHED BY CONGRESS OUT OF SHEER
DESPERATION AS THEY WERE ABOUT TO LOOSE. INFACT, CONGRESS USED CRORES OF
RUPEES WHICH THEY PINCHED FROM PUBLIC TO BRBE VOTERS.

2. GARBAGE: It is unbelievable that in this era and time one has no solution
for this problem.Either the concerned authorities are totally primitive or
they have no ideas what disaster it can bring. Flies all over the place,
mosquitoes, malaria, dengue fever, stray dogs and animals running all over
as scavangers. Most surprising of all are the citizens who are quite cool
about it and most of all THE MEDICAL PROFESSION WHO SHOULD BE IN THE
FOREFRONT TO FIGHT THIS MENANCE.

3. IMMIGRATION: this needs a  long discussion on its own.MORE THAN ANY OTHER
ISSUE, THIS IS OF SINGLEMOST IMPORTANT AND WILL  ANNHILATE GOAN IDENTITY
ONCE FOR ALL. EVEN THE LONG TERM NONGOANS WHO HAVE SETTLED IN GOA ARE
WORRIED ABOUT IT. AFTER ALL, WHY DID THEY SETTLE IN GOA AND NOT IN BIHAR AND
UP? THIS HAS GIVEN RISE TO HUTMENTS ALL OVER WHICH IS THE VOTE BANKS FOR THE
POLITICIANS- AND THE PRESENT CHIEF MINISTER IS THE MAIN BENEFICIARY- CRIME ,
PROSTITUTION( THANKS TO PARRIKAR WE GOT RID OF BAINA),DISEASES,PEOPLE
DEFECATING ALL OVER,PRESSURE ON INFRASTRUCTURES, SPECIALLY HEALTH AS GOANS
CANT EVEN HAVE DECENT BASIC HEALTH CARE IN THEIR OWN STATE -- BUT THE HEALTH
MINISTER IS BUSY  SETTING UP SUPERSPECIALITY HOSPITAL  AND AGAIN DISHING OUT
OUR PRIME LAND  FOR PROBABLY  PROPERTY DEVELOPERS--. IN SHORT  OUR

Hello,
Can anyone tell me the entire detailed procedure about "filing the
suit against an Embassy or Consulate". Also i need list and names of
website and forms for filing complaints and thereafter sending a legal
notice and executing legal proceedings against an embassy or
consulate.

What is to be done if an Embassy/consulate refuses to acknowledge a
LETTER and doesn;t give appointment for meeting the consul generel,
ambassador or any other higher equivalent authorities.

Goa expects to touch 25 lakh tourist mark this season

PANAJI: Goa expects to achieve a milestone in the tourist inflow this season 
by touching the 25 lakh mark, for the first time in the history of the 
coastal state.

In terms of tourist arrival, the state is rapidly growing at a pace of 10-20 
per cent annually besides welcoming 24 lakh odd visitors last year.

"This season, the figure will touch the record 25 lakh figure, which will be 
the highest for the state till date ... at least 10 per cent increase in 
foreign arrivals is expected this season," Ralf D'souza, Chairman Travel and 
Tourism organisation of Goa (TTAG), said.

Goa, famous for its 105-km-long sandy and pristine beaches, also created a 
record of sorts when it attracted sizeable foreign and domestic tourists 
during off-peak monsoon season.

Officially, the tourist season began this week and the first chartered 
flight will touch Goa airport sometimes next week.

While domestic tourist influx cannot be projected accurately, industry 
experts feel that the chartered flights will spiral to 750 mark this time.

"Last year, total 725 chartered flights arrived. This year, there will be a 
slight increase in the figures," D'souza said.

However, the chartered flight growth in the state is marred by the 
constraints on Goa airport. "There are limited slots available and we have 
to share the airport with Indian navy and domestic flights," the TTAG 
President stated.

I can only assume the miscreants who damaged Ganesha, Shivaparthi & Nandi were 
opposed to the celebrations, the festival itself & were not of the Hindu faith.
   
  We do not see this happening in other religions, I wonder WHY people will 
impose their will regarding religion & others preferences over that of the 
najority Hindu nation?  
   
  Could it be because they are the minority religion in the whole of India or 
just because its Goa this happens in?
   
  Live in peace and harmony PLEASE in Goa especially.  Nothing was done to 
desecrate any of the idols in other Indian States but only in Goa, at least 
that is what we are led to believe but as long as you are the majority in any 
of the Indian States (Kashmir aside) there will be no "retaliation towards 
Hindus" so there is still tension towards & hatred towards fellow Goans, be 
they Hindu, Catholic or Muslim.  
   
  Now I wonder WHO (religious or political or a combination of both)  gave the 
go-ahead for this latest spate of insolence & hatred toward another religion?.
   
  Maybe we ought not to be pursuing this in case it hurts someone else's 
feelings on the subject but religious harmony is a priority to get resolved, it 
is intertwined with politics AND a way of life, not only for the majority, the 
minority & all others whom you come into contact every day of our lives are 
also affected.
   
  STOP LOOK LISTEN and report back to this forum, if we can we must try to 
solve the errors of others but above all no more demolishing of temples, 
mosques or churches & other places of worship, be they grand old buildings or 
the small little temple by the roadside, we must not allow further destruction 
(of the mind) & persecution on basis of religion or worship.
   
  Never mind what happened centuries ago when the Portuguese destroyed much of 
the Hindu temples & replaced them with grand buildings of their faith, that 
happened too long ago & retaliation for this nowadays is a little too late.  
Damage was done a long time ago, as was the forcing of the peoples to convert, 
be it in stealth or by force, it was done and the matter has be closed for the 
good of today's Goan society.
   
  The issue here is that there may be a two-way attack against the Hindu 
religion, this too must stop or the saffron parties will not give up until the 
ancient ways are restored, this is in retaliation to the Islamic & Catholic 
retoric we constantly hear on this forum & other places in the media.
   
  Two against one is unfair, so dont be surprised if you corner someone, they 
attack you in any way they can.  If I was pounced upon by two people in an 
alleyway on the way home and my back was against the wall & I had nowhere to 
run to, I would NOT cower & scream or cry out for help from the heavens.  I 
would use all my physical and mental powers to ensure I survive to live another 
day. I would do ANYTHING I could to divert the blows & the pain with the 
God-given mental & physical ability that I had remaining in my mind & body.
   
  That is what the Hindus are doing, they may be the majority in the land but 
they are being bitten at the ankles by the smaller dogs & the larger ones are 
going for the throat (symbolically) so dont be surprised if some dirty dealings 
are afoot (not a pun) when times are bad, they will get worse if you continue 
to attack relentlessly a faith-based religions.
   
  So stop gripping about what happened in the past, although memories never 
fade that much that we dont all remember what the Portuguese did on a daily 
basis to the Goans (my father was Portuguese & I am the product of the time & 
remember well the 50's until independence in '61 when our mother brought us 
back to England after our father abandoned us couple years earlier), but we 
must put these thoughts to one side, the next generation has grown up and had 
kids of their own who are now the people 'to run Goa into AND for the future'.
   
  Ask them what they want for their future & for the future of their children & 
THEIR Goa, they will tell you "to stop our fathers from fighting each other in 
the name of religion & corrupt politics".
   
  But of course some may not say that as they get influenced by their fathers & 
their father's politics & religion tooand the cycle continues to 
repeat it self over & over.
   
  Keep to the basics & allow the slow process of reconciliation to happen 
naturally.  But at times, the "naturally" part needs a little push here and 
shove there.
   
  Do it, go on ...  do it for Goa & Goans.

This week could be historic for Goan Chess Lovers.
Bhakti has won the against storng contenders of the
Title like Padmini Rout and Mary Ann Gomes. Presently
she is lead with three rounds to go. We can hope that
this historic title will open the eyes of SAG official

Goa's Commonwealth Under 18 Girls Champion
Bhakti Kulkarni (ELO 2112) beat Tamil Nadu's 11th
seeded
S. Harini (ELO 2087) to establish a clear one point
lead
in the Eighth round of the National Junior Girls
Championship being played at Nagpur today. Bhakti,
not given a chance by too many of the pundits at the
start of the tournament, had participated in
the event primarily for experience. This performance,
especially her wins in the last two rounds against
S. Harini and P. Sivasankari (ELO 2101) has
surprised all the chess faithful and perhaps Bhakti
herself.

S. Harini is an extremely experienced player
(having played in the National Women's 'A') and
had the advantage of playing with the White pieces.

  Sometimes, when time allows, my wife joins me in reading some of the posters 
on Goanet (she is Mauritian of Tamil descent, we as a family all therefore 
celebrate, and embrace Hinduism) & this morning (8.30am UK time.. on Thurs 27th 
Sept) we both sat down to read some posts (we had a few minutes to spare before 
taking our youngest daughter to school) & came across your comment.
   
  We went over & over the posts previously received from Mr Saldana & thought 
what a forward thinking person he was, until you shone the light towards this 
subject regarding his name & his comments about private emails being received.
   
  Perhaps Mr Saldana can elucidate on your query here? As there were two of us 
reading the posts today, it brings about different perspectives when two brains 
think similarly but objectively sometimes not always in tune with each other 
(call it marriage of two minds), but she has a point and wants to know

Preserve mando art
form, says Cardozo

PANJIM: The traditional mando dance is a unique dance form, evolved as a
blend of Indian melody and western tune and every Goan has to ensure the 
promotion
and preservation of this art form, said Tomazinho Cardozo, member of the
General Council of Kala Academy while inaugurating the day long workshop on
Goan Mando dance organized by Kala Academy at the Black Box recently.


The workshop was well attended by around 80 participants wherein different
lecture-demonstrations and practical sessions were staged by experts of mando
dance. Dr. Francisco Colaco made a special presentation on the theoretical part
of the said art form and also the costumes as well as dancing patterns of mando
dance. Dr. Colaco extended his compliments to Kala Academy
for organizing the workshop which is of prime importance for preservation of
traditional mando. 


Lawrence Fernandes demonstrated how the rhythmic patterns could be provided
with the traditional percussion instrument viz. ghumat.. Fernandes emphasized
on the preservation of ethnic musical patterns and suggested to the Kala Academy
to organize the follow-up sessions of the present workshop.. Timotio Fernandes,
a well known folklorist staged the demonstrations of mando dance and explained
how to stage the traditional art form before the elite audience.
Augustinho  de Cruz, eminent musician gave a demonstration on his rhythm
guitar and explained how to provide musical beats on rhythm guitar as well as
base guitar to maintain the tradition of mando. Earlier, Dr. Pandurang
Phaldesai, Member Secretary of Kala
 Academy stated that in
the era of globalization, every Goan has to take care for maintaining our own
identity through the preservation of traditional art forms, those which have
enriched our heritage. Dr. Phaldesai also declared that Kala Academy
will organize more workshops towards the follow-up action and will also explore
the possibilities of organizing a festival of traditional Mando Dance with the
participation of traditional groups from Salcete area. He also offered to
provide infrastructural facilities for practicing mando singing and dancing for
participation in the forth coming all Goa
mando dance competition organized by Goa Cultural and Social Centre. Issac
Dias, Vice President and Octavio Rodrigues, General Secretary of Goa Cultural
and Social Centre expressed their views

film enters the inner world of those who belong neither here nor there and 
attempts to set right the many misconceptions of the often maligned 'Hijra'

Film as a medium is able to explore the contours of human existence in an 
intimate way often offering portraits of existence that are up so close they 
make you [feel] uncomfortable. The cinematic language has the ability to 
create cameos that blur the boundary between imagined and actual intimacy. 
In its ability to transpose one into the life of another it is unbeatable. 
The festival on human rights being held by the International Centre Goa, 
Dona Paula and Moving Images from the 28th to the 2nd October offers a 
thematically diverse range of films, expanding the concept of the political 
space, to include health, gender and sexuality, creativity and its 
relationship with religion, ethnic conflict and globalisation among other 
issues.

The film 'Between the Lines: India's third gender' is challenging because it 
opens up creative possibilities in the exploration of issues of gender and 
identity. India, with a ritualised and historically conscious presence of 
the transsexual, popularly known as the "Hijra" has a compelling argument to 
make.  Today's demands for greater political  participation have spawned a 
number of movements on human rights especially among minority groups that 
feel disenfranchised, such as women and homosexuals. Most conceptual debates 
around gender and sexuality get polarised between attempts to objectively 
define masculinity and femininity, and the consequent insurmountable 
arguments around difference. Both these groups are buffeted by trying to 
empirically prove what is masculine and feminine, where do political and 
social constructions of self come in, what constitutes normality, aberration 
and deviance. The whole argument around 'normality' is torn between 
biological reductionism and social construction: either one is 'naturally' 
man or woman, or one is 'socially constructed' as either.

But, importantly, within the imagination of any given culture, there always 
exists an archetypal image of the feminine and the masculine. What varies is 
the value attributed to each gender, and their respective descriptive 
characteristics. The archetype of androgyny (a person having both sexes) is 
equally a substantive component of human mythical imagination. The 
androgynous self has always dwelt in the mythical imagination of India. 
Indian philosophical imagination's approach to existence goes consciously 
beyond humanism. It therefore allows for a variety of experiences to be part 
and parcel of the existential possibilities of human consciousness. In the 
epic Mahabharata, the great warrior Arjun has to live a year as a eunuch. 
Also the princess Amba is depicted as being reborn as the male Shikhandi, 
thus transcending the immutability of gender. And more significantly the 
iconographic representation of the deity known as Ardhnarishwar, depicted as 
half male and half female together forming one body, is revered and 
worshipped as a state of primal wholeness.

In Greek mythology androgyny was seen as the original state of being. The 
hermaphrodite was the result of the union between two great gods, Hermes and 
Aphrodite and encapsulated the qualities of both. In many myths of origin, 
the original being was hermaphroditic, and split apart into two sexes at the 
time of creation. Even the biblical myth, where Eve is conceived as created 
out of Adam, the contra-sexual feminine exists within an original being as a 
self contained energy.

The imagery of the transsexual is challenging in its possibilities for 
creative experiences of self. The eunuch community, the 'Hijra's', that 
refuses to identify with being either male or female are not just symbolic 
but embodied realities that are part of the cultural landscape and 
experience of our everyday lives. They chal

Valanka may kick-off
storm against Alemaos

MARGAO, SEPT 26 — Even as suspense continues over the
Congress candidate for the Mormugao Lok Sabha bye-polls — with Save Goa Front
supremo Churchill Alemao staking his claim for the Congress ticket for his
lawyer daughter Valanka — Congress is abuzz with talk of a repeat of Joaquim
Alemao if the Congress High Command surrenders the seat to the Alemaos.


In fact, senior Congress and Youth Congress leaders from Salcete — who were
at the receiving end of the SGF supremo in the past — in private consider the
October 30 bye-poll as an opportunity to show the Alemaos their place.


Already, Congressmen are reported to be openly talking of rebellion against
the Alemaos  at party meetings, over Valanka’s prospects of getting the
ticket. And, they show no hesitation in recalling how Urban Development
Minister Joaquim Alemao was made to bite the dust in the 1999 LS polls to BJP’s
Ramakant Angle, due to rebellion within the Congress.


Even political analysts foresee the possibility of a gang-up against the
Alemao’s this bye-poll to ensure the Varca-based family does not become overtly
too powerful. Apart from Congress leaders, many foresee political parties
working in unison in their bid to cut the Alemaos to size.


This is one reason why the political parties have so far shied away from
declaring their candidates as they keenly await the Congress to first clear its
candidate for the seat.


Many say that despite the criticism that the Alemaos are promoting family
dynasty, Valanka on the Congress ticket would no doubt be a strong candidate.
This may bring the anti-Alemao forces, including Congress leaders, to exploit
the resentment and turn the tide against the Alemaos.


Churchill’s outbursts against a section of clergy on his changing political
sides and his role in the casino boat row have alienated a sizeable core
Congress vote bank.


Again, anti-Alemao groups say though the minority community is opposed to
the BJP or its leader Manohar Parrikar, these questions are unlikely to cut
much ice since the South Goa seat will neither ensure return of Parrikar to
power nor dislodge the Congress government at the Centre.


Churchill Alemao, when contacted, was apparently aware of the sabotage being
hatched in Congress circles. But, he asserted in his inimitable style “I do not
depend on the leaders, but the people. The leaders do not vote, but the people.
The EVMs will show to these leaders that the people are with Churchill.”
